CDBG‐MIT Grant Application Cloverleaf Drainage Improvements Harris County Flood Control District is seeking assistance through the 2016 Floods State Mitigation Competition under the Community Development Block Grant Mitigation (CDBG-MIT) program for the following flood risk reduction project. The CDBG-MIT program is funded through the United States Department of Housing and Urban Development (HUD) and administered at the state level by the Texas General Land Office (GLO). Applications are due to GLO by October 28, 2020 and awards are expected in 2021. I. SCOPE: The Cloverleaf Stormwater Drainage Improvements will serve a portion of the Carpenters Bayou watershed. The project service area is a 473-acre residential area comprised of structures built between the 1940’s-1980’s and is plagued by drainage challenges and frequent flooding. The service area also includes one critical facility (elementary school), a cemetery, a wetland area, and some cultural resources. The preliminary project consists of a proposed combination of roadside ditch improvements, construction of a trunk line (trunk line #1) and a 109 acre-feet stormwater detention facility north of the San Jacinto Funeral Home & Memorial Park, for an approximate combined 50yr Level-of-Service (LOS). This project is aimed at providing much needed drainage relief for this portion of Cloverleaf with the use of a stormwater trunk line serving as a centralized drainage “artery” and for allowing lateral tie-ins from roadside ditch connections, before safely out falling into proposed detention basin. Proposed trunk line #1 consists of a buried 9 feet x 7 feet reinforced concrete box (RCB) with an alignment along Nancy Rose Street beginning with its headwaters near Victoria Street, turning eastward along Hillsboro Street, and out falling into the proposed detention facility north of the San Jacinto Funeral Home & Memorial Park. Please note that there is flexibility in the placement of the tailwater of trunk line #1 depending on the placement of the detention basin within the vacant parcel identified. Trunk line #1 has an approximate length of 2,950 feet. Please note the true placement of trunk line #1’s headwater is flexible and will depend on stakeholder engagement and available funding sources during the design phase. It is currently proposed that segments along Nancy Rose Street – but north of Victoria Street – would entail improved roadside ditches on both sides of Nancy Rose Street to provide comparable drainage capacity before tying into the proposed RCBs. Flood relief at the community-level assumes future roadside ditch improvements for lateral street connections intersecting with trunk line #1 for improving sheet flow collection and drainage efficiency. A rough approximation of this level of roadside ditch drainage improvement detail has been included in these planning-level cost estimates. The proposed detention basin will provide approximately 109 acre-feet of potential storage for mitigating conveyance impacts from Cloverleaf drainage improvements. Preliminary analysis of this proposed basin assumes a partial right-of-way (ROW) acquisition of approximately 15.8 acres and a pond depth of approximately 10 feet. The detention ROW entails acquisition of already vacant lots (based on aerial imagery and site visits). There is also potential for expanding the basin capacity to include the full buyout of the parcel with an additional ROW acquisition of 1.8 acres of the existing 17.6-acre parcel, yielding a maximum potential storage capacity of 125 acre-feet for the proposed basin. The basin will be equipped with the necessary gravity-driven outlet structure for tying into the existing outfall.

II. COST ESTIMATE:

The Total Estimated Cost of this proposed project is $14,532,952.26. $10,000,000.00 of this cost will be funded by a CDBG‐MIT Grant. The remaining $4,532,952.26 will be funded by HCFCD. See the attached “CDBG-MIT: Budget Justification of Retail Costs (Former Table 2)" for a detailed breakdown of the estimate construction cost.
