Das Center für Governance und Kultur in Europe an der Universität St. Gallen wurde am 20. Mai 2011 gegründet. In den ersten vier Jahren seines Bestehens hat es ein deutliches Profil als Ort interdisziplinärer, internationaler Forschung ausgebaut. Derzeit gibt es drei grosse Forschungsprojekte: zur Bedeutung von Regionen in der Ukra-ine, zum Kaukasus und zur dualen Berufsbildung. Das Gesamtvolumen der eingeworbenen Forschungsgelder beträgt CHF 700.000 pro Jahr vom SBFI, 1.59 Mio für drei Jahre von der EU für ISSICEU, ab Juli 2015 für GOVPET 2.5 Mio über fünf Jahre. Im Rahmen der innovativen Forschungsprojekte werden zum Teil wichtige Daten in Form von Surveys generiert. Wissenschaftliche Netzwerke zu exzellenten Forscherinnen und Forschern werden auf- und ausgebaut, weiter erfolgen Analysen zu aktuellen Themen. Dazu zählen Europäisierungs- und Demo-kratisierungsprozesse in Osteuropa, besonders in der Ukraine oder dem Kaukasus, ebenso die Rolle Russlands in den internationalen Beziehungen.

Im Jahr 2015 wurde das DACH-Projekt (SNF, DFG, FWF) „Region, Nation, and Beyond. A transcultural and in-terdisciplinary reconceptualisation of Ukraine“ abgeschlossen. Zur Zeit laufen letzte Redaktionsarbeiten für die Schlusspublikationen. Direkt an dieses Projekt schliesst sich ein neues Arbeitsvorhaben mit dem Rahmenthema „Transcultural Contact Zones in Ukraine“ für den Zeitraum 2016-2019 an.

Seit Mai 2015 ist das Team um Prof. Patrick Emmenegger das Leading House für das vom SBFI finanzierte Projekt „Governance in Vocational and Professional Education and Training“ (GOVPET). Untersucht wird die Bildungs-politik in Ländern mit dualen Berufsbildungssystemen. Die duale Berufsbildung gilt als einer der Hauptgründe, warum europäische Länder wie Deutschland, Österreich und die Schweiz niedrige (Jugend-) Arbeitslosenraten aufweisen. Das wissenschaftliche Interesse an diesen Bildungssystemen ist folglich im Anschluss an die Wirt-schaftskrise deutlich gestiegen.

Alle Forschungsprojekte werden in Zusammenarbeit mit internationalen Kooperationspartnern durchgeführt, etwa in Form von wissenschaftlichen Veranstaltungen, Tagungen oder Publikationen. Ihnen sei an dieser Stelle für die konstruktive Zusammenarbeit gedankt. Die zahlreichen neuen Publikationen des Jahres 2015 spiegeln nicht nur die Breite der wissenschaftlichen Expertise am GCE wieder, sondern bilden Forschungsnetzwerke eben-so wie Wissenstransfers für eine interessierte Öffentlichkeit ab. Alle Themen und konzeptionellen Zugänge aus der Forschung fliessen in die Lehre an der Universität St. Gallen ein, zudem wird der wissenschaftliche Nach-wuchs gefördert.

Der Bericht für 2015 gibt Einblicke in die Organisation des GCE, die laufenden Forschungsprojekte und führt in einer Auswahl die wichtigsten Publikationen auf.

The Center for Governance and Culture in Europe at the University of St. Gallen was founded on 20 May 2011. In its first four years of existence it has established a distinct profile as a center for interdisciplinary and international research. Currently three large research projects are being carried out: a project on the significance of the regions of Ukraine, a project on the Caucasus and a project on dual vocational training. The entire volume of the acquired research funds amounts to CHF 700,000 from the Swiss State Secretariat for Education, Research and Innovation (SBFI) annually, 1.59 million for three years from the EU for the ISSICEU project, and 2.5 million for GOVPET for five years as of July 2015. The innovative research projects provide a basis for conducting surveys to generate substantial data. Scientific networks comprising excellent researchers are being created and expanded and analy-ses of current issues are being carried out. This pertains to processes of Europeanization and democratization in Eastern Europe, in particular in Ukraine and the Caucasus, as well as the role of Russia in international relations.

In 2015 the DACH project (SNF, DFG, FWF) „Region, Nation, and Beyond. A transcultural and interdisciplinary reconceptualisation of Ukraine” was completed. Currently, the editing work is being done for the last publica-tions. A new project with the overarching theme „Transcultural Contact Zones in Ukraine” will directly follow up on this project during the timeframe 2016-2019.

Since July 2015 a team headed by Prof. Patrick Emmenegger has been the „leading house” for the project „Gover-nance in Vocational and Professional Education and Training” (GOVPET) funded by the Swiss State Secretariat for Education, Research and Innovation (SBFI). It explores the education policies of countries with dual vocational training systems. Dual vocational training is seen as one of the main reasons why European countries such as Ger-many, Austria and Switzerland have low (youth) unemployment rates. The scientific interest in these education systems has thus significantly increased as a result of the economic crisis.

All research projects are being conducted in cooperation with international cooperation partners, for example through academic events, conferences or publications. We wish to thank them here for their constructive cooper-ation. The numerous new publications from the year 2015 reflect not only the breadth of the scientific expertise at the GCE, but also represent work conducted through research networks and knowledge transfer for the inter-ested public. All topics and conceptual approaches from research impact teaching at the University of St. Gallen, while the Center also provides support to young researchers.

The 2015 Annual Report provides insights into the organization of the GCE, the ongoing research projects as well as a selection of the most important publications.

Am 18.10.2011 wurde zwischen dem SBFI und dem Center für Governance und Kultur in Europa an der Universität St. Gallen (GCE) eine Leistungsver-einbarung getroffen, die im Dezember 2012 für den Zeitraum 1.1.2013-31.12.2016 verlängert wurde.

Zentrale Punkte der Leistungsvereinbarung sind:

- die Förderung der geistes- und sozialwissen-schaftlichen Zusammenarbeit zwischen der Schweiz und den Staaten der Schwarzmeerregion

- eine Intensivierung der wissenschaftlichen Zu-sammenarbeit innerhalb der Schweiz und mit Wis-senschaftseinrichtungen im Schwarzmeerraum,

- eine Internationalisierung der Schweizer Osteu-ropaforschung und

- eine öffentlich zugängliche Kommunikation der Forschungsergebnisse.

On 18 October 2011 a service agreement was reached between the Swiss State Secretariat for Ed-ucation, Research and Innovation (SBFI) and the Center for Governance and Culture in Europe at the University of St. Gallen, which was extended in December 2012 for the timeframe 1 January 2013 to 31 December 2016.

The main points of the performance agreement are:

- the promotion of cooperation in the humanities and social sciences between Switzerland and the countries of the Black Sea region,

- the intensification of scientific cooperation within Switzerland and with scientific institutions in the Black Sea region,

- the internationalization of research on Eastern Europe in Switzerland and

- publically accessible communication of the re-search results.

Das New Europe College in Bukarest erhält via GCE jährlich einen finanziellen Beitrag von CHF 300.000, der in zwei Tranchen ausbezahlt wird. Grundlage ist ebenfalls die Leistungsvereinbarung zwischen GCE und SBFI. Prof. Ulrich Schmid ist in der Auswahlkommission für die jährlich neu aufgenommenen Stipendiaten des NEC. The New Europe College in Bucharest receives an annual financial grant of CHF 300,000 via the GCE, which is paid out in two instalments. The service agreement between the GCE and State Secretariat for Education, Research and Innovation also pro-vides the basis for this. Prof. Ulrich Schmid is a member of the selection committee for new schol-arship holders of the NEC. Prof. Dirk Lehmkuhl is the chairman of the administrative board, which addresses personnel and strategic issues regarding the NEC. (Pennsylvania State University) und Prof. Valenti-na Sandu-Dediu organisiert wurde. Prof. Wanner ist auch am Ukraine-Projekt des GCE beteiligt und leitet dort eine Arbeitsgruppe zum Thema Religi-on.

Dr. Constantin Ardeleanu vom NEC erhielt ein Sti-pendium zur Teilnahme am 17th World Economic History Congress in Kyoto, Japan. Er hielt im Pan-el „The Trade Relations in the Mediterranean and the Black Sea from the Middle of the 13th Centu-ry up to the Beginning of the 20th Century” einen Forschungsvortrag. Die in Kooperation mit NEC Fellows im Jahr 2014 publizierte Euxeinos-Ausga-be 15/16 zur Geschichte Moldawiens wurde nun durch die Finanzierung des GCE ins Rumänische übersetzt und ist als Volltext erhältlich:

Dr. Constantin Ardeleanu from the NEC received a scholarship to participate in the 17th World Eco-nomic History Congress in Kyoto, Japan. He gave a presentation of his research in the panel „The Trade Relations in the Mediterranean and the Black Sea from the Middle of the 13th Century up to the Be-ginning of the 20th Century”.

Issue 15/16 of Euxeinos, which was published in co-operation with NEC fellows in 2014 and dealt with the history of Moldavia, was translated into Roma-nian and the full text version is available here:

Analog zum NEC erhält auch das Center for Ad-vanced Studies in Sofia einen jährlichen Beitrag von CHF 100.000 via GCE.Prof. Dirk Lehmkuhl sitzt hier im Stiftungsrat, während Prof. Martin Müller (vormals in der Lei-tung des GCE, jetzt Professor an der Universität Zürich) an den Auswahlgesprächen neuer Fellows teilnimmt. Die Vernetzung mit dem CAS erfolgt ebenfalls via Euxeinos und personellen wissen-schaftlichen Kontakten. Seit Oktober 2015 erarbei-ten Prof. Diana Mishkova, Prof. Roumen Abramov und Prof. Ulrich Schmid einen Projektantrag zu einem neuen Forschungsvorhaben mit dem Titel „Religion and Economy in East-Central Europe“.

An Interdisciplinary and Transcultural Reconceptu-alization of Ukraine (RNB)” has been carried out since 2011. der heutigen Ukraine liegen vor. Ihre Auswertung bildet die Grundlage für den Projekt-Sammelband, der 2016 erscheint. Zudem wurden sie für das in-teraktive, frei nutzbare Kartenprojekt http://map-sukraine.ch digitalisiert. Auf der Projektkonferenz in der ostukrainischen Stadt Kharkiv im Juni 2015 fand eine peer to peer Evaluation der ersten Pro-jektphase statt, die nun abgeschlossen ist. Weiter wurde das Rahmenthema für die erfolgreich ge-startete zweite Projektphase vorgestellt, in der es um eine Konzeptualisierung der Ukraineforschung unter dem Aspekt von Kontaktzonen geht. Die Uk-raine ist – abgesehen von einer kurzen Eigenstaat-lichkeit 1918 - erst seit 1991 ein unabhängiger Staat, der zuvor über viele Jahrhunderte zu unterschied-lichen Reichen und Imperien gehörte. Das Konzept der Kontaktzone fragt nach kulturellen und sozia-len Dynamiken, die mit diesen vielfältigen Einflüs-sen verbunden sind und Auswirkungen bis in die Gegenwart haben. Weitergeführt werden Einzel-projekte in den Bereichen Literatur- und Sprach-wissenschaft, Geschichte, Anthropologie und Öko-nomie. Dr. Nadia Bureiko (Czernivcy) und Dr. Teo Moga (Iaşi) setzen das Konzept der transkulturel-len Forschung für die Bukovina in einem 2015 bis 2016 laufenden Projekt um.http://quadrivium.org.ua/bukovyna/en/

have now been made available. The evaluated data provide the foundation for the edited volume of the project, which is being published in 2016. In addition, the data were digitalized for the interac-tive and freely accessible map project http://map-sukraine.ch. A peer to peer evaluation of the first project phase took place at the project conference in the eastern Ukrainian city Kharkiv in June 2015 and has now been completed. Furthermore, the overarching theme was presented for the already successfully initiated project phase, which focusses on the conceptualization of Ukraine research based on the aspect of contact zones. Except for a short period of independence 1918, Ukraine has only been an independent state since 1991, which previ-ously belonged to different empires and kingdoms for many centuries. The concept of contact zone addresses the cultural and social dynamics that are linked to these diverse influences and still have an impact in the present day. Individual projects dealing with literature, linguistics, history, anth-ropology and economics are still being conducted. Dr. Nadia Bureiko (Czernivcy) and Dr. Teo Moga (Iaşi) are applying the concept of transcultural re-search for Bukovina in a project running from 2015 to 2016. http://quadrivium.org.ua/bukovyna/en/

Both researchers were ESKAS scholarship holders at the University of St. Gallen in 2014/2015. Dr. Na-dia Bureiko has been a fellow at the NEC in Bucha-rest since September 2015.

Ukraine-Forschung: Einzelpro-jekte

Literaturgeschichte der Ukraine

Unter der Leitung von Prof. George Grabowicz (Harvard Ukrainian Research Institute) arbeitet die Literaturgruppe weiter an der Ausarbeitung einer ukrainischen Literaturgeschichte. Bisher haben drei Autorentreffen dieser Gruppe stattgefunden (Wien 2013, Fischingen 2014, Gargnano 2015). Die Fertigstellung der einzelnen Kapitel ist für Sommer 2016 geplant, das Erscheinen des Buches in engli-scher Sprache für 2017.

Geschichte

Für den Bereich Geschichte führte Prof. Guido Hausmann (LMU München) eine Konferenz zum Thema „The Political Cult of the Dead in Ukraine. Traditions and Dimensions from Soviet Time to Today” vom 09.07.2015 – 11.07.2015 in München durch. Auf der Konferenz stellten die folgenden Projektteilnehmer und –teilnehmerinnen ihre ak-tuelle Forschung auf Grundlage des im Projekt ge-sichteten Datenmaterials vor und diskutierten es mit anderen Konferenzteilnehmern: Guido Haus-mann (How to apply the concept and the political cult of the dead to the history of Ukraine), Iryna Sklokina (Lviv / Kharkiv, Regional Diversity in the Commemoration of the Fallen Afghanistan Soldiers in Ukraine: Zhytomyr, Kharkiv, Donbas), Oleksan-dra Gaidai (Kyiv, Statues of Lenin in the Politics of Memory and Collective Memory of Residents of Central Ukraine), Oksana Myshlovska (Genf, The Bandera Cult in Western Ukraine 1991-2015). Car-men Scheide war als Kommentatorin eingeladen.

Dr. habil. Carmen Scheide, St. Gallen, setzte ihre Archivrecherchen und oral history Interviews in Deutschland und der Ukraine zum Thema „Die Zentralukraine unter deutscher Besatzung: ein multiperspektivischer Zugang“ fort und stellte ers-te Ergebnisse in Vorträgen vor.

Three meetings of the authors associated with the group have taken place (Vienna 2013, Fischin-gen 2014, Gargnano 2015). The individual chapters are expected to be completed by summer 2016 and the book is to be published in English in 2017.

History

Prof. Guido Hausmann (LMU Munich) held a conference on „The Political Cult of the Dead in Ukraine. Traditions and Dimensions from Soviet Times to Today” from 9 July 2015 to 11 July 2015 in Munich for the history group. At the conference the following project participants presented their current research on the basis of the data material screened during the project and discussed it with other conference participants: Guido Hausmann (How to apply the concept and the political cult of the dead to the history of Ukraine), Iryna Sklokina (Lviv / Kharkiv, Regional Diversity in the Com-memoration of the Fallen Afghanistan Soldiers in Ukraine: Zhytomyr, Kharkiv, Donbas), Oleksan-dra Gaidai (Kyiv, Statues of Lenin in the Politics of Memory and Collective Memory of Residents of Central Ukraine), Oksana Myshlovska (Geneva, The Bandera Cult in Western Ukraine 1991-2015). Carmen Scheide was invited as a commentator.

Dr. habil. Carmen Scheide, St. Gallen, continued with her archive research and oral history inter-views on „Central Ukraine under German occup-ation: multi-perspective approach” and discussed her preliminary results during various presenta-tions.

Prof. Catherine Wanner, Pennsylvania State Uni-versity, heads a research group on religion in Uk-raine. After the workshop at the NEC in Bucharest she organized a conference in Kiev dealing with „Religion in the Black Sea Region” in the sum-mer. The religion research group actively supports young scholars. A publication is planned.

Public relations

Several public talks on Ukraine were also given in 2015, as listed in the chronicle. Even though the conflicts in Ukraine have slightly subsided since 2015, there is still a great need for expert know-ledge among the public.

4.5. ISSICEU Intra- and Inter-Societal Sources of Instability in the Caucasus and EU Opportunities to Respond by Mariia Shagina

Since 2014 Prof. Dr. Dirk Lehmkuhl has been coordinating with the support of Dr. Katharina Hoffmann the EU-sponsored FP7 research project „Intra- and Inter-Societal Sources of Instability in the Caucasus and EU Opportunities to Respond” (grant agree-ment No. 613004).

ISSICEU brings togeth-er a consortium of 34 researchers from the Azerbaijan, Georgia, Russia, Turkey, Switzerland and Germany.

In 2015 the project successfully complet-ed its basic research in the following four areas: hybrid political regimes, civic par-ticipation, economic i n t e r d e p e n d e n c i e s and influences from the neighbourhood. ISSICEU now turns to its second project phase which translates the research findings into policy recommenda-tions for the EU and the ISSICEU countries considering political, societal, economic and international sources of stability and instability in the Caucasus.

Hybrid Political Regimes: Communal Governance

ISSICEU studies the impact of hybrid political regimes in processes of communal governance in the South and North Caucasus. The researchers pose two key questions: how hybridity (the interplay of institutions from vary-ing social orders) shape local governance and how it affects state-society relations. Answers to these questions were sought in qualitative case studies on central state interventions in the field of tourism and conflicts over

access to land and public goods.

Communal governance in the Caucasus is marked by the interplay of traditional patterns of societal self-gover-nance, authoritarian governance from central state level and a set of „good local governance” institutions promot-ed by the Council of Europe. The institutions introduced upon recommendation of the Council of Europe hardly promote „good governance”. They are rather adjusted to the authoritarian logics of the central political regime. The emerged hybrid institutions help to mitigate conflicts between residents as well as communal and central state authorities. In addition, the ruling elites manage to employ hybridity in favour of stabilizing their regimes.

In terms of stability the research revealed that state-society relations in the North Caucasus are highly conflictive. Tensions increase with the ability of the centralized power to penetrate at the local level. Local particularities such as geographic conditions and multi-ethnicity may amplify a conflict, but are not its main source.

In the South Caucasus, the dissatisfaction with the living conditions especially in minor towns and villages pre-vails. Institutions that allow smooth communication between people and state authorities are nearly absent. This increases the risk of severe conflict in periods of crisis.

Civic participation

With regard to civil society ISSICEU deals with concepts of and forms of civic participation in the Caucasus. Representative quantitative surveys conducted from February to June 2015 in the North and South Caucasus served as key research instruments. The surveys inquired about the link between religious values as well as the

political regimes and the readiness for civic participation. It also asked about types of societal involvement.

Modes of civic participation developed against different backgrounds in the North and South Caucasus. In the South Caucasus a broad range of civil society organisations (CSO) registered as legal entities exists. In the North Caucasus non-registered civil society organisations rather than registered ones are decisive. However, in both the North and the South Caucasus the involvement of people in CSO and their trust towards such organisations is limited. Informal patterns of civic engagement, such as varying systems of mutual help, are more characteristic.

In the South Caucasus countries Georgia and Armenia, religious actors play a significant, but ambivalent role concerning civic participation. In Georgia the Orthodox Church stirs up the polarization between conservative actors and those who promote „civil society” in a Western European understanding. The Armenian Apostolic Church does not act as a defender of public interests or a challenger of questionable state policies. However, it provides opportunities for people to engage in civic activities such as volunteering and charity.

Economic Dependencies

ISSICEU focuses on the dependencies of the Caucasus entities on external financing. The research dealt, on the one hand, with macro-economic dependencies of the South Caucasus states Armenia, Azerbaijan and Georgia by employing the „Dutch Disease” concept. On the other hand ISSICEU studies micro-level dependencies pre-vailing in the de facto state Abkhazia (Georgia) and the Georgian region Adjara. The research links transnational flows and the ability of communities to ensure economic reproduction, as economic reproduction is an important source of social stability.

According to ISSICEU findings, Armenia, Azerbaijan and Georgia remain strongly dependent on each other and on the rest of the former Soviet space, even though they are growing apart politically. Armenia’s dependency on Russia is commonly acknowledged. Often understated is the political role of Armenia’s diaspora and Armenia’s dependence on Georgia. The politically organised US-based Armenian diasporas have little political relevance. In contrast, the less organised Russia-based diaspora plays a more significant role. Individual self-interest rather than broader political goals motivate their involvement.

Azerbaijan seems to be the most independent. However, once the oil is cut out of the picture, its dependence on the region is also pronounced. The Azerbaijani budget is highly dependent on hydrocarbon revenues and energy accounts for a very high percentage of the total exports of the country. If the energy projects promoted by the Azerbaijani government require regional stability, the military build-up financed on hydrocarbons revenues led to a power asymmetry with Armenia. It enhances uncertainties regarding the current stand-off in the Nagorno-Karabakh conflict. At the same time, it provides considerable incentives against going to war.

Georgia’s Western orientation is not aligned with regional interdependencies. This particularly applies to the EU Association Agreement. The country’s western orientation is therefore relatively fragile.

The micro-level analysis on Turkey’s influence showed that despite the trade and transportation embargo Turkey is Abkhazia’s second largest trade partner. Turkish-Abkhaz diaspora groups are the main driver behind Turkish investment and trade, most of which is conducted through Sochi, Russia. Turkish business actors use informal ties within the diaspora to gain access to the Abkhaz market. Regional actors in Turkey have also challenged the official restrictions on trade with Armenia, using trade routes via Georgia and Iran. Turkey also emerged as

Georgia’s leading trade partner over the past ten years. Turkish economic presence is particularly pronounced in the Black Sea region of Adjara.

Impact of neighbouring Turkey and Iran

Turkey and Iran take center stage in the research on influences from the neighbourhood. ISSICEU explores the impact of state and non-state actors from Turkey and of religious groupings from Iran on stability in the Caucasus and its neighbourhood.

The permeability of the Turkey-Caucasus border has significantly increased social and economic interactions. Diaspora groups play a significant role in the inter-societal interactions between Turkey and the Caucasus region. Some groups are mainly active in their homelands in the Caucasus, while others advocate cultural rights and are politically active in Turkey.

Actions of ethnic Caucasian groups in Turkey resulted in a spill-over of tensions. This made Turkey an insider to the dynamics in the Caucasus. The Chechen, Georgian-Abkhazian and the Nagorno-Karabakh wars have become part of the domestic Turkish agenda.

With regard to Iran’s influence in Azerbaijan, after 2002 the struggle against „Iranian influence” was used as a political and legal basis for massive intervention in the religious sphere, including arrests. The material flows coming from the Iranian government have been stopped. Recently Azerbaijan has started to incorporate Shia Muslim, a religious group, into its bilateral relationship with Iran.

Unter der Leitung von Prof. Patrick Emmenegger und der Mitarbeit von Prof. Carmen Baumeler (EHB), Prof. Giuliano Bonoli (Universität Lausanne) und Christine Trampusch (Universität Köln) hat das Staatssekretariat für Bildung, Forschung und Innovation (SBFI) für eine Laufzeit von 60 Monaten ein Finanzierungsvolumen von 2,49 Mio Schweizer Franken gesprochen. Derzeit promovieren fünf Personen im LH GOVPET, davon drei an der Universität St.Gallen und zwei an der Universität Lausanne. Ausserdem wurde im Rahmen des Leading Houses eine Postdoktorandenstelle am Standort St.Gallen ge-schaffen. Das Projekt fokussiert auf zwei eng mit-einander verknüpfte Forschungsfragen. Erstens wird analysiert, wie die dezentrale Kooperation in Berufsbildungssystemen, trotz der ständigen Gefahr eines Kooperationsabbruchs, ermöglicht wird und wie staatliche Anreize diese Kooperation fördern können. Zweitens wird untersucht, wie staatliche Politik das freiwillige Engagement da-hingehend fördern kann, dass auch von privaten Akteuren gesamtgesellschaftliche Ziele berück-sichtigt werden.

Motivation

Duale Berufsbildungssysteme in Ländern wie der Schweiz, Deutschland und Österreich erfahren international wachsende Aufmerksamkeit, da sie mit niedrigen Jugendarbeitslosenzahlen und stabiler wirtschaftlicher Leistung in Verbindung gebracht werden. Ihre Stärke liegt darin, Firmen eine gute Versorgung mit Fachkräften zu ermög-lichen und dabei gleichzeitig jungen Menschen den Übergang in den Arbeitsmarkt zu erleichtern. Der „Export“ solcher Ausbildungssysteme in andere Länder sowie die nachhaltige Gestaltung ist jedoch nur bedingt möglich. Zentraler Grund hierfür ist die spezifische Form der Governance in dualen Systemen, welche die Kooperation einer Vielzahl von Firmen, Verbänden und öffentlichen Institutionen in der Bereitstellung, Finanzierung und Verwaltung von Ausbildungsgängen voraus-setzt. Die dualen Systeme basieren dabei nicht nur auf dem Zusammenwirken staatlicher und

Staaten können zwar gesetzliche Rahmenbedingungen schaffen, die eine solche Kooperation grundsätzlich ermöglichen; mit Blick auf die konkrete Umsetzung dieser spezifischen Kooperationsform sind sie jedoch auf die Initiative der privaten Akteure angewiesen. Staaten müssen hier also Anreize schaffen, damit private Akteure sich in der dualen Ausbildung freiwillig engagie-ren und dabei gesamtgesellschaftliche Interessen beachten. Denn private Akteure haben zwar ein Interesse an der Ausbildung von Facharbeiterinnen und Facharbeitern – ihr Engagement hinsichtlich der Integration von benachteiligten Personen in duale Ausbildungsprogramme ist dagegen nicht selbstverständlich.

Projektstruktur

Die acht konkreten Teilprojekte sind in zwei über-geordnete Forschungsblöcke gegliedert. Innerhalb des ersten Blocks befasst sich Teilprojekt eins mit der dezentralen Kooperation innerhalb der ver-schiedenen Schweizer Regionen mit besonderem Fokus auf die Rolle der kantonalen Institutionen. Das zweite Teilprojekt konzentriert sich auf die dezentrale Kooperation in den verschiedenen wirt-schaftlichen Sektoren der Schweiz und die Rolle der Wirtschaftsverbände. Dezentrale Kooperation im internationalen Vergleich ist das Thema der drei weiteren Teilprojekte: Im dritten wird ein Vergleich der Kooperation innerhalb von Regionen der Länder mit ähnlichen wirtschaftlichen Strukturen, im vierten zwischen verschiedenen wirtschaft-lichen Sektoren und im fünften in Hinblick auf multinationale Unternehmen angestrebt. Im zweiten Block befasst sich das erste Teilprojekt mit den Mitteln und Instrumenten, die ein inklu-sives Berufs- und Weiterbildungssystem unter-stützen. Die Einstellungspraxis und Position der Arbeitgeber gegenüber dem Zugang zum Berufs- und Weiterbildungssystem ist Thema des zweiten Teilprojekts und im dritten wird schliesslich auf Programme, die speziell auf Jugendliche ausge-

Motivation

Dual vocational training systems in countries such as Switzerland, Germany and Austria are receiving increasing international attention, because they are associated with low youth unemployment rates and stable economic performance. Their strength lies in the fact that they enable a good supply of skilled workers and simultaneously facilitate the transition to the labour market for young people. However, the „export” of such training systems to other countries as well as their long-term design is only possible to a limited extent. The main reason for this is the specific form of governance in dual systems, which requires cooperation between a large number of firms, associations and public in-stitutions in the provision, financing and adminis-tration of training programs. The dual systems are based not only on the interactions between state and private actors, but also to a large degree on the voluntary cooperation of private actors at the de-centralized (i.e. regional or sectoral) level. Govern-ments can indeed create legal framework condi-tions to make such cooperation possible in general; with regard to the concrete implementation of this specific form of cooperation they rely on the ini-tiative of the private actors though. Governments must therefore create incentives for private actors to voluntarily commit to dual training and thereby take broader societal interests into account. After all, private actors indeed have an interest in skilled workers being trained. However, their commit-ment to the integration of disadvantaged persons into dual vocational programs cannot be taken for granted.

Project structure

The eight concrete individual projects are divided into two overarching research blocks. Within the first block, the first individual project deals with the decentralized cooperation between different Swiss regions with a particular focus on the role of cantonal institutions. The second individual proj-ect concentrates on the decentralized cooperation in different economic sectors in Switzerland and

Der Vergleich dieser Systeme eröffnet damit die Chance zu verstehen, weshalb und in welcher Weise private Akteure dezentrale Kooperation erfolgreich umsetzen und wie staatliche Politik Anreize setzen kann, damit auch gesellschaftliche Interessen mitverfolgt werden.

the role of business associations. Decentralized co-operation in international comparison is the topic of three additional individual projects: the third project aims to compare forms of cooperation with-in regions of countries with similar economic struc-tures, while the fourth project compares forms of cooperation between different economic sectors. The fifth project explores cooperation with regard to multinational firms. Within the second block the first individual project deals with the means and instruments which support an inclusive vocation-al and further training system. The employment practice and position of employers regarding ac-cess to the vocational and further training system is the main theme of the second individual proj-ect. The third project focusses on programs aimed in particular at young people who were unable to complete mainstream education.

Applicability

While the main focus of previous research was on so-called cooperation dilemmas and helped to ex-plain why decentralized cooperation rarely comes about, GOVPET focusses on vocational training systems, in which this cooperation works astonish-ingly well. The comparison of these systems thus provides an opportunity to understand why and how private actors successfully implement decen-tralized forms of cooperation and how governmen-tal policy can set incentives so that societal interests can also be simultaneously pursued.

Eine Vernetzung des GCE auf nationaler und inter-nationaler Ebene mit Forschungseinrichtungen und -netzwerken findet durch persönliche Kontakte, Konferenzbesuche, eigene Veranstaltungen und das online journal Euxeinos statt. GCE-Mitarbeiterinnen und Mitarbeiter nehmen an Treffen von Experten, an Fachkonferenzen und Verbandssitzungen teil. (s. Chronik)

Networking activities between the GCE and re-search institutions and networks at the national and international level take place through person-al contacts, conference participation, events at the University of St. Gallen), and the online journal Eu-xeinos. GCE members have taken part in meetings of Eastern Europe experts, conferences, and associ-ational meetings (see Timeline).

6. Euxeinos: Online Journal im open access Euxeinos: open access online journal

Das GCE gibt e i g e n ve r a n t -wortlich das online jour-nal Euxeinos 4-mal pro Jahr heraus. Die Ausgaben oder auch einzelne Artikel können im open access von der websi-te des GCE he-runter geladen werden. Der-

zeit gibt es etwa 370 namentlich

bekannte Abonnenten. Die Finanzierung erfolgt vorläufig über die Stiftung Landis & Gyr. Das on-line journal mit interdisziplinären Themen rund um das Schwarzmeergebiet dient zur Vernetzung mit Wissenschaftlern und Wissenschaftlerinnen in der Schweiz und den verschiedenen Regionen, zumal alle Artikel auf Englisch erscheinen und da-durch einem breiten Adressatenkreis zugänglich sind. Euxeinos ist eine der wenigen Publikationen, die sich mit der Grossregion Schwarzmeer multi-perspektivisch und interdisziplinär beschäftigen. Chefredakteurin ist Dr. habil. Carmen Scheide; Dr.

The GCE is also solely responsible for the online journal Euxeinos, which is published four times a year. The issues as well as individual articles are openly accessible and can be downloaded from the website of the GCE. Currently there are approxi-mately 370 subscribers known by name. It is fund-ed by the Landis & Gyr Foundation on a temporary basis. The online journal dealing with interdisci-plinary topics related to the Black Sea region pro-motes networking activities between academics in Switzerland and various other regions. All articles are published in English and are therefore accessible to a broader range of readers. Eu-xeinos is one of the few publi-cations which deal with the greater Black Sea region from multiple, interdisciplin-ary perspec-tives. Dr. habil. Carmen Scheide is editor-in-chief and Dr. Maria Tagangaeva head editor and layout artist.
