Re: Nomination of First Lieutenant George L. Seeds, U.S. Army Air Forces to be Added to the Killed in Action Memorial at Dublin Cemetery

Background

First lieutenant George L. Seeds was killed in action (KIA) piloting an over France on Christmas Day 1944. His remains are buried in section 1A of the Dublin Cemetery next to those of his brother, U.S. Army Technical Sergeant Robert C. Seeds. Robert1 an infantryman, was killed in action near Florence, Italy just months prior, on September 12, 1944.

Prior to the construction of the City's KIA Memorial in 2013, the National Information Company (NICOM), a research firm specializing in military records, was engaged to identify names of persons from Dublin or Washington Township who may qualify for inclusion on the wall. Sixteen names were initially identified as "confirmed" and inscribed on wall, including Robert C. Seeds whom NICOM identified as a Washington Township resident. Robert's brother, George L Seeds was included on this list as "probable/' but his name was not included on the Memorial. All documentation researched by staff to date indicates a consistent affiliation to Dublin/Washington Township for both brothers.

Janet Seeds, the brothers' surviving niece, brought the disparity to staff's attention in June of this year. In accordance with Section IV of the adopted Inclusion Policy for KIA Recognition, Ms. Seeds and her family requested the name of George L Seeds be added to the KIA MemoriaL

Recommendation

Based on City Council's approval of Robert Seeds name to be included on the Memorial in 2013; the eligibility criteria of both brothers is consistent; and the remains of both are buried in the Dublin Cemetery, staff recommends George L. We, the nieces and nephew of U.S. Army Technical Sergeant Robert C. Seeds and U. S. Army Air Force pt Lieutenant George L. Seeds, respectfully request that George Seeds's name be added to the Dublin Cemetery's Killed in Action Memorial. Both brothers were killed in action in 1944 during World War II. Robert's name is currently on the memorial but George's name was omitted.

killed in action. • Columbus Dispatch article dated 19 February 1945 that documents that the

brothers were killed in action. • The Ohio State University MONTHLY newsletter, undated, second PDF page

numbered 12 and fourth PDF page numbered 37; reports include names, death dates, and circumstances of their deaths.

• Letter dated 16 February 1945 from Colonel Wm. F. Pearson to U. S. Representative John M. Vorys which documents the death of the brothers.

• Letter dated 20 February 1945 from U. S. Representative John M. Vorys to Mr. and Mrs. Clarence Seeds (parents of Robert and George), which discusses a discharge for their sole surviving third son, Richard.

• Request for Transfer letter dated 20 February 1945 from Richard F. Seeds (our father) to the Commanding General, which states that Richard's two brothers were killed in action in the European Theatre.

He was a former employee of the Timken Roller Bearing Co., in Canton, joining the Army in May, '42. His parents, of \Vaynesburg, 0., also survive.

SIMON, Lt. Arthur, H, BSc Com '~2, husband of Janet Horwitz Simon, of New­ark, 0., also an Ohio State graduate. He was killed in action with the infantry in France on Aug. 131 'H. Captain Stafford is reported to have lost one leg in a bomb explosion at Biak. His wife is Mrs. Virginia Stafford, also

A graduate of John Adams High school in Clevelllnd, he attended both Ohio State and John Carroll universities. He had been overseas since Oct. '++. One sister and one brother also ~un·ive.

SAUERBREI, Lt. Je" Willard, 29, Edu w'39, husband of Mrs. Mildred Jean Slluerbrei of East Linrpool, and son of Mr. and Mrs. Paul R. Sauerhrei of Cleve­land. Attached to an infllntry unit, he was killed in action in France on Dec. 8, '<H. He was a member of the Ohio National Guard, Wlls commissioned at Indillntown Gap, Pa., in March, '42, and had been overseas since Sept. 'H. An infant dllugh­ter, whom he never saw, and two broth­ers also survive. On campus he was a member of Theta Xi fraternity.

He wlls one of the first to fly a B-17 with the 8th 1\AF in England, piloted bomb­ers named "The \Vinnin~r Run" and "The Rad Check." He was an honor student in high school and was a sophomore at the University when he entered the Army in May '43.

WALTON, Pfc. Robert \V., Arts w'46, only son of Capt. and Mrs. Raymond W. \Vlllton formerly of Columbus, now of Hot Springs, Ark. While serving with the 7th Army, he Wlls killed in action near Strllsbourg, France, on Nov. 20, '+4. He hlld been overseas since the pre,•iou~ September. At Ohio State he was pledged to Beta Theta Pi frllternity. One sister llho survives.

The University's honor roll of dead in World War II mounted to a total of 408 last month - more than three times the total of Ohio Staters (135) who gave their lives in the first World \Vu.

For the second consecutive month, ad­ditional deaths of sons of the University were reported at the ratt' of more than one a day. It was the second darkest month for the University and the Alumni Association as a total of 33 new war dead were rtported to the \V ar Records Division.

Among the new dead was Lt. Vernon L. Zieske, 25, BSc l'om'41, pilot of a P-47 Thunderbolt, killed in action over Belgium. His brother, Lt. Clarence E. (Bud) Zieske, also a University gradu­ate, gave his lifr' in aerial combat last August. The Zieske family, of Geneva, 0., was the third Univrrsitr family to lose two sons in combat. (See cuts of the two late Seeds brothers, sons of Mr. and Mrs. Clarence G. SN~ds.-Ed.)

Jim Dennis Killed. Another espe­cially hard blow was tht' death of Lt. James W. (Jim) Dennis, 28, BSc Com '37, of Ashley, 0., killed in the crash of a bomber in Alabama. He was one of the most handsome, popular young men to graduate from the University in recent years.

Of the 33 new war dead, 23 gave their lives in action, nine were killed in plane crashes, and one died of a cerebral hemorrhage. Four-teen gave their lives in ground fighting in Germany, France

A pilot of the Air Transport Command, he was killed when his plane exploded as he was landing at an air base in China on Jan. 2S, '4S. He had been overseas since the preceding Octo­ber, was employed by an insurance com­pany before entering the AAF. An infant daughter also survives.

BARNES, James E. Jr., 29, Com w38, son of Mr. and Mrs. James E. Barnes of Youngstown. An infantry officer with the 3rd Army, he died of wounds received in action in Belgium on Jan. 26, '45. He is survived hy his widow, the former Bernice Patton, and an infant son, James E. IV. His father, Jame~ E. (Doc) Barnes, Sr., i~ a noted physical culturist and president of the Ohiu State Boxing Commission. Mu. Barnes i~ the former Nellie Daly Moran, ~tage c.-omedienne.

BRODIE, Man·in \V., Jr., 22, Engr w'4 .. , f.on of Marvin W. Brodie of Columbus. Serving as midshipman on an ammunition ship of the Merrhant Marine, he was re­ported missing on Ocr. 2, 'of-3, after an enemy bombing of his ahip anchored at Bari, off southern Italy, and waa officially declared dead a year later. He had been in the Merchant Marine since March, '43. His stepmother and one aister also aur­vive. On campus he was a member of Sigma Chi fraternity.

BOWMAN, Lt. Leroy C., 27, Engr w'40, husband of the former Marjorie Billingaley and son of Mr. and Mn. L. D. Bowman of Canton. An instructor in twin-engine planes at Altua, Okla., he wu kiiJed when his plane crashed on Feb. 10, '4'. He had been an instructor at Altus since graduat­ing from Ellington Field in Feb. '43. CROWL, Lt. Gordon S., 34, BA'35, MSc '37, son of Mrs. Olive Crowl of Marengo, 0. An artillery officer who fought through Bataan and Corregidor and survived the "death march on Bataan," he lost hia life when American torpedoes sank a Jap freighter on which American prisoners were being transferred to another camp on Sept. 7, '44. He was an instructor in the Uni\·ersity's botany department, work­ing on a doctorate degree, when called to actin duty in November, '+0. A native of Fulton, 0., (see cut), he was a member of the pistol team and Phi Epsilon Phi fraternity which he served as treasurer and president as an undergraduate. He also \VIIS elected to Sigma Xi, scientific honorary. His widow, the former Blythe Pearce, also survives.

DEHMER, Lt. Charles S., 28, Com ow'39, husband of the former Janet Ann Ingham of Pittsburgh, and son of Mr. and 1\ln. Louis Dehmrr of Tiffin. He was killed on Dec. 9, 'H, while piloting a P-H on a bombing and strafing mission onr north· ern Italy. He was the Univer­sity's most prominent athlete to give his life. On campus, he was a nine letter man -football, basketball a n d track--cap­tained the '39 Conference championship eleven. He belonged to !'hi Delta Theta fraternity, was elected to junior and senior men's honoraries. A son was born to Dan's widow in a Columbus hospital, one week after his denth. The Univers· ity's flying field has been named Don Scott Field in honor of the pilot's memory.

Duncan R., 26, BSc Agr '42, husband of Mrs. Nancy Doerr Scott of DeKalb, lll., and son of Mr. and Mrs. George Scott of Cudahy, \Vise, Command­ing officer of a Marine machine gun pla­toon, he was killed in action with the 3d Division on Iwo Jima on March 4, '45. He had served in the Marine Corps since December, '42, and was a veteran of the Guam campaign in which he received the Silver Star medal for gallantry in action. At the University he majored in floricul­ture. Wrote his widow to the Alumni office: "I believe that Duncan died for a purpose which our Alma Mater is helping to fulfill." One sister also survives. (See rut.) • SCOTT, Seaman Robert R., w'41, of Massillon, 0., killed in action at Pearl Harbor, Dec. 7, '41, while serving in the U. S. Navy. He was awarded the nation's highest honor, the Congressional Medal of Honor posthumously, the first Ohio Stater to be awarded this medal in either World War. Aboard the California when the Japs torpedoed the vessel, Scott's last words are known by every Massillon school child. As water poured into his compartment, Scott said: "This is my sta· tion and I'll stay here and give them air as long as the guns are going." He is sur­vived by his mother and three sisters.

He was an honor graduate of both Great Lakes and New London, Conn., and left for overseas duty in April, '44. He held the coveted Sub­marine Combat insignia with three gold stars, indicating that his vessel had sunk at least three Jap ships. He was a grad­uate of North High school where he played football and was a track tnan. At the University he was a member of Lambda Chi Alpha. One sister also survives. He was related to the Nesser family, famous in Ohio State football annals. (See cut.) His uncle is Prof. Walter R. Krill of Vet­erinary Medicine and his aunt, Mrs. Gol­die N. INCLUSION POLICY FOR KIA RECOGNITION

Amended February 2013

I. Background

Attachment A

Establishing a definition of "Killed in Action (KIA)" and the necessary eligibility requirements to be included in the KIA memorial are critical to the overall thoroughness of the memorial.

After further review of multiple eligibility criteria for several different memorials, it is recommended that the City of Dublin adopts a definition for "Killed in Action (KIA)" while also establishing a set of criteria to be eligible for inclusion in the KIA memorial.

If the inclusion criterion is met, the individual has the opportunity to be buried on the grounds of the KIA memorial on a first come, first serve basis. The burial spots are in the form of 3 vacant grave sites along with the ability to bury cremains under the basalt pavers in the plaza area of the memorial.

II. Definition Killed in Action (KIA) can be defined as a casualty classification generally used by militaries to describe the deaths of their own forces at the hands of hostile forces. The United States Department of Defense says that those declared KIA need not have fired their weapons, but have been killed due to hostile attack.

III. Inclusion Criteria In order for a Nominee to be included in the KIA Memorial, the Nominee must meet Q.!l the following criteria:

A.) Killed in Action (KIA) as determined by the military. A certified Report of Incident, which is issued for all KIA by the military, must be submitted. If a certified Report of Incident is not available, then other records listed below may be considered.

C.) A certified Home of Record, birth certificate or proof of residence must list Dublin, Ohio. This includes the community of Washington Township and the former Village of Dublin, Ohio. Exception may be made if the Nominee attended Dublin City Schools.

Proof of Dublin Residency

A copy of at least one of the following is required to prove that the Nominee lived in Dublin.

a. Birth Certificate

b. Newspaper of Birth Announcement

c. Hospital Records

d. Ohio Drivers License

e. Certified Home of Record/enlistment paperwork

f. Dublin private or public school records/identification

g. City records

h. School yearbooks, etc.

IV. Nomination Process

Nominations for inclusion may be submitted to Dublin City Council through the City Clerk's Office. City Council will consider requests for inclusion at any time. Names of individuals approved for inclusion in the memorial will be engraved approximately 30 days prior to Memorial Day and 30 days prior to Veterans Day.

V. Determination of Dublin City Council

If the eligibility criteria are not met, Dublin City Council may, in its sole judgment, select to add additional individual names to the memorial. Additionally, individuals not meeting the criteria are eligible for memorial stones at the Grounds of Remembrance.
