Mission Incidents

Firearm, Possession by Prohibited Person, Ammunition, Poss. By Prohibited Person,

Weapon, Deadly, Imitation or Laser Scope, Exhibiting

On Thursday, February 14, 2019 at approximately 0648 hours, Officer Piper #827 and Ofc. Padilla #610

responded to 16th Street and Market regarding a male with a gun.

They were on duty and in full uniform. The following Officers arrived on scene to assist: Sgt. Mitchell #

4160, Officer Clendenen #865, Officer Cathy #190, Officer Wise #1477, Officer Hayes #1116, Officer

Wheeler #4361, Officer Zambrano #1451, Officer Oropeza #432 and Officer Canchola #268.

Dispatch provided the following information: a white male in his thirty's, approximately six feet, wearing all

black clothing, a ski mask, a duffle bag, pulled a gun out on another male. Upon arrival Officers on scene

detained six subjects who were all in front of 2233 Market Street. One male, later identified by California

Identification Card as suspect 1, who matched the description dispatch provided. The following subjects

were detained on scene due to multiple subjects being near the subject that was described to have a gun:

detained1, detained 2, detained 3, detained 4 and detained 5.

Ofc. Padilla then met with reporting witness 1 who stated the following: reporting witness 1 was in front of

2280 Market Street loading his work truck when he heard an argument ensue across the street at 2285

Market Street. Reporting witness 1 heard two men, later identified as suspect 1 and reporting person 1

arguing and saying, "That's my stuff, you took my stuff!" reporting witness 1 saw suspect 1 pull a black

handgun from his front waistband with his right hand. Reporting witness 1 saw suspect 1 point the firearm

at reporting person 1. Reporting witness 1 then saw a female stand in between suspect 1 and reporting

person 1 and heard the female yell "No that's not yours, don't do anything to him, hurt me!" Reporting

witness 1 then observed suspect 1 walk away Eastbound on Market Street and he then paced back and

forth until police detained him in front of 2233 Market Street. Officer Canchola placed suspect 1 in

handcuffs. Officer Oropeza then met with reporting person 1 who stated the following: reporting person 1

was arguing with a female and male about his encampment items. Reporting person 1 stated another male,

came from Pete's Coffee, 2257 Market Street. Reporting person 1 stated "You need to leave before you get

shot!" Sgt. Mitchell was informed that suspect 1 gave verbal consent to search the black duffle bag that he

claimed to be his.

Officer Hayes searched the military style duffle bag and observed a long item and noticed it to be a rifle.

Officer Hayes continued to search the remainder of the duffle bag and located and seized a black BB gun

from inside the bag.

Officer Piper and Ofc. Padilla transported reporting witness 1 approximately 30 feet away from suspect 1,

who was in front 2241 Market Street. Reporting witness 1 stated "That's the guy." Suspect 1 was

transported to Mission Station to be book on the above listed charges. While at Mission Station suspect 1

had a possible seizure and was transported by SFFD Medic 86 and Officer Piper rode with the medics to San

Francisco General Hospital, where he remained in custody.

Robbery, Chain Store, W/Force

On 02/5/2019 at approximately 1939 hours, Officer Villanueva #1113 and Ofc. Portillo #1276 (3D14D) were

in full police uniform, driving a marked San Francisco Police Department vehicle when they responded to

2001 Market Street (Whole Foods) regarding a battery.

Upon arrival Ofc. Portillo observed a male subject, later identified as suspect 1 (B1) Travis Nagy who was

laying on the ground complaining of pain to his ribs, his left wrist and his head. Suspect 1 was yelling "he

crushed my ribcage" at a male, later identified as reporting victim 1, stood next to him. Ofc. Portillo spoke

to reporting victim 1 who told stated that at approximately 1920 hours he was working as a loss prevention

officer at Whole Foods. Reporting victim 1 said he observed a male subject (suspect 1) placing items in his

bag and passing manned registers, making no attempt to pay and exiting the store. Reporting victim 1 said

he told suspect 1 to stop and return the items to the store while in the Whole Foods parking lot. Reporting

victim 1 said that suspect 1 said "f#*k you" and head butted reporting victim 1, striking reporting victim 1 in

the mouth. Reporting victim 1 stated he then tackled suspect 1 the ground and waited until police arrived.

Reporting victim 1 recovered all the miscellaneous items and called the police. Whole Foods manager

reporting person 1 determined that the stolen/recovered items cost a total of $121.16, suspect 1 was

transported to Mission Station where he was subsequently booked on the above listed charge

Mission Incidents

Firearm, Discharging in Grossly Negligent Manner, Firearm Possession of Loaded Weapon

Carrying Concealed.

On 02/08/2019 at approximately 0023 hours, Ofc. Ishida #2035 was working uniformed patrol in a marked

police vehicle with Officer Griffin #1502, when they responded to 446 Valencia St. regarding a Shotspotter

activation.

Upon their arrival at 0025 hours, Ofc. Ishida spoke to an individual, later determined as reporting victim 1

standing on the southwest corner of the intersection of Valencia St. and 15th St. Reporting victim 1 nodded

his head sideways in the direction of eastbound 15th St. from Valencia. Officer Griffin and Ofc. Ishida drove

east on 15th St. from Valencia St where they observed a group of three individuals, later determined to be

suspect 1, suspect 2, and suspect 3 (83) Makaela Remington-Vallecillo, walking East on 15th St. from Julian

St. (approximately 25 yards East of Valencia) along the South sidewalk. Ofc. Ishida then exited their patrol

vehicle and instructed the individuals to stop. Suspect 1 raised his right hand upwards in a surrendering

position. Suspect 1 had his left hand concealed within his jacket pocket. Officer Griffin and Ofc. Ishida

immediately drew their department issued firearms and pointed them at suspect 1 while instructing him to

show his hands. Officer Griffin observed the grip of a pistol concealed within the front waistband of suspect

1. While taking suspect 1 to the ground, Officer Griffin observed the pistol fall from suspect l's waistband to

the ground. Officer Griffin and several other officers placed suspect 1 into handcuffs without further

incident. Simultaneous to Officer Griffin placing suspect 1 into custody, Ofc. Ishida observed Elijah begin to

walk towards the backside of Officer Griffin. Ofc. Ishida immediately approached suspect 2 from the rear

and placed him on the ground. Multiple other units arrived on scene and assisted in placing suspect 1,

suspect 2 and suspect 3 into handcuffs without further incident. While on scene, Officer Ramoso advised

that an individual, later determined to be reporting witness 1, had directed him towards a fired firearm

cartridge in front of 447 Valencia St. Officer Ramoso met with the on-duty desk clerk, reporting person 1.

Reporting person 1 advised Officer Ramoso that he was inside his office when he heard one gunshot.

Reporting person 1 gave Officer Ramoso permission to access the hotel's video surveillance system. In the

video, they observed three individuals, recognized as suspect 1, suspect 2, and suspect 3, walking North on

Valencia St. approaching 15th St. While in front of 447 Valencia St., Ofc. Ishida observed Joshua produce a

pistol in his right hand, extend his arm at an angle and fire it once into the air. Suspect 1 then continued to

walk North on Valencia St. in the company of suspect 1 and suspect 3. Suspect 1, suspect 2 and suspect 3

were later transported to Mission Station where they were subsequently booked on the above listed

charges.

Community Policing

Community policing, or community-oriented policing, is a strategy of policing that focuses on police building ties and working closely with members of the communities.

• Homeless Outreach and Outreach to Drug Users: Mission Station officers coordinate with city agencies to provide outreach and assistance to rehabilitate those who are dependent on illegal drugs and outreach to homeless individuals to connect them with resources and support.

• Foot Patrols: Mission Station have beat officers assigned to 16th and Mission Street, Vallencia Street, 24th Street and Castro District.

• Monthly Police Community Relations Meetings: Community Meetings are held continuously. Officers also attend meetings with merchants groups, business groups, development authorities and others. Concerns are voiced and addressed through problem solving.

• Email Updates: Mission Station sends out newsletter updates to residents in the District that alerts residents of crime trends, upcoming community events, crime prevention tips, and information on how to contact officers at the District Station,
