This matter was opened to the New Jersey State Board of

Medical Examiners ("Board") upon receipt of information that

Loui1? G. Quartararo, M. D., License No. 25MA07137700,

("Respondent") was engaged in inappropriate sexual contact with

two of his patients.

Respondent, Board Certified in orthopedic surgery, practices

at New Jersey Spine Institute, LLC in Paramus, New Jersey and at

r"nternational Center for Minimally Invasive Surgery in Wyckoff,

New Jersey.

Specifically, Respondent treated patient Jane Doe 1 from

October 2011 through April 2016. While treating patient Jane Doe

1 , he exchanged text messages, images, videos and audio files of

an intimate sexual nature unrelated to legitimate medical

treatment. In addition, Respondent treated patient Jane Doe 2

from March 13, 2017 to approximately March, 2018. While treating

patient Jane Doe 2, Respondent engaged in an inappropriate

intimate sexual relationship with this patient.

These allegations, if proven, would demonstrate that

Respondent engaged in gross and/or repeated acts of negligence,

would demonstrate that Respondent committed professional

misconduct, and would constitute repeated violations of a

regulation of the Board specifically N.J.A.C. 13:35-6.3, all in

violation of N.J.S.A. 45:1-21 (c), (d), (e), and {h),. The

Attorney General is preparing to file a Verified Complaint

alleging that these allegations, if proven, would palpably

derr.onstrate a clear and imminent danger to the public health,

safety and welfare to the people of the State of New Jersey. See

N.J.S.A. 45:1-22.

The parties being desirous of resolving this matter on an

interim basis wi�hout the necessity of further proceedings and it

appearing that Respondent has read the terms of this Interim

Consent Order and understands their meaning and effect and

consents to be bound by san:e and has availed himself of the

advice of counsel, and the Board finding the within disposition

adequately protective of the public health, safety, and welfare;

ORDERED AND AGREED THAT:

1. Respondent, Louis G. Quartararo, M.D., is hereby

granted leave to and shall surrender his license to practice

medicine and surgery in the State of New Jersey. Such surrender

shall be deemed a temporary suspension of his license to practice

medicine and surgery until further Order of the Board. The

suspension shall be effective on April 5, 2019 to allow for a

wind down period described below in paragraph 2.

2. During the wind down period, Respondent shall not take

on any new patients, and shall not schedule any new surgeries for

or appointments with existing patients. However, during the wind­

down period, Respondent shall be permitted to perform surgeries

and post-surgical care/wound care for existing patients that have

already been scheduled as of March 2 , 2019 (provided the surgery

is scheduled to occur on or before April 5, 2019).

3. During the period of temporary suspension, Respondent

shall cease and desist all patient contact at any location and

the rendering of medical care, including the issuance of any

prescription for, or dispensation of, medications of any kind

including but not limited to Controlled Dangerous Substances

("CDS u ), to any patient until further order of the Board.

4. During the period of temporary suspension, Respondent

shall not charge, receive or share in any fee for professional

services rendered by others. Respondent shall be permitted to

collect accounts receivables with respect to professional

services that he rendered prior to the close of business on April

5, 2019.

6. During the period of temporary suspension, Respondent

shall not enter the premises of his medical practice during

business hours or at any time when patients may be present.

7. After April 5, 2019, Respondent shall return his

original New Jersey license and current biennial registration to:

8. Respondent shall immediately advise the Drug

Enforcement Agency (the "DEA") of this Order, specifically the

temporary suspension of his physician license, and within five

days of doing so shall provide proof to the Board said that said

notification to the DEA was made.

9. During the period of temporary suspension, Respondent

shall submit to inpatient treatment for psychosexual evaluation

and treatment at a facility under the direction of Louis Baxter,

�.D., Professional Assistance Program of New Jersey, Inc.

10. This Order shall remain in effect until specifically

modified by the Board through the entry of a subsequent order(s).

11. The parties stipulate that the entry of this Order is

without admission of any wrongdoing by Respondent.

12. The entry of the within Order is without prejudice to

the further investigation and/or prosecution of the pending

matters and/or any violations by Respondent of any statutes or

regulations governing medical and surgical practice in the State

of New Jersey or any other violations of law, by the Board, the

Attorney General, Director of the Division of Consumer Affairs or

any other regulatory or law enforcement agency.

13. Nothing herein shall preclude the Board from initiating

further disciplinary action based upon Respondent's conduct,

whether or not relating to the allegations above. Additionally,

the Board reserves the right to enforce the terms of this Order.

�4. Respondent shall comply with the Directives Applicable

to Any Medical Board Licensee who is Disciplined or Whose

Surrender of Licensure or Cessation of Practice has been Ordered

or Agreed Upon which is attached hereto and made a part hereof.
