ANOTHER 5 YEARS…First of all, we’d like to say a big thanks to all that voted to renew the Business Improvement District (BID) in February last year. The result was an overwhelming ‘yes’ vote of 91% in favour (81% by number) on a record turnout (66%) for a town centre BID. These outstanding results are both a tribute to the board and the team, and a recognition of the investments made by our key partners at the London Borough of Camden, Transport for London and the Metropolitan Police.
Furthermore, it has strengthened and enhanced our mandate to represent the interests of our business members and the economic development of Camden Town as a whole. We hope to secure your confidence by delivering the most exciting and innovative BID programme yet.
CAMDEN TOWN 2016 – A HIGH STREET THAT EXCITES AND DELIGHTSIn light of the Portas review, the focus on the high street and town centre locations has never been stronger and we want to position Camden Town at centre stage to lead discussion and project delivery on these issues. We seek to translate the £10 million
investment in Camden Town we have secured over the past five years into tangible commercial benefits, making Camden Town the most attractive commercial destination in London. We want to make sure that each shop, office and sector benefits from the success of the other.
In order to achieve these ambitious targets, we recognise that we need to work with our core partners, and have been working hard over the past year to achieve consensus on the way forward and secure the investment to deliver our plans. In the following pages, you will read about the projects we seek to deliver and what this will mean for you. As always, we welcome your input and feedback, so please get in contact.

ACHIEVING THE VISIONOver the past year, we have been working with the key stakeholders, TfL, LB Camden, the Met Police and the Greater London Authority (GLA) to put together a major £7.5 million investment programme to deliver this vision. It means more police officers, major new public-realm improvement programmes, new cost-saving projects and innovative new retail and entrepreneurship projects to drive footfall and new investment to the high street. This is a major vote of confidence in Camden Town and will transform the commercial environment over the next five years.
Camden Town is at the nor thern tip of London’s biggest knowledge-economy hub which includes the major institutions of University College London, University of the Ar ts London, the Wellcome Trust, the British Library and the creative fringe of businesses such as ASOS, Y&R, and Getty Images. Camden Town has to grow and develop to respond to these
new locations and provide a cohesive and complimentary offer to maintain footfall and relevance. The ‘creative fringe’ office stock has gone through a refurbishment and revitalisation programme and is now occupied by some of the most significant industry leaders – it is time the high street responded.
Well served by local, national and international transpor t links, it is on the fringe of central London and some of the biggest development sites in Europe. Fur thermore, it’s a world famous visitor destination that attracts huge numbers of tourists who shop alongside a sizeable residential population and employees of one of London’s most significant hubs for creative industries. However, we do not feel it has been achieving its full economic and social potential.

Fur ther research demonstrates an overall 6% drop in traffic including– 90% drop in HGVs– 14% drop in cars– 14% drop in average speeds– 40% increase in cycling
The impact of these outstanding results have translated directly into benefits for businesses. Depar tment for Communities and Local Government (DCLG) research has estimated the value of the crime reduction to be almost £1million per year and footfall has increased by 15%.
OTHER PROjECTS:
CAMDEN BUSINESS AGAINST CRIME47 businesses are now on the Camden Town radio link, upgraded this year with a new digital radio, which connects our business members to the police, LB Camden wardens and
the CCTV room instantly. Under this par tnership CTU has also delivered a successful scheme, which matches CBAC members with a dedicated member of the Police team to improve communications on the high street.
GRAFFITIIn par tnership with LB Camden, CTU cleaned 363 pieces of graffiti from sites in Camden Town. CTU guarantees to remove all repor ted serious incidents of graffiti within 24 hours and all other incidents within 7 days.
LEGIBLE LONDON AND BARCLAYS CYCLE SCHEMEWorking with LB Camden and TfL, CTU have jointly funded the installation of 22 minilith map columns in Camden Town and the installation of 189 docking points for ‘Barclays Cycle Scheme’ bikes, as par t of a wider strategy to improve walking links with Kings Cross and central London. This is a major win, as Camden Town was the only site not in East London to receive additional services in the second wave of installation, and reflects the growing significance of Camden Town to the rest of London.

Cutting crime remains our number one priority and we have developed and strengthened our relationship with the Met Police and LB Camden over the past year to ensure their crime reduction teams are well resourced and deliver the best service for our members. As a par tnership, we are delighted to announce some fantastic results over the past year.
CRIME DOWNIn a year where the riots in the summer led to awful scenes on both our high street and town centres across the UK, and against rising crime rates across London with increased pressure on police resources, it is fantastic that Camden Town is able to repor t its sixth consecutive year of falling crime, with year-on-year reductions over 30% since 2006.
ENHANCED POLICE RESOURCESOur success with crime reduction has been built on the foundation of a highly visible on-street presence, an approach CTU has consistently advocated. Recognising the value of this approach, LB Camden has committed an additional £2 million over the next five years to fund a new policing team of 36 dedicated officers with a par ticular focus on the evening and weekend economy. This new team, one of the biggest in London, will ensure Camden Town remains safe and enables CTU to invest in complimentary projects to suppor t their work.
REDUCING CRIME – A HOLISTIC APPROACHWe’ve always advocated an approach that doesn’t just seek to provide policing resources, but also puts in place measures to suppor t police work in the long term and creates an environment that suppor ts high-quality business activity.
DESIGNING A WORLD-CLASS PUBLIC REALMOver the past year, in par tnership with LB Camden and TfL, we completed ‘High Street North’, the first stage of our public realm strategy, and star ted work on Britannia Junction, a major new public space at Camden Town tube station. Not only have these projects dramatically increased the quality of the public realm but they have also had significant impact on the safety and viability of the area. ‘High Street North’ repor ted:–A 56% drop in crime, year on year, including– 69% drop in drug-related crime– 44% drop in harassment– 19% drop in theft

AWARDS – WE’VE GIVEN OUT OVER 300 SO FAR!’

SMART GREEN BUSINESSWe are currently involved in the European Regional Development Fund project, Smar t Green Business. This initiative suppor ts SMEs in the BID area to improve their environmental performance and is par t of a London-wide project to achieve cost savings and environmental improvements both for the businesses and to the wider London environment.
The project offers a comprehensive ‘one stop shop’ of services to businesses and, over the past year, we worked with 13 businesses delivering environmental audits and advice on resource efficiency, waste collection services and the development of tailored travel plans.
WEDGE CARDOur limited edition ‘Wedge Card’, in par tnership with the Big Issue, offers discounts to thousands of employees in the BID area and gives retailers a chance to market directly to local customers. We have now distributed over 12,000 cards and have 101 businesses signed up and offering discounts in Camden Town. In September, we held our second annual King of Camden awards to celebrate the ‘Wedge Card’ scheme, receiving over 9000 votes from wedge card holders for their favourite Camden Town business.
We’ve also incorporated ‘Wedge Card’ into our new Camden Town app – download it and show it in par ticipating businesses to find the best deals and discounts in Camden!
We par tner with specialist brokerage firms and we source funding streams from national and European par tners to provide free or significantly subsidised services to our members. This helps our members to manage and reduce their core costs and offers environmentally friendly benefits. Everyone wins!
IN THE PAST YEAR, WE DELIVERED THE FOLLOWING SCHEMES:
jOINT PROCUREMENTWorking with our specialist brokerage par tners, Meerkat, we provided a toolkit of core cost procurement packages to member businesses. In total, par ticipating BID businesses saved £26,568 at an average of £1771.20 p.a per business – over 20% on their existing services.
Hattrick productions are a TV production company with 40 staff. With a post-production team and lots of high-tech production equipment, electricity bills are one of their biggest overheads at over £40,000 pa. CTU/Meerkat managed to find them a new deal, which cut their bills by 40%, a saving of over £10,000.

jOINT PROCUREMENTWorking with our specialist brokerage par tners, Meerkat, we provided a toolkit of core cost procurement packages to member businesses. In total, par ticipating BID businesses saved £26,568 at an average of £1771.20 p.a per business – over 20% on their existing services.
Hattrick productions are a TV production company with 40 staff. With a post-production team and lots of high-tech production equipment, electricity bills are one of their biggest overheads at over £40,000 pa. CTU/Meerkat managed to find them a new deal, which cut their bills by 40%, a saving of over £10,000.

TUBE UPGRADE UPDATEOne of our major successes was our intervention in discussions around the Northern Line upgrade programme. Initially announced by Tube Lines to include 33 consecutive weekend and early evening closures, CTU engaged with the contractor and negotiated a reduced programme of just 12 par tial and non-consecutive closures. Since then, we have continued to work with TfL and London Underground Limited (LUL) on their upgrade advisory board and the programme has been reduced to eight par tial locations, ensuring that at least one of the three tube stations serving Camden Town remains open.
PLANNING FOR A BUSINESS FRIENDLY FUTURECTU also works on behalf of the businesses to secure the long-term future of Camden Town, ensuring that trading conditions and the commercial proper ty offer is protected and enhanced, and individual members are suppor ted in effor ts to revitalise tenant mix and improve commercial oppor tunities. CTU responded to 20 licensing applications, four major commercial planning applications and worked closely with LB Camden to develop the Camden Town Place Plan, a co-ordinated multi-par tner strategy that significantly enhances the quality of project funding and delivery in the BID district.

THE RIOTSThe summer of 2011 will be remembered for the outbreaks of rioting and violence in town centres across London and the UK. On Monday 4th August, these scenes unfor tunately came to Camden Town, causing major damage to 10 businesses and resulting in a significant loss of trade for all businesses in subsequent weeks.
OUR OBjECTIVES THROUGHOUT THESE TERRIBLE SCENES WERE– to support the police – to provide accurate, real-time, up-to-date information around the clock – to get business back up and running as soon as possible– to send out the message that Camden Town is safe and return customers to the high street
ACCURATE AND TIMELY COMMUNICATIONWithin 12 hours of the first incidents, we were able to convene an emergency BID meeting with senior police officers and council members – with over 100 members attending. We were able to advise businesses on how to protect their premises and staff, establish reliable communication channels in the event of more incidents and reassure members on prevention activity going forward.
CTU’s business network and access to contacts proved to be invaluable during these times. Using our twitter feeds, email database and working with Camden New Journal (CNJ) repor ters and local councillors on the ground, we were able to communicate accurate information around the clock, while also intervening to prevent the spread of false rumours. At the peak of the rioting, a message tweeted by CTU remained as the top message posted for #Camden Town for over two hours, ensuring that there was a balanced and calm response available to people searching for information.
GETTING BACK TO BUSINESSIn the days after the riots, CTU worked with volunteer groups to co-ordinate the riot clean up, worked individually with businesses affected to ensure they got access to business continuity funds that were made available, and represented the needs of the business community to the local and national government. As a result, we secured funding to deliver a major marketing campaign to return footfall to the town centre. Read later about our new iphone app developed with funds received from this funding.
CTU would like to thank the Met Police (and par ticularly the Camden Town police team) for their bravery and dedication during the riots. There is no doubt that without their actions and local knowledge Camden Town would have been more seriously affected. OUR RESPONSETogether with London Borough of Camden, Mayor of London and TfL, CTU have developed and secured funding for a £3.35 million, two-year programme to revitalise the high street. Three projects will deliver a new world-class public space at Mornington Crescent, suppor t exciting new businesses star ting up in Camden Town and attract up to 20 new investors to the high street.
POP UP HIGH STREETFollowing our successful pop-up shop programme, we are planning to develop and run a programme that will revitalise the retail offer over the next two years. We will target specific under-performing areas and introduce clusters of high value pop-up shows, shops and events to raise footfall and our profile, and bring long-term investors to the area over 9–12 months.

ENABLING DEVELOPMENTWorking with LB Camden, CTU has engaged with the landlord of the derelict proper ties at the southern end of Camden High Street to ensure a development is brought forward. After 15 years, this key site will finally star t contributing to the vibrancy of this location.
WHAT IS COLLECTIVE?CTU has transformed a redundant warehouse in the south of Camden High Street into a “wireless, wall-less” office to provide affordable work space for new creative businesses. Flexibility is core to the concept with a moveable internal structure enabling the space to be quickly reconfigured. Collective can be a studio, meeting room, or catwalk in the same day. Open 24 hours a day, Collective offers reduced-rent desk space to new companies and individuals in the creative industries, enabling them to work in a collaborative environment where they can build contacts and networks, share knowledge and foster new talent.

The next two years promises to be
the most exciting yet for CTU and
Camden Town. Our aim with BID2 is
to significantly enhance our project
delivery from BID1, adding services
and expanding the scope of operations
without compromising our ability
to deliver and remain small, fast and
responsive in our execution.
The substantial investment in our
‘Camden Town 2016: A High Street
that Excites and Delights’ project will
provide us with the resources to take
the next step in our three-stage plan
to regenerate Camden Town and focus
on revitalising the business mix. This
can only be achieved as a result of the
commitments of our key par tners LB
Camden, TfL and the Met Police.
We will work alongside them to
continue expanding operational
capacity to cut crime and foster
growth in the public realm.
2012/13 – THREE PROJECTS
CTU will continue to deliver a broad

year to drive costs down, reduce
crime, market and promote Camden
Town, and represent your business.
However, there are three major
projects CTU will deliver over and

COBDEN jUNCTION:
We will begin to work on Cobden
Junction, the third of our five major
streetscape projects. We will deliver a
world class public square at the south
end of Camden High Street, catalyse
the regeneration of tenant mix, re-
enforce connections with Kings Cross/
Euston and provide a high quality,
appropriate gateway to the town
centre for all the creative industries
employees clustered at
this end.
