INTRODUCTION: TRANSITIONING BACK TO SCHOOL
TheCapeHenlopenSchoolDistrict(CHSD)iscommittedtoprovidingsafeandeffectivelearningenvironmentsforallstudentsandstaffandhasbeenworkingtocreateprocessesandsupportsthatwillbenefitboththeworkingandlearningenvironmentsofourstudentsandourstaff.DuringtheCOVID-19crisis,ensuringstudentandstaffsafetyhasbeenthecentralfocusintheplanningeffortsrelatedtothetransitionbacktoschoolinSeptember2020.CHSDhasinvestedtimeandresourcesinplanningfortheopeningofschoolandinthedevelopmentofvariedpossibilitiesforreceivinginstruction.Thesevariedoptionswillservetoaccommodateourdiverseschoolcommunityandthelearningneeditpresents.
The CHSD Safe at School Reopening Plan aims to provide information to support a safe transition backtoschool.Thepagesthatfollowwilloutlinedifferentcomponentsoftheplanandincludeshealth,safety,andcleaningprotocolsmentalandemotionalwell-being,andeducationalequityamongothertopics.ThisplanhasbeendevelopedbasedonguidelinesprovidedbytheDelawareDepartmentofEducationandGovernorCarney,aswellassafetyguidelinesoutlinedbytheCentersforDiseaseControlandstatehealthofficials.
Aswemoveforwardwithreopeningschools,ourDistrictandschoolleaderswillcontinuetomeetandidentifyanychallengeswefacerelatedtoCOVID-19,andarecommittedtoworkingtogethertoidentifysolutionstothosechallengesaspresented.Weaskforthecontinuedsupportofourschoolcommunityasweallworktogethertoprovideasafetransitionbacktoschoolforourstudentsandourstaff.

HEALTH & SAFETY MEASURES
Face Coverings, Hygiene & Health Screening ProtocolsFace CoveringsTo ensure the safety of the students and staff members in each building,wewill require all students and employees towear face coverings to schooleachday. Inaddition,eachstaffmemberwillhave theoption toweara faceshield to further reduce the possibility of transmission. Specific guidance
on the typesof facecoverings that canbewornwill bedistributed to allmembersof our schoolcommunity.
Inaddition,wehavepurchasedsomeclearfacecoveringsandmaybepurchasingmoreforstudentswithspecialneeds,speechpathologists,EnglishLanguageLearners,ImmersionTeachers,tobeusedinareaswherevisuallyseeingthemouthisimportantforsuccessintheacademicenvironment.
Inorderforeveryonetounderstandtheimportanceoffacecoveringsandhowtowearandcareforthemeffectively,allstaffmembersandstudentswilltakepartintrainingsessionsregardingtheuseoffacecoveringsforoptimalsafety;aswellascleaningandotherprotocols.
TheDepartmentofPublicHealthhassuppliedover8,000masks,over800faceshields,over4000gowns, in addition to gloves andN95Masks toour district. Thedistrict is purchasing additionalsuppliestosupplementthesequantities.
Masks/facecoveringswillbeconsideredstudentattireandmustadheretotheCapeHenlopenSchoolDistrict’sstudentdresscode.

HygieneHand washing campaigns will take place in the buildings to ensure that all students and staffunderstand the importanceofwashinghands frequentlywith soapandwater. Videosandmodeldemonstrationswillbemadeavailableaswellascommonsignageandresourcessothataconsistentmessageisbeingrelayedineachoftheschools.Handsanitizerwillbeavailableandistobeusedbyall students, but is to be done in addition to frequent hand washing. Hand sanitizer is not areplacementforhandwashing.

Health ScreeningsEachdaypriortothestartofschooleverystaffmemberandeveryfamilywillbeaskedtocompleteaHealthAssessmentSelf-ScreeningToolbaseduponguidancefromtheDivisionofPublicHealth(seescreeningtoolsinAppendixA).TheHealthScreeningtoolwillcontainthesymptomsassociatedwith COVID-19andthosecompletingthetoolwillbeabletorespond“Yes”or“No”toeachsymptom.Ifanyoneanswers“Yes”toanyofthequestions,theyshouldnotreporttotheschoolbuildingthatdayandtheyshouldcontacttheschoolofficetoletthemknow,aswellastheirhealth-careprovider.Thiswillbeginaprocesstohelpusidentifyanypotentialpositivecasesandhelpmonitorthespreadofthediseasewithinourcommunity. All staff members and families will be educated about COVID-19 symptoms and the Health AssessmentSelf-Screeningtoolspriortothefirstdayofschool. Ifastaffmemberorstudentisfoundtobepositive,protocolsareinplacetocontacttheDivisionof PublicHealth(DPH)andtobegincontacttracingasneeded.Variousscenarioshavebeendevelopedandaprocessmaphasbeencreatedforeachscenariotohelpthedistrictrespondinaconsistentmanner.Parentsshouldbeawareofour“PromptPick-UpNotice”thatwillbeineffectforanystudentthatisexhibitingsymptomsduringtheschoolday(AppendixB).

Social Distancing, Movement & FacilitiesIncompliancewithCDCandstateguidelines,CapeHenlopenSchoolDistrictwillensurethatinstructionalspacesprovideaminimumofthreefeetofdistancebetween students. The District has done a full evaluation of its facilities,has identified all current and potential instructional spaces and calculatedamaximumcapacity for each space thatwill ensure that three feet of socialdistancingcanbeimplementedsafelywithinthesespaces.Thiswillrequireclass
sizestobereducedandallstudentsandstaffwillneedtowear facemaskswhile in thebuildingsexceptwhileeating.
Classroomfurniturewillbelimitedtoessentialitemsandclassroomswillbearrangedwithalldesksortablesfacingthesamedirectionwithalayoutthatisthemosteffectivefortheproperfunctioningoftheclasswhileensuringsocialdistancingguidelines.Outdoorspaceswillbeusedforrecess,physicaleducation,andotherlearningopportunities,whenappropriateandiftheweatherallows.
Hallways,cafeterias,schooloffices,commonspacesandgatheringpointswillbeclearlymarkedtoencourage six-foot distancing. Theywill bemarkedwith clear, dedicated traffic pattern guidance.Largegroupgatherings (cafeterias,gymsandauditoriums)willbe limited to50 individualsor less.Large groups will practice social distancing andmust wear facemasks. To accommodate theseguidelines, cafeteria capacities will be limited so additional lunch periods, assigned seating,pre-orderingmeals,and/orgrab-and-gooptionswillbeemployedatbothbreakfastandlunch.
Consistent informational signage will be posted, in highly visible locations, in all buildings throughout the District to assist with movement within each building.
Signage will be posted in restrooms, classrooms, offices, cafeterias and other areas of thebuildingthatpromotesocialdistancing,handwashing/sanitizing,properuseoffacemasksandhowtomitigatethespreadofthevirus.Handsanitizingstationswillbeavailableinclassroomsthatdonothavesinksaswellasinotherlocationsthroughoutthebuildings.Handwashingwillbeencouragedwheneverpossibleandpractical.Studentsandstaffwillneedtopayattentiontoanyphysicalguides,suchastapemarkingsonfloorsorsignsonwalls,directingstudentstoremainatleastsixfeetapartfromeachother in linesoratothertimes.Whenmovingthroughnon-instructionalspaces,six feetdistancingmustbemaintained.
Staggered use of communal spaces and hallways
Strategiesandscheduleswillbeimplementedateachschooltoreducethenumberofindividualsinthehallwaysatonetime:Thesestrategiesmayinclude: 1.Creatingone-waytrafficpatternsinhallwaysandstairwells. 2.Monitoringofbathroomstolimitcapacityandensuresocialdistancing. 3.StaggeringAMarrivalandPMdismissalschedules.Parentswillbenotifiedofschedule. 4. Increasing transition times between classes to ensure social distancing in the hallways. (Middle and High Schools)
Inordertominimizestudentcontact,middleschoolstudentswillonlybemovingfromclasstoclassduringgrade-levelexploratorytimes includingphysicaleducation, lunch,andarrivalanddismissal.Exploratoryclasstimeswillvarybygrade,andadditionallunchperiodsmaybeaddedtoeachgrade.

Social Distancing, Movement & Facilities (continued)Limiting the number of individuals in classrooms and other learning spaces, and interactions between groups of students
Each school’s master schedule will be developed to limit the number of students in each classroomtoensuretheabilitytoallowthree-footsocialdistancing.Elementarystudentswillremain inacohort.Teachersandspecialistswilltraveltothem(music,art,etc.)withthepossibleexception ofphysicaleducationwhereadequatephysicaldistancingwillbemaintained.Secondarystudents willbescheduledwithinacohortwheneverpossible.Therewillbenostudentcongregationinhallwaysandotherareaspriortoorafterschool.
Exitsandentrancepointswillvarybygrade.Dismissaltimeswillbestaggeredtominimizenumbersofstudentsmovingatthesametime.(Allschools)
Studentsshouldcarryabackpack,orasmallrollingbackpack,etc.sincecubbiesandlockerswillnotbeused.
Other social distancing and safety practices
Each school in the District will develop a plan for visitors to the main office using the following guidelines: •Displaydistrictadoptedsignagewithgraphics •Measureandmarkappropriatedistances •Consideralternativestoparents/publicenteringmainoffice •Continuallyreviewofficeprocedurestoensurestaffsafetyandtoidentifyfurtherneedsor improvements •Keeprecordsofallvisitorstotheoffice(nameofvisitor,dateofvisit,timeenteredandexited andphonenumber) •Teachersshouldmaintainavisitorrecord/logfortheirclassroomforstaffmembers, specialists,etc.whovisittheirclassroomeachday.Thislogshouldrecordstaffname,date and time of visit
Anyvisitortothemainofficemust: •Maintainadistanceofatleast6feetawayfromotherswhoarenotfromtheirhousehold •Wearamaskandadheretosignage,floororotherdirectionalmarkings •Followverbalinstructionsofschoolstaff

Band and Choir teachers will select and provide safe opportunities for music instruction: •Bandandchorusclasseswillfocusmoreonmusicappreciationandtheory •Becauseofconcernswiththespreadofthevirus,theuseofwindinstruments,hornsand singingwillbesuspendedforthetimebeing •Sharedequipmentsuchaskeyboardsandpercussioninstrumentsmaybeusedbutmustbe disinfectedbetweeneachuse

Emotional & Mental HealthThe District’s mental health committee addresses the social/emotional andmental health needs of our students and staff. As we return to school,whetherinpersonorremote,itisimportanttohavemultipleavenuestoaddressconcerns for our students. The steps outlined below will allow families,studentsandschoolstafftoshareconcernsanduseproblemsolvingteamsateach school to offer support. Social-emotional wellbeing of all students is a
priority in Cape Henlopen!
Further,studentsandstaffcanexpecttotakepartinrestorativeconversationsthatwilladdressthecelebrationsandchallengesreturningtoschoolcreatesforourcommunity.
Step 1: Allstudentswillbenefitfromthesupportwewillprovideastheschoolyearbegins.Yourfamilymayexpectthefollowing: •Acheckandconnectteachersurveytoconnectspecificstudentswithacaringadultinthe school •Afillableformforfamiliestorequestassistanceforstudentswhohavehadlifechanges during COVID •ParentinputinformationonthenursesformrelatedtoCOVIDtraumaexposure •TeachableMoments/RestorativePracticeClassroomConversationsaboutexperiences relatedtoCOVIDduringthefirstweeksofschool

Staffwellbeingwillbean integralpartof thereturntoschool.Notonlywillstaffbetrainedtohelpscreen for the social/emotional wellbeing of students but they will receive information and toolsfor theirownwellbeing.Thedistrict ispartneringwiththestate’sEmployeeAssistanceProgramto offerhelpinareassuchasmentalhealth,financialplanning,connectiontocommunityservices,etc. Communitypartnershavealsoofferedservicesandexpertiseforstaffthatencompassavarietyofwellnesstopics.
Finally, thedistrictwillbe taking the timenecessary toplanandpracticea return toschool.More training days, beyond the normal number, will be critical to the success of all stakeholders and importantfortheemotionalwellbeingofourstaffandfamilies.

Dining & GatheringWith the goal of welcoming as many students as possible back to schoolbuildings,wemustworktogethertoprotectoneanotherbyvigilantlycomplyingto effectivemitigationmeasures such aswearing face coverings,maintainingphysical distancing, and staying home when sick. The following arerecommended for both minimal and minimal to moderate scenarios within-person learning:

Budget, Enrollment & Staffi ngBudgetCARES Act funding is being utilized for purchases to supplement existingresources, and to add additional resources needed to fund initiatives related to COVID-19.
EnrollmentTheDistricthasdevelopedaprocessforworkingwithfamiliesregardingstudentattendance,whetherin-personorremote,asweenterthenewschoolyear.
InJuly2020,a“pulse”surveyfromHanoverResearchwassenttoallDistrictfamiliestocollecttheiropinionsaboutremotelearning.Afollowupsurveywillthenbesenttoeachfamilytodeterminewhopreferstoreturnremotely,andwhopreferstoreturnface-to-face.
Inadditiontotheparents,theDistrictconductedasurveythatwassenttoallstaffmemberstohelpdeterminehow they felt in regards to thevarious formatsavailable fora return toschool (remote,hybrid,inperson).
TheDistricthasbeenupdatingalistofallemployeesina“positionaudit”todeterminestaffingneedsbybuilding,andisactivelyfillingvacanciesasneededthroughoutthesummermonths.TheDistrictandschooladministratorswillcontinuetodosobasedonprojectedneeds.
Staffi ngTo assist the teachers/families who are working in a remote environment, we have hired anadditionalInstructionalSupportStaffteachertoassistteacherswithremotelearning.Inaddition,allstaffmembershaveparticipated inadditionalProfessionalDevelopment regarding remote learningthispastJune,andtheyhavehadtheopportunityforadditionallearningoverthesummermonths.
Wewillcontinuetoassesstheneedsofthestaffastheschoolyearbegins,andmakeanyadaptations/additionsneeded tosupportourstaffmembers.TheDistrict iscontinuing to recruit, interviewandhirenewstaff.ThisiscurrentlybeingdoneremotelythroughZoomwithanupdatedprocessusingFrontlineRecruitingandHiring(alldigitalformat).
TheDistrictisalsopreemptivelyaddressingliabilityquestions,andrelatedissuesrelativetoCOVID-19by consulting legal counsel and will share protocols with school leaders to help them addresssituationsthatmayoccurduetothepandemic.
School leaders have been involved in discussions and planning regarding changing enrollmentpatterns,andnewstaffingneeds.SchoolleaderswillbesupportedbytheDistrictinorientingnewschoolstafftoanyoperationalchanges.Allnewstaffwillbetakingpartinon-boardingsessionsandnewteacherplanningduringthemonthofAugust.

TechnologyThe goal of the Cape Henlopen Technology Department is to provide the technologyandsupportneededbythestudentsandstaffoftheDistricttobesuccessful in the learning environment chosen by the family. With a full 1:1deployment of iPads to each and every student in the District, a consistent learningplatformwillbeensuredacrossallschoolsandgradelevels.Inaddition,thetechnologystaffstandsreadytoprovidesupporttostudents,familiesand
