OUR VISION
Celebrating a
SPARKLING ECOover a thousand residents turned up in full force to participate in the launch of Sembawang Town Council’s Green Plan, and to pick up some handy tips on how to help the environment, but also to cut down household costs in the process.
Guest-of-Honour Mr K Shanmugam, Minister for Law and Second Minister for Home Affairs, launched the event with the support of fellow MPs, Chairman of Sembawang Town Council Mr Hawazi Daipi, Dr Mohamad Maliki Osman, Mr Ong Ah Heng, Dr Lim Wee Kiak, PBM and Ms Ellen Lee, PBM.
Mr Shanmugam expressed his delight at the strong turnout and sought the ongoing support of residents in caring for the environment. He was pleased to report that the Town Council had already saved nearly $2m a year through energy saving measures.
In a bid to combat anti-social behaviour, CCTV cameras will be installed in 75% of lifts by March 2009, with the remaining being fi tted upon completion of lift upgrading over the next two years. Mr Shanmugam rounded up his address by encouraging all residents to take ownership of their environment and to make a personal commitment to do what they can to effect a positive change.

OUR VISION
Cleaners in the neighbourhood were presented with awards for their contributions towards a clean environment, and sponsors and partners were also acknowledged. As the ministers were treated to a tour of the eco exhibition, residents were entertained with performances from the Canberra Drama Group as well as a magic and balloon show that had captivated children and adults alike; and of course the event would not have been complete without the lucky draw.

In line with the Singapore Green Plan 2010, Sembawang Town Council is committed to help slow down global warming and conserve Earth’s precious resources through a comprehensive three-pronged strategy of technology, public education & involvement and enforcement.
TEChNologyThe Town Council has implemented a number of energy saving initiatives/pilot projects over the years, including the use of T5 fl uorescent lamps with electronic ballasts, and the installation of energy-saving devices at our muti-storey car parks. The energy savings achieved through these measures have contributed to cost savings of about $2 million per year, so far, for the Town Council.

The Town Council will be replacing existing outdoor bulbs with new energy-effi cient lightings, and also implementing reduced timing for staircase half-landing lights for blocks with lift landings on every fl oor. We will also be replacing illuminated block signages to the LED type.

Residents’ Participation is ImportantFor a green and sustainable living environment, residents’ participation is crucial. Our residents can play a very vital role in this Green effort by reducing waste, pollution and by maintaining public and personal hygiene and cleanliness.
Socially Responsible BehaviourWith socially responsible behaviour, residents can easily help Sembawang Town become greener. Stop public littering to enjoy the double benefi ts of reducing environmental
and public-health problems and lowered cleaning costs. Remove stagnant water to prevent mosquito breeding, and refrain from urinating and spitting in public places, and from smoking in lifts. These unhygienic acts pose health hazards, and being highly inconsiderate, lead to discord among neighbours.
Reduce, Reuse, RecycleConserve natural resources and the environment by practising the three R’s: Reduce, Reuse and Recycle. Recycling bins are provided all around the estate, giving residents an easy and convenient way to recycle waste.
Community GardeningWith 24 community gardens set up throughout the Town, residents can exercise their green fi ngers, socialise and build bonds while relaxing at their favourite green “oasis”.
In fact, numerous gardens in Sembawang Town won awards in this year’s island-wide “Community In Bloom” competition. Let’s produce yet another winner!

ENForCEMENTTo ensure that these efforts are not hampered or negated by a few socially irresponsible individuals, Sembawang Town Council installed cameras at troubled spots in the estate, and carries out enforcement action. To further enhance our enforcement and monitoring efforts and tackle anti-social behaviour such as urination, smoking, littering and vandalism in our lifts, the Council plans to make all lifts in the Town CCTV-ready. By March 2009, 75% of the lifts in Sembawang Town will be CCTV-ready, with the balance 25% to be progressively installed when the lifts are upgraded within the next two years.

A Blooming Good Time for All!
Level 4 of Suntec International Convention and Exhibition Centre was transformed into a Garden in Bloom on 26 July 2008 as the Singapore Garden Festival held its Community in Bloom 2008 awards ceremony.
The Community In Bloom Awards are given to recognize community efforts in cultivating plants on common green areas, to encourage sharing of best practices, and to promote a more enjoyable gardening experience.
Woodlands Zone 2 RC representatives were present to receive the Platinum award for their award-winning garden at Block 817 Woodlands Street 82. RC Chairman Ms Corine Chua says, “The fruits of our labour have not just come in the tangible ways, but the close bonding amongst the different races and the joy of sharing the fruits with the needy and our neighbours in the community are the intangibles that are beyond description.”
Gold Award winner Nee Soon Central Zone 8 RC, is also no newcomer to the scheme, having won NPark awards before, for their garden at Block 935 Yishun Central 1. Said RC Chairman, Ms Jannie Lee, “This award belongs to all the volunteers in our group for all their hard work in maintaining our garden.”
Another Gold Award winner, Sembawang Zone E RC’s garden of herbal plants and vegetables at Block 718 Woodlands Avenue 6, is a great hit with residents. RC Chairman Mr Kenny Eng says, “We harvest a lot of herbs and vegetables and give them out to our residents.”
So make a date to visit these community gardens during your evening stroll. Who knows, you might be inspired to set up your own garden with your RC, and run for next year’s awards!

MAking WAves Of PrOgress in
The Sunday morning of 6 July was one not easily forgotten by our residents, as they got to witness the sporting and suave side of Sembawang GRC MPs Mr Khaw Boon Wan, Minister for Health, Mr K Shanmugam, Minister for Law and 2nd Minister for Home Affairs, Mr Hawazi Daipi, Senior Parliamentary Secretary for Manpower and Health, Dr Mohamad Maliki Osman, Parliamentary Secretary for National Development, Dr Lim Wee Kiak, PBM and Ms Ellen Lee, PBM at the Opening Ceremony of PA Water-Venture (Sembawang) Outlet cum Launch of Youth-in-Action 2008.
The activities began as early as 9am, with participants thronging the beach at Jalan Mempurong to test their skills at the various game stalls that were specially set up. Barely an hour later, a surge of excitement washed over the crowd as, to the pulse of throbbing music, the Guest-of-Honour Mr Khaw, accompanied by the MPs and various grassroots leaders, rode
up in speedboats to lead residents in opening the PA Water-Venture (Sembawang) Outlet.
Keeping up the beat of the high-energy morning, the GOH and MPs were quickly ushered on-stage and with a blast of horns the PA Water-Venture (Sembawang) Plaque was unveiled, signifying that the latest sea-sports and waterfront activity centre was now officially open for the enjoyment of Sembawang Town residents.
After a brisk tour of the carnival, GOH Mr Khaw and MPs flagged off the Seletar Island Expedition, which saw brave participating kayakers racing off to Seletar Island.
With such a meaningful and inspiring activity to inaugurate the morning, the PA Water-Venture (Sembawang) Outlet looks set to become the popular choice for a splashing good time!

CANBERRA CELEBRATES NATIONAL DAY IN STYLE
going by the cheers, party poppers and crashing cymbals, Canberra was certainly hyped about the recent 43rd National Day Celebration cum Ministerial Visit on 8 August 2008.
Around 6,000 people showed up to celebrate the National Day programme and witness the grand arrival of the Guest-of-Honour, Acting Minister of Manpower, Mr Gan Kim Yong and his entourage.
Here are the highlights of this exciting and fun-packed day in chronological order:

IUP PLUS COMPLETION at Blk 243-257 Yishun Ring Road /Ave 9 in Nee Soon East
residents of Nee Soon East had their fair share of fun with the celebration of completion of interim Upgrading Programme(iUP Plus) at the block party at block 254 yishun ring road. booths ranging from games to henna art not missing out the amusing acts of the balloon clown that drew delightful squeaks from the children when they were rewarded with fancy balloons.
Deafening volumes of the Chinese drums drowned out the the peaceful night, signaling the arrival of the Guest-of-Honour Assoc Prof Ho Peng Kee, Senior Minister of State for Law & Home Affairs, MP for Nee Soon East constituency. Assoc Prof Ho gave his thanks for the effort for completing the upgrades during his speech. The plaque was unveiled along with the sea of confetti’s and thunderous applause.
Assoc Prof Ho visited the booths and chatted with residents, fi nding out how the upgrades had benefi ted them. He proceeded to a night stroll of the new upgrades.
This completion of IUP Plus includes lift upgrading, covered linkways, passenger drop-off porches, landscaped areas, a playground, a pebbled foot path, a fi tness corner, a hard court, a residents’ corner and precinct markers. Nee Soon East residents can now enjoy all these benefi ts!

The Tribal Cheerleaders unleashed a
mass of energy at the Amphitheatre next to
Blk 22 Marsiling Drive for the Arrival of Guest-of-
Honor Mr Hawazi Daipi, Senior Parliamentary
Secretary of Manpower & Health and MP for
Sembawang GRC (Marsiling). The Lift Upgrading
Programme (LUP) polling commenced with Mr
Hawazi Daipi’s quick snip of the ribbon.
With a trail of residents behind him, Mr Hawazi
was shown the way to the polling room, in
which, he was briefed the details of the LUP.
The residents fi led into the polling station where
the HDB offi cers were at hand to assist them in
clarifying any doubt or any last minute enquiry
they might have before casting their votes.
After an electric band performance by Hellven,
a local Japanese Rock band known for their
harajuku looks, Mr Hawazi made his way up
the stage for his opening address. The night’s
programme followed with a series of Qi Gong
demostration by the Nam Wah Pai Qi Gong
Group other displays.
The LUP would provide 100 percent lift
accessibility, which in turn would improve
the mobility within the blocks, improving the
standards of living for residents. The cost of
the LUP would be heavily subsidised by the
government and residents would only need to
pay a small fraction of the total cost to enjoy
the direct lift access.

lUP polling for the lift upgrades at Nee Soon Central kicked off with magic show by local talents and brought laughter to block 772 yishun Avenue 3.
During his speech, Guest-of-Honour Mr Ong Ah Heng, MP for Nee Soon Central Consituency, Vice- Chairman of Sembawang Town Council strongly encouraged the residents to vote for the upgrades. His emphasis on the upgrades for the convenience of the elderly brought upon many approval nods from the listening crowds. Mr Ong gave the green light for the polling with the ribbon- cutting ceremony. Within the polling booth, many residents busied themselves with the artist’s visuals on display and a booklet that refl ect the updates they would be expecting.
The residents were treated to the buffet spread with lovely snacks and wonderful food. Many of them chance upon Mr Ong to exchange conversations and warm hand shakes.
Block 772 Yishun Avenue 3 void deck, fi lled with residents fi nds itself roaring with laughter. The atmosphere is certainly boisterous and enjoyable.
The current lift in service is not directly accessible for all residents and poses inconvenience for the elderly and handicapped residents. Even housewives fi nd themselves in sticky situations whenever they go grocery shopping.
On a happy note, the residents voted overwhelmingly in support of the upgrading. Residents can sit back and welcome the upgrades with open arms to a better lifestyle.

biggest nature area within a park for residents in Woodlands and the vicinity
Woodlands residents can now have a closer experience with nature, with the opening of Phase Two of Admiralty Park, situated at Riverside Road, beside the Republic Polytechnic.
Offi cially opened on 4 October 2008 by Minister for Health and MP for Sembawang GRC, Mr Khaw Boon Wan, and fellow MPs Mr K Shanmugam, Dr Lim Wee Kiak, and Ms Ellen Lee, the opening ceremony was attended by 1,200 guests, including residents and students of the vicinity.
The 27-hectare Admiralty Park is the largest park in the North West district to offer both recreational amenities and a mangrove swamp, incorporating a 20-hectare nature area with a rich variety of animals and plants. The Park also has a hilly terrain that is shaped like a river valley to refl ect the history of the site, which used to have a river (Sungei Cina) running through it.
Home to over 100 species of animals and plants, Admiralty Park is the only park in the vicinity to offer three types of habitats – open grassland, tropical rainforest and mangroves. Visitors can also take a walk on the three boardwalks and a 2-km nature trail to enjoy the Park’s rustic surroundings, as well as learn more about the fl ora and fauna from the educational signboards installed in the area.

Woodlands Polyclinic showcased its new premises on 28 September with a bang at its re-opening ceremony. This included a fully-equipped 2000 square feet gym, which is a fi rst in Singapore’s primary healthcare setting. With the stage set against the courtyard, Guest-of-Honour, Health Minister Khaw Boon Wan was treated to a beautiful butterfl y showcase that caught him by surprise. Also in attendance were Mr Hawazi Daipi, Dr Mo-hamad Maliki Osman and several Grassroot leaders. Woodlands Polyclinic head, Dr Gowri Doraisamy and her team gave the entou-rage a tour of the revamped Polyclinic which drew compliments from around. The tour ended with a tea reception, giving the MPs a chance to mingle around with the entourage on a lazy Sunday morning.
The opening ceremony also consisted of a carnival that attracted over 1,000 people. Residents from around the area made their way towards the ground and some came as early as 8am. The carnival at the open house saw excited children jumping to their hearts’ content at the infl atables while parents crowded around the stalls in search of good deals, goodie bags and free snacks.
For the health conscious, there were health screening services for the residents. Over 250 residents took part in the community health screening which was offered as part of the celebrations, with many more being enter-tained by magicians and roving DJs on hand to give out prizes. It was truly a fun day out in the sun for all who went down to the Poly-clinic.
