Dear Friends and Colleagues,
Welcome to the 118th CSAC Annual Meeting. It’s amazing
to think that since 1895 county leaders from across
California have been coming together annually to learn
the latest news, discuss issues and challenges, and plan
for the year ahead. Over this period, the role of our
Association – and our voice – has grown in significance. A
primary reason for our success has been your participation
and commitment to CSAC. We thank you for joining us this
week as we look toward another challenging year.
The theme of this year’s conference is “Voyage to Stability:
California Counties Weather the Storm.” It has been a
stormy few years; but we are weathering this storm and,
as an Association, we are doing everything we can to
ensure a more stable future. We are optimistic about what
the future holds.
We have a great program in place this week; I am
confident you will find the speakers, workshops and
committee meetings to be a worthwhile investment.
It has been an honor serving as your President this past
year, and I thank you for the opportunity.

BadgesAll meeting participants must register and wear badges for admission to sessions, exhibits and social events. Please be sure to wear your name badge to gain entry to all meal events. Tickets for the meal events must be purchased prior to the event to gain entry to any function associated with a meal. A $50 processing fee will be charged for replacement of lost badges.

Any organization can explain what it does; some can even explain how they do it; but very few can clearly articulate WHY they do it.
Starting with WHY works in big business and small business, in the non-profit world and in politics. Those who start with WHY, those who have a clear vision as to why they are doing what they do, inspire others. The people that follow them don’t do so because they have to, they do so because they want to.

Counties must regularly establish and maintain a variety of relationships with other local, regional, state and federal agencies. Many counties see collaborations as a potential tool to reduce costs and maintain services. Sometimes the parameters of the relationship are dictated by law, but more often the relationship is crafted and maintained by the participants.
This session examines best practices for establishing and maintaining collaborations with other governments. Techniques include identification of collaborative opportunities, who to involve and initial steps for success, how to authorize a collaboration, roles of elected officials and staff, collaborating through political waters, keeping a collaborative effort alive, and what to do when the collaboration stops being collaborative.

Nomination of CSAC Officers and Executive Committee MembersThe Members of the Board of Directors will meet in Caucus on Wednesday afternoon from 4:30 pm – 5:30 pm to nominate candidates for the CSAC officer from that Caucus for the coming year. Nominees must be supervisors representing counties within that Caucus. Under the established rotation of officers, selection for 2012-13 must be as follows:
President: Rural Caucus1st Vice President: Urban Caucus2nd Vice President: Suburban Caucus
Following the nomination of the officers, each Caucus will also make nominations to the full Board of Directors for Executive Committee positions to be filled from that Caucus. Nominees must be members of the Board representing counties included within the Caucus. The members of a Caucus may nominate as many candidates for their Executive Committee positions as desired, but the Constitution limits each Caucus to the following numbers of Executive Committee members who will be elected by the full Board of Directors:
Urban Caucus: 6Suburban Caucus: 3Rural Caucus: 2
In addition, each Caucus may nominate one representative to serve as an alternate member on the Executive Committee.
A Caucus may nominate more than one candidate for a CSAC office and also nominate one or more of those candidates for a position on the Executive Committee. As the election of the CSAC officers will take place prior to the Board of Directors’ election of Executive Committee members, the Caucus Chair at the meeting of the Board of Directors need only withdraw the name of that Executive Committee nominee who has been elected to a CSAC office.
Election of Officers - General Assembly and Establishment of Quorum: The General Assembly begins at 1 p.m. on Tuesday, November 27, 2011, and closes at the end of the luncheon program/election of officers on Thursday, November 29, 2012. Election of officers will require a quorum of one-third of the Association membership of 2012 supervisors attending the Annual Meeting.
Further Nominations from the Floor – During the Thursday luncheon program, the President will present the nominations for CSAC officers from the Director members of each Caucus and then call for further nominations from the floor. Any member of the Association may place an additional name in nomination for any office, provided that the person nominated is from the Caucus to be represented in that office for the year.
Statements By or In Support of Nominees – After closing nominations, the President will allow nominees the opportunity to address the general membership concerning their candidacies. Statements from the floor in support of a candidate will also be allowed, but the President may limit the number and length of such statements to meet overall time constraints.
Voting – Voting for uncontested offices may be by hand, voice vote, or by secret ballot, at the ruling of the President. Voting for contested offices must be by secret ballot. To vote by ballot, each member of the Association at the general session will sign the register located in the meeting room, receive and fill out a ballot, and deposit the ballot in the ballot box following nominations from the floor.
Election to Office Requires the Vote of a Majority – Of the members present and voting for the office. If no nominees received a majority vote, the two nominees who receive the greatest number of votes shall participate in a runoff.
Election of Executive Committee Members – The Board of Directors will meet Thursday, November 29, 2012, after the conclusion of the General Assembly, to elect the Executive Committee. The Board quorum requirement under the Constitution is 25 members.
Voting by Board of Directors – The President will place the nominees for each Caucus before the Board for election. Election to the Executive Committee will require a majority vote.
