Activities get underway with a splash at the start of the month as the JerseyBoat Show arrives on its moorings in St Helier’s Harbour and Marina.Organisers will have a hard time topping last year’s cracking show, althoughthey are confident 2014 will be the best yet. We take a look at what’splanned on shore and on the water.

Hot on the heels of the Boat Show come the many events markingLiberation Day on 9 May. As usual, the focus of this important occasion willbe Liberation Square and Weighbridge Place, with commemorations,re-enactments and festivities. Details of these and other Liberation eventsare found in this edition of Capital.

Following Liberation, there is the Spring Walking Week to enjoy, includinga number of walks that take in the sights, sounds and history of St Helier aswe find out. And it might be a good idea to take some exercise before theJersey Food Festival arrives at the end of the month. As a taster, Capital isshowcasing this celebration of the Island’s produce and culinary excellence.

ReferendumI know from the comments I have received inthe two days since the rejection of theoutcome of the referendum that many of youfeel you have been let down by the States ofJersey. The arrogant rejection of the opinionof the majority who took time to vote in thereferendum has already led to many sayingthey will never vote again and regainingconfidence in the States is likely to take a longtime. This is a setback for government,however, if you attend a Parish Assembly youhave a real opportunity to not only have yourvoice heard, but to vote and influence theoutcome, clearly an example of grass rootsdemocracy and an example of how well weare served by the Parish system.

Parish RateAt the Parish Assembly held on 4

July, we agreed the budget

estimate and approved the Parish Rate for thenext financial year. I am pleased to report thatwe ended the previous financial year withhigher income than budgeted and that carefulexpenditure had resulted in a surplus at yearend. The Rates (Jersey) Law 2005 requiresthe approval of a Parish Rate that is at leastsufficient to meet the approved estimates andthis was a matter of discussion at theAssembly, when two Rates were proposed;one proposal was for the retention of lastyear’s Rate at 0.81p and the other was toreduce it. After much discussion from thefloor, the vote went in favour of keeping theParish Rate the same as last year. I thankthose who attended, took part in thediscussion and then voted for their preferredoption for the Parish Rate. As I have saidabove, this is clearly an example of grassroots democracy and an example of how wellwe are served by the Parish system.

Twinning GamesSaturday, 8 June saw the “It’s a Knockout”style Twinning Games at Les Quennevais

Playing Fields. Ten parishes competed,together with their twinned towns inNormandy. Thanks to our Parish team ofEddie, Spencer, Daniel, Jackie, Steph, Hannahand Josie and those who joined us fromBarneville-Carteret; their participationcertainly helped to strengthen the social,cultural and sporting links between us, which isone of the aims of the Twinning Association.

Parish SecretaryFinally, on behalf of all Parishioners, I offerthanks to Caroline Evans for the valuablecontribution she made to the Parish during herfour years as Parish Secretary; she left us for acareer change at the end of June. The goodnews is that, as a Parishioner, she will continueto remain closely involved in Parish life. AngelaGoguelin will be joining us as the new ParishSecretary in September and we look forwardto welcoming her as part of the Parish team.

The Queen's Baton Relay, like the 2012London Olympic Torch, is currently on itsway around the world to all 70Commonwealth nations and territories. Since it was launched by Her Majesty,

The Queen, from Buckingham Palace on 9October 2013, it has travelled to countriesin Asia, Oceania, Africa, the Caribbean andthe Americas. It arrives in Europe in Cyprusearly in May 2014 and then arrives inJersey from Gibraltar on Sunday 11 May.The local Commonwealth Games Association has

arranged a full day and a half programme for theBaton on Monday 12 and Tuesday 13 May. HisExcellency, the Lieutenant Governor, the Queen'srepresentative in Jersey, will officially start the Jerseyleg of the relay from the front of Government House.

Planning for this year’s round the Island walk is well under way, butunder a different name than usual. The ‘Itex Walk’ has become the‘Collas Crill Island Walk’ following the local law firm becoming the mainsponsor for the popular event. Anyone who does not feel up to walking the whole 48.1 miles around

the Island can join in the Lieutenant Governor’s Walk instead. This year, itis from le Braye to the Waterfront beginning at 1.00pm so is suitable foran afternoon stroll.The cost of entry for either walk is £15 per

The infant Jean was a wartime evacueeliving in Weymouth when her mother AmeliaQuenault answered appeals for blooddonors to help save injured servicemen andwomen. Her husband John was serving inthe army. Jean was just three at the timeand went along to the transfusion centre tohold her mum’s hand while she was givingblood. On one of those trips, Jean promised her

mum that when she was old enough shetoo would give blood.The years passed and when Jean was in

her early 20s she noticed an appeal forblood donors in Jersey and recalled thepromise she had made to her mother. Without hesitation Jean (she was then

Miss Quenault) made an appointment andon 5 February 1962 she donated her first pint of blood.Afterwards she was elated. ‘I felt great, magnificent, proud. I

felt like standing on a rooftop and shouting out!’ And that feelinghas never gone away during the intervening years which haveseen Jean become married, bear children and become a proudgrandmother. Four times a year Jean gives blood and after eachsession she still feels a strong sense of achievement and pride.Blood donors should be in a good health and Jean has made a

point of keeping fit. She’s a member of the long-distanceswimming club; takes dips in the sea on Christmas Day and NewYear’s Day; cycles for fun; doesn’t drink alcohol, has never smokedand enjoys a healthy diet.At 76 she’s hoping to continue giving blood, but will be very happy to

reach her promised target of 100 pints. And to celebrate that landmarkJean has been on a personal blood donor recruitment mission. Duringlast autumn’s Dragon Boat Racing event at St Helier harbour, she and afriend handed out 100 recruitment sheets. And as she has been givingblood for 52 years she is also hoping to recruit another 52 donors.Although blood is used as a lifesaver for patients who have been in

an accident or who need it to survive treatments and operations, bloodhas many other uses.For some with incurable conditions, blood transfusions can give them

a better quality end of life. And it is vital to help people with anaemia.Blood transfusions are also sometimes needed during childbirth. In thepast Jean responded to several calls for emergency blood donations atthe former maternity hospital.For anyone thinking of becoming a blood donor, Jean has a simple

message: ‘Go for it; do a good deed for society; it is one of the greatestachievements you can ever make.' Please contact the Jersey Blood Donor Service for information on how

If a pint of blood can help save a life, then oneSt Helier woman has helped saved many. JeanMcLaughlin of First Tower is about to donateher 100th pint of blood - the first woman inthe Island to reach that total.

Whole blood is rarely used, apart from in cases of severe blood loss. Normallydonated blood is separated into its individual components:- Red cells: Chiefly they distribute oxygen to body tissues and carry waste carbondioxide back to the lungs. They are used in the treatment of all kinds of anaemia whichcan't be medically corrected; when red cells break down in the newborn and for sicklecell disease. They're also essential to replace lost red cells due to blood loss in accidents,surgery and after childbirth.Platelets: They can be used in bone marrow failure, post-transplant andchemotherapy treatments, and leukaemia. Platelets can be of huge benefit to therecipient.Plasma: Fresh frozen plasma is used after obstetric loss of blood (which is usuallychildbirth), during cardiac surgery, and to reverse any anti-coagulant treatment. It's alsoused to replace clotting factors. Processed plasma: This is used in the treatment of haemophilia. It is also used tohelp produce stronger antibodies against diseases like tetanus, hepatitis, chickenpoxand rabies. The protein albumin is contained in plasma and it is extremely beneficial forburn victims.

Get on boardevents

The Jersey Boat Show sails into townbetween Saturday 3 and Monday 5 May. Asusual, the event takes place in and aroundSt Helier’s Harbour and Marina just a shortwalk from the town centre. And as usual,there will be a great mix of visits,demonstrations and entertainment focusedon a nautical theme. There should besomething for everyone to enjoy over thethree days, so make sure you get on board.

If you are looking for a sign that spring has well and truly arrived in Jersey,the Boat Show is it. It’s presence among the quays, piers and pontoons of St Helier’s Harbour and Marina signals the start of a season on the water,hopefully blessed with blue skies and calm seas. Since it started in 2008, the show has become the largest free event in the Island’s calendar, attracting over 30,000 visitors each year. In 2014, the organisers are planning for the best show yet.Attractions over the Boat Show’s three days are divided between those

taking place on the land, and those on the water. There are expected to beover 60 exhibitors ranging from catering and refreshment outlets to thelatest in marine related products as well as clothing, artisan crafts, leisureand lifestyle accessories. On shore activities also include entertainmentfeaturing a variety of performances from well-known bands and musicians.Among them are Inside Job, Sergeant Pipon and the Parklife Choir. On the water, visitors can step on board a variety of yachts and other

water craft that will be accessible from the pontoons inside the marina.Around 20 marine traders will be showing off their craft, among themvessels from premium yacht manufacturers including Sunseeker, Fairline,Beneteau and Jeanneau. Stand up paddleboarding and outrigger racingprovide waterborne entertainment along with various safetydemonstrations. More adventurous visitors can take a free RIB trip alongJersey's south coast.There is also the opportunity to take a look around a far larger vessel.

HMS Severn, a 1,577 ton River Class Offshore Patrol Vessel, will bealongside in St Helier Harbour for visitors. The Royal Navy’s presence willalso be seen and heard on Saturday 3 May when the Band of Her Majesty'sRoyal Marines Commando Training Centre will 'Beat Retreat' in a ceremonyheld on St Helier’s Weighbridge Place at 5.00pm.So come rain or shine (hopefully shine) the 2014 Jersey Boat Show looks

well set to offer a fantastic weekend of fun for islanders. u

HMS SevernHMS Severn, which will be open to the publicduring the boat show, is the ninth Royal Navyvessel to bear that name. She was built by Vosper Thornycroft in

Southampton and commissioned in 2003 as afishery protection ship. Her role is to patrolwithin the United Kingdom's waters monitoringand intercepting British and foreign vesselsfishing there. HMS Severn can also be equippedfor other specialised roles if needed, includingfire-fighting, disaster relief and anti-pollutionwork. The River Class Offshore Patrol Vessel has a

displacement of 1,577 tonnes, a top speed of20 knots and a range of 7,800 nautical miles.She is crewed by 30 sailors, who use twoonboard rigid inflatable boats when inspectingvessels at sea. Her armament is one 20mm gunand two general purpose machine guns.

There’s no denying that walking can be a chore attimes. Walking to work, walking to the shop, walking totown – you just have to do it. There is also no denyingthat we live in a beautiful island, full of charming views,breathtaking scenery and stunning locations. And thereare few better ways of seeing this than on foot. Throwin a local expert guide, and you should have the perfectcombination. From Saturday 10 to Saturday 17 May, Jersey

Tourism’s Spring Walking Week offers visitors and localsthe chance to join a selection of over 50 differentguided walks taking place in the Island. The variedthemes should mean something of interest for justabout everyone. From coastal foraging to country lanesand wildlife to World War Two. Walks are graded aseasy, moderate or difficult, so it’s possible to choosethose that suit the ability of individuals. And most areabsolutely free – just turn up on time at the designatedmeeting place to join in. As always, a number of the walks are focused on St

Helier. The Island’s capital is a fascinating place,brimming with history, stories and legends. In this year’sprogramme are walks focused on the Occupation,maritime matters, a famous author and the murkier sideof town’s past. There is also one following Jersey’shistory in the First World War, led by local author andhistorian Ian Ronayne to mark the 100th anniversaries.

Twice a year, in spring and autumn, something special takes place that both localsand visitors can enjoy – free of charge. Liberation through musicevents

The Liberation International Music Festival takes place at a range of venues between7 and 11 May, including a number in St Helier. The event, which is now in its sixthyear, features over 15 internationally acclaimed artists performing beautiful, dramaticand atmospheric music in stunning settings around the Island.

Even in the darkest days of occupation during the Second World War,music played an important part in the lives of islanders. Althoughstrictly monitored by the Germans, events such as dances, theatre andconcerts could lift spirits and help people escape from the reality oftheir present circumstances. Snatched tunes from clandestine radiosets reminded islanders that a life of freedom continued beyond theirshores. They would even cautiously listen to the public performancesof the occupiers’ military bands, admiring the martial music whileshunning its sentiments. The Second World War in Jersey culminated in the joyous moment

of liberation, as British troops landed in St Helier to bring five years ofoccupation to an end. The music heard on that day, and on LiberationDay ever since, reminds islander of freedoms regained and triumphover adversities. The Liberation International Music Festivals explores liberation,

artistic freedom and the power of music to liberate the spirit. Throughits performances it captures some of the sense of excitement felt byall during those wartime days. The festival also remembers thoseforced and slave labourers who were brought to Jersey to work onHitler’s Atlantic Wall.The 2014 festival features 20 artists performing at venues

throughout the Island. This year’s line-up of musicians includes BorisBrovtsyn, a Russian violin superstar, the multiple award winningclarinetist Michael Collins, the finest viola player in the UK PhilipDukes and the hottest property in jazz Gwilym Simcock. Among thevenues are several in St Helier including Fort Regent, the OperaHouse, St Thomas’ Church and the Town Church. The five-day programme starts at 7.00pm on Wednesday 7 May at

the Jersey Academy of Music, Chateau Vermont with a performanceof dramatic Russian chamber music including Mussorgsky’s Picturesat an Exhibition, Prokofiev’s Flute Sonata, and a premier of GabrielProkofiev’s two violin sonata performed by six international soloists.

Football heading for newheights at Springfield

With a massive increase in the use of the football pitch at Springfield in the offing,John Jacques looks at the dynamics of sporting success.

While Jersey sports fans have been enthralled with the rise and rise ofrugby, sport lovers in our sister island have been in similar ecstasy with thefantastic success of local football.Jersey’s rugby Championship side regularly attracts thousands for their

home games in St Peter and the same is true for Foote’s Lane-basedGuernsey FC who have had back-to-back promotions since joining theEnglish national league in 2011.The aim was to offer the island's elite footballers the chance to test

themselves on a regular basis outside of the Channel Islands. So far it hasbeen a resounding success with the club rapidly building a large fan base.In March last year Guernsey had a severe dose of cup fever when 4,290supporters turned up for an FA Vase semi-final first leg at Foote’s Lane.There won’t be nearly as many at this month’s clash of the Channel

Islands top football players in the final of the Muratti Vase - staged thisyear at Springfield. Guernsey probably go into the game as favourites astheir players are now competing in step 4 of the English league, theIsthmanian South, and are once again looking for promotion.The success of Guernsey FC serves as a backdrop to the long-running

debate on the future of football in Jersey. Recently, though, there has beenone significant development - the recent announcement that the Statesand the Jersey FA are co-funding a project to install an all-weatherartificial pitch at Springfield Stadium - the home of Jersey football.The pitch is likely to cost £600,000 and it could see a 25-fold increase

in use of the pitch - up from 100 hours a year to 2,500. That would seearound 1,000 people a week playing at the stadium. Add in supportersand officials and Springfield will become by far the Island’s busiestall-year-round football hub.

The pitch will host Jersey FA (JFA) league matches, Island teammatches, coaching and training and will be open to schools, clubsand community groups.Derek de la Haye, Jersey’s Head of Sport and Youth, says it’s, ‘an

exciting opportunity to develop football in Jersey.’

JFA President Phil Austin also believes the pitch will have a very positiveimpact on football. ‘It provides the opportunity for the JFA to develop itsactivities significantly,’ he said.The recent surges in Channel Island rugby and football do raise

questions marks. What are the boundaries of achievement? How far canGuernsey FC ascend the English league as unpaid amateurs? Even at thelevel they are now playing there are very large bills for transport andaccommodation.Jersey clubs have ventured into English county cup competitions with

great success, but have been forced to withdraw because of the travelcosts,And have Jersey RFC hit a plateau? They struggled to remain in the

Championship last year and are struggling again this season.At the core of the question is where does the money come from, and

does sporting success in one discipline have a negative effect on othersyearning for a similar rise to the top? Jersey Rugby Club has successfullywooed corporate and taxpayer support on the back of its rise to theChampionship, but could football or cricket say, now do the same? Is thereenough money in the pot?One thing is certain, however. Inter-insular rivalry means that success in

one island spurs the other. Guernsey rugby has never been more successfuland is now treading the same turf as Jersey a few seasons ago.So can Guernsey’s soccer success help shape the future of the game in

Jersey? It looks as though the answer is yes. With a serious amount ofmoney now pouring into football development in Jersey the questionabout where that can lead has never been more hotly debated withwide-ranging views.This year’s Muratti Vase final comes at an exciting and unique turning

point for the game for fans and players alike. u
