has accepted a proposal from KESO to install a storm-warning siren . Two locations are being considered for its installation . They are 917 Kiowa Drive East (Lot 1437) and 112/114 Hogan Drive (Lots 1352 and 1353) . There will be a public hearing concerning these locations at the Board meeting scheduled for 7 p .m . on Monday, September 15, 2003 . All property owners are invited to attend .

On Monday, August 11, at the POA Board meeting at the Lodge, Lake Kiowa was offered an Early Warning System, to be installed and funded by Kiowa Emergency Service Organization (KESO) . Carson Smith, spokesman for KESO, described the system, and asked the POA Board to consider accepting it as soon as details as to location of the siren could be explored .
There has been a long-time need
for an alert system in our community, as we have had several tornadoes on the reservation in the past 30 years . Thankfully, all of them have caused only property damage with no injuries to people . Observing the destruction done by those small storms convinced the people of Kiowa that a warning system was needed just as soon as funds were available .
At the POA Board meeting on Monday, August 18, the Board members discussed once again the details of having this system installed . In 2002, the Long Range Planning Committee for Lake Kiowa concluded that the best location for an Early Warning System would be on the east side of the lake, somewhere in the vicinity of Hogan Drive and Kiowa Dr . E . It would be attached to a tall pole, which Cooke County Electric has offered to install at no cost to Kiowa for labor . KESO and the POA Board wish to to pick a location that would not infringe on anyone’s property, and would not be unsightly in the neighborhood . There are several sites under consideration .
A motion was made and the Board voted unanimously to accept this system from KESO after the details are worked out to everyone’s satisfaction .

BUDGET INCREASE APPROVEDMore people voted in this election than the Board of Directors Election . With
a convincing 2-1 majority, they approved the budget increase proposed by the Board of Directors .
Ballots on the Proposed 2003/2004 Budget were counted on August 20 . There were 765 ballots cast . There were 497 ballots approving the budget, 267 against, and 1 blank ballot received .
The increase in the monthly maintenance fees will be retroactive to July, 2003 and will appear in the September billing .

August’s issue of the CommuniQue, page 3, outlined and explained the four stages of the Drought Contingency Plan implemented by the K .H .W .S .C .
As a State of Texas controlled water supply, the Kiowa Homeowners Water Supply Corporation is required to operate under specific rules and regulations.The Drought Contingency Plan has realistic and reasonable requirements . As with other regulatory plans, the State of Texas has mandated certain remedies for non-compliance . This is mentioned only as a matter of information as
the Kiowa community is expected to voluntarily and cooperatively work with the KHWSC .
Stage 2 of this Contingency Plan has been in effect for more than a month, and a number of residents are not observing the rules . This has caused some serious low water pressure situations . If a resident is not in compliance, he will benotified,before anyaction is taken.Please note that aerobic waste systems will continue to operate and act like irrigation systems but do not affect the water situation .

Confessions are tough. Real tough. But, sometimes a confession can set the record straight, and I want to give credit where credit is due. Before I talk about my confession, though, let me say a few other things first.
Let me start by explaining the photo in this letter. You know, when I meet people in town they usually say, “Oh, yeah, I know you, you’re Dr. Tim. I’ve seen your ad with that picture of you and that cute young lady.” Well, I’m the big guy on the left.
Nine years ago I was an environmental specialist for the state government, but I developed a painful neck and arm condition. In my case it came on gradually. First it was just some stiffness in my neck and between my shoulders. Then there was a little pain in my shoulder. Before I knew it the pain became so intense that I couldn’t clinch my fists, hold a pen, and sometimes I couldn’t even button my shirt. I was afraid that I’d lose my job if the disability continued. After months of medication and considering surgery (that was the only option left according to the doctor) I decided against it. A friend of mine was concerned enough to tell me about chiropractic and convinced me to give his chiropractor a try. The chiropractor did an exam, took some films, and then “adjusted” my spine. The adjustment didn’t hurt. It actually felt good. I got relief, and I could use my hands again. In fact, it worked so well that I went to chiropractic college myself.
Now for Grace, my darling daughter, who is also in the photo. Grace is a very active young lady. She’s into gymnastics, plays basketball and has always been in cheerleading. All of these activities are very hard on a developing young spine. Grace finds she performs better and can avoid many of the aches and pains of her teammates by staying adjusted. She has learned to come ask me for an adjustment when she feels “a little off her game.”
It’s strange how life is because now people come to see me with their neck and arm problems. Also they come to me with their headaches, migraines, chronic pain, carpal tunnel syndrome, shoulder/arm pain, whiplash from car accidents, backaches, numbness in limbs and athletic injuries, just to name a few.
Several times a day patients thank me for helping them with their health problems. But I can’t really take the credit. My confession is that I’ve never healed anyone of anything. What I do is perform specific spinal adjustments to remove nerve pressure, and improve mechanics. The body responds to this reduced stress by healing itself. We get tremendous results. It’s a simple as that!

“A Doctor’s Confession to Lake Kiowa”And Why I Still Do What I Do…
Callisburg schools are seeing some changes this school year, such as a new superintendent, Dr . Charles Holloway, and shifting of other roles and responsibilities within the district . The Callisburg Elementary School library is one area where the loss of the library aide position has created the need for a strong group of volunteers to help with certain library functions . Volunteers are needed to help shelve books, update labels, and perform other miscellaneous library functions . If you are interested in giving 2-4 hours per week, or even every
other week, your time would be very appreciated! No experience in library work is necessary, just a strong desire to give to your community . Dee Dorman is the PTO volunteer coordinator for the school, and is taking names and hours available to add to the volunteer schedule . The number of incidents in most categories has shown a decline when compared to last month’s report . This is attributable to the onset of Texas summer heat and the fact that there was no big holiday weekend during this reporting period . Even so, there were 17 boating stopsperformedbyLakePatrol.Fiveofthe 6 citations issued by this department were for lake-related offenses . Land patrol found 4 unlocked doors, assisted 7 motorists, checked the welfare of residents 6 times, enforced the parks and beaches curfew once, removed 2 illegal signs and responded to 8 underage golf cart operator calls . Response was also indicated for 2 prowler and 3 suspicious person calls and single suspicious vehicle, unauthorized entry and missing person incidents .Significant vandalism in the form of
damage to driveway lights was reported by various property owners on July 17 . Porta-Privy tippers have also been busy
as of late . There were 2 reported thefts and 1 trespassing incident . Deputies from the Cooke County Sheriff’s Department responded to 2 domestic disturbances at Lake Kiowa and also investigated the break-ins at the Exxon and Citgo Stations on July 27 . Security gate officers dispatched for LakeKiowa Volunteer Fire Department for25 emergency runs . Animal Control officers handled 41 animal calls,including 16 stray dogs and 13 skunks .
Security personnel, with the help of able volunteers, registered 1,111 vehicles at the 3 weekend sticker parties . Many thanks to all who helped and all who took advantage of this opportunity to have their new auto sticker applied . The old blue 02 stickers are now invalid . If you still need to update a vehicle, please do so at the Guardhouse as soon as possible . You will need to bring the new green membership card and a current liability insurance card .

Saturday, September 13, is an election day . Everyone is asked to vote on 22 proposed amendments to the Texas Constitution . Pat Peale, the legislative liaison for Lake Kiowa, reminds all residents to read the 22 proposed amendments when they appear in your newspaper . They will be published in the various newspapers that residents subscribe to . It is important to note what each amendment involves . Make notes if you do not intend to approve all of them .
Informed voters are necessary for good government . Please exercise your right to vote .
Below is a brief description of each proposed change to the Texas Constitution .
Prop . 1 HJR 68 Hupp/Hunter/Miller/Delisi/Berman/Frasier
HJR 68, Section 1 would authorize the Veterans’ Land Board to use excess receipts in the Veterans’ Land and Veterans’ Housing Assistance funds for payment of revenue bonds, and use excess assets in those funds to provide veterans homes .
Prop . 2 HJR 51 Flores/StaplesHJR 51 would expand from six months to two
years the period in which the former owner of a mineral interest that was sold for unpaid property taxes may buy back the mineral interest .
Prop . 3 HJR 55 Zedler/JanekHJR 55 would authorize the legislature to exempt
from taxation land owned by a religious organization that is leased for use as a school or that will be used to expand or construct a place of religious worship that yields no revenue .
Prop . 4 SJR 30 Lindsay/CallegariSJR 30 would authorize the legislature to allow
conservation and reclamation districts to use taxes to develop and finance certain parksand recreation facilities . Also, the amendment would authorize the legislature to allow local elections for the issuance of bonds to improve and maintain parks and recreational facilities in the Tarrant Regional Water District or a conservation and reclamation district located in whole or in part in Bastrop, Bexar, Brazoria,

We do like donations, but what we need are recent publications--things you have read and will share with other Kiowa readers . Please don’t clean off your bookshelves, or pack up old books when you are moving, to donate . We have lots of old books . . .what we need are new ones . We cannot take magazines or Reader’s Digest Condensed Books .

KIOWA KARES...
Sixteen years ago two avid golfers moved to Lake Kiowa . They purchased a home on the water near the clubhouse from Dave Roth . Now the time has come to say good-bye to Dwain and JoAn Dunn . They have been involved in so many things at Lake Kiowa it would be impossible to name them .
They came to Lake Kiowa from Amarillo when Dwain retired from the oil business for the second time .
Both grew up in this area and JoAn’s mother still lived in Gainesville . They
immediately became involved with the activities here and never looked back . They played golf every time they had a chance and both have served inmany offices in both theMGAandWGA . Dwain has been Secretary and President of MGA and just resigned as Membership Chair due to their move . JoAn has been Tournament Chair, Treasurer, and for the past few years she has been the Texoma Tournament Representative . She also has worked for the MGA keeping their membership records . They have traveled extensively to play in golf tournaments elsewhere . Dwain also served on the Water Board both as Secretary and President . They have played in many bridge clubs and gin groups over the years . They love Lake Kiowa but feel the time is right for them to live in the Houston area . Their son Tom, and wife Joan, live in Spring and have two children, ages seven and nine . Their daughter Terry, and husband Tom, live in Houston and their childrenarefifteenandsixteen.Dwainand JoAn want to be closer to enjoy the grandchildren . JoAn’s mother Bessie, is already there living in a wonderful retirement center . They will also be missed at Whaley Methodist Church
where Dwain was President of their Sunday School class and JoAn was very active . Their one regret is leaving all the wonderful friends here, who have been such a big part of their lives . For the next few months they will
be living across the street from the Champions Golf Course and after
January 1, or maybe a bit before, they will be in their new home at 7607 Sands Terrace Lane, Spring, Texas, 77389 .
It is with a great deal of sadness I say goodbye . JoAn and I met through a rainstorm before I ever moved to Kiowa and she has been a great friend to me ever since . I’m sure all their friends at Kiowa join me in wishing them the very best of everything . Please come back and visit us often . You will be missed!

lost outside a water hazard or out of bounds, to save time, he should play a provisional ball . Players searching for a ball should signal the players behind them to pass as soon as it becomes apparent that the ball will not easily be found . They should not search for five minutes beforedoing so . When the play of a hole has been completed, players should immediately leave the putting green and proceed to the next tee .

SUPERINTENDENT’S REPORT. . .
Maintenance continues as usual for this time of the year . I am pleased with the surrounds on the golf course . The heads that were installed have helped tremendously . The Club Championships for men and women are coming up next month; the course is in excellent shape for this time of the year . We will be working on the traps the next three weeks trying to get them in better shape for the tournament and keep them up until it is decided to renovate them .
We do appreciate your efforts on repairing the ball marks on the greens . The greens will start to grow again shortly and the cool temperatures mean that we will be able to top dress them and smooth them out .

Molly Worthen, Immediate Past President of the Women’s Golf Association, instructs Bill Beebe in the proper technique of exiting one of our nice, new sand traps . Beebe, long time Men’s Golf Association member, said he needed the help, since he never gets into a sand trap, he has no experience in that shot .
The MGA, WGA, and Golf Committee are preparing to launch a fund drive to complete the remainder of the traps . Kiowa property owners are requested to donate $100 (or more), as soon as they can . Golfers are urged to hit into the traps on seven and eight to see for themselves how good the professional job has been . Al Arronté, President of the MGA, said, “Once golfers become aware of the amazing condition of the new traps, they will then be encouraged to assist in the drive .”

MGA SHOOTOUT LAKE KIOWA MEN’S GOLF ASSOCIATION BOARD MEETING
August 6, 2003
President Al Arronté called the meeting to order at 8 a .m . All board members were present with the exception of Dean Dorsch and Bill Gafford . Also in attendance were David Long and Brown McCrory .
Meeting Notes: The minutes of the July board meeting were approved .
Treasurer’s Report: Dave Spangler presented the treasurer’s report as of July 31, 2003 . The report summary is as follows: Beginning balance of $35,032 .18 . Receipts for the month were $10,171 .55 . Expenses for the month were $12,577 .61 . The hole-in-one pool is at $3,585 .00 with two members presently qualifying . There was an additional hole-in-one, however, that member did not join in the pool . A plaque will be presented to him . The ending cash balance for the month is $32,626 .12 . Previously committed funds, which include the hole-in-one pool and sod/plantings for #16, total $5,085 .00 . The report was approved .
Membership: The membership of the MGA presently stands at 435 .
Projects: Al reported that Lloyd Butts had requested that he be replaced as Projects Chair due to his new position as Interim Community Manager . He did not want anyone to get the impression that he could be in a conflict of interest . He will continue to be a member of the
board until his term expires at the end of this year . The Assistant Project Chair, Boyd Carnely, will assume Lloyd’s duties .
Tournaments: Roger Pierce reported that the Hi-Low Tournament was well attended and successful . He also congratulated Rocky and the Lodge crew for an excellent luncheon of cold shrimp . Brown recommended that for next year’s Hi-Low only 90% of thehandicap be used . He said that this is the recommendation of the USGA forthis type of format .
There was a discussion held on the monthly Shootout . It was approved by the board, that the ball shall be played down for all qualifying scores and the Shootout .
It was noted that the POA Golf Committee had requested that the MGA provide them our 2004 Tournament Schedule by October 15, 2003 . Roger and Bill will put together a draft and the board will review it during the September board meeting .

I imagine the harassed parents of most baby birds are happy the feeding sessions have subsided .
This year the Cardinals and Blue Jays built in the larger cedar tree in the back yard . The Cardinal’s nest was in the lower branches and the noisy, noisy neighbors had a nest higher up in the tree . Oddly enough they proved to be good neighbors .
The young of each breed were fed by their fathers, not their mothers . I was amazed how quickly they were fed . Father birds are very adept at pokingfood down open mouths . In fact I never saw the birds swallow .
The fathers also taught their clan how to take a shower in the birdbath . If you are not familiar with this task, it’s simple . The baby bird lowers his head as if to take a drink of water, then scoops the water over his head . As it spills he wiggles his wings . His shower is then complete .
The mother bird rarely appeared . She was probably warming more eggs . The kids are grown now and are feeding themselves .
The Bird and Nature Club meets at 10 a .m . on the 3rd Monday of each month . Anyone interested in birds or nature will love our meetings . We are looking forwardtoourfirstmeetingSeptember15 at the home of Ann Butler, 1029 Kiowa Dr . E ., for potluck and summer tales . Bring a dish and come join us .

When was the last time you went by LittleFoxPond?BarlettaConstructionhas been working on the walls of our new bathroom facilities at the north end of the lake . Much of the labor and construction materials has been donated by various builders and builder suppliers . We’re all excited about havingsuchanicefacilityatLittleFoxPond, and we would all like it done yesterday, but we need to remember the graciousness of the donors . They have businesses to run, and they donated time and/or supplies to help us get this built at a greatly reduced price! We were hoping to have it completed by our September 20 Kid’s Fish and Picnic,but if it’s not, we will just have to make do . We really appreciate everything that everyone has done in order to make the buildingofthebathroomsatLittleFoxPond possible . Many Lake Kiowa clubs and associations have also generously donated to the cause . There will be a complete list of all of the donors once the building is complete .
If you missed our outing with the Cooke County Youth Center in July, you missed a lot of fun and enthusiastic kids!FrankWinnertbroughthis‘gentlegiants,’ his Newfoundland dogs, and the kids were hugging all over them . We gotthekidsonFrank’sboatandaroundthe lake they went! Many of the kids fishedfromthedocksattheWestBeachwith assistance from volunteers of the Lake Kiowa Angler and Conservation Club . A hot lunch was served to the children and then it was swimming
to cool off . We had a computer slide presentation at our monthly meeting of all of the pictures taken of the children fishing, swimming and hugging thedogs . We have this event every year and if you would like to participate in the fun, just notify any Board Member of the LKACC or come to a meeting .Ourfishing tournamentsarewinding
down with the very last tournament being Sept 20, 2003 . This tournament will be 6 a .m . to noon with the weigh-in at Little Fox Pond. On Wednesday, July 30, the Lake Kiowa Angler and Conservation Club invited the Cooke County Youth Center for a day of fun at Lake Kiowa . More than 40 Gainesville children attended the event. The day was filled withfishing, swimming, and touring thelake . The weather cooperated with steamy temperatures . The Angler Club provided mentors to instruct and aid the children in fishing. The docks alongthe bank were ideal for the chidren to fish from. Mostly perch, bluegill anddrum were caught by the children with
Canadian crawlers . You should have seen the faces of the children when they caught those big drum! A hot lunch of hamburgers and hotdogs at noon gave the children nourishment to play the rest of the day .
Tours of the lake were given by members and then it was time to go swimming and cool off . Each child was given a complimentary LKACC T-shirt . The event was held this year at the Lake Kiowa Lodge Pavilion and the West Beach Area . Thanks must go to all of the area businesses who

The policy and purpose of this publication is to inform all residents of events and activities within our community, to report on actions and decisions made by our Lake Kiowa Property Owners Association Board of Directors, and publish the results of those decisions. Information is important for everyone to know that problems are being worked on and remedies are being sought.
The following items will be accepted for publication: Events and information about Kiowa organizations that are open to all residents; Events in our surrounding communities when Kiowa residents may be involved in them; Items of a personal nature that reflect on the generous character of our residents or a milestone in their life.
Letters to the Editor should be less than 350 words in length will be accepted if it presents a thoughtful and constructive view to an issue that may be controversial within our community. It may be reviewed and verified for factual accuracy by the appropriate authority. The factual clarification will be published along with the letter. The letter should be typed or in legible handwriting, signed by a verifiable resident, and will be published unedited with misspellings indicated when necessary. If handwriting cannot be easily read, it cannot be used. The CommuniQue will not be responsible for misreading a handwritten word. A letter may be refused publication if space is limited. If several letters are received expressing the same view, one may be chosen for publication. Letters containing personal attacks, self-promotion, or advertising will not be published. Letters to the Editor do not necessarily reflect the view of this newspaper or its advertisers.
From the Editor...
I have been given the comments regarding the CommuniQue from the Long Range Planning Survey that all of our members were asked to fillout last spring . A variety of answers were given to the following three questions: (1) “What items could be eliminated from the CommuniQue?” (2)”What would you like to see added to the CommuniQue?” and (3) “We welcome your ideas and comments for improvement .”First of all, I’d like to say that the
CommuniQue is a very profitablenewspaper (newsletter), thanks to all our advertisers from the Gainesville and Cooke County area . The support of our advertisers, and your support of them, more than pays the publishing, mailing, and printing costs . It makes a nice profit eachmonth for ourLakeKiowaProperty Owners Association . A lot of volunteerism in the photography, writing, and editing reduces our expenses . The full color front, back and center pages are a result of paid advertisers who pay for color in their ads . Thus, when we asked these questions, we were looking for improving the quality of the paper, not necessarily cutting the expenses .
Many of your suggestions have already been used . We have more information about members in our “Kiowa Kares” pages . We have had more school and kids articles submitted, but we would like to receive more . We have been printing and mailing the CommuniQue well in advance of the first dayof themonthbut still includeany actions from the last Board meeting of the month . There is an index to our advertisers tohelpyoufindservices inour area . There are more and better photos of special occasions .
A few responses indicated that the Board Minutes could be eliminated from the CommuniQue, but there were far more that indicated we should not
eliminate them as they are being read . The minutes are slightly out of date as they cannot be printed until approved . The “Board Notes” on the first pageof each edition attempts to summarize the current Board meeting and actions . Board Minutes may be found on the website, www .ntin .net/Kiowa, and it is updated as soon as approved . The archived minutes on the site date back to October, 1999 .
There were some comments about the website . It is updated every day with bulletin board information and whenever Board Minutes, Duplicate Bridge Scores, Woman’s Club, MGA or WGA information is submitted, those pages are updated as well . The Green Sheet (free listing of items for sale) is updated whenever additions come in .
Some respondents want more reporting of rules violations and vandalism . The Security Report does this in a general way . There are often good reasons for not publishing details and names .
Many of you said all letters to the editor should be printed with no censorship, however, the present policy as stated on this page will continue . Most “Letters To the Editor” express thanks to the general community for acts of kindness .
Your taking time to answer the survey is greatly appreciated and your suggestions will be seriously considered .

Anita Morris shared terrific information about theFriendsof theLodgeOrganizationandencouraged everyone to participate . Are You Familiar With These Organizations?
In an effort to try to clear the air on these various service organizations, I want to give an overview without trying to “stir the pot .” All of these groups have been very hardworking in our Kiowa community and are valuable assets .L.K.V.F.D. (Lake Kiowa VolunteerFireDepartment)isagroupofdedicatedvolunteer firemen with a salaried FireChief, Joe Rider . It operates outside of Lake Kiowa, but is located adjacent to our boundary . It is ready to answer any emergency call or fight any firewithin the area or assist adjacent firedepartments when needed . It began with volunteers from the Lake Kiowa community, but most of its volunteers are now from surrounding communities . The L .K .P .O .A . supports it with fuel for the equipment and monetary assistance . Residents support it with their annual donations and by joining supportive organizations . It is a registered 501 .c .3 organization, thereby donations are tax-deductible .L.K.F.A.(LakeKiowaFireAuxiliary)was formed to support the L.KV.F.D.in 1973 after the first fire truck waspurchased. Fire truck refurbishing,equipment, and funds for training the volunteerswereraisedbytheL.K.F.A.It established a Memorial Fundaccepting contributions in memory of deceased loved ones . This fund was

It is a registered 501 .c .3 organization accepting tax-deductible contributions .L.K.V.F.D.A.(LakeKiowaVolunteerFireDepartmentAuxiliary)wasformedwhen the L.K.F.A. discontinued itsregular meetings . It solely supports the L.K.V.F.D.with itsGarageSales,ForeAlarm Golf Tournament, and various fund-raising events . It has presently re-established a Memorial Fund andis accepting contributions in memory of deceased loved ones for medical supplies and training of personnel .

Helping Others A mouse looked through a crack in the wall to see the farmer
and his wife opening a package . What food might it contain? He was aghast to discover that it was a mouse trap . Retreating to the farmyard, the mouse proclaimed the warning: “There
is a mouse trap in the house, there is a mouse trap in the house .” The chicken clucked and scratched, raised her head and said, “Mr . Mouse, I can tell this is a grave concern to you, but it is of no con-sequence to me . I cannot be bothered by it .” The mouse turned to the pig and told him, “There is a mouse trap in the house .” “I am so sorry Mr . Mouse,” sympathized the pig, “but there is nothing I can do about it but pray . Be assured that you are in my prayers .” The mouse turned to the cow . She said, “Like wow, Mr . Mouse . a mouse trap, I am in grave danger . Duh?” So the mouse returned to the house, head down, and dejected to face the farmer’s mouse trap alone . That very night a sound was
heard throughout the house, like the sound of a mouse trap catching its prey . The farmer’s wife rushed to see what was caught . In the darkness, she did not see that it was a venomous
snake whose tail the trap had caught . The snake bit the farmer’s wife . The farmer rushed her to the hospital . She returned home with a fever . Now ev-eryone knows you treat a fever with fresh chicken soup, so the farmer took his hatchet to the farmyard for the soup’s main ingredient . His wife’s sickness continued so that friends and neighbors came to sit with her around the clock . To feed them, the farmer butchered the pig . The farmer’s wife did not get well . She died and so many people came for her funeral the farmer had the cow slaughtered to provide meat for all of them to eat . DEPARTMENTThe Lake Kiowa Volunteer FireDepartment Auxiliary (LKVFDA),chaired by Peggy Ashton, is recognized by the state as the official auxiliaryof the Lake Kiowa Volunteer FireDepartment (LKVFD). If you are interested in channeling your energies into volunteering for a worthwhile and productive cause, please consider joining this dedicated auxiliary . The dues are $5 per year per person, open to both men and women . Monthly meetings are held on the second Thursday of every month at 7 p .m . at the Lodge . The auxiliary welcomes your support and suggestions for fund-raising ideas for your firedepartment. The LKVFDA does holdseveral fund-raisers throughout the year, which includes garage sales, bake sales, a golf tournament and raffles . Cost reduction measures include possible consolidation of vendors such as uniform suppliers .

order at 6 PM with all board members present except Stella DiPasqua and Bob Hughes .APPROVALOFMINUTESThe minutes of the Board meeting
of July 21, 2003 were postponed due to lack of inclusion in the packet . The minutes of the Special meeting of July 29, 2003 were approved on motion by Charles Huddleston and second by Bob Bergbower with all in favor except abstention by Jack Thies .OLDBUSINESSMike Cook expressed concern that
the comments made during the July 21 meeting about potential loss of outside banquet bookings at the Lodge . Michael reported that his follow up on this item revealed that only one person had called and that they had since been contacted and reassured the LKPOA would honor its commitments .
Mike Cook responded to prior questions from the membership regarding expenses incurred with the dismissal of Bill Keating . Attorney fees for June and July directly related to Mr . Keating’s dismissal were $787 .50 . Cindy Stormer attended two board meetings in June and July . At those meetings, the board discussed the dismissal of Bill Keating, the Hoagland lawsuit, the Roberto Sheets claim, purchase of ½ interest in lot 1191, and other administrative items . The severance package given to Bill Keating was $30,899 .86, which covered 24 weeks salary and related payroll taxes .NEWBUSINESSA discussion about how to encourage
more membership involvement with direct drafting of monthly expenses resulted in staff being directed to make a study of current water department use, and possible incentives .
Review of a proposal by KESO to fund the installation of one early warning siren system resulted in general consensus and the topic will be continued on the agenda . Possible POA property sites will be considered and an open hearing on site location was suggested .
Offer by the owner of lot 1878 to sell their property back to the POA was rejected on motion by Bob Bergbower
with second by Joan Carroll and all in favor .Reconfiguration of the silt basin to
avoid use of lot 1191, and restarting the silt removal, was approved on motion by Charles Huddleston, with second by Bob Bergbower, and all in favor .
Motion by Rick Walker with second by Joan Carroll to deny request for installation of a POA dock at lot 1617 was tabled following comments from the lot owner .
Request by owners of lot 198 to sell 20’ of lot 199 was approved based on contingency of purchasing lots 199 and 200, with motion by Dave Spangler, second by Bob Bergbower and all in favor .
Request by George Davis to add Mahaley Davis to the Lake and Parks Committee was approved with all in favor following motion by Bob Bergbower and second by Joan Carroll .
As a result of resignation by Pat Broecker from the board, position changes made by unanimous consent were; Jack Thies as Vice President, David Spangler on Election Committee, Rick Walker as chair of Long Range Planning, and removing Rick Walker as co-chair of Architectural Control Committee leaving Bob Hughes as chair .
Recess of meeting made at 7:30 PM to be followed by executive session .EXECUTIVESESSIONUpon motion by Joan Carroll and

HEAD REPORTSAdministration was covered in the
Treasurer Report .Golf – David Long reported the
course remains in good condition in light of the high heat index experiences of late . With the high temperatures it is even more important to repair ball marks on the greens in order to maintain grass quality . Adjustment of the surround heads continues and should be completed within a week . Question of impact from water department stage II drought plan was answered as no impact as course water derived from the lake .
Public Works – Don Hoover reported they were busy getting ready for the 4th of July celebration and continue working on other small projects . Construction of the building at Little FoxPondwithbathroomsandastorageroom continues . Spraying for ants and insects in parks and around buildings is an ongoing process and members are reminded that chemical use is kept to a minimum . Pothole repair, patching at driveway ends, and ditch work is under way on the roads . Question of dredging activity was responded as not yet restarted .
Security – Gary Davidson reported the 4th of July seemed to provide a record numberofguestsandtrafficcongestionat the gate . Lake patrol conducted 54 boating stops and 6 assists while land patrol performed 14 traffic stops, 6assists, and 9 curfew violations during the period . Animal control problems continue with 44 dog, cat and varmint calls . Citations written during the period totaled 17, and Sheriff’s deputies responded to 3 incidents of trespassing, burglary and public intoxication . The sticker party on July 19th had 519 vehicles tagged and members are reminded of sticker parties on July 26th and August 2nd .
Lodge – Rocky Campbell opened his report with a reminder that one year ago hemade his first ever reportthat was dismal . That report included a budget missed by over $11,000 and loss of over $8,000 on the 4th of July party . This year he is pleased to report that we beat the budget by over $6,000, have estimated profit of over$4,000 from 4th of July, and increased revenue for the year by over $100,000 . He attributed this success to a hard working team of employees, a Board and Lodge & Tavern Committee that furnished leadership and direction, and a community that provided trust and support . Questioned about continued support of the board and Lodge & Tavern Committee Rocky responded
the exception of Jack Thies . Observers in attendance were Mary Gill, George Davis and interim manager Lloyd Butts .
Agenda: The only item of business to be discussed was a request by the Lake Kiowa Angler’s and Conservation Club to approve a relief of the club’s logo to be embedded into the building materials on the north wall of the new restrooms beingbuiltatLittleFoxPond.
A copy of the relief was presented to the board for its review .
George Davis reported that the Lake and Parks Committee had approved to recommend this request at its meeting on July 28, 2003 . Stella DiPasqua read a letter from the Lakes and Parks Committee stating this recommendation .
After discussion, a motion made by Stella DiPasqua and seconded by Rick Walker to approve the relief and was unanimously approved .

Manager Young reported on the number of electronic meter units replaced above ground, presently, but plans are to put them underground at a later date . Thus far 183 units have been replaced . Construction of new water lines on Kiowa Dr . E . necessitates the replacement of some concrete, which has been approved by the LKPOA .

Stella DiPasqua reported on the Angler and Conservation Club willingness to modify an old pontoon boat and create afishingplatform.Unanimousconsentwas granted to proceed with a plan for presentation to the board at a later date .

Stella DiPasqua reported that Bob Lusk has information from his fishsurvey that would indicate a need to restrict fishing in certain areas duringthe March – April spawning season . A presentation by Bob Lusk will be scheduled for a future open board meeting .
Presentation of the Long Range Planning survey results were tabled until the September 29th workshop as it appears some of the initial reports may have been misinterpreted .
