"Up-gradation to university status will result in consider- able increase in the intake of students at UG, PG and PhD levels over a period of time," the Delhi government said in a statement. The government said that granting the state university sta- tus to the NSrr is in consonance with the spirit of recommenda- tion of the National Knowledge Commission (NKC), which has emphasized creation of synergy between education and research in the higher technical education institutions; "This will benefit the students of Delhi as presently we are only able to admit around 3,000 stu- dents in various courses. But after becoming a state university we will be able to expand and admit around 12,000 students in BTech, MTech and PhD courses," said Yogesh Singh, director of NSrr. At present, the number of stu- dents at the undergraduate level I is 832, at the postgraduate and PhD level 69 and 30 respectively. It has a total strength of about 3,500 students. However, the move has been criticised by the Delhi University Teachers' Association (DUTA) which said that since NSIT is affiliated to DU hence the matter should first go to the University's Executive Council for approval. New Delhi: The Delhi govern-ment cabinet has passed a propos-al to upgrade Netaji Subhas Insti-tute of Technology (NSIT) to theuniversity level. This will be thesecond engineering institute un-der Delhi University, a Centre-runbody,to be upgraded, the first be-ing Delhi Technological Universi-ty (formerly DelhiCollegeof Engi-neering).

The reasons for upgradingNSITstate that the academicinsti-tution will promote undergradu-ate and postgraduate education,continuing education, trainingand research in engineering, tech-nology, sciences, humanities andsocial sciences and management.Also, multi-level entry vertically

and a system of flexiblemigrationin the disciplines horizontallywithin or beyond the universitywill be allowed. The varsity willeven promote education pro-grammes with industry and R&Dorganizations for offering tailor-made courses "keeping in view so-cietalneeds."

Apart from adding anotherfeather in the cap of Delhi govern-ment, upgrading of the institute'sstatus to a university will consid-erably increase the intake of stu-dents at UG, PG and PhD levelsover a period of time (approxi-mately 12,000students on the cam-pus as against strength of around3,500at present). The move will al-so increase opportunities of Del-hi-based students who otherwisehave to seek education avenues

Delhi administration as Delhi In-stituteof Technology,itwas grant-ed administrative autonomy in1986to manage the affairs of theinstitute effectively.The ultimategoal was to make it a universityThe name of Delhi Institute ofTechnology was changed toNetajiSubhas Institute of Technologyon February 13,1997.

The Delhi government saidthat budgetary allocation to theeducation sector is to goup signifi-cantly. The government is alsoworking on a draft bill to create asystem to regulate fee structuresof schools and it was brought upbefore the cabinet on Monday Thebill was expected to be introducedthis session, but following reser-vations over certain clauses it hasbeen withheld.

As the Budget Session of theDelhi Assembly is

scheduled to begin onTuesday, the Delhi Cabinet onMonday approved two Bills tobe introduced in the session:a Bill to amend the DelhiUrban Shelter ImprovementBoard (DUSIB) Act andanother Bill to accorduniversity status to NetajiSubhas Institute of Technology(NSIT).

According to the AAPGovernment, the amendmentto the DUSIB Act, 2010 wasnecessitated as Section 2(g) ofthe Act is in contradiction tothe Section 3(2) of NationalCapital Territory of DelhiLaws (Special Provisions)

Second Act, 2011, passed byParliament.

While Section 2(g) of theDUSIB Act says that any groupof jhuggis can be declared a'jhuggi jhopri basti' for thepurpose of rehabilitation if itis inhabited by at least by 50households as existing onMarch 31, 2002.

However, Section 3(2) ofNational Capital Territory ofDelhi Laws (SpecialProvisions) Second Act saysthat "the status quo has to bemaintained for thoseencroachments existing onpublic land - including slumdwellers and jhuggi clusters ason January 1, 2006".

So in a bid to cover thejhuggies which might havecome from March 31, 2002 toJanuary 1, 2006 for thepurpose of rehabilitation, theDelhi Cabinet has decided toamend the Section 2(g) ofDUSIB Act. The move is saidto be aimed to "bring inconformity with Section 3(2)of Delhi Special Laws tofacilitate rehabilitation ofjhuggi jhopri basti"
