The origin of Carmichael Centre Ethiopia A group of well-meaning individuals in Ireland decided in mid-2009 to

launch a project in Ethiopia which instils business norms to social development activities

Goal? Build a a five-storey office building complex in the capital, Addis

Ababa, to house at least fifty community groups, and five adjacent residential apartments for volunteers who travel to Ethiopia

The setting-up of a local partner organisation which works with the Centre in Ireland to, among others, facilitate land acquisition, legal permits, oversee construction, and, upon completion, assume responsibility for running the project

Economy of Ethiopia A fast-growing annual GDP and it was the fastest-growing non-oil-dependent

African nation in 2007 and 2008 Since 1991: attempts to improve the economy urban and rural poverty remains an issue in the country “Water tower" of Eastern Africa 14 major rivers that pour off the high

tableland The greatest water reserves in Africa but few irrigation systems in place to

use it Ethiopia is slowly but surely emerging from a long history of

underdevelopment and deprivation

Ethiopia "could easily become the breadbasket for much of Europe if her agriculture were better organized"

Conditions of livingEthiopia's population: 33.5 million in 1983 75.1 million in 2006

About 16% of the population is living on less than 1 dollar per day (2008).

65% of rural households in Ethiopia consume the World Health Organization's minimum standard of food per day (2,200 kilocalories)

42% of children under 5 years old being underweight

Most poor families (75%) share their sleeping quarters with livestock, and 40% of children sleep on the floor, where nighttime temperatures average 5 degrees Celsius in the cold season

The average family size is six or seven, living in a 30-square-meter mud and thatch hut, with less than two hectares of land to cultivate

Conditions of living

In the capital city of Addis Ababa:

55% of the population lives in slums

Most people make their houses using whatever materials are available, with walls made of mud or wood. Only 12% of homes have cement tiles or floors

Sanitation is the most pressing need in the city, with most of the population lacking access to waste treatment facilities

Contributes to the spread of illness through unhealthy water

Why this Project? Organisations remain extremely fragile and fragmented because of the

absence of possibilities for shared services in office, training, fund acquisitions, access to reliable outlets of information technology…

Need for a professional and entrepreneurial intervention to cement the growth of such organisations

Community and voluntary groups need to spend about €465 a month to get access to broadband internet which is also 10 times more expensive than that in Ireland

Using a shared service provided by the Carmichael Centre in Addis Ababa, each of the 50 groups shall pay only €12 per month for the same purpose.

Why this Project?

Carmichael Centre for Voluntary Groups in Dublin can be used as a model in the Ethiopian capital, Addis Ababa

This project is about empowerment to facilitate Ethiopians to build on their strengths to improve their own situation

Why do not lease a building?

Better to choose the option of building the premises than leasing after cost-wise comparisons

- The policy environment for the operations of civil society groups in the country becomes conducive.- The country’s telecommunications infrastructure, particularly with regard to provision of internet services, improves significantly.- Required expertise for provision of training sessions shall be available in the local labour market.

OUTPUTSThe Carmichael Centre in Addis Ababa shall be registered as an Ethiopian Residents Charity.A five-storey building complex shall be erected.Six residential apartments shall be built to accommodate disabled volunteers.

e A certificate of registration for the Carmichael Centre in Addis Ababa issued by the Charities and Societies Agency.c A memorandum of understanding prepared and signed between the Carmichael Centres in Dublin and Addis Ababa. Fifty community and voluntary groups enter into legal binding agreements with the Centre to occupy offices and hot desks.

d Reports by the management team of the Carmichael Centre in Addis Ababa.e Documents provided by the construction management consultant company.l Relevant documents such as those certifying property ownership and Tax Identification Number (TIN).

o The existing favourable climate to undertake construction activities in Addis Ababa shall continue.l Funds required to put the project in place shall be made available. Community and voluntary groups continue to show desire for using the services of the Centre.

ACTIVITIESFunds to the tune of €2 million shall be raised.A series of project launching and brainstorming sessions held.Preliminary talks held with GTZ to acquire its services.Contracts signed with a construction consultant management company.A project manager hired who plans, develops and oversees all aspects of the project.

h The project manager will have ensured the establishment and registration of the Carmichael Centre in Addis Ababa by the end of 2010. At least one project launching programme will have been undertaken by end of September 2010.0 The fund raiser will have achieved at least 80% of the target sum by the end of 2011.e Construction activities will have begun in the first quarter of 2012.

months We will be developing a communication strategy and online

presence in the next short while to encourage participation and donations

How will work Carmichael Centre Ethiopia?

A 4 or 5 Level accessible building which will hold approx 50 Local Community/Charity Groups

A further 200/300 groups will use the centre for administrative services and to avail of the training

All community/charity groups will be locally based indigenous groups, run by and run for Ethiopian people

How will work Carmichael Centre Ethiopia?

Organizations will cover all aspects of the community:

Health, Education, Enterprise, Children, Disabilities, Poverty, Homelessness, HIV/AIDS, Nutrition, Medical and all other groups will be considered in the vetting process

When complete, the groups will be trained in governance and management and will be strengthened to allow them to become as efficient and effective as possible
