Statistics from Fire Door Inspection Scheme

Although fire related fatalities have been on the decline over the last decade, there were still 303 fire related fatalities reported in England in 2015/16 and people who live in rented or shared accommodation are seven times more likely to have a fire.

Apart from the risk to life and property damage, a serious fire disrupts residents and affects well being.

Fire risk assessments are mandatory under current legislation. They also help housing providers identify what they need to do to prevent fires and keep people safe.

Our fire risk assessments cover all domestic properties such as blocks of flats, traditional and non-traditional houses, bungalows and sheltered schemes.

We also have a proven track record delivering fire risk assessments for commercial and public properties such as NHS hospitals, schools and colleges, community centres and offices.

We are accredited by British Approvals for Fire Equipment (BAFE), the Institution of Fire Engineers (IFE) and Fire Protection Association (FPA). Our NEBOSH qualified fire risk assessors have a wealth of experience delivering fire risk assessments throughout the UK.

Our fire risk assessments comprehensively cover the following action points:

Experience

Gary is Pennington Choices’ commercial director, he is a board member and his focus is business development and growth across the organisation. Gary plays a key role in relation to marketing, new business, brand awareness and client satisfaction across the UK.

Gary is an experienced chartered building surveyor, with specialist social housing experience. Having spent 15 years delivering new build and refurbishment projects for a multitude of social housing providers around the country,

Gary has helped a range of private and public sector organisations to develop asset management strategies and deliver major development and improvement programmes. Gary has substantial experience in both domestic and commercial sectors, providing support services to property owners, management companies and large contractors.

Gary provide an alternative means of contact for our clients and our team to ensure open communication and the smooth delivery of our contracts. His 16 years’ experience working within the housing sector combined with his position as commercial director gives him significant knowledge to successfully support projects within the public and private sectors regardless of financial constraints.

Gary is also experienced in providing access audits and fire risk assessments. Previous projects have included the implementation and use of a cutting edge electronic data capture modules including all relevant software and applications. Gary is the expert user of our asset management software, Keystone, and has also used other client asset management software when required, giving him a good rounded knowledge of asset management issues.

Experience

Matthew is Pennington Choices’ head of survey services. He is responsible for the delivery of large scale projects, including fire risk assessments, to well known local authorities and significant housing associations throughout the UK. Matthew works closely with our chartered building surveyors, fire risk assessors and asset managers to deliver a number of property services.

As a NEBOSH qualified fire risk assessor, he is ideally placed to lead our fire risk assessments. He has a proven track record to deliver fire risk assessment projects using our bespoke asset management system Keystone, to various low, medium and high rise blocks for a range of clients.

Recently, Matthew has led our team of fire risk assessors on significant projects with Castle Vale Community Housing Association, Liverpool Mutual Homes and Flintshire County Council.

Matthew delivers our mobilisation meetings and holds monthly review meetings to ensure lessons learned are fed back to our team as part of our commitment to continual improvement.

He agrees our key performance indicators and these will be used throughout the duration of the contract to measure performance. Matthew will address and rectify any areas of non-conformance.

Matthew has led on a number of projects including the procurement of an OJEU complaint cyclical redecoration contract on behalf of Habinteg Housing Association. He has also successfully established Pennington Choices as a leading provider of energy efficiency consultancy. Matthew was seconded to Wates Living Space in 2014 to assist them mobilise a major energy efficiency project.

Experience

Michael is an experienced fire risk assessor with over nine years’ experience as a property surveyor, working on multiple fire risk assessment projects in the capacity of both site surveyor and auditor/validator.

Mike has experience of working on large, medium and small scale projects, involving low-rise and medium rise blocks as well as sheltered schemes and offices. He has also worked on purpose built blocks as well as converted properties, and is well versed in the guidance manuals such as ‘Fire Safety in Purpose Built Blocks’ and ‘LACORS’. Michael has recently worked with CCG, delivering FRA reports to their high risk properties, covering converted houses, sheltered schemes and office blocks.

Michael delivers all internal training and auditing, with responsibilities covering the development and sign-off of current and trainee FRA surveyors, tool-box talks and project monitoring. All active FRA assessors are subject to on-site audits and desk-top audits which Michael carries out to ensure quality is maintained.

Michael is committed to life-long learning, developing the FRA teams’ knowledge and experience so as to provide a ‘best-in-class’ department and service.

Experience

Michael has 22 years’ experience in the fire and rescue service. He experience encompasses fire service operations, auditing, hazardous materials and environmental protection, instructional techniques, personnel and functional management, chemical, biological, radiological, nuclear and explosive detection identification and monitoring.

He holds health and safety and fire safety qualifications including IOSH and NEBOSH, and has extensive experience in both dynamic and static situations.

His experience includes working in challenging situations and remaining calm under severe pressure. He is a self-motivated person that has experience in multi-cultural organisations.

His previous roles include working with West Yorkshire Fire and Rescue Services as a fire officer which included working as a detection identification and monitoring adviser for the Chief Fire Officers Association National Resilience Assurance Team.

During this time, his main responsibility was to provide assurance to communities and local government that fire and rescue services for FRS were meeting requirements.

Following this, he worked with Duro Felguera/Oak Valley Fire & Events as a fire safety advisor. This role involved working in a busy HSE/permits office at a newly built CCGT power station in the North West of England.

Experience

Keith has over 27 years of experience working within various roles of the fire industry. Keith was the operational supervisory manager for the Kent fire and rescue service for 17 years and has now gained four years’ experience as a fire risk assessor. He has developed a wealth of knowledge to successfully deliver fire risk assessments and has proven his competency by supporting local authority staff, housing officers and wardens with training in general fire safety procedures and responsibilities.

Keith has provided fire risk assessments in accordance with the requirements of the Regulatory Reform (Fire Safety) Order 2005 for a number of local authorities, housing associations and public bodies across England and Scotland. Recent clients include Serco, the NHS and Kent County Council.

His extensive experience within the fire industry has enabled Keith to represent clients when issues arise with the local fire authority by resolving enforcement notices that have been placed on properties.

His key project experience includes delivering assessments for over 500 houses of multiple occupation for at risk and vulnerable tenants and within student accommodation. Keith supported Serco with initial inspections and follow up assessments to ensure possible fire related issues had been identified and correctly categorised into management or building related issues.

Similarly, Keith is regularly called upon to provide recommendations, produce reports, offer expert advice on legal legislation and industry best practice as well produce annual reviews and emergency plans to indentify priorities and target completion dates.

Keith has developed an outstanding understanding of the fire risk assessment role. Having supported clients from the public and private sectors, alongside working in unique environments such as religious buildings, blocks of flats, communal areas and the NHS, he is ideally placed to produce fire risk assessment reports.

Niall Twomey is our senior building surveyor at Pennington Choices.

Niall has responsibility for providing our in-house team with project support, through constant and close monitoring and man management.

Niall is key to ensuring projects are delivered on time and within budget.

During the lifetime of this contract, Niall will ensure our team remain in line with our quality standards and projects are delivered right first time.

During our mobilisation phase, Niall will develop project plans and monitor project progress once our service commences. He will produce internal project reports and share his reports with our team to provide an auditable trail of updates. Niall’s background within the property industry has provided him with the experience to report on project development and he has accumulated considerable skills in the residential, commercial and industrial sectors.

Niall is ideally placed to identify areas which require additional project support due to his experience gained as a client side building surveyor.

Niall’s detailed knowledge of construction methods and regulations ideally place him to support the team if inadequate compartmentation issues are found and advise clients and provide up-to-date specifications and remedial measures to enable they to comply with Part B of the current Building Regulations.

Ben is Pennington Choices’ graduate building surveyor. He is NEBOSH qualified and has two years’ experience delivering large scale social housing surveys, including risk assessments, for a number of local authorities and housing associations. Recently, Ben has supported our team of fire risk assessors on similar contracts with Liverpool Mutual Homes, Knowsley Housing Trust and Flintshire Council.

Neil has been working for Pennington Choices as a graduate building surveyor for the last twelve months. He has been involved in a number of fire risk assessment projects for local authorities and housing associations across the North West.

Recently, he has been supporting our team of fire risk assessors on similar contracts with Knowsley Housing Trust and Saxon Weald Housing Association.

As a qualified NEBOSH fire risk assessor, Neil is competent to carry out fire risk assessments on a range of building types. He has experience in undertaking fire risk assessments for both domestic and retail clients, including Krispy Kreme, Arcadia, Knowlsey Housing Trust and Saxon Weald Housing Association.

Our Services

Fire Risk AssessmentsAt Pennington Choices, we work with our clients to ensure they meet current fire safety regulations. We will:

• Carry out a fire risk assessments of premises and review regularly.

• Provide a report and inform our client of the risks identified.

• Advise our client about putting in place, and maintaining appropriate fire safety measures.

• Work with our client to create a plan for an emergency.

• Provide information and fire safety instruction and training.

Our team is experienced in providing all four types of fire risk assessment but we find that most clients request either a type 1 or type 3 assessment.

Type 1 fire risk assessments are non-destructive surveys of the common parts of a building. Internal and external areas are assessed, including store cupboards, electrical cupboards, risers, accessible lofts and a sample of flat entrance doors where applicable.

Type 3 fire risk assessments are non-destructive surveys of common parts of a building and flats. These surveys cover all of the areas covered by a Type 1 as well as at least a sample of the flats, to assess the level of compartmentation inside, the means of escape and level of fire detection. All internal doors will be assessed and the fire detection checked.

PAS 79: 2012 provides an industry recognised methodology, guidance and template for undertaking and recording fire risk assessments. It is intended to be used by those who already possess a good knowledge of fire safety and can be considered a ‘competent person’ under the RRFSO 2005.

Although there are no definitive requirements for how a fire risk assessment is carried out or what is recorded, the nine step process covered by PAS 79 is considered the benchmark and allows full compliance with the RRSFO 2005.

Fire Risk Assessment - Third Party AuditsAudits are conducted by one of our experienced fire risk assessors, all of whom are registered and approved to carry out fire risk assessments in accordance with our BAFE accreditation.

The method will be closely aligned with PAS79, the British standard for fire risk assessment.

On receipt of the monthly list of completed fire risk assessments, we will undertake the following tasks:

• Make arrangements to audit a 10% sample of the completed reports, and survey each individual fire risk assessor at least once per month.

• Where possible, we will also review each archetype at least once per quarter.

• Carry out a technical review of the fire risk assessment and the associated findings for each sampled block.

• Identify, and immediately advise the client of any unsafe situations.

• Whilst conducting the audit we will take photographs and feedback our findings by way of a formal report each month.

• Where non-conformances are found we will recommend additional CPD and training where we feel it appropriate to do so.

Fire Strategy Reviews We have substantial experience in reviewing fire strategy and policy documents across the social housing sector. We conduct a mini-audit of current documentation, including any training, maintenance, evacuation policy documents and any other fire safety records you may have. The initial briefing will allow us

to understand the existing arrangements prior to carrying out the audits.

If a full ‘fire compliance’ review is requested, we will review further supporting documents such as business plans, asset management strategy, policies, procedures, process maps and KPI data.

This information will give us a holistic view of how the organisation manages compliance. It is important to establish whether compliance strategies, policies, procedures and other supporting documents are ‘fit for purpose’ and are accessible to all your relevant stakeholders.

Following the detailed document review, we will carry out a series of interviews and workshops with the appropriate service managers and operational staff responsible for fire safety. The purpose is to determine how the service is operated; to compare how the service is operated in comparison to any written policy or procedure; and to also understand the record keeping, reporting and other management arrangements associated with fire safety.

It is important to determine whether staff, contractors and other partners are clear about their roles and responsibilities for managing fire safety compliance. We will also assess the organisation’s level of compliance when compared to legislation and best practice.

A vital aspect of fire safety is data management and IT. We will review existing data management and IT arrangements to ensure that the compliance system for capturing and maintaining records of all stock owned by you is ‘fit for purpose’; including the date they were last inspected and/or risk assessed; and the due date of the next inspection and/or risk assessment.

Compartmentation Surveys & Fire Door Audits Compartmentation forms an important part of a buildings fire plan and is a key part of the fire risk assessment process. Correctly managed compartmentation prevents the spread of smoke and fire, dividing buildings into manageable areas and providing suitable means of escape.

Our fire safety consultants carry out compartmentation surveys in new builds as well as existing buildings, assessing the effectiveness and completeness of fire resistant materials along with detailed fire door audits. Our team undertake the following:

TechnologyWe have for many years used hand held electronic data capture for our fire risk assessments. We use a multitude of different software packages, including; Codeman, Keystone, Promaster, Pocket Survey, PIMSS, Aareon QL, Lifespan, etc. We routinely use Keystone for the majority of survey exercises, due mainly to our historical relationship with the company for Decent Homes data analysis and reporting. We were the very first commercial Keystone user and only the second in the UK to purchase the system.

We’ve used both Keystone Asset Management (KAM) and Keystone Risk Management (KRM) to collect and report on fire risk assessments. In terms of KAM we built a bespoke component configuration for Castle Vale Community Housing, which although slightly limited, gave the client a really good dataset from which to report. We then built some specialist reports to produce detailed action plans.

More recently we’ve used KRM for fire risk assessments. Having used Keystone for many years, and of course because we’re fully licensed, we carry numerous Foundation licences. We do not therefore need to buy further licences for this project as we’re able to utilise our existing set-up.

In terms of alternatives, we have built PAS79 compliant surveys using a system called Compliance365. We have helped a number of organisations to implement the software, including most recently Wigan and Leigh Homes. This formed part of a wider instruction, which related to a full compliance audit of their technical service functions.

A further alternative is called iAuditor, which is a tablet application capable of building a tailored survey form for many different purposes. We have used this as part of our

third party gas auditing business and which we’ve found very helpful.

One last alternative is called Pronto Forms. This is similar to iAuditor, in that the application allows a specific survey form to be built and used in the field, allowing an for an extremely flexible, robust and accurate data collection system.

In terms of elevations and plan drawings, we routinely use Magic Plan. We started using Magic Plan two years ago and now use it for all plan drawings across the business including asbestos location drawings, energy performance certificates and all measured surveys. This application has revolutionised the way we produce drawings, providing the ability for 3D as well as 2D drawings. Accuracy has also improved, due mainly to the single handling of information, we can produce the plan while on-site, instead of having to take down the dimensions on site, and then re-draw the property when back in the office.

With the majority of systems, photographs can be taken by the surveyor using the tablet PC.

Quality and control With all electronic data capture techniques, the system is only as good as both the surveyor conducting the inspection and the data capture. The beauty of systems like Keystone is that the desktop application provides a myriad of different checking mechanisms, which allow our validators the ability to rigorously check submitted information prior to formal transferral to a client’s database.

For example, having completed a fire risk assessment using your Keystone Risk Management (KRM) module, the information is stored in an area called ‘staging’ or ‘validation’. This allows us (having firstly established a third party connection to your

Keystone database via a VPN link) to check the quality of the survey immediately upon completion by the surveyor, in real time. If, having checked the survey, we find an anomaly, management staff can send the survey back to the surveyor for re-assessment immediately whilst still in the field.

We have a range of electronic data capture capabilities, covering both IOS, Microsoft and Android platforms. We’ve found that as a surveying company, it is not sufficient to be based wholly around one platform, as all clients require something slightly different and even collected in a slightly different way. We have therefore invested heavily in this area, which has improved data accuracy and reliability immensely. For example, producing a fire risk assessment using Pronto Forms and Magic Plan, our ability to manipulate the information into an action plan is simple. This provides a more useable piece of information, as opposed to a hard copy report which sits on a desk/shelf and is rarely actioned.

In addition, our ability to help clients to manage their ongoing obligations in relation to compliance is hugely improved, as information

can again be fed into a variety of systems allowing for further programming activity, for example FRA re-inspections or fire safety works, which can be organised and managed accordingly.

In terms of future developments, we continue to work with Keystone to develop their capability around compliance. We work with a number Keystone clients to help develop ideas for Keystone to then develop and implement.

Our Planning, Scheduling and Dispatch TeamTo ensure good customer service and an efficient service by our field-based staff, we have a dedicated planning, scheduling and dispatch (PSD) team. Our team is trained alongside our surveyors in customer care, equality and diversity and protecting children and vulnerable adults.

Our seven-strong PSD team is led by Kerry Kelly and her role is to maximise the productivity of field-base operatives by ensuring they are attending and completing as many work orders as is practical, both in respect of compliance

(client/contract response times being met) and also quality (sufficient time is allowed for works order completion).

Kerry works collaboratively with our heads of services and service teams across the business to ensure we have an integrated approach to service delivery. She has a key role at mobilisation of any project to ensure she understands contracts response times and service level agreements for each new project.

Key responsibilities for our PSD team include:

• Handling and resolving telephone and email enquiries from clients, tenants and our own field-based staff.

• Proactive outbound telephone calls to arrange appointments with tenants.

• Liaising with, and directing, field-based operatives.

• Sharing ideas and insight in order to continually improve the PSD function including increasing appointments made, appointments kept and properties accessed.

• Identifying and escalating early warnings for risk to response times/SLAs, productivity outputs and process.

• Understanding the difference between planned and responsive works and the differing

approach to each in order to manage demand and minimise cost.

Kerry and the team are constantly reviewing current processes to improve efficiency and productivity of the delivery of surveys. We have implemented an AM/PM appointment slot for surveys in order to maximise productivity, giving flexibility to reorganise time slots to accommodate tenants requirements and to

ensure we carry out the maximum number of appointments per day. Our surveyors also work two late evenings per week (Tuesday & Wednesday) until 7pm to allow tenants to be able to book appointments outside of normal working hours.

Kerry will also liaise with our client’s team to take a collaborative approach to improving our service and implementing new ways of working. For example, Kerry is looking at future improvements to use, same day texting to remind tenants of appointments for the following day to reduce no access appointments or to be made aware of an access problems before we attend the property. We are also looking at the possibility of on line booking of appointments and tenants being able to email their availability so we can confirm appointments via email.

Kerry’s role includes: • Forecasting client demands

• Reporting of turnaround times vs. client KPIs.

• Grouping appointments geographically not by client to cut our carbon footprint.

• Report on a weekly basis the progress of individual projects per client to give full visibility and ensure we are meeting the required client deadlines.

Project overviewClarion Housing Group is the largest social landlord in the UK. The housing association own and manage 125,000 properties nationwide; supporting approximately 360,000 residents. Over the course of the next 10 years, Clarion Housing Group aims to build an additional 50,000 properties for affordable rent and sale, private sale and market rent.

Our team of NEBOSH qualified fire risk assessors were appointed to undertake fire risk assessments for Clarion Housing Group across the north, east, south west parts of England, plus north London.

Our programme of fire risk assessments are delivered in accordance with the Regulatory Reform (Fire Safety) Order 2005. Due to the significant scale of Clarion Housing Group, we are required to complete in excess of 2,000 large-scale fire risk assessments per annum.

Their property portfolio includes a diverse mix of domestic properties designed for the social housing and private sector markets, plus a number of commercial buildings. The multitude of property types includes:

• Purpose built blocks.

• Converted street properties.

• Specialised housing (sheltered, supported and extra care).

• Temporary accommodation.

• Small and medium places of assembly (community centres).

To ensure 100% compliance with Clarion Housing Group’s statutory obligations, we commonly undertake type one fire risk assessments. Moreover, where directed, we also undertake ad-hoc type two, three and four fire risk assessments.

Clarion Housing Group use an IT system based on Microsoft Dynamics. Following the completion of all assessments, we transfer reports directly to their in-house asset team, a maximum of 14 days following completion of the assessment.

We have a dedicated lead validator responsible for reviewing 100% of assessments to ensure remedial actions/descriptions are appropriate to the risk rating, information is clear, succinct and accurate.

We communicate any discrepancies, errors or inaccuracies to Clarion Housing Group within 24 hours of identification to ensure notable concerns are responded to swiftly and effectively.

London Borough of Hackney

Project overviewLondon Borough of Hackney own and manage a number of domestic and commercial properties across inner London. The council required 150 fire risk assessments (including access to 10% of properties) within three months to ensure compliance with the Regulatory Reform (Fire Safety) Order 2005.Our NEBOSH qualified fire risk assessors were appointed to deliver type one fire risk assessments in all common areas of London Borough of Hackney blocks of flats.

We are currently in the process of delivering assessments. Our team attends each site to identify all potential fire hazards to life and property, including combustibility of materials that may fuel a fire. We agreed our survey scope with the council’s in-house team upon appointment to ensure each assessment is robust and accurate for the council’s needs. All surveys are conducted in accordance with PAS-79.

During assessments, we identify occupants who are at risk and factors which put them at risk. We identify fire protection measures in place within each building, including fire escapes, fire warning systems, emergency lightings, signs, fire-extinguishing appliances and smoke control systems. Whilst on-site we evaluate risk by assessing the fire hazards identified, assessing the risks these hazards present to occupants and how to eliminate and/or manage risk altogether. We obtain access to at least 10% of flats within blocks to assess requirements in relation to fire protection compliance of the front door and frame, plus any smoke and heat detection.

Following completion of each assessment, we determine the frequency of future assessments, dependent upon the current risk category of the building. We make our assessment based on the structure, design of the block/building and other factors such as its use. We contact London Borough of Hackney immediately where we identify critical deficiencies requiring immediate action.

Using handheld devices, we collect photographs of external and internal areas of each building to provide an up to date view of the condition and location of fire equipment and building components. Our final report contains recommendations, key findings and an action plan; supported by on-site photographs.

Reports are returned to London Borough of Hackney within seven days of the assessment visit. Our internal lead validator performs desktop audits on 100% of all assessments to ensure they are compliant with the PAS-79 template and meet the requirements of the Regulatory Reform (Fire Safety) Order 2005. We also complete 5% on-site re-inspection audits to validate our surveyors’ competency in accordance with our BAFE and ISO9001 quality assurance procedures.

Project overviewKnowsley Housing Trust (KHT) own and manage 14,000 homes across Knowsley and Merseyside. They support a significant number of residents with a range of housing stock, including: houses, bungalows, sheltered housing schemes, low rise and multi-storey accommodation. Additionally, KHT own and manage a range of commercial buildings such as offices, community centres and retail units.

Our team of NEBOSH qualified fire risk assessors was appointed to deliver type 1 fire risk assessments to 421 of KHT’s low-rise apartment blocks, eight medium-rise blocks, five offices, five community centres and five residential care homes.

We were required to deliver surveys to communal internal areas and externals of each block in accordance with the Regulatory Reform (Fire Safety) Order 2005. Once the assessments were completed we produced separate reports assessing the risk to life from fire in each premises. Our reports detailed the actions required to ensure risks were minimised as far as possible following our assessment to enable KHT to comply with current legislation. The significant findings and recommendations within the reports were based on the associated guidance given in:

• BS 9999:2008 Code of practice - fire safety in the design, management and use of buildings.

• Fire Safety Risk Assessment: Sleeping Accommodation.

• Means of escape for disabled people.

• Fire safety in purpose built blocks of flats.

Upon appointment, we liaised with KHT and were provided with sets of keys allowing access to each unit, block and their associated store areas. We also requested the current at risk list, so that our surveyors could safely knock on tenant flats to perform door audits without disturbing vulnerable tenants. Our forward-thinking approach streamlined the

assessment process and also helped in gaining access to individual resident apartments.

During the fire risk assessment our team collected information on:

• Entrance and exit doors.

• Stairways.

• Fire doors.

• Apartment entrance doors.

• Fire alarm systems.

• Bin stores.

Project overviewSaxon Weald is responsible for managing 6,000 homes across Sussex and Hampshire. They provide affordable rented and shared ownership homes for individuals and families, as well as properties exclusively for resident aged over 55. Their housing stock includes houses, bungalows, blocks of flats and sheltered accommodation.

Our team of NEBOSH qualified fire risk assessors was appointed to deliver fire risk assessments to 45 low rise sleeping accommodation blocks. The assessments needed to be completed in all communal areas, externally and internally accessed service and storage cupboards. Several buildings had rooms and areas restricted to landlord access only; our team was required to assess these areas.

Upon appointment, we collaborated with our client to agree our methodology. We performed assessments in accordance with the Regulatory Reform (Fire Safety) Order 2005 and our method closely aligned with PAS79, the British standard for fire risk assessments. During our mobilisation phase we arranged access with building managers so that keys, fobs, access codes and other essential arrangements were available ahead of commencement on site.

During the assessments of low rise general needs we used our Keystone enabled handheld devices to collect data. Our client required a number of flat entrance doors to be audited as part of the survey and this requirement (along with others) was built into our survey forms to ensure the requisite level of data was collected. We collected photographs on site using our devices and made notes on significant and priority findings.

Following completion of our assessments, we provided our clients with individual reports, outlining and assessing the risk to life from fire in each premises.

Alongside our reports, we submitted an action plan management schedule. This schedule was to be used in conjunction with the fire risk assessments to detail and explain the significant findings and key action points in a simple, easy to understand format. This allowed our client to prioritise works or complete management reviews following the completion of our service.

Project overviewSix Town Housing is an arm’s length management organisation formed to manage the housing stock of around 8,000 homes across the north west of England. Their varied housing stock includes houses, blocks of flats, bungalows and sheltered schemes to support the needs of vulnerable residents.

We have provided a range of building surveying services for Six Town Housing over the past eight years. We continue to support our client with stock condition surveys, structural surveys, asbestos surveys and professional advice, employer’s agent services, asset management and other surveying advice and support.

On January 2016 our NEBOSH accredited fire risk assessors was appointed to deliver fire risk assessments in accordance with the Regulatory Reform (Fire Safety) Order 2005 and the methodology which accompanies the RRFSO guidance documents across a range of social housing premises. We performed assessments in:

• Multi-storey accommodation.

• General needs accommodation.

• Sheltered schemes.

The purpose of our fire risk assessments was to assess the risk to life from fire in the communal and utility areas of the premises and where appropriate, to make recommendations. Due to the range of varied environments, our significant findings and recommendations are based on the associated guidance given in the publications indicated below:

• BS 9999:2008 Code of practice - fire safety in the design, management and use of buildings.

• Fire Safety Risk Assessment: Sleeping Accommodation.

• Means of escape for disabled people.

• Fire Safety Risk Assessment: Residential Care Premises.

We used our tailored handheld devices to complete the assessments. This allowed our assessors to collect all data systemically and take a large number of photographs.

Following completion of the assessment we produced individual reports, outlining and assessing the risk to life from fire in each premises. We detailed the actions required to minimise, as far as possible, the risk from fire and to ensure each property was compliant with current regulations. Within the summary of the fire risk assessment report we produced a risk matrix based on the BS8800 model for general health and safety.

We accompanied our risk matrix with recommendations outlining existing performance and actions required to further reduce the risk. Each recommendation was supported with picture evidence of our findings. We explained the reasoning behind the risk assessment of each component and the recommended action (with a suggested timescale) to reduce the risk.

Presently, we receive regular instructions to perform additional fire risk assessments. We recently completed a complex fire risk assessment for a travellers site. This involved the assessment of the site office, 17 caravan plots and all external areas.

Project overviewCastle Vale Community Housing Association manages more than 2,400 properties within Castle Vale. Located across the West Midlands, Castle Vale Community Housing Association works closely with their tenants to achieve their customer-focused policies and values.

Our expert team of NEBOSH accredited fire risk assessors delivered a number of fire risk assessments to Castle Vale Housing Association’s low rise general needs properties. Using our bespoke tailored tablets, our team aided Castle Vale Housing Association to identify potential risk, hazards and raised repairs accompanied by detailed action notes.

Our handheld devices enabled our team to take a large volume of photographs throughout the duration of our contract and, in line with our client’s requirements, we returned our fire precaution drawings as a DWG format as well as submitting our assessments form as both a PDF format and Keystone Generated Information for upload to our client’s database.

Our team completed 150 fire risk assessment inspections and reports to communal areas within Castle Vale’s residential blocks. Since all properties were fully occupied, Castle Vale Housing Association demanded high levels of resident satisfaction and care.

Our team understood and shared our client’s desire to achieve a positive working relationship with tenants and members of Castle Vale Housing Association’s team. To this end, our team committed to working positively and proactively with an emphasis on open and constant communication with our client and their tenants.

To achieve our ‘done right first time’ working culture with Castle Vale Housing Association, our team attended monthly reviews in which we discussed liaising with landlords to gain access, to feedback ‘lessons learned’ and to determine priority properties for our client’s maintenance team to act on our recommendations as soon as possible. We are proud to report that we did not encounter any issues with our client’s tenants and we achieved a positive working relationship with our client.

We achieved all of our key performance indicators; including meeting short deadlines and achieving client satisfaction whilst working with a range of tenants.

Our team assisted Castle Vale Housing Association in uploading our reports into their database and provided PDF and DWG reports and photographs as requested.

Castle Vale Housing Association retained our team to report on mews type blocks, to manipulate data in proprietary asset management database and to advise on fire management strategy.

Finally, we assisted in a review of their fire safety management policy.

Project overviewLiverpool Mutual Homes own over 15,000 properties around Liverpool. Our expert team of assessors were appointed over two phases between March and December 2013 to deliver fire risk assessments and reports across 670 low rise and general needs properties.

Our expert team of NEBOSH accredited fire risk assessors completed fire door audits across 10% of Liverpool Mutual Homes’ housing stock. We delivered services to both fully occupied and void properties; ensuring we deliver on high levels of customer satisfaction for occupied properties and enable a quick turnaround time for void properties.

As agreed with our client during our mobilisation period, our fire risk assessment reports were delivered in line with “The Fire Safety Order 2005” and reports were uploaded to the client database as a PDF format and KGI sheet. We provided Excel repair schedules with associated costs in order for our client to inform their maintenance team of reactive works.

Our team committed to an open and proactive working relationship, as such, during our mobilisation period and through the course of the contract we held a series of meetings to discuss liaising with landlords to gain access, to feedback ‘lessons learned’ for future improvement and for our client to express concerns they may have. Our team was informed that compartmentation was of significant concern. As such, we reported on suspected compartmentation issues and, using our tailored hand held devices, photographed areas of particular concern.

We assisted Liverpool Mutual Homes in uploading our assessment data into their Keystone database and advised on major issues surrounding self stoppers on fire doors. We have enjoyed a positive and proactive working relationship with Liverpool Mutual Homes and have succeeded on fulfilling our key performance indicators.

Project overviewCartrefi Cymunedol Gwynedd (CCG) is a registered provider of social housing whichcame into being following the transfer of Gwynedd Council’s housing stock of 6,300properties throughout the whole of Gwynedd.

CCG currently has 214 blocks with communal areas which require fire risk assessments. These blocks are a mix of general purpose flats(purpose built and converted buildings) and sheltered accommodation.

CCG has also a further 13 properties which require fire risk assessments, comprising of offices, depots and community houses.

The housing provided was categorised into three risk ratings:

• High risk (converted, sheltered schemes, buildings over five storeys, community houses, offices and depots).

• Medium risk (three to five storeys purpose built and general needs).

• Low (one to two storeys purpose built and general needs).

The frequency and rotation of the fire risk assessments was dependent on the risk category. High risk properties required annual assessments, medium risk properties requiredassessments every three years and low risk properties required assessments every five years.

Our team of NEBOSH accredited fire risk assessors was appointed to deliver the 505 assessments over the course of the contract lifetime. We are currently delivering assessments using the PAS79:2012 methodology with particular attention to the following regulations and guidance where relevant:

• The Regulatory Reform (Fire Safety) Order 2005.

• Approved Document B (means of Escape.

• BS 5839 Alarm and Detection Systems.

• BS 5266 Emergency Lighting.

• CLG Guidance Documents.

• Fire Safety in Purpose Built Flats.

• LACORS (LGR).

CCG had recently invested in the Keystone asset management system to effectively monitor, maintain and improve their properties. We are expert users of Keystone and Keystone Foundation (having used the system since its inception) for fire risk assessments and other large scale surveying services.

We used Keystone enabled handheld devices to perform the assessments. This enables our team to tailor the survey requirements to our client’s exact needs, plus we can quality assess the data and once completed, transfer it seamlessly directly into our client’s database.

Additionally, we were appointed to deliver ad-hoc advice regarding fire safety.

We are an approved training provider of many multi-discipline services. We are able to support direct employees of the housing association, plus their contractors, residents and stakeholders with our fire safety advice.

We provide advice for new build properties by advising on fire safety design for new blocks of flats and domestic sprinkler proposals developed by external consultants. We offer asset management support, advice on improvement schemes that may have fire safety implications (such as means of escape) plus, advice and design support for remedial or improvement works.

Moreover, we provide advice on proposals for alterations to offices and for any proposals for new accommodation.

Project overviewAmicusHorizon own and manage properties across London, Kent and Sussex; offering a range of different housing choices including affordable homes, shared ownership and extra care.

Our team of NEBOSH qualified fire risk assessors was appointed to deliver a programme of fire safety risk assessments in accordance with PAS 79:2012.

We complete the surveys using AmicusHorizon’s handheld devices and software. We are familiar and experienced working with a range of surveying software, including our client’s Windows-based Apex system.

Prior to commencement on site, our team mobilised with the housing association’s head of asset services to cement our understanding of the system. During our mobilisation meeting, we agreed access arrangements and confirmed key project requirements.

We are currently delivering assessments of new buildings and acquired stock (including commercial buildings and offices). This involves re-assessments of communal areas to high-risk buildings (including supported housing), commercial buildings and offices. Over the life of this contract, we will be required to deliver fire re-assessments across 503 properties.

Following our fire safety risk assessments, surveyors transfer data to our senior building surveyor for validation. We validate 100%

of data prior to direct transferral into our client’s Apex asset management database in accordance with our quality procedures. We complete surveys and subsequent validation within 14 days of instruction.

In the event our surveyors identify any significant risks with the potential to endanger lives of buildings occupants during the survey, we immediately notify our client so they can take remedial action. Our approach is based on collaboration; responding to ad-hoc requests and providing legislative and regulatory fire safety advice and training in addition to monthly contract meetings.

Our commitment to continual improvement means we are required to achieve a number of key performance indicators:

1. 100% of planned programme of reassessments of high risk completed on time.

2. 100% of new assessments completed within 30 days of notification

3. 100% of validation of all fire safety risk assessments and submission within 14 days of completion.

4. 100% of appointments made and kept at blocks with agency/staff managing schemes for vulnerable residents.

5. 100% invoice accuracy.
