Excelsior Correspondent KATHUA, May 18: The hunger strike of CP workers of PHE Department entered second day in support of their genuine demands. Nearly one hundred CP workers of Billawer and Bani Sub Divisions sat on hunger strike in the premises of Executive Engineer PHE Kathua in support of their demands. The Eleven workers sat on hunger strike since yesterday sup- ported by 112 CP workers of Billawar and Bani raised slogans in favour of their demands and against the Government. President of CP workers Mohan Lal said that the CP work- ers are discriminated by the PHE Department as the department has not paid them salaries for the past four years. He said that these CP workers are working in PHE Department for the past 12 years, but unfortunately their data has not been put online and also they are not included in Aadhar based Bio- Metric attendance system. "The status of CP workers is now changed as part time labourer after 12 years of work- ing and no facilities are being provided to them like other divi- sion CP workers", he added. We will continue our hunger strike, till the Government release out pending salaries and redress other issues, he stated. "Our region has witnessed enough of hangings, bloodbath and animosity of which the state of Jammu and Kashmir becomes the primary victim. It is time for the political leadership of the two countries to work together for peace and prosperity," Akhtar said. Akhtar said both the coun- tries must shake hands with each other to put the South Asian region on a new trajectory of development which will change the social, economic and politi- cal landscape for good. He said the two countries can show the way on transforming legacies of past into opportunities for future. "The history of past seven decades testifies that war mon- gering and violence has not yielded any results. The Minister was interacting with the delegation of Jammu and Kashmir Un-aided Private School Coordination Committee (JKUPSCC) which was headed by Prof. Dr. CL Vishen. During the meeting the repre- sentatives of JKUPSCC raised various issues regarding the smooth functioning of private schools in the State which include enhancement of annual fee, non- implementation of SRO 123, sin- gle window system for affiliation of schools, non implementation of different Government orders, simplification of submission of birth certificates and other issues. The representatives said that some of the unnecessary knots in the system neither help the public nor the quality of education. The Minister gave patient hearing to the representatives and promised them that Government will look into different aspects of these issues and solve them one by one for improving the quality of education and betterment of educational system. CEO, Div Com review sanitation arrangements for Amarnathji Yatra Excelsior Correspondent SRINAGAR, May 18: A meeting was held at Raj Bhavan here under the chairmanship of Umang Narula, Chief Executive Officer, Amarnathji Shrine Board, (SASB) and Baseer Ahmed Khan, Divisional Commissioner Kashmir for final- izing the Action Plan for collec- tion and disposal of waste gener- ated during the ensuring Shri Amarnathji Yatra which is sched- uled to commence on June 29. The participants held detailed discussions in regard to garbage collection and its disposal, main- tenance of toilets and baths, oper- ation and maintenance of the Sewage Treatment Plants at Baltal and Nunwan Base Camp and disposal of plastic waste gen- erated during the Yatra period. It was decided that all solid waste generated during Yatra will be managed by the Pahalgam Development Authority (PDA), Sonamarg Development Authority (SDA) and the Shrine Board in the areas of their respec- tive responsibilities. During the meeting it was informed that for scientific treat- ment of waste water/ sewage, two Sewage Treatment Plants (STPs), based on decentralized waste water treatment technolo- gy, have been commissioned at the Baltal and Nunwan Base Camps by SASB. The treatment units of these STPs include col- lection tanks, Anaerobic baffled reactors, reed beds etc. During the course of Yatra these STPs are regularly monitored and sam- ples are collected from these STPs to check the efficiency of the STPs. Umang Narula also directed that adequate signages should be placed at the two Base Camps as well as along the Yatra routes advising Yatris to respect the environment and do nothing to pollute it. The elaborate Do’s and Don’ts issued by the SASB already highlight that all waste materials must be placed in the nearest dustbin and also that the use of polythene materials is banned in the State. CEO urged Deputy Commissioners of Ganderbal and Anantnag districts, CEOs of PDA and SDA and General Manager (Works), SASB, to keep a close watch to ensure segrega- tion of waste collected into biodegradable and non- biodegradable waste and trans- port non- biodegradable waste to the collection centre earmarked for the purpose and ensure its proper disposal. CEOs of the Development Authorities informed that deep composting pits will be dug at the identified locations for disposal of biodegradable waste and ensure that the pits are effective- ly covered with stones and soil to keep it out of reach of wild ani- mals. Divisional Commissioner emphasized on all the agencies responsible for sanitation of Yatra track to closely monitor the day to day sanitation work at the Yatra camps and enroute and maintain close co-ordination to ensure cleanliness and hygiene in the Yatra area and the Base Camps. Ganai, Deputy Commissioner Ganderbal; Mushtaq Ahmed Simnani, CEO, Pahalgam Development Authority; Qazi Sarwal, CEO, Sonamarg Development Authority, Dr. Syed Nadeem Hussain, Regional Director, J&K State Pollution Control Board; Shabir Ahmed, Scientist, J&K State Pollution Control Board; R.K Pandita General Manager works, SASB; Javid Riyaz Banday, General Manager, Sanitation, SASB. 8 yrs imprisonment awarded in rape case Excelsior Correspondent JAMMU, May 18: Principal Sessions Judge Kathua Vinod Chatterji Koul today awarded eight years imprisonment to Mohd Ayaz, son of Bashir Ahmad of Lohai-Billawar in a rape case and acquitted Zarina Begum, Hanifa Begum and Mohd Hussain for want of suffi- cient evidence to prove the charges against them. After hearing both the sides, the court observed that Mohd Ayaz shall undergo imprison- ment for a period of eight years and fine of Rs 50,000 under Section 376 RPC and in case of default in payment of fine he shall undergo a further impris- onment for one year. "He shall also undergo imprisonment for a period of three years and fine of Rs 3000 under Section 363 RPC and in case of default in payment of fine he shall undergo a further imprisonment for three months. He shall also undergo imprison- ment for a period of one year and fine of Rs 1000 under Section 344 RPC and in case of default in payment of fine he shall undergo a further impris- onment for one month", the court said. The court, however, clarified that all the sentences shall run concurrently and the fine, if deposited, shall be given to the prosecutrix/victim as compen- sation. The Minister was interactingwith the delegation of Jammuand Kashmir Un-aided PrivateSchool Coordination Committee(JKUPSCC) which was headedby Prof. Dr. CL Vishen.

During the meeting the repre-sentatives of JKUPSCC raisedvarious issues regarding thesmooth functioning of privateschools in the State which includeenhancement of annual fee, non-implementation of SRO 123, sin-

gle window system for affiliationof schools, non implementationof different Government orders,simplification of submission ofbirth certificates and other issues.The representatives said thatsome of the unnecessary knots inthe system neither help the publicnor the quality of education.

The Minister gave patienthearing to the representatives andpromised them that Governmentwill look into different aspects ofthese issues and solve them oneby one for improving the qualityof education and betterment ofeducational system.

Bukhari said that privateschools are bound to give thefacilities to the students as per thefee they are paying and askedthem to employ the teachers withgood educational qualification toimprove educational standards.

CEO, Div Com review sanitationarrangements for Amarnathji Yatra

SRINAGAR, May 18: Ameeting was held at Raj Bhavanhere under the chairmanship ofUmang Narula, Chief ExecutiveOfficer, Amarnathji ShrineBoard, (SASB) and BaseerAhmed Khan, DivisionalCommissioner Kashmir for final-izing the Action Plan for collec-tion and disposal of waste gener-ated during the ensuring ShriAmarnathji Yatra which is sched-uled to commence on June 29.

The participants held detaileddiscussions in regard to garbagecollection and its disposal, main-tenance of toilets and baths, oper-ation and maintenance of theSewage Treatment Plants atBaltal and Nunwan Base Campand disposal of plastic waste gen-erated during the Yatra period. Itwas decided that all solid wastegenerated during Yatra will bemanaged by the PahalgamDevelopment Authority (PDA),Sonamarg DevelopmentAuthority (SDA) and the ShrineBoard in the areas of their respec-tive responsibilities.

During the meeting it wasinformed that for scientific treat-ment of waste water/ sewage,two Sewage Treatment Plants(STPs), based on decentralizedwaste water treatment technolo-gy, have been commissioned atthe Baltal and Nunwan BaseCamps by SASB. The treatment

units of these STPs include col-lection tanks, Anaerobic baffledreactors, reed beds etc. Duringthe course of Yatra these STPsare regularly monitored and sam-ples are collected from theseSTPs to check the efficiency ofthe STPs.

Umang Narula also directedthat adequate signages should beplaced at the two Base Camps aswell as along the Yatra routesadvising Yatris to respect theenvironment and do nothing topollute it. The elaborate Do’sand Don’ts issued by the SASBalready highlight that all wastematerials must be placed in thenearest dustbin and also that theuse of polythene materials isbanned in the State.

CEO urged DeputyCommissioners of Ganderbal andAnantnag districts, CEOs ofPDA and SDA and GeneralManager (Works), SASB, to keepa close watch to ensure segrega-tion of waste collected intobiodegradable and non-biodegradable waste and trans-port non- biodegradable waste tothe collection centre earmarkedfor the purpose and ensure itsproper disposal.

CEOs of the DevelopmentAuthorities informed that deepcomposting pits will be dug at theidentified locations for disposalof biodegradable waste andensure that the pits are effective-ly covered with stones and soil to

keep it out of reach of wild ani-mals.

Divisional Commissioneremphasized on all the agenciesresponsible for sanitation ofYatra track to closely monitor theday to day sanitation work at theYatra camps and enroute andmaintain close co-ordination toensure cleanliness and hygiene inthe Yatra area and the BaseCamps. CEO, PDA and CEOSDA apprised about the lateststatus of construction of land fillsites at Yenar near Pahalgam andat Serbal and status of clearancefrom Ministry of Forest andEnvironment.

8 yrs imprisonment awarded in rape case

JAMMU, May 18: PrincipalSessions Judge Kathua VinodChatterji Koul today awardedeight years imprisonment toMohd Ayaz, son of BashirAhmad of Lohai-Billawar in arape case and acquitted ZarinaBegum, Hanifa Begum andMohd Hussain for want of suffi-cient evidence to prove thecharges against them.

After hearing both the sides,the court observed that MohdAyaz shall undergo imprison-ment for a period of eight yearsand fine of Rs 50,000 underSection 376 RPC and in case ofdefault in payment of fine heshall undergo a further impris-onment for one year.

"He shall also undergoimprisonment for a period of

three years and fine of Rs 3000under Section 363 RPC and incase of default in payment offine he shall undergo a furtherimprisonment for three months.He shall also undergo imprison-ment for a period of one yearand fine of Rs 1000 underSection 344 RPC and in case ofdefault in payment of fine heshall undergo a further impris-onment for one month", thecourt said.

The court, however, clarifiedthat all the sentences shall runconcurrently and the fine, ifdeposited, shall be given to theprosecutrix/victim as compen-sation.
