Welcome from our ministers

Mr Jim Wells MLAMinister for Health, Social Services and Public Safety

As Minister of Health, Social Services and Public Safety, I am committed to ensuring that the citizens of Northern Ireland have world‑class health and social care services. I believe that this requires not only a strong policy foundation, highly skilled professionals, state of the art infrastructure, effective relationships across every sector and an informed public, but also a thriving and innovative economy.

We are well started on our journey and in recent years have seen some significant and exciting developments. For example we can celebrate our world leading Northern Ireland Electronic Care Record; our recognition at international level as a 3 Star Reference Site within the European Innovation Partnership on Active and Healthy Ageing; and our Connected Health Ecosystem which is promoting collaboration between our health, academic and industry sectors. It is clear that, through working closely with our colleagues in the Department of Enterprise, Trade and Investment, we can maximise the economic potential of health and social care and position Northern Ireland as a place to pioneer and develop new products.

I am therefore delighted that Northern Ireland Confederation has organised this important event which draws all the strands of this agenda together. It is an opportunity both to take stock of progress and to look to the future. I wish you all well for two days of important deliberations and look forward to your ongoing support as we strive to do business more effectively for the benefit of all our citizens.

I am delighted as the Chairman of the Northern Ireland Confederation for Health and Social Services to welcome you to this important inaugural conference and awards dinner.

In today’s rapidly changing world it is important that we lead and embrace change to deliver the best outcomes possible for our citizens. We all know that technology will fuel much of this change. Our ambition is that these two days will allow us to celebrate our successes to date and more importantly, shape future progress as we enter the consultation phase on the Northern Ireland eHealth and Care Strategy which will be published on 7 October 2014. The entire programme over the two days is designed to allow Health and Social Care (HSC) colleagues and our partners to come together to hear about the strategic change agenda, discuss the emerging practices and opportunities and most importantly consider how these may be applied to drive improvement in our individual work settings.

I would specifically like to thank Hewlett Packard (HP), Orion and all of our other supporters for allowing us to develop such a dynamic programme and trust that this event will support you to play your part in delivering better outcomes for our citizens. Northern Ireland has already delivered significant improvements in eHealth and Care over the last five years, making a difference for patients, clients and carers. This conference showcases how this has happened. This conference provides an opportunity to learn and share experiences of using eHealth and Care services and systems.

The launch of the eHealth and Care Strategy for public consultation in October demonstrates a commitment to the continuing development of eHealth to support the long‑term future and transformation of Health and Social Care (HSC) in Northern Ireland.

eHealth will play a significant role in supporting change to services at all levels across HSC in Northern Ireland. eHealth technology can support HSC to tailor services to patients’ needs, making services more effective and efficient. This can change how HSC supports patients, clients and carers with better communication, better information and better services to improve care and well-being. As HSC introduces eHealth technology and new ways of working we will provide opportunities for local companies, investors and universities to grow a stronger eHealth sector and in turn, provide economic growth for Northern Ireland.

Through eHealth and Care, we want to:

• Support people by providing a range of eHealth services including the provision of better information, access to records, on‑line appointment booking and remote care

• Share more information between health and care services to help front line professionals make safer, faster decisions

• Develop our use of information so that we can better tailor care and treatment around the needs of individuals and improve our planning processes

• Support service change and improvement. This includes building care professional leadership and relationships to support cultural and professional change for eHealth, helping patients, clients and carers influence the future of eHealth as well as delivering the technology

• Foster innovation with the education sector, community and voluntary organisations, other government departments and industry in order to improve health and well‑being and to contribute to the potential for economic growth in Northern Ireland

• Maintain and improve what we have – we need to make sure that the eHealth systems which patients rely on are maintained and ready for use when needed

Understanding a population, one individual at a timeOrion HealthTM and Northern Ireland Health and Social Care (HSC) have joined together to provide high quality and easily accessible health information for health and social care professionals across Northern Ireland.

In the Proof of Concept Evaluation report, 94% of clinical users agreed that the Northern Ireland Electronic Care Record (NIECR) implemented by Orion Health helped to improve the quality of patient care.

Day 2 workshop: Changing operational and clinical behaviour using self-service analyticsMr Paul Henderson, Group Head of Analytics, EMISHealth and Social Care is under pressure from rising demand and lower budgets. Large transformation projects are addressing this issue. However the key to achieving any clinical and operational change is changing behaviour at a micro level. Patients have many channels for consuming care so how do you help them choose the right one? Operational staff face a range of pressures every day so how do they prioritise what they do? Public Health analysts need to predict the future based on a detailed understanding of today and yesterday. Clinicians have too much data and not enough information available to them at the point of care, so how do they decide on the best course of action? EMIS uses Microsoft technologies through cloud, mobile devices and traditional business intelligence tools to address these issues. This session will work through a number of case studies to illustrate the value of their approach.
