I. Development of Standards

In response to the demand of the communications industry in development and the pressing needs of the market,China Communications Standards Association (CCSA) successfully completed a number of projects in thedevelopment of domestic standards in key technological fields and areas of public concern, such as 3G, IPTV,mobile terminal, softswitch, unified Instant Messaging System (IMS) through the convergence of fixed andmobile communications networks, environmental-friendly communications, and Electro Magnetic Compat-ibility (EMC), etc.In 2007, CCSA undertook 104 national standard projects and 580 industry standard projects, 85 communica-tion standard technical reports, and 159 research tasks. It completed 207 drafts for approval, 148 drafts forexamination and 66 drafts for comments.

1. Development of 3G Standards

With the first 23 TD-SCDMA series communications industry standards issued in 2006, the development ofanother 6 TD-SCDMA standards have been completed, with technological contents such as N Frequency Pointadded.

Development of standards for TD-SCDMA and GSM dual-mode terminal was conducted, and the standardfor dual-mode dual-standby mobile terminal was approved by the Ministry of Information Industry (MII) inSeptember 2007 and issued as reference technical document of communications standard.

The standards for smart antenna and amplifying station was completed and approved by MII in September2007.

The development of standards for High Speed Downlink Packages Access (HSDPA) was initiated, and 7standards for the network section and 2 terminal standards have been completed.

While organizing the development of TD-SCDMA standards, CCSA has also organized the development ofstandards of WCDMA and cdma2000, the other two mainstream 3G technologies, and completed 130 drafts of3G standards including TD-SCDMA, which were approved by MII in May 2007 for issuance.

2. Development of IPTV Standards The IPTV special task group, committed to the promotion of domestic IPTV industry, initiated the develop-

ment of over 40 standards step by step. Completed drafts such as "Overall Technical Specification for IPTV Service System," "Specification for

Interface between Set-top Box and IPTV Service Platform" and "Technical Specification for Interface betweenIPTV Content Operating Platform and Business Operating Platform" etc.

New standards series, including "Architecture for Business Operating Management System of IPTV System," are ongoing.

3. Standardization of Mobile Terminal In accordance with the arrangement of the Department of Science and Technology of MII, CCSA timely

organized and completed the standard of "Technical Requirements and Test Method of Charger and Interfacefor Mobile Telecommunication Terminal Equipment," which has been implemented in network access testsince June 2007.

As required by the Department of Science and Technology of MII, CCSA worked hard in developing stan-dards for data format and interface of mobile phone,technical specification and test method for earphoneinterface, sound pressure output threshold require-ment and measurement method. These standards,once completed, will facilitate consumer's transmis-sion of data back and forth between mobile phonesand improvement of earphone quality.

The development of specification standard formobile phone battery sizes in an effort to improvethe utilization of batteries.

4. Development of Standards Involving National Interest, Communications Security and

Immediate Interests of the People On June 15, 2007, CCSA set up "Special Task Force for Environmental Standard of Communications Prod-

uct" and initiated the development of 11 national standards for environmental criteria of communications products,in which 6 drafts for approval have been completed. These include "Technical Specifications for Equipment forRecycling and Processing Waste Communication Product," "Requirements for Recycling and Reusing of Com-munications Record Media," "Requirements for Recycling of Communications Network Devices," and "Re-quirements for Recycling of Communications Terminal Devices."

To support China Disabled Persons' Federation's Information Accessibility Initiative, CCSA studied andcompiled "Information Accessibility Standard System" and other relevant technical documents which havebeen promulgated by the Department of Science and Technology of MII.

In 2007, organized by "Telecom Network Security Protection Ad Hoc Working Group," the first 14 standardprojects including "Guide to Telecom Network and Internet Security Protection Management" was completedand promulgated by the Department of Science and Technology of MII as communication standard referencedocuments to guide the deployment of pilot projects. Through these pilot projects, the Ad Hoc Working Groupfurther complemented and improved these 14 projects and finalized "Guide to Implementation of Grade Protec-tion for Telecom Network and Internet Security," "Guide to Implementation of Security Risk Assessment forTelecom Network and Internet" and " Guide to Implementation of Disaster Backup and Recovery for TelecomNetwork and Internet," as well as 32 communication industry standard projects, covering the protection re-quirements and protection testing requirements for fixed network, mobile network, Internet, messaging network,intelligent network, access network, transport network, IP bearing network, signaling network, synchronizednetwork, supporting network and support unit of core production network.

II. Seminars on Technology and Standard

To position itself always at the frontier of the development of communication technology, CCSA has played acrucial role in supporting and facilitating the development of China's information and communication technol-ogy by strengthening its early study of information and communication standards, and holding some seminarsand promotion activities about information and communication technologies and standards.

Early studies on a number of key and hotspot technologies in the field of communication technology, suchas future mobile communication, Next Generation Network (NGN), home network, IPTV, mobile TV, emer-gency communication and ultra-broadband wireless communication, etc.

To further nurture the growth and maturity of TD-SCDMA industry, in conjunction with its in-depth studiedon HSDPA, the advanced technology TD-SCDMA,CCSA held 4 workshops, including "TD-SCDMAindustry standard amendment and HSDPA amendmentworkshop," "TD-SCDMA network planning designand optimization workshop" and "TD-SCDMA ter-minal testing and security and business testingworkshop," which trained more than 800 people fromover 100 enterprises, design and planning, researchand testing institutes.

To further promote the rapid development of IPTV technology and its standardization, CCSA held "SeniorWorkshop on IPTV Technology and Service" in April 2007 in Beijing to discuss topics such as the progress ofIPTV standardization in both China and abroad, middleware technology and standard, IPTV terminalmanagement, testing and system integration for IPTV service.

To discuss and study the technology and approach of lighting protection, earthquake protection, ElectroMagnetic Compatibility (EMC) and electromagnetic radiation of 3G wireless communication equipment, CCSAheld workshops titled "EMC and Electromagnetic radiation Standard and Testing Method for 3G" and "Light-ning and Earthquake Protection Requirements for 3G Wireless Communication Devices and Accessory," al-lowing over 300 people to study characteristics, principles and methods of lightning protection for 3G equipment,earthquake protection requirements and standards, the development of EMC standardization both in China andabroad, EMC design and testing.

To help build the security protection system and explore the way of building a long-run security guaranteemechanism, CCSA held "The 2nd Telecom Network Information Security Standardization Forum" in Beijing.The forum, attended by more than 280 delegates from telecom carriers, telecom equipment makers, networksecurity product makers, security product testing andcertification agencies, universities and researchinstitutes, provided a platform to raise the awarenessof the government's policy related to information se-curity protection and the telecom security protectionstandard system, which was under construction, todiscuss the present situation of and demand in telecomnetwork and information security, and to share theexperience of pilots for building telecom networksecurity protection system.

III. Domestic and International Exchange and Cooperation

In the spirit of supporting China's diplomatic strategy and industrial development, CCSA actively participatedin the formulation of international standards, conducted international and domestic standard exchanges, andenhanced mutual understanding and cooperation between CCSA and other standardization organizations bothat home and abroad.

In 2007, CCSA achieved new progresses in submitting drafts to international standard organizations. Thenumbers of drafts submitted by its members were: 736 to ITU, 3,218 to 3GPP, and 300 to 3GPP2. The draftsadopted by 3GPP/3GPP2 alone totaled 1,434.

CCSA collaborated with the Chinese government and enterprises to recommend chairman / vice chairman tostudy groups of ITU. The number of Chinese vice chairmen of study groups in ITU-T and ITU-R increasedfrom 6 in 2006 to 11 in 2007.

When participating in the international standardization of 3GPP, Chinese enterprises played a key role incompleting TD-SCDMA HSDPA and HSUPA standards, and successfully incorporated TD-SCDMA single-frequency-point MBMS technology specification into 3GPP R7 specification. With respect to TD-LTE as thefurther development of TD-SCDMA, a TDD convergence roadmap in favor of China was completed.

CCSA set up 3GPP/3GPP2 activity coordination group, which facilitated collaboration between indepen-dent members and increase their incentive to further participate in the activity of 3GPP/3GPP2, allowing Chinato play a more significant role in 3GPP/3GPP2.

Mr. Zhu Gaofeng, Chairman of the Council of CCSA, led delegations to attended GSC-12 conference andthe 7th China-Japan-Korea Standard Information Exchange Meeting. At GSC-12, CCSA delegates submitted 7drafts on mobile communication, Next Generation Network (NGN), optical transport network, IPTV and mo-bile TV respectively. At the 7th China-Japan-Korea Standard Information Exchange Meeting, CCSA briefedall parties on CCSA's transition of leadership, development of membership, and the establishment of TechnicalManagement Committee, as well as an update of its activities in the field of industrial standard and participa-tion in the formulation and modification of international standards.

CCSA collaborated with Chinese Electronics Standardization Association and SinoCon Foundation in Tai-wan to hold "The 4th Cross-Strait ICT Standard Forum" and introduced the Chinese mainland's 11th Five-YearPlan for the development of information industry and the strategy of independent innovation and promotion ofintellectual property in conjunction with standardization. Experts from both sides of the strait held 7 sub-forums on technological hotspots such as TD-SCDMA, IPTV, semi-conductor illumination, green power supply,AVS, mobile storage and flat panel display.

management of and service for its international exchange and cooperation and protect the interest of thenation, the Association and its members, CCSA formulated "Management Measures for CCSA's Foreign Af-fairs Work."

IV. Improvement of Operating Mechanism

CCSA is committed to constant improvement of its operating mechanism to streamline its approaches of work-ing and efficiency, in order to promote harmonious and rapid development of the industry. CCSA has:

Set up Special Committees for Home Network (SC1) and Environment Standards for CommunicationProduct (SC1) to meet the requirements of the development of ICT and national environmental protectionstandards.

For unified IMS, strengthened collaboration between various technical committees through collaborativestudy of TC3 and TC5, to reflect the convergence in technological content and study approaches, and achievedprimary results in the study of the need for unified IMS, functional system architecture and networkingrequirement, etc.

Organized the study subject "Relations between Standardization Organization, Technical Form and Indus-trial Alliance," which served as an important guide for CCSA to address relevant issues in its development.

Released "Intellectual Property Rights Policy of China Communications Standards Association (Interim)"on December 3 in order to better implement the nation's relevant standards and intellectual property rightsstrategy, and to properly address intellectual property issues in communications standardization while encour-aging innovation and utilization of indigenous technology and protecting the interest of patentee and relatedobligee and the general public, and to promote the development and implementation of standards.

Completed the re-election of vice chairmen and working group leaders of various technical committees.

V. Selection of Standard Projects

CCSA evaluated 47 project applications and awarded 3 first prizes, 5 second prizes and 11 third prizes of"2007 CCSA Award for Science and Technology Progress."

The three standards recommended by CCSA to Standardization Administration of the Peoples Republic ofChina received the first, second and third prize of "2007 China Standard Innovation Contribution Award"respectively.

VI. Personnel Training

CCSA held a training program for standardization professionals in October 2007, with the course coveringareas such as basic knowledge of standardization, national standardization development strategy, update ofvarious international standardization organizations, rules and methods of standard drafting, etc. 66 peopleparticipated in the training, and were awarded certificate of qualified standardization personnel after passing anexam.

VII. Standard Information Service

CCSA enhanced the effort in building its website and achieved positive results in increasing the awareness ofits website:

Studied to improve the design of standard search result to raise the rank of CCSA website information insearch results; improved in-site search function and added functions such as full-text search and automaticparsing to allow its members to find the information they need more conveniently and quickly. With the volumeof visit doubled, the influence of the website increased significantly.

Completed the development of document protection technology to effectively protect the study results ofCCSA while ensuring convenient and swift services for its members, which was conducive for attracting moreorganizations to join CCSA and boosting the growth of CCSA.

Established a blog system of communication standards that serves the websites of CCSA and PTSN to opena new channel for exchange of communication technology and standard.

To further increase its international influence, CCSA redesigned its English website. With increased col-umns and enriched content, the new websites allows international visitors to get timely information aboutCCSA's activities and standards that are issued.

A tremendous amount of work has been done in collecting and editing information for the website. In 2007,CCSA added more than 10,000 new standard entries and over 1 million pages of full text, increasing thestandard entries available in the website to 160,000 and 6 million pages of full text, and edited or translatedover 1,000 articles on Chinese or abroad communication technologies and standards and industrial development.

Strengthened its publications by enriching the columns and contents of "Communication Technology andStandard," and publishing the special 100th issue of "Communication Technology and Standard" and "Special

for Communication Power Supply (2007)." To promote the study results of CCSA's technical commit-

tees in technology and standard and lay a solid foundation forlater standard formulation, CCSA published 17 research re-ports such as "Studies on P2P" and "Analysis of IMT-AdvancedService and Demand," and published "Collection of ExpertForum" and "Introduction to 2007 Communication IndustryStandards."

VIII. Development of New Members

A steadily growing membership is the fundamental guarantee for CCSA's standardization works. It has beenCCSA's tenet to strengthen the relations and communication with its members / observers, to fully represent theinterest of its members and serve its members.

In 2007, CCSA for the first time held an evaluation of excellent liaison officers and named 26 excellentliaison officers, and praised them at "2007 Meeting of Liaison Officers."

To strengthen the relations and exchange with its members / observers and to seek the opinions and sugges-tions of members / observers, the leadership ofCCSA visited members / observers such as CombaTelecom Systems China Co., Ltd., Augoo FiberTechnologies Co., Ltd., Huawei Technologies Co.,Ltd., ZTE Corporation, and DOCOMO BeijingCommunications Laboratories Co., Ltd.

At the 6th Assembly and 5th anniversary, CCSAheld the first "Exhibition of Achievements of Com-munication Standardization of Members," in which12 members participated.

CCSA had 193 registered members / observersin 2007, 9 more than in 2006.

IX. Technical Committees

1. TC1: IP and Multimedia Communication Technical Committee

In 2007, CCSA completed 1 draft for approval, 22 drafts for examination and 11 drafts for comments on IPTV,

IP conferencing and Information Accessibility.

Completed industry standard drafts

Source Encoding Workgroup and New Technology and International Standard Workinggroup were set up toaddress the need of research works.

- Source Encoding Workgroup works on the development of the next-generation source encording standardwith the goal to formulate the international standard or a major component of it. In 2007, the Workinggrouphas reached consensus on the next-generation video encoding and the R&D of new audio coding technology,which served as a sound foundation for the work in 2008.

- New Technology and International Standard Workinggroup is responsible for forward-looking studies ofnew IP and multimedia technologies and hotspot issues, tracing international standardization activities inthe field of IP and multimedia, and coordination of submitting international standard contributions by itsmembers. With respect to international standard, the Workinggroup has done a tremendous amount ofworks in collaborating with ITU-T FG-IPTV on international contribution to ensure the quality ofcontributions. It has also made tremendous explorations in new technologies.

2. TC2: Mobile Internet Application Protocol Special GroupIn 2007, following the development and changes of the ICT industry and mindful of the direction ofstandardization, TC2 focused on the area of wireless mobile Internet and its application and completed 3 com-munication industry standard drafts for approval and 5 drafts for examination; 1 communication standard re-lated report draft for approval, 1 draft for examination; completed 2 subject matter studies and 5 drafts forexamination.

TC3: Network and Switching Technical CommitteeIn 2007, TC3 formulated a number of standards in areas such as total network, signaling and protocol, telecomterminal, service and application that are urgently needed by the development of network and service, andcarried out timely studies on standards related to unified IMS to meet the need of industry standardization, andactively participated in the formulation of international standards.Through the year of 2007, TC3 completed 13 communication industry standard drafts for approval (in which 5were to be promulgated by the MII as standards), 25 drafts for examination, and 7 drafts for comments; com-pleted 10 communication standard related technical report drafts for approval (in which 7 were technical re-ports to be published by CCSA), 1 draft for examination, and 6 drafts for comments; completed 4 subject matterstudy drafts for approval, 1 draft for examination and 1 draft for comments.

Completed standard related technical reports or drafts standards

To build a standard system for unified IMS, TC3 and TC5 carried out joint studies on standards for unifiedIMS in the form of joint meetings. Since the first joint meeting at the end of 2006, the two TCs held 3 jointmeetings in 2007 to define the agenda and method of work of the joint meeting, and the scope of unified IMSstandards. With their joint efforts, the two TCs made remarkable achievements, and completed drafts for ex-amination on "Demand for Unified IMS (Phase I)," "Functional Architecture of IMS (Phase I)" and "GeneralTechnical Requirements of Unified IMS Networking (Phase I)."

In the evaluation of 2007 CCSA Science and Technology Award, 4 projects in which Network and SwitchingTechnical Committee participated won the award. Among them, "Series International Standards for ServiceLayer and Transport Layer of Next Generation Network (NGN) Release 1" won the first prize, "TechnicalRequirement and Test Method for Mobile Communication Handset Charger and Interface" the second prize,"Series Standards for Multimedia Messaging" and "Session Initiation Protocol (SIP) Technical Requirements"the third prize.

TC3 actively participated in the formulation of international standards, and achieved remarkable results inespecially the area of NGN. In addition to participating in international standardization comprehensively, it hastaken the leadership in the formulation of international standards in a number of areas such as softswitch, NGNservice demand and service delivery, quality of service, NGN signaling, and fixed-mobile convergence, and

some standards have been approved as international standards.

4. TC4: Communication Power Supply and Station Operational Environment Technical

CommitteeIn 2007, TC4 completed 14 communication industry standard and national standard drafts for approval (inwhich 8 were promulgated by the Ministry of Information Industry or Standardization Administration of thePeoples Republic of China), 2 drafts for examination, and drafting of 13 national or industry standards andstudy reports are underway.

TC5: Wireless Communication Technical CommitteeIn 2007, TC5 completed 38 industry standard drafts for approval (in which 9 were promulgated by the Ministryof Information Industry), 36 drafts for examination, and 9 drafts for comments; completed 7 communicationstandard related technical report drafts (all published), 5 drafts for examination, 1 draft for comments; closed11 subject matter studies.

Completed standard related technical reports or drafts

China's TD-SCDMA research and development capability and the general level of industrialization aresteadily increased, along with significantly improved product and service support capability. The 3GPP confer-ence held in November 2007 finally approved the unified LTE TDD standard which was primarily formulatedby us.

TC5 accelerated and completed the formulation of a number of series standards for TD-SCDMA HSDPA,cdma2000 1x HRPD, fixed broadband wireless access (802.16d) devices and mobile PoC; completed over 50%of mobile multimedia broadcast service series standards; and carried out studies on a number of frontier areas,such as "Study on cdma2000 1x EV-DV Standard System," "Study on B3G Service and Market," "Study onB3G Technology," "Study on UMTS General Authentication Security Architecture (GAA)," and "Study on theSecurity of Interconnection between TD-SCDMA/WCDMA and WLAN."

TC5 actively participated in international standardization. In 2007, it submitted over 100 drafts to ITU,nearly 3,000 drafts to 3GPP, and 300 drafts to 3GPP2; conducted tremendous technical exchanges in CJK-B3Gworking group and further increased the influence of China's communication standardization in the interna-tional community.

6. To address the need of the development of service packaging and IP, TC6 conducted studies on TMPLS;Considering the rapid increase of Ethernet interfaces in the network, it completed a study on OTN network'srequirements of node equipment; It also discussed framework of the next generation transport network. TC6completed the formulation of two important standards (already promulgated by the Ministry of InformationIndustry): "Overview of Broadband Optical Access Network" and "Fiber to the Home (FTTH) Architecture andGeneral Requirement," and began to study access network in NGN, and initiated the study on the standard ofnew fiber optical for FTTH.

TC6 actively organized participation in international standardization activities. In 2007, the domestic corre-sponding group of ITU-T SG15 organized 99 discussion drafts, submitted 96 drafts to ITU-T SG15 Plenary andTask Force Intermediary Meetings. The drafts covered most of the subject matters of ITU-T SG15, and maderemarkable contributions in areas such as ASON, T-MPLS information model, T-MPLS protection, Ethernettransport protection, multipoint service, and test method of fiber optical link.

7. TC7: Network Management and Operation Support Technical CommitteeIn 2007, TC7 completed 15 communication industry standard drafts for approval, 3 drafts for examination, and16 drafts for comments concerning areas like network management technology.

Regarding the future development of IPTV and the progress of IPTV related technology and standard bothat home and abroad, TC7 held a seminar on "IPTV Operation and Maintenance Technology."

TC7 actively participated in the standardization work of ITU-T. In 2007, TC7 submitted 25 drafts to ITU-T,in which 23 were submitted to SG4, 2 to SG2. Among these drafts, 23 drafts, or 92% of the drafts submitted,were adopted.

8. TC8: Network and Information Security Technical CommitteeIn 2007, TC8 completed 2 drafts for approval and 15 drafts for examination in areas such as security management,data equipment security and SMS.

TC9: Electromagnetic Environment and Protection Technical CommitteeIn 2007, TC9 carried out a number of standard development projects in areas such as Electro Magnetic Com-patibility of telecom equipment, lightening protection of telecom equipment and electromagnetic radiation andsafety of wireless communication system, and completed 30 communication industry standard drafts for ap-proval (in which 19 were promulgated by the Ministry of Information Industry), 5 drafts for examination, and1 draft for comments.
