The Go-West policies are a consequence of China focus on eastern development since 1978. The disparities between Western and eastern China should be regulated to ensure China’s harmonized economic development
China western developmentFocus on domestic
market & reducing disparities between
west and east
Focus on Eastern China development and experimental market economy
Focus on economic development in inland China
1959 1978 2000 2010
• Mainly heavy and military industries
• High economic cost• Result in Production inefficiency• No real economic return
• Light and labor-intensive industries• SEZ’s cities (Shenzhen, Shantou, Zhuhai,
Xiamen)• Preferential policy for FDI,Opening-up Policy• Experimental reform to assess strength and
weaknesses of the market economy• More decision power to local government
Result in a number of problems and disparities between Western and eastern
China
• Regional disparities causes social instability• Disparities impede China's transformation from an
export economy to a consumer economy• Rural migrants continue to flood into the cities with
their low skills• Rural areas are plagued by environmental
degradation and inadequate access to heath care, education and technology.
Threat to China’s Economic development
• Open interior region to the outside world.• Develop businesses to stimulate the
economic development • Improve the investment environment• Expand foreign investment in existing
and new sectors• Develop the export sector• Reform the backward administration and
management of local governments.• Emphasize development in science,
technology and education • Attract local intellects and those with
appropriate qualifications to assist in the development of the region.

This region contains • 71% of mainland China's area, • 28% of its population • 19 % of its total economic output (GDP)• 55 minority of the ethnic groups in China
Provinces Gansu Province Qinghai Province Shaanxi Province Sichuan Province Guizhou Province Yunnan ProvinceMunicipality Chongqing MunicipalityAutonomous region Xinjiang Uygur Autonomous Region Ningxia Hui Autonomous Region Xizang (Tibet) Autonomous Region Guangxi Zhuang Autonomous Region Inner Mongolia Autonomous Region.

The need for a Go-West policy can be explained by the disparities between the Eastern and Western regions. The 5 goals of the development aim to achieve a more harmonized development throughout China
Initial situation (1999-2000)
• Widening Disparity between the Regions2. Differences in Business Management Styles between the Two Areas.
• coastal areas =>contact with foreigners => international-oriented business management style => more advanced technology.• interior provinces =>l rely heavily on agriculture and heavy industry => lack technological advancement
3. Local Protectionism: Local governments have authority in making business-related decisions. + : making local governments initiate measures to attract investments to their locality.
- : resulted in competition among local governments, leading to disputes and protectionism among some provinces.
Development Goals
1. Promote the development of the Western and Central regions
2. Eliminate regional disparities gradually3. Consolidate the unity of ethnic groups4. Ensure border security and social stability5. Promote social progress
GO West:GO West:1999 Strategy to narrow disparities in levels of 1999 Strategy to narrow disparities in levels of
income and development between coastal income and development between coastal and western provinces.and western provinces.

Conclusion for the past 10 years (2000-2010) and Strategy for the coming 10 years
• Since 2000, China has poured money and resources into developing the west. – West –east gas pipeline project– West-east power transmission project– Qinghai-tibet railway– Interprovincial highway project– Basic infrastructure facilities in key western cities
• GDP in the west has risen at an annual rate of 11.7 percent, nearly 2 points higher than the national average.
• In 2009 the growth rates of Central China (12.6%) and Western china (13.4%), were both superior to the Eastern rate (10.7%)
• Progress in economic and social development were observed. Disparities have decreased but continue to exist.
• In this new plan, the Chinese government is emphasizing the development of industries including chemistry and energy, mining and manufacturing of mineral resources, equipment manufacturing, high technology industries, processing of crops and dairy products, and tourism.
• Favorable policies, including those that support the construction of infrastructure and protecting the ecological environment in the previous 10-year plan, will be maintained and further improved. In 2010, Wen Jiaobiao announced investment of more than 100 billion USD for infrastructure projects (railways, roads, airports, coal mine, nuclear plan, extend the electrical network)
• China’s goals is to put in place a global strategy in the regions considered in order to promote a social balance.
• On the downside, the western development leads to higher pollution and corruption in the local governments, it is a problem Beijing had been tackling for a few years.

Comparison of the incentives to stay East or Go west
Incentives to Go West Incentives to Stay on eastern Coastal regions• Lower cost of labor• Lower land prices• Lower infrastructure cost (electricity,...)• Possibility to promote products in inland China• Government incentive for land purchase• Pool of talent • Get closer to some export destinations and save freight cost (Vietnam, central
Asia)• Large domestic market (growing and boosting demand)• Opportunity to create a national network in China• Huge potential market in terms of volumes• lack of competition from foreign brands makes this a market ready for
development. • Favorable tax conditions• Preferential economic policies, a cheaper workforce, and sufficient raw materials
and natural resources are attractive to investors looking for opportunities in both the short and long term.
• Transportation expenses control• Efficient and well established supply chain• Skilled labor highly productive• Facilitate exports• Close to HK for fairs and exhibitions• Efficient transportation network• Higher skilled workers• Benefit of staying in the east is access to developed supply chains and
advanced logistical services. You really can't place a dollar value on having a tried and tested supply chain
• Still a great locations to benefit of an outstanding supply chain and facilitate exports
but... but...• Workers are not yet as efficient as on the coast• Transportation prices rises for exports• Supply chain for material sourcing not as efficient as on coast• Material cost are haigher than in coastal regions• No guarantee to find skilled labout• Great hidden costs lie in store for potential investors, like government corruption,
changeable policies, inflated costs of production inputs, a lack of skilled labor and experienced management, as well as reasonable salary levels for local hires.
• Labor recruitment gets more and more difficult• Wages are going up• Cost of land and infrastructure are rising• Less labor force is coming from the western regions than before• Prices rising (labor, land) & less available workers

Recommendation
As the capital city of Sichuan, Chengdu is a city with many faces. On the one hand this is an incredibly modern and vibrant place. Beijing has a relatively relaxed attitude towards this city and as such, Chengdu has blossomed in terms of affluence and investment. The traditional industries of gold, silver, silk and laquerware have helped to make this city one of the most important centers of commerce in the country.

Conclusions
• After auditing 5 suppliers, it appeared none of them were able, on the short term, to meet the requirements of the client for toy manufacturing, specially in terms of testing and regulation conformity, on the short term.
• The suppliers were specialized in heavy industry (automotive) and not used to the light industry requirements
• Most of the suppliers identified could provide high savings potential thanks to the low labor prices in the region
• The supply chain was not efficient. Suppliers would need to buy the raw material from suppliers on the eastern coast.
• In conclusion, Sichuan and Chengdu were not yet mature for manufacturing this kind of goods. It would have been a high investment both in time and money that might overcome the potential savings generated for the client.

b) Checklist for going west
© 2010 Dragon Sourcing. All rights reserved.38
In conclusion, the decision to move West should be the result of a comprehensive assessment of the pro’s and con’s. It will always depend on the industry, the city’s features and the effort put in to make it work
EAST –SOUTH- Rising labor cost
+ Developed supply chain
WEST- Weak supply chain
+ Low labor & running costs
Questions to assess before going West1) Is it in your best interest financially ?2) Are you willing to make the extra effort to visit the factories ? The further inland you move, the greater the number of logistics and quality-related issues you could
have 1) Because each city is different, carefully examine which city will offer you the features you find most
important ?2) Are the support systems you need in place ? This is worth spending some extra time or money

The 3 main downsides of going west compared to east cities
1.Supply chains and logistical services.East : access to developed supply chains and advanced logistical services. West : unless the entire product and all the component parts can be made in the second-tier city, you're going to be shipping to and from multiple locations, often through less than ideal transportation networks.
2. Staff qualityEast: quality of the potential employee pool (at the expense of interior cities) because of the draws of city life and the potential for higher earnings. large group of people that already have education, experience and some language skills in one location. West: as more opportunities open up in second-tier cities, more and more people are "staying home,"
3. Physical resourcesEast: availability of physical resources: .nearby Airports ports, embassies/consulates, legal services, third-party quality and logistics providers, testing and inspection offices, notary republics, rental car agencies, regional and provincial governmental offices and some Western creature comforts and hospitals.
The price is typically much cheaper and quality levels can be comparable, so it can be more cost-effective. It just takes more work.
It takes much more time and personal involvement to get things done right in western China than in first-tier cities in the east.
