    EXECUTIVE SUMMARY

    Mr. Nishad Saiyed, who has been transferred as the talati for a group of villages in the Thasra

    Taluka of Kheda district finds the villagers to be uncharacteristically enterprising by using

    the latest forms of irrigation techniques for improving their crop production. They haverecently started a new Irrigation co operative solely aimed at improving the irrigation

    facilities. Now Mr. Saiyed is facing a dilemma of choosing between whether he should allow

    the cultivation of the Sarakada Talav land by the farmer who has already made the initial

    investment for the cultivation or to save the natural resources(land and water) from illegal

    private occupancy which might lead to degradation and extinction on a mass scale.

    Based on the analysis of the case and taking into account the various criterias for

    decision making, we suggest to go ahead with the solution of involving both the Panchayats

    of Vanghroli and Jargal in the decision making process as well as providing financial

    assistance or employment opportunity to the affected party. The criterias we have chosen to

    arrive at the decision include maintaining the balance of the ecosystem, gathering a consensus

    from the villagers as well as from the defaulter. The solution suggested is based on certain

    assumptions like that the Panchayat will agree to provide the financial aid or employment

    opportunity based on the various schemes available from the government to the farmer and

    also that the villagers will abide by rules and regulations prescribed by the Panchayat. The

    solution is to be implemented by bringing in both the parties to a consensus, by organising a

    meet of both the village panchayats, convincing them as to, why the land is not to be used for

    cultivation in the immediate future, as the livelihood of the people for everyday use is heavily

    dependent on the water from the tank. Also convincing them how cultivation on the land by

    one person will lead to subsequent demand from other farmers which in future might leads to

    the degradation and possibly extinction of the tank.

    Based on the assumption that the above proposed solution will be taken into

    consideration and will be implemented as desired , we can conclude that our objective of

    conserving and sustaining the water resources and the surrounding areas of village will be

    achieved, at the same time meeting the financial requirement of the defaulter.

    SITUATION ANALYSIS

    The protagonist, Mr. Nishar Saiyed, has been transferred as the Talati for a group of villages

    (Jargal, Vanghroli and Sonaiyaa) in the Thasra Taluka of Kheda District. Though the villages

    have heterogeneous populations, the people have an uncharacteristic degree of enterprisewhich enabled them to upgrade their financial positions. The villagers didnt shy away from

    utilising the latest technology in irrigation characterised by the initiative to form a Lift

    Irrigation Co operative which planned to lay a 1500 metre underground pipeline to draw

    canal water to their fields.

    The revenue relationships between the villages was peculiar as much farm lands under

    Jargals revenue limits extended right up to the settlement of Vanghroli with Khatedars from

    Jargal having farmlands in Jargals revenue boundary but living in Vanghroli. Towards late

    1989, Mr. Saiyed came to know that a Sheikh khatedar of Jargal village has illegally

    planted paddy in the bed of Sarakada tank which was owned and managed by Jargal

    panchayat.

    Mr. Saiyed met the farmer concerned but the latter tried to convince him to allow the

    cultivation by offering rent for the same. But Saiyed feared about the sustainability of the

    Sarkada tank in future, if he allowed the cultivation, as more and more farmers will approach

    to use the rest of the tank bed. Also from his past experiences he has observed that the illegal

    occupants tend to exploit the natural resources to an extend that it possess serious replications

    to the ecosystem of the nearby villages, even a possibility of extinction of the tank.

    Saiyed approached the Sarpanch of Jargal with the problem and the Sarpanch in his usual

    quiet disposition gave the green signal to go ahead with what he thought fit but at the same

    time indirectly hinted as to why Saiyed should take the pain in dealing with this

    encroachment if none of the other villagers are protesting.

    Now Saiyed is in a fix to decide as what to do with the encroachment as he doesnt want the

    Sarakada dam to be a dream in next 3 years. Also he is faced with the prospect of dealing

    with the farmer as how to take care of the financial liabilities if he is not allowed to do the

    farming.

    Decision Maker

    Objective

    Conserve and sustain the water resources and the surrounding areas of village

    Decision problem

    Being Talati of the villages, Mr. Saiyed is faced with a dilemma of choosing between

    whether he should allow the cultivation of the Sarakada Talav land by the farmer who has

    already made the initial investment for the cultivation or to save the natural resources(land

    and water) from illegal occupancy which might lead to degradation and extinction on a mass

    scale.

    Criterias

    y The solution should not hamper ecosystem of villagey The decision should be acceptable to societyy Harmony, Defaulters and Societys interest should be taken care of.y The decision should provide Long term solution of the problem

    Alternatives

    Group has agreed upon the following set of alternatives:

    1. Allowing Sheikh to cultivate the land of Sarakada Talav and remain passive to itsconsequences

    2. Convince Sheikh to evict the land.3.

    Involve Panchayat of Vanghroli and Jargal to prevent the exploitation of theimmediate livelihood needs of the villagers & provide financial assistance /

    employment opportunity to Sheikh

    4. Allowing Sheikh to cultivate the land for this year only and avoiding the cultivation infuture by communicating the same to all villagers.

    EVALUATION OF ALTERNATIVES

    Alternative 1

    Allowing Sheikh to cultivate the land of Sarakada Talav and remain passive to its

    consequences

    Consequences:

    Merits

    It will cater the needs of Sheikh and in the mean time he will come out of financialcrisis

    It will not disrupt village harmony and be in consensus with the thoughts of theSarpanch

    It will generate extra revenue for village panchayatDemerits

    Other villagers will demand the same treatment and occupy the remaining land ofTalav

    And the same will go on year by year that could lead to the extinction of the onlywater resource of village, hampering entire ecosystem of village

    And it will not be possible for Saiyed to vacate the land in futureAlternative 2

    Convince Sheikh to evict the land

    Consequences:

    Merits

    It will prevent the exploitation of natural resources thereby strengtheningsustainability of ecosystem

    It will prevent social and caste based disharmony.

    Demerits

    It will affect Sheikh badly as he has already mortgaged his Land and he is not havingany alternative resource of livelihood

    Sheikh may instigate other fellow community members to take his stand, hamperingvillage harmony

    Once canal water comes to village, Talav will be having very little useAlternative 3

    Involve Panchayat of Vanghroli and Jargal to prevent the exploitation of the immediate

    Consequences:

    Merits

    Necessary steps can be taken to provide financial aid / supplementary employment tothe farmer under the various schemes provided by the government.

    Conservation of the natural resources (land and water) on which the livelihood of thevillagers depends.

    The presence of Panchayat( peoples representatives) in the plan helps to establish &send across the message as to the consequences if farming is allowed and that it

    doesnt occur in future.

    It will prevent illegal private occupancy of Sarakada Talav.Demerits

    Involving the 2 Panchayats to arrive at a consensus about the problem will be timeconsuming.

    This may send across a wrong message across the villagers wherein they will start todemand financial assistance whenever they are in distress.

    Alternative 4

    Allowing Sheikh to cultivate the land for this year only and avoiding the cultivation in future

    by communicating the same to all villagers.

    Consequences:

    Merits

    It will fulfil the needs of Sheikh and help him financially to combat his presentsituation

    It might help in combating both the problem of Sheikhs livelihood as well asavoiding the exploitation of environment.

    It will bring in financials for the Village Panchayat in the form of Land Rent.Demerits

    Others will demand the same treatment and in future there is no guarantee that theywill vacate the land

    Best Solution

    Alternative 3: Involve Panchayat of Vanghroli and Jargal to prevent the exploitation of the

    immediate livelihood needs of the villagers & provide financial assistance / employment

    opportunity to Sheikh

    ImplementationofSolution.

    y Organize a meeting involving both the village panchayats of Vanghroli and Jargal tocome to the consensus.

    y Convince why the land is not to be used for cultivation as the livelihood of the peoplefor everyday use is heavily dependent on the water from the tank.

    y Also convincing them how cultivation on the land by 1 person will lead to subsequentdemand from other farmers which in future might leads to the degradation and

    possibly extinction of the tank.

    y Framing of strict rules and regulations through the Panchayat about the cultivation inthe Sarakada Talav land and penalising them if required in case of illegal private and

    uninformed occupancy.

    y Gather a general consensus from all the villagers on the issue in hand.y Sufficient provision has to be taken into account by the Panchayat through some

    financial aid / employment opportunity to take care of the investment already made by

    Sheikh, to cover up his losses.

    y Panchayat should take the responsibility to ensure that such an ambiguous incidentdoesnt occur in future.

    Contingency Plan

    Allowing Sheikh to cultivate the land for this year only and avoiding the cultivation in future

    by communicating the same to all villagers.
