The Cap

• Who falls under the cap? • Upstream vs. downstream sources • Limit on total emissions from regulated sources• Declining over time• Setting the cap: gather emissions data

Allowances

• Divide capped emissions into allowances

• Allowances (or Credits) = right to pollute

• Distributing: grandfathering vs. auction
