This position is assigned to the University BudgetOffice and works in tandem with the Associate Vice President for Administration andFinance and manages the University's budget cycle requirements in accordance withState, federal, accreditation agencies, Board of Visitors and University policy.

The Associate Budget Officer serves as Budget Division Chief to the Associate VicePresident for Administration & Finance. This position collaborates in the managing,planning, formulating, evaluating and coordinating the University's biennial and annualoperating budget cycles. Evaluates appropriations and prepares the operating budgetand financial documents and reports. Manages the Budget Office daily operations andsupervises Budget Analysts in position control, capital projects, and budget plan execu-tion. Performs variance analysis between expenditures and the budget and make rec-ommendations for resource allocations. Designs the budget development process andinformation technology methods and utilizes automated systems for budget preparationand financial planning. Consults with fiscal officers throughout the University. Servesas financial liaison with the Educational Foundation, Virginia Department of Planning &Budget and State Council of Higher Education in Virginia (SCHEV). Collaborates with theInformation Technology (IT) division in the continued design/development of Cognosbudget reports utilizing parameters from a data warehouse (ODS). Provides training tothe University community on budget management and systems. Manages the Universi-ty's Equipment Trust Fund. Collaborates with many University offices on accreditations,reports, and research.

The successful candidate will have an earned graduate degree in business administra-tion, finance, public administration, higher education administration or related degreeprogram and extensive budget/financial management experience with an emphasis onfinancial management, budgeting, resource management, and policies and proceduresadministration in a higher education institution, government agency, or in a large agen-cy/business. A demonstrated track record of several years experience using spread-sheet and database software and a working knowledge of SCT BANNER, an integratedsoftware system for higher education, is preferred. Knowledge of Commonwealth of Vir-ginia budget and financial management policies, procedures, and systems is preferred.

The University's E&G budget is $228M; Auxiliary operations $96M; direct grants andcontracts $29M; Gifts & Discretionary $11M; Financial Aid, Scholarships and StudentLoan funds $162M; Capital Projects $56M.
