The Saudi Standards, Metrology and Quality Organization (SASO) was established pursuant to the Royal Decree No. M/10 dated 16 April, 1972 as a body of judicial personality.

SASO is one of the first pure technical governmental bodies. It governs the organizational and executive tasks related to standards, metrology & quality, including laying down and accrediting Saudi standards of goods, products & services, measurement & calibration bodies, and procedures of conformity evaluation & certification.

SASO is also responsible for accrediting laboratories and certification bodies for quality systems and setting methods of sampling, testing, and technical inspection as well as setting quality systems.

The Certificate of Conformity Program is in line with the Saudi’s future vision for Quality 2020 Program, through which SASO aims to improve and develop the quality of products.

Program Update The Saudi Standards, Metrology and Quality Organization (SASO) has announced new rules on the Conformity Assessment for exports to Saudi Arabia. SASO has developed their own electronic certification system called SABER. This new electronic certification system will be mandatory as of 1 July, 2018. Importers shall use it to request for certification to import their products. We are proud that TUV Austria is aligned with this system and is ready to take off.

Program Objectives The ambition of this program is to certify that goods exported to Saudi Arabia meet quality, safety, and security requirements and thus protect consumer’s health and safety, as well as the environment. This is achieved with the help of accredited certification body such as TUV Austria.

Saudi Food & Drug Authority announces to implement“Food Conformity Certification Program”.

This program allows food products’ importers, exporters and manufacturers to have pre-shipments conformity assessment procedure taken before shipping food to Saudi Arabia.

Saudi Industrial Inspection Services Company (TUV Austria) participates through its experts in food products، and aims to apply the standards according to the Saudi/GSO Technical Regulations and Standards.

The agreement between SFDA and TUV Austria will ensure the safety and conformity of food products.

GOEIC is a service organization that works to protect the consumer and preserve the reputation of Egypt through examining exports and imports of commodities with the latest methods and scientific equipment. It also prepares

statistics on exports and imports.

The General Authority for Export and Import Control works with the sectors of the Ministry of Commerce and Industry as a cooperating system whose main objective is to facilitate trade movement and encourage Egyptian

industries and export development of all types. This is to raise their competitiveness in all international markets to achieve progress and prosperity for the homeland and the Egyptian citizen.

This is in accordance with the provisions of President's Decree No. 378 of 1999.

TUV Austria together with GOEIC works to make sure the goods exported to Egypt meet quality, safety, and security requirements by conducting Product Conformity Assessment.

Assessment MethodsThere are two certification schemes foreseen under this program:

“Inspection per Consignment” Whitelist “Registration with GOEIC”

Every consignment is to be physically inspected at the place of origin by one of the approved third-party inspection company, before the shipment of the goods. Samples of the products are to be taken and analyzed in an ISO 17025 accredited laboratory to demonstrate compliance with the Egyptian Standards. A certificate of inspection will be issued per consignment.

The Egyptian Government has reactivated a “white list” of importers who, under some conditions, are able to avoid full inspection of their shipments if already registered under white list. This option applies only to textile and shoes products.
