IT Convergence LED Lightng Security

The GigaTera products installed at Round Rock as part of a test installation includes the smart streetlight META-Whistle and the IT-converged streetlight SPES-SETA. The more than 100 units of META-Whistle 150W installed not only are controlled via the server-based *GeSS-Road System, but also allow for real time monitoring through a network system. The special module known as the ‘whistle’ is built-in to ensure road safety as part of a new conceptual approach for street lighting. This product was used to replace the existing 250W high-pressure sodium lamps (HPS) at a 1:1 ratio. The replacement brought significant improvements to the color temperature up from 1800K to 4000K and the CRI from an unpleasant 18 Ra to 81 Ra. In particular, the flicker phenomenon of the existing lighting is now almost non-existent, promoting the reduction of eye fatigue for pedestrians and drivers. Compared to before, the much improved road visibility conditions were well received by residents because of their effectiveness in helping crime preven-tion and creating a safer environment for travel during the night. Also, the whistle module mounted to the streetlight enables the ability to proactively deal with emergencies on the road not only for the ability to respond to accidents more quickly to but also to help prevent secondary accidents from occurring. In the case of icy road conditions the whistle will glow red quickly alerting all drivers and residents to take care.The SPES-SETA product, which was installed at the ‘Safety Exchange Zone’, which is a place intended for residents to exchange goods purchased online or by clas-sifieds, is a remote monitoring system to assure the safety of residents. Also, by replacing the existing 1000W high-pressure sodium lamps (HPS) with the highly efficient 125 lm/W SPES-SETA 150W product, a high-energy reduction of nearly 85% has been achieved. The SPES-SETA integrates ‘safety and security’ by not only providing footage of license plate numbers at night, but also by providing dim-ming and high-speed Wi-Fi wireless communications via occupancy sensors. Another feature of this project is the introduction of new ways to utilize the light pole. The pole not only has a streetlight but now also has a secondary accident warning system and a small cell, a piece of telecommunication equipment that may be installed onto streetlight poles to provide service as a mini base station for general reception related needs for wireless technologies such as 2G, 3G, currently 4G, and 5G in the near future. By using street poles, which already are needed to provide streetlights and exist almost everywhere, instead of relying on more costly reception towers, budget overlaps can be avoided to maximize the effective use of public funds. This concept is expected to play a role in creating a model in which the government and the private sector can exist in a win-win relationship.

Summary

This test installation marks the first installation case of smart street lighting in the United States with built-in CCTV, wireless telecommunication functions, and a road warning system rolled into one as an IT-converged street lighting platform through the collaboration of 3 companies, GigaTera, PlanLED, and Opterra (ESCO). The test installation was performed in two locations. The *ME-TA-Whistle, which comes equipped with built-in ‘road warning solutions’ was installed along a section of a main road at Double Creek Drive and Forest Creek Drive. Near the Round Rock Police Department, a ‘Safety Exchange Zone’ was created through the installation of the SPES-SETA products, which is a ‘road con-trol solution’ that transmits surveillance acquired using high definition footage and a wireless network. This test installation created the opportunity to carry out a simulation to demonstrate the ease of mobility possible for emergency vehicles through the use of the META-Whistle solution as an extension of the vehicles’ siren systems, which was never possible before through traditional street lighting systems. Also, via a linkup between the SPES-SETA products installed near the police sta-tion and the SPES AirLink, a system could be built for the 24 hour monitoring from not only City Hall, but also from the police station. We look forward to the installation of IT-converged street lighting, which can ensure the safety of residents wherever the technology is adopted in the future. GigaTera used this test installation case to present a new alternative and standard in road lighting. This project was significant in that despite the rather short period of implemen-tation, the stakeholders and residents were immensely satisfied.

* META-WhistleDuring road emergencies, the highly efficient streetlight, META, can be activated into emergency mode to serve as a road warning system. The streetlight flashes patterns of a red color along with the option to emit a whistle noise to visually and audibly alert drivers and pedestrians of road incidents and give them directions on how to cooperate for the best collective handling of situations.

As part of GigaTera’s street lighting control solutions, the use of the 2G/3G/4G wireless technologies automatically achieves additional energy reduction and uniformity. Further it provides mesh network support, a self-diagnosis and sys-tem malfunction reporting function, and real time monitoring functions for the achievement of higher power efficiency. The result is a control system that offers savings in maintenance costs and saves time.
