QCF-Getting QualifiedfeaTure

The notional learning hours includeteaching, self-study and assessmenttime. Qualifications with a credit valueof 12 or less are called ‘Awards’.Larger qualifications with a totalof between 13 and 36 credits arecalled ‘Certificates’, and those witha total of 37 or more credits arecalled ‘Diplomas’. Most CIEH awardscomprise a single unit however, qualifications can be built bygrouping units together. SomeS/NVQ - type qualifications will have20–30 units linked together througha system called ‘rules of combination’.These may include some mandatory units together with some optional unitsto make them into certificate ordiploma qualifications. If a learnerachieves a unit as part of onequalification, this can be taken into account as part of another qualification if the same unit features again. e.g.Changing jobs or even industries!

Qualifications on the QCFare made up of ‘Smalllearning units calledcredits’

The Qualifications and CreditFramework (QCF) is a newsystem for recognising skills andqualifications and is designed tohelp learners find training suitablefor workplaces in the twenty-firstcentury. The qualifications on theQCF are made up of small units ofLearning called credits that fit in andaround work commitments.Learners can build up their knowledgeand skills incrementally and takecompleted units with them fromEducation and college and then intothe workplace. The title of a QCF qualificationsignifies three things:

The level of the qualification tellsyou how difficult it is...and who it is aimed at – for exampleCIEH Level 2 Award is aimed at thoseTaking some responsibility forcompleting tasks and procedures, exercising autonomy and makingjudgements subject to overalldirection or guidance. In total, thereare nine levels in the QCF, fromEntry level to level 8.

The size of the qualification isDetermined by how long it takesto complete. Each unit is assigneda credit value that corresponds to theperiod of time it takes a learner, onaverage, to complete it. A creditequates to approximately 10 notionallearning hours. So,for example, if a unit is given acredit value of 1, [such as the Level 2Award in Health and Safety in theWorkplace] ..it is expected that thelearner would need approximately10 hours to achieve it. If a unitis given a credit value of 3, such asthe CIEH Level 3 Award in Fire SafetyRisk Assessment and Control,it is expected that the learnerwould need approximately 30hours to achieve it.

Credits awarded x 10 = learning hoursto achieve it.

In the future, it is envisaged that arecord will be kept of each learner’s achievements using a unique learnernumber (ULN), and in preparationfor this CIEH trainers will notice theintroduction of the ULN on answerinformation sheets with presentmultiple-choice examinations. The new CIEH Level 2 Award in FirstAid [EFAAW] is made up of two units:

1- Emergency first aid2- Managing illness and injury.

If a learner passes the assessment for one of these units but fails theother,he/she will be entitled to receivea certificate for the unit he/she passedand will not be required to repeat the learning of that unit if he/she goes onto re-sit and pass the assessment forthe second unit. The candidate will onlyreceive the award certificate when bothunits are achieved.

How difficult it is What it is about. How long it is

Awarding bodies need sufficient evidencefrom learners to make reliable and consistentjudgements about the achievement of thelearning outcomes in the unit against thestated assessment criteria.

The third part, a qualification’s title, tells us whatit is about, for example food safety or first aid,and sometimes who it is aimed at, such ascaterers or food manufacturers.

QCF units are written by specialists fromindustry, the Sector Skills Councils (SSC) andawarding bodies, so that the content reflectsThe needs of the sector and its learners. Unitsare also reviewed regularly to check that thecontent remains relevant and up to date. Oncethe unit is signed off by the relevant SSC, it isuploaded onto the QCF database and canbe used by other awarding bodies to developsyllabuses and assessment methodology. All awarding bodies using the samecombination of units to make up a qualification, will use the same title for that qualificationand it will have the same credit value.
