We are happy to present you the July issue of the CIS: Content Report where we tried to gather the most in- teresting up-to-date information about rapidly devel- oping content production and distribution markets of the CIS region. As far as most of the locally pro- duced series and TV movies are further distributed and broadcast mainly inside the CIS territories, we picked up the most interesting and original projects with those script-ideas that have international appeal and may further travel abroad to Europe, Asia or the North America both as readymade product or for- mats. Besides there are a lot of full-length features recently launched into production in Russia, Ukraine, Kazakhstan and other CIS countries that for sure may have not only successful international distribu- tion but also be the award winners and nominees of different international film festivals. Despite large portion of information on the new movies, shows and series you’ll also find the detailed report on the re- cent deals of international distributors with the CIS- partners. In our “Focus” we would like to dwell on Ukraine as a high-prospective territory for the international con- tent. Ukraine has entered the new era of transforma- tions driven by the change in content consumption, but also due to new legislation which obliges the TV channels to change their programming policy: namely, the new amendments to the Law on Broad- casting which came into force on June 4 that prohibit to broadcast really huge portion of Russia-made content. To understand better Ukraine as a high-pro- spective territory for the international producers and distributors, the Kiev-based Media Re- sources Management (MRM) conduct- ed a research of content that was aired by the Top 6 local broadcasters in 2014. тема номера слово редакцииУже в первые дни нового года нам, редакции Content Report, сразу стало понятно, что в 2011м все мы будем усердно и неустанно трудиться. Занимаясь подготовкой первого выпуска обзора новостей рынка производства и аудиовизуального контента в этом году, мы с радостью обнаружили, что даже в новогодние праздники работа во многих продакшнах идет полным ходом, а дальше, как говорится, станет еще больше. Как неоднократно было отмечено, вследствие кризиса основательно изменилась конъюнктура рынка, поменялась расстановка сил и возможностей, поэтому работать действительно есть и будет над чем. Подтверждением тому является количество собранного в этом (полупраздничном) номере материала.

В сегодняшней теме номера мы остановились на одной из самых болезненных тем отечественной киноиндустрии – рынке кинотеатров. На страницах Content Report мы неоднократно публиковали мнения о том, что едва ли не основной проблемой (хотя эту тему активно поднимают все, кому не безразлична судьба национального кинематографа), сдерживающей развитие индустрии «полного метра» на постсоветском пространстве, является катастрофическая нехватка кинозалов. Однако рынок продолжает стремительно развиваться. И если поводов для оптимизма относительно увеличения количества кинотеатров попрежнему не так много , то по внедрению современных технологий за прошлый год имеются все основания для гордости за это. Между тем попытаемся разобраться, есть ли свет в конце тоннеля?!.

Первый номер Content Report выходит в канун Старого Нового года, который (наконецто) завершает череду праздников, поэтому еще раз хотим пожелать нашим подписчикам в 2011 году найти свой верный путь и следовать ему с упорством, трудясь не покладая рук. We are happy to present you the April issue of the CIS: Content Report where we tried to gather the most interesting up-to-date information about rapidly developing content production and distribution mar-kets of the CIS region. As far as most of the locally produced series and TV movies are further distrib-uted and broadcast mainly inside the CIS territories, we picked up the most interesting and original proj-ects with those script ideas that have international appeal and may further travel abroad to Europe, Asia or the North America both as readymade product or formats. Besides there are a lot of full-length features recently launched into production in Russia, Ukraine, Kazakhstan and other CIS states that for sure may have not only successful international distribution but also be the award winners and nominees of different international film festivals. Despite large portion of in-formation on the new movies, shows and series you’ll also find the detailed report on the recent distribution deals.

In our “Focus” we continue the cycle of articles dedi-cated to the current situation on TV markets of the post-Soviet countries. The region is developing rap-idly both in terms of its TV market volume and the number of players on it led by such states as Rus-sia, Ukraine and Kazakhstan. In previous issue we focused on TV markets of Tajikistan, Uzbekistan and Kazakhstan, and this time we’ll provide a short analy-sis of such territories as Ukraine, Belarus, Georgia and Moldova.

Last autumn members of Russian association of televi-sion and movie producers chose Red Square Screen-ings as the most important industry event of the season. The idea of the forum aimed at showcasing the Russian cinema for the international film community belongs to Yevgeny Gindilis – Red Square Screenings’ execu-tive director, founder and producer general of Russian film company TVINDIE. He is also a member of Euro-pean Film Academy (EFA). In an exclusive interview to CIS: Content Report he told about achievements, pri-orities and plans of his company and his own as well as about the experience of international coproduction.

synopsis: The Boss tells the story of Natasha suvorova, the woman working at ‘almaznaya’ coal Mine, the only source of in-come for those living in a provincial town nearby. Natasha is a single mother, but is not afraid of throwing in the battle with cor-rupt system of local administration.

Belarus national studio Belarusfilm started shooting 4-episode detective drama Lt. Katchura’s District, the fourth part in cy-cle The Black web. The project is financially supported by the Ministry of culture of Belarus.

synopsis: senior lieutenant Katchura runs against a body of an unknown man near the railway. In his bag criminal law experts find the remains of synthesized drug, used to make spice. In a few days two teenagers die of drug overdose. Katchura is sure – these two cases are linked.

La tête haute. The global television industry is changing its traditional paradigm due to the rapid development of new platforms of audiovisual content distribution like oTT, VoD services, cloud technologies, etc. ukraine has also entered this new era of transformations driven by the change in content consumption, but also due to new legislation which obliges the TV channels to change their programming policy: namely, the new amendments to the law on Broadcasting which came into force on June 4.

The ukrainian authorities have banned the broadcasting all russian-made content that focuses on rus-sian armed forces, police and all kinds of governmental security services. The restrictions also concern all films, shows and series that were produced with the participation of ‘personae non gratae’ who have ne-glected ukrainian laws and threaten the national security of ukraine. Moreover, all russian-made content produced after the 31st of December 2013 is also banned.

Taking into account the considerable share of russian productions on ukrainian TV, it is easy to see that the local broadcasters will develop a hunger for new acquired content. This will not happen immediately, as the channels will try to outlive this period by airing both locally-produced series and TV shows while also repeating earlier acquired non-prohibited russian content. But it is obvious that all ukrainian broadcasters will not be able to maintain their positions and avoid losing audience in the nearest future without introduc-ing brand new TV series and films. The channels are starting to seek for new partnerships, ideas, formats and ready-made content, dropping the traditional cooperation model and looking beyond russian-speak-ing productions.

To understand better ukraine as a high-prospective territory for the international producers and distribu-tors, the Kiev-based Media resources Management (MrM) conducted a research of the content that was aired by the Top 6 local broadcasters in 2014. Inter, 1+1, ukraine, IcTV, sTB and Novy collectively account for more than 51% of the TV viewing share in the country. last year, out of more than 52.300 hours of broadcasting time on the six channels more than a half was dedicated to TV series and shows and 15% to films and movies.

The programming policy of the major ukrainian channels differs a lot. For instance, Inter, Novy and IcTV give about a third of their air time to TV series; almost half of ukraine’s schedule is filled with this type of content, while sTB and 1+1 rely more on entertainment and only a quarter of their air time in 2014 was filled with series.

Things get even more interesting when we look at the share of russian series aired on the Top 6 ukrainian nets in 2014. In total, more than 18.260 hours of TV series were shown during last year. russian-produced TV series accounted for almost 12.680 hours or 69.4% of the total volume of series broadcast in ukraine in 2014.

Russian-Produced TV Series On The Top 6 Ukrainian Channels In 2014, Total Hours

The nets who relied the most on russian series in 2014 include Novy (87% of series in the air are rus-sian, while all scripted content comprise 33% of its total air time), ukraine (81% series in the air - russian, all series took 47%), IcTV (74% series - russian, 33% of the total air was occupied by series) and Inter (65% russian series, all series comprise 34% of its total air time). sTB and 1+1 had the much humble: 37% (series in the total air took 16%) and 32% (23%), respectively. The leader in aired ukrainian original series productions and co-productions was Inter with 32%, followed by sTB with 27% and 1+1 with 18%, while IcTV and Novy had only 9% and 4% in this category.

The issue with russian content gets even more serious when we take into account that almost 1.900 hours (or 15% of all russian-made series aired on the Top 6 nets) were produced in 2014. considering the restrictions mentioned above these 15 percent will also disappear from the TV grids. adding almost all detective and crime series as well as war and action dramas that depict the life and work of russian mili-tary and security services we come to the situation where almost 40% of the russian-made series (aired in 2014) are now banned for broadcasting in ukraine.

We should also not forget that totally there are more than 20 nation-wide TV channels in ukraine, 11 of which are general interest nets. The analysis above shows the situation on the leading TV channels, but the other broadcasters were also active buyers of russian TV content and now they will feel the hunger for content as well. MrM’s analytical department forecasts that even with the boosting of local series produc-tion the shortage of new TV series will vary at the level of five to seven thousand hours a year!

Moreover, recently the ukrainian Parliament voted on the reduction of the allowed volume of TV advertising from 20% to 15% of the broadcast hour. This will also open up additional space to fill in the grids.

The stats above prove that ukraine is now a new market where the traditional model of scheduling of rus-sian content will be replaced by new programming strategies: some channels will start relying more on own productions, others on more international acquisitions. This will open up great new for the interna-tional producers and distributors willing to fill the huge gap left by the disappearance of russian content in ukraine.

In an exclusive interview to cIs: content report MrM ceo Victoria Yarmoshchuk told about the structure of ukrainian media market, challenges of its TV industry players, and the possible way outs amid the absence of governmental sup-port.

What is the structure of Ukrainian media market? Does the local system meet the world stan-dards?

I would prefer not to talk about the world standards in such sphere as media, as the notion ‘media market’ comprises a lot of separate industries, with all of them being structured in their own way. For instance, it would be a mistake to compare the structures of the TV and printed media markets, or radio and the Inter-net. especially in the time when the convergence of different media leads to blurring of the classic notions of media channels. You must admit that nowadays neither TV, nor radio and – particularly – printed media are impossible without the Internet. onrush of new technologies increases the variety of ways to deliver content – IPTV, video on demand platforms, mobile apps and services etc.

Back to the question on the structure of ukrainian media market it’s necessary to say that there are several big players in each of its segments – TV groups, publishing houses if we are talking about printed media, radio- and internet-holdings correspondently.

There are four large commercial TV groups on the local market – Inter Media group (Inter, NTN, Mega, K1, K2, Zoom, Pixel and enter-film channels), 1+1 Media (1+1, 2+2, ТЕТ, PlusPlus, Bigudi, ukraine Today and uNIaN TV), starlight Media (sTB, IcTV, Novy channel, М1,М2, QTV) and Media group ukraine (ukraine, Nlo TV, Football 1, Football 2, Indigo TV, and several regional TV channels). Their cumulative share of TV viewing is more than 80%, and they collect in total more than 90% of the TV-advertising money at the market.

It is worth noting that the abovementioned media holdings do not keep only to television – they are step-ping up their presence in the Internet, and expanding in-house production and distribution divisions. By the way, Media group ukraine is an owner of one of the biggest publishing houses in the country - segod-nya Multimedia Holding. That is why considering the groups’ structure I may say that ukrainian TV holdings meet the world standards.

How is the TOP-list formed? What are the criteria to choose one or another media market player – financing volume, TV product quality etc.?

There are many much smaller players except those four large groups. For example, public First National channel, private 5 Kanal, Tonis and 112 ukraine, and a wide range of niche, regional and local broadcast-ers.

The main criterion is the coverage of TV audience. although, the coverage and the quality of the audience are the most important factors for any type of media in the world. The only way to steal the scene is to show something interesting and of high quality. and quality means appropriate financing and a qualified profes-sional team. so, the success depends on each and all the processes – line-up formation which helps to hit the target audience, original production and content acquisition from the third parties, development of TV content distribution, licensing and related businesses, good marketing and Pr-strategy – that, actually, are the links in the one and the same chain, where the audience is right on the top.

What do you think of the quality of Ukrainian product?

The quality of programming aired on ukrainian TV channels is rather high. They broadcast all the world hits, after the certain delay, of course, due to the theatrical and TV distribution windows, but this is the world practice. ukrainians can watch popular us and european high-budget TV series, and good results were shown by south Korean and Turkish product. It is russia, however, who has been the leading TV se-ries supplier for ukrainian television for many years. But the local TV series production doesn’t stay in one place and as to its quality it is as good as abroad – ukrainian series top the russian viewing ratings very often.

speaking about the TV shows and programs, ukrainian channels are doing very well – they learned to produce such type of content of a very high quality level. The local adaptations of international TV formats are usually considered as one of the best in the world. as a result ukrainian companies are trying to enter the TV formats market as sellers, not only buyers. and they succeed, just like in the case of ‘Mystical Tales’ from FIlM.ua: it has been licensed not only in the cIs territories, but also Bulgaria, Benelux, austria, Nor-dic countries and others. In its turn ‘crack Them up!’ by studio Kvartal 95 has been acquired for adapta-tion into France, Belgium, Italy, germany, china, australia, Vietnam, lithuania, to say nothing of russia, Kazakhstan and Belarus. ‘Maidan’s’, ‘Daddy’s House’, ‘The auditor’, ‘Downtown Karaoke‘ and ‘Jail Birds’ were also sold abroad as formats.

What do Ukrainian media come short of in compliance with the European, world or Russian ones? Has the local product any benefits?

should you exclude all the nuances connected with the freedom of speech and business transparency, and focus on the market aspects only, you will see that ukrainian media players have much less money than the european or russian ones, because of the ad market size. Before the devaluation of national cur-rency in the last year, the TV advertising market volume reached in 2013 about 5 bln. hryvnas or $625 mln. In 2014, however, it totaled less than 4 bln. hryvnas or taking into account the average weighted exchange rate – below $450 mln. and this year it may fall under $200 mln.

Just for example, in the neighboring Poland the TV ad market volume exceeded $1 bln. in 2013 already, and demonstrates growth in the last two years. Talking about russia you have to realize that ad expenses per capita are initially several times higher there than in ukraine. and even with those negative trends out there within the last one and a half year, the situation is much better than in ukraine. You should not forget about financing from the [russian] government, owner of the most of popular federal TV channels.

The only benefit of ukrainian product is its price. ukrainians have learned to make the product of rather high quality almost for a song. and they will have to polish up these skills because the channels line-up should be filled up.

Can we say that Ukraine has its own media product already? What particular elements does it have?

ukrainians make a lot of original media product. our company is doing research on the programming broadcast by the most popular TV channels at the moment. and I can provide with some results already.

In 2014 the total time of ukrainian TV series (co-productions excluded) aired by the ToP-6 channels reached 1 250 hours, and about 1 700 hours were the co-productions with russian, Belarus and Kazakh colleagues. This is more than 16% of the time of series broadcast by the ToP-6.

as for the original TV shows and programs they totaled 10 300 hours or more than 93% of all programming of this type shown by the ToP-6 broadcasters. large part is taken by the news programs (around 10% of the whole air time)? TV-movies, documentaries and animation. The share of TV-movies and documentary films produced by ukrainian companies or in a co-production with them is also high – 580 hours or 42% of air time of this type of content in 2014.

How do you assess the rate and development level of Ukrainian media market? What it may or should be driven with?

The development level is high if you think of the business working processes. But there is no growth – the trend is negative due to the economic situation. No one knows for how long will the stagnation last, but it is obvious, that taking into account the volume of ad market by value it will take at least several years to recover and reach the level of 2012-2013.

The government policy focused on the deregulation and business operations easing may stimulate the growth. so does the attraction of foreign investments. But it is still unknown how the government wants to support the national audiovisual product – yes, it gives money as grants from Film agency or the Ministry of culture to produce feature, documentary and animated films. This support, however, is a drop in the bucket, help for some specific projects and producers without any systematic approach for the local pro-

duction. There is no tax relief such as tax credit or tax rebate programs for local or foreign producers. No system for the support of TV content production is provided. The government has carte blanche to take measures, and whatever they do in this sphere, they will stimulate the market. But I mean only the real measures, not the law making demagogy, which leads to nothing good.

May the Russian TV product ban improve the quality and volume of Ukrainian programs? Or should there be any other mechanisms?

This ban, which came into effect in June, was rather ill-advised move from the ukrainian government. For example, it prohibits absolutely harmless romance and comedy TV series, usually co-produced by the ukrainian companies. of course, it is much easier to put an embargo on each and all, rather than check and analyze a specific product. unfortunately, the populism is one of the scourges of those in power, and not only in our country.

May the russian TV product ban improve the quality and volume of ukrainian programs? as for the vol-ume – for sure it may. But as for the quality – I have great doubts about that. The reason is that before now ukrainian producers could have in view further sales of their product to russia, and therefore these sales-budgets into the production budget of, for instance, TV series. But no one can rely on those sales today, and the production budget will be minimized to cover the costs on the territory of ukraine only. How this may improve the average quality of the product?

In the nearest months we may see, actually, some uncommon and creative moves, focused on continu-ance of quality amid production budget decrease. and our economy will definitely benefit from this, but not unless and until its recovery. still, the quality is likely to become worse in the nearest future.

what are your thoughts on the future of Ukrainian media market?

I’m strongly convinced that ukrainian market lacks two things now. The first one is consolidation, because this is the only way for economy to pick up and make good to deficit of content. The second – ukrainian law should be reformed to improve co-production climate and investment attractiveness for foreign part-ners. once the government and business executives realize this the pullout will be much closer.

To me these issues are not unique at all – many markets have gone through this. so, obviously there do ex-ist several solutions. That is why other, more developed markets have slightly other problems – media in-dustry there is focused on the viewing habits change, new technologies and their impact etc. They are go-ing the separate way.

as for the creative aspect of this issue, I see the next evolution stage in the move of more luminaries from film into TV world. I mean producers, directors, scriptwriters, actors. This trend is very interesting, such kind of paradigm shift. But I look to the future with optimism. each crisis has an end, and the only important thing is to work and realize where you are going to.

The work of European producers can’t even be compared to the one we have to do. While they may con-centrate on the definite market segment we actually have no other way out than to produce TV content and mass market movies and to be engaged in coproduction at the same time. In Europe only a large holding can afford production of such a wide range of projects. And we are forced to do it by the situation on the local market.

ploring some specific issue. Russian projects can’t afford it. For example, Russian producers may ask me to make the ocean like they saw it in The Perfect Storm (2000). And I have to explain them that a group of 100 programmers described the behavior of physical phenomenon during a year. Then the results of their work were set into the interface of the program that created such a storming ocean. And the funds spent for the researches are equal to the whole budget of Russian project.

CGF closely cooperates with Timur Bekmambetov who invested heavily in the FilmLanguage (Kinoyazyk) technology. Do you take part in the researches of his company Bazelevs?

We do cooperate with Bazelevs in some researches. But this cooperation is rather sketchy. Actually we do not delve into the study. As for the FilmLanguage I know that Bazelevs have some results that are different from the declared objectives but still…

There is information in the Web that you are going to launch your own projects as a producer. Is that true?

I have some ideas. I have knowledge and skills that would be sufficient to launch a project. And the com-pany is strong enough to realize it. We just need to try and move on if it works.

In the nearest future we’ll decide on the range of projects that would be interesting to work on. At the same time we are going to separate company’s activity as a producer from providing postproduction services which is our core business. Most likely postproduction department will accomplish orders for our projects otherwise there will be a risk of failing in both areas.
