resilience
Define high level objectives, outcomes or priorities for M&E adaptation actions/ actions guided by existing policies and legislative frameworks.
South African
Approach
Revisit the high level objectives, outcomes or priorities as new policies and legislative frameworks
are developed to assess linkages, synergies and differences in terms of information collected
• National level
• Local level (Provinces & Municipalities)
• Organised private Sector
• Non-governmental Organisations
• State Owned Entities, Science Councils, Academia, Private Sector and other relevant sectors.
• Identify data and information needs to understand progress under each objective, outcome or priority.
• Identify data sources.
Broad and diverse consultations with a range of expertise to gain ownership and acceptance.
• Define how effectiveness will be assessed under each Desired Adaptation Outcome (DAO)
during consultations with range of expertise. • For example degree of integration of adaptation initiatives into plans and associated
policies;
– Low: Incorporation of adaptation into national, provincial and municipal plans
– Medium: Prioritisation and implementation of climate change adaptation related programmes/projects in national, provincial and municipal plans informed by risk profile and vulnerability assessment
– High: Impact of implementation of the programmes/projects in reducing the vulnerability identified
in risk profile and vulnerability assessment
Evaluation
• Coordinate high level technical issues with key role players. • Repackage high level technical issues to be relevant to target audiences with key role
players;
– Sectors (National)
– Local level – Private sector
– Communities through Non-governmental Organisations
