    To the Managing Director

    For many years now I have been gathering and storing numerical and statistical data concerning open-air tourism. Tanks to my proessional experiences

    as manager o various public administration sectors, I have a consolidated history o dealing with statistics, tourism and tourism legislation. Over time

    I have put together a comprehensive databank o industry inormation, thanks also to the continuous cooperation o such public entities as ISA

    (the Italian National Institute o Statistics), ACI (the Italian Automobile Club), UNRAE (the National Union o Foreign Car Representatives), ANFIA(the National Automobile Industry Association), APC (the Association o Camper and Caravan Manuacturers), ASSOCAMP (the National Retail

    Association o Recreational Vehicles) and the Ministry o Inrastructure and ransport in Italy, as well as such European organisations as the European

    Caravan Federation, the European Federation o Campingsite Organisations and EUROSA.

    It seems to me, in view o the continuous damage the economic crisis is causing to the tourism industry, in general, and to open-air tourism, in particular,that the time has come or the Conedercampeggio (the Italian Campingsite Federation) and the author, to oer this cultural heritage, this vast body o

    inormation, to everyone.Tis body o data and inormation, thanks also to the act that or some twenty years now I have managed the magazine Il Campeggio Italiano, also

    includes inormation we have received rom our readers and interviews we have conducted with dealers and constructors.

    Te inormation aims neither to praise nor condemn the way business has been done in the past (in Italy and the rest o Europe). Its aim is simply to

    spread inormation which we hope is useul - in the orm o data and graphs, without romanticizing it. Our hobby is running the risk o sparking

    dramas or amily tragedies, above all in our own line o work. Te time to hesitate is over, especially in view o what is really happening in Europe.Te intentions o Conedercampeggio, and the author, are to expose the way things really are so that those, however ew or many there may be, who read

    this can come up with more precise ideas leading to solutions or the uture.

    I, when we look back on our past, we can make certain considerations and use such words as, or example, improvisation, or the reality we areliving today we have the duty to, above all and with a certain urgency, identiy the negative aspects that must be eliminated. As to the uture, it will be

    imperative to come up with a new sort o programming and distribution o products, one that helps us combat the obstacles and improve the ways in

    which we enjoy our most beloved hobby.I orgot to mention that the black and white photos published come rom the Conedercampeggio archives and

    where taken in the 1950s and 60s.

    ITINERANT TOURISM:

    A LARGE INDUSTRY

    THAT THINKS SMALL?

    Availing ourselves o an inormation data bank that beganin 1959, we would like to open a debate that includes those

    in the business end o our industry, and others, in order

    to get a better grasp o the current economic crisis and its

    efect on the use o recreational vehicles.

    FOREWORD

    Te economic and nancial crisis that has aicted Euro-

    pe, and thereore also Italy, now and again shows timid

    signs o abating, both in terms o types o product and in

    terms o geographical areas by which I mean both Ita-

    lian and oreign markets. Te open air tourism industry,

    rom this point o view however, has only now begun to

    eel the consequences o the crisis, somewhat later than

    other sectors o Italian industry.

    Te initiatives embarked upon by manuacturers and de-

    alerships to stem the crisis have been many and varied.

    It has not been easy, also because in moments o such

    a generalized and devastating economic crisis, it is di-

    cult to convince consumers to spend on non-essential

    items as opposed to essential ones. Add to this the re-

    strictions now imposed on the lending policies o banks,

    loans which are essential to the purchase o an RV. O

    course, when the crisis is over, the manuacturers will not

    have an easy task o calmly analyzing the market data to

    relaunch production which, without a doubt, unless the-

    re are changes o a nationwide and European legislative

    nature, will not reach the levels enjoyed in the past.Registrations o new vehicles have allen compared to

    2009 and 2008. Tis is why the restrictions o credit ac-

    cess or amilies and their tendency to not purchase non-

    essential goods, takes on new levels o importance, not to

    mention the hey increase in the cost o petrol over the

    last six months, with no end in sight.

    CONSIDERATIONS

    Te orecast is not a rosy one, and will not be so, until

    manuacturers are able to make their new vehicles more

    appealing, perhaps proposing a reezing o prices and

    models or two years. Tis would also allow or changes

    to be made on current assembly lines, or allow in-depth

    studies o the industrys market (by hiring experts in tou-

    rism and marketing economy with rsthand knowledge

    o our particular industry).

    Te used vehicle market enjoys moments o peaks only

    because Eurotax evaluation has been eliminated: vehi-

    cles are sold at prices lower than the normal estimates.

    Fortunately, buyers are protected rom bad deals by the

    guarantees oered by the dealerships. Italians are veryslowly rediscovering the caravan (camperized), with its

    aordable purchase price that can be easy absorbed into

    a middle-class amily budget.

    What is needed, now that the extra stock that was parked

    on the lots o Italian manuacturers has disappeared, is

    a dierent kind o planning (and I reer to the manuac-

    turers and dealership networks), although we must not

    underestimate the importance o the act that many areas

    in Italy are still dicult to ully enjoy by itinerant vaca-

    tioners. Many local authorities still have qualms about

    letting RVs stop over in their areas, perhaps unaware o

    the act that these vacationers annually generate a con-

    siderable amount several million euros o nancial

    turnover. Let us also not orget the hostility that some

    campsite operators eel towards those who travel in cam-

    pers (perhaps the eeling is mutual?) even though o the

    2,573 campsites in Italy, Conedercampeggio tells us that

    1,149 oer camper services to its clients.

    We must, today more than ever, unite to deend our hob-

    by: Manuacturers + Dealerships + Campsites + Oursel-

    ves = reedom o movement = development o the indust-ry = the revival o the local tourist industry = an increase

    in revenue or everyone.

    Our campers, above all, participate in gatherings organi-

    sed by clubs all around the country (there are some 5,000

    initiatives every year all over Italy): it is an inexpensive

    way to get to know new areas and also enjoy their cu-

    isine. In act, the mayors o many minor towns have

    increasingly been in avour o these initiatives which,

    undoubtedly, also boost the local economy. Other ma-

    yors, on the other hand, still do not allow RVs to stop or

    circulate in their areas, citing petty and easily contestable

    reasons.

    And all o this also in the great art cities o our land.

    Our itinerant tourists travel the country ar and wide

    (abroad as well) choosing areas that oer well-serviced

    rest areas. Need I remind you that, in these cases, the cost

    o overnighting is reasonable (or a amily), less than the

    rates charged by campsites: rom ree to 10 or 15 euros

    per day. Unortunately, however, rest areas do not always

    welcome those who arrive in caravans.

    Tose who preer not to overnight in designated rest are-as go to campsites and put up with various types o ha-

    rassments that are not always demonstrable nor repor-

    table. While seeking the saety and the use o the many

    services and comorts that these campsites oer, many

    have complained to us that the operators charge, or one

    night, rates that correspond to a three-night stay. Te

    camper services are usually located ar away rom the tent

    pitches, with the consequent nuisance this causes. Not to

    mention the act that the concept o a plot and the sur-

    ace area o a plot do not always have the same meaning

    in April, May, June and July. And it means nothing when

    we talk about the rst hal o August, when the sites are

    overrun by vacationers; they miraculously reopen again

    aer August 15, when many tent campers start heading

    home as their holiday time ends.

    Conedercampeggio has made a summary o much o

    the data collected rom 1959 to the present and brings

    it to the attention o the manuacturers, the dealerships

    and all o those who love and believe in open air tourism.

    Conedercampeggio is happy to oer its experience and

    expertise to all. Not only, together with another orga-nization, it presented the Ministry o ourism with a

    report highlighting the need to revitalize itinerant touri-

    sm at zero cost, starting with the premise that the black

    gold (tourism) o our country is still an untapped re-

    source.

    PROPOSALS

    Confedercampeggiobelieves that nowmore than

    ever - a legislative tool is called or that can beat the

    competition and can improve the all-round services

    oered, something that is in the interest o both cam-

    psite operators and designated rest areas. Obsolete

    regulations must be immediately abolished. Opening

    a new campsite, or improving one, invariably means

    encountering bureaucratic diculties, but designated

    rest stops also encounter the ostracism o the big cities.

    Te last legislative decrees that dealt with tourism (in

    particular those that were once called complementary

    accommodation complexes) dates back to 1983, aer

    which only a ew national laws were passed and then

    a complete void, partially made up or by confictingregional laws.

    Confedercampeggiocallsforalawthatrecognisesthe

    importance o open air tourism, like the one called or

    thanks to our involvement by the Federazione In-

    ternazionale del Campeggio e del Caravanning (Inter-

    national Camping and Caravanning Federation), the

    F.I.C.C. Te important role o itinerant tourism must

    be recognised, both rom an economic point o view,

    as rom a cultural point o view. Open air tourism is a

    liestyle choice that respects all the rules o every aspect

    o civil society. It is a choice that deserves to be re-

    spected and taken into consideration.

    CONCLUSION

    Italy manuactures RVs that are competitive on a Europe-

    an level, are sold by several hundred rms and are appre-

    ciated by millions o people.

    We thereore demand our right to enjoy our hobby in

    complete reedom and according to the rules o demo-

    cracy in one o the most beautiul countries on earth.

    It is a hobby that, today, generates vast revenue and em-ploys thousands upon thousands o Italians.

    InItalytodaytherearesome246,323caravans,253,228motorhomes(annualproductiondecreasedto7,432recreationalvehiclesin2009) and 2,200 trailer tents in circulation.

    Mobiletourismincampers,caravansandtentsaccountsforsome70%ofpleinairtourism,bothintermsoftouristowandexpenditure.

    Camperrental,althoughstillmarginal(15-18%)isontheincrease:whereasItaliansprefertorentthemfromanagencyneartohome,Germans preer to rent them at their destination, oen the hub rom which they then go out and explore the surrounding area.

    Tereisarealneedtodevelopanetworkofservicesandrestareasthatoersthekindsofservicesthistypeoftouristneeds,keepinginmind sustainability, environmental compatibility and local realities.

    58%ofthosetravellingincampersovernightatcampsites,whiletheother42%dosoindesignatedrestareas.

    Tereare2,573campsitesinItaly(ofwhichlessthan10haveEuropeanEcolabelcertication),about900restareasthatarerecognisedby their cities, more than 1,600 ree rest areas and some 1,000 rest areas located on the grounds o agriturismos.

    Overthelast6or7years,Italiancampsiterateshaveincreasedbysome34%.

    Foreigncamperspreferseasidecampsites(53.3%),followedbymountainareas(14.5%)andsitesofhistoricalinterest(11.1%),etc

    Teaveragestayofaforeigncamperin2009was6.86daysperyear.Italiancampersaveraged7.86days.

    InItalyin1959wenumbered498,057;by1982therewere2,593,866peoplecampingandin19892,995,565.In2009,thisgurehad

    almost doubled. As to motor homes, in 1988 there were only 57,337 o them in circulation. By 1996 this number reached 113,284 and in2009 there were all o 252,961 registered motor homes in circulation.

    Teincreaseinmotorhomesisduetovariousfactors:

    better product quality (thanks also to European regulations),

    improvement o the image o the manuacturers,

    improvement o the retail network and assistance,

    motor home rentals,

    the evolution o the use o recreational vehicles.

    According to a ASSOCAMP survey commissioned by Soc. MERCURY in 2006:

    In Italy the change in open air tourism industry came about in the 1990s when vacations became increasingly IINERAN, and no longerjust campsite camping.

    Cleanliness, location and the characteristics o an area, saety and the quality/price ratio are important when choosing a campsite or restarea.

    It is the camper that attracts the attention o potential new vehicle buyers, especially new campers.

    Some55%ofthecampers/caravansincirculationareownedbythefamilyinthem,while25%areborrowedfromfriendsorfamily.

    A recreational vehicle is used or anywhere between 12 and 17 outings annually, or a total o about 48 nights in the vehicle. O these, 17are in rest areas. Families that rent campers sleep out an average o 12 nights per year.

    Whentravelling,dailyexpendituresforthefamilyorgroupaverageabout70perday,equaltoabout3,360peryear.

    I we multiply this amount by the number o motor homes in circulation (about 250,000), the total amount o money spent by these vaca-tionersisalmost840,000peryear.

    Some25-30%ofitinerantcampersbringtheirpetswiththem,justunder10%travelwithsomeonewhoisphysicallychallenged.Forlongervacations,51%choosetosleepinatentorbungalow,36%inthecamperand13%inthecaravan.

    60%ofbothItaliansandGermansbringothermodesoftransportwiththem(bikes,scooters,etc)orsportsequipment(surfboards,canoes,etc).7%travelwithaphysicallychallengedperson.

    Over the past few years the request for agri turismo holidays has undergonesignificant changes: at firs t it involved a small amount vacationers who werepassionate about tradition and food and wine specialties. Today it invo lves a fargreater number of people seeking close contact with nature, good healthy food,

    peace and quiet - usually at very reasonable rates. We have asked the most impor tantagriturismo organisations to supply us with information regarding how many of themalso host campers, and the number of plots.
