1. INTRODUCTION
The European Volleyball Confederation is pleased to open the registration procedure for the 2017 CEV U18 Women / U19 Men Volleyball European Championship.
The organisers for the Final Round are confirmed as:
Men – Györ (HUN) & Puchov (SVK), dates are: 22-30/04/2017 Women – Arnhem (NED), dates are: 01-09/04/2017
All other National Federations will compete in qualifying rounds scheduled for 2016/2017 to book their places in the Final Round.
The competition format for the 2017 edition remains the same as for the 2015 edition.
This Championship will be managed and processed via the CEV database and therefore we ask all National Federations to apply the necessary accuracy while working with it.
It remains the sole responsibility of the NFs to respect all Communications, Regulations, Guidelines and institutional decisions to guarantee the delivery of correct, accurate and complete data at any time that these are required.

2. REGISTRATION PROCEDURE AND DEADLINE
The registration for this edition will be done through the CEV Database using the following form:
01CH (Team Registration) The registration deadline for closing and sending the above mentioned form is:
Wednesday June 1st, 2016 at 23:59 CET
After closing the form on-line, National Federations must click ‘Print Form’ and then sign and stamp the paper copy and send it by registered letter to the CEV Office.
This must also be sent with a post mark dated on or before the above mentioned deadline for the registration to be valid.
On this form there are tick boxes to inform CEV if the respective National Federation intends to apply to organise one of the qualification tournaments.
However, the definitive application forms and required procedure for applying to organise a tournament will be sent to all NFs after the registrations are confirmed in Official Communication No. 2.
3. COMPETITION FORMATS AND DATES
The 2017 competition will be structures as follows:
1ST ROUND A 1st Round will only be played if more than 33 teams for women’s competition and if more than 34 teams for men’s competition of the same gender register for the championship. If played, the 1st Round will follow the single round robin tournament format.
COMPETITION FORMAT:
Depending on the definite number of teams registered – one up to six 1st Round Pools. Each 1st Round tournament will be played with a minimum of three teams and a maximum of four teams.
Each of the three or four National Federations involved in a pool has the right to apply for the organisation of the tournament.
Should more than one Federation apply for the organisation, the organiser will be drawn by the CEV.
Should no National Federations apply for the organisation, the organiser will be drawn by the CEV.

2ND ROUND The second round is organised with a maximum of 32 National Federations qualified from the 1st round or directly qualified. The number of teams qualifying from the 1st to the 2nd Round will depend on the number of teams registering.
COMPETITION FORMAT:
The 2nd Round will be played using the single round robin tournaments format (i.e. one tournament “one against each other”).
Depending on the definite number of teams registered – one up to eight 1st Round Pools. Each 2nd Round tournament will be played with minimum three and maximum four teams.
The four teams in each 2nd Round pool will play one tournament over three competition days with two matches per day.
Each of the four National Federations involved has the right to apply for the organisation of the tournament.
Should more than one National Federations apply for the organisation, the organisers will be drawn by the CEV.
Should less than one National Federations apply for the organisation, the organiser will be drawn by the CEV.
In each pool, the first best placed qualifies to the Final round.
In case of a vacancy in the Final round, the next best placed team(s) of all pools qualifies to the Final round.

4. CEV EUROPEAN RANKING
For the 2017 CEV U18/U19 European Championship, the CEV European Ranking (as relased on 30th March 2016) will be used to list teams and subsequently place them into the specific Rounds.
The updated CEV European Ranking Lists will be available on the CEV website.

5. 1ST AND 2ND ROUND DRAWING OF LOTS
The complete pool composition for the 1st and 2nd Round of qualification will be drawn together at the CEV Office on Tuesday 14th June 2016 at 11:00 CET.
1ST ROUND Once it is determined which teams will start in each of the two qualification rounds, for the 1st Round the respective ranking list will be used to create groups of up to six teams, each of which will be drawn into one of the four rows of the 1st Round pools.
2ND ROUND For the 2nd Round, the respective ranking list will be used to create groups of up to eight teams, each of which will be drawn into one of the four rows of up to eight 2nd Round pools.
6. ORGANISATION APPLICATION
Following the Drawing of Lots, National Federations will be asked to apply for organisation of the tournaments in the 1st Round by the start of July using the provided organiser application forms.
The organiser application deadline for the 2nd Round will be on a date still to be defined, probably in early August.
7. AGE LIMIT
According to the Official Regulations, the 2017 CEV U18/U19 Volleyball European Championship will only be open to:
Female players (U18) must be:

Male players (U19) must be:
Born on 1st January 1999 or thereafter

8. WORLD CHAMPIONSHIP QUALIFICATION The highest six teams, not already qualified, from the 2017 U18 Women / U19 Men CEV Volleyball European Championship will qualify for the respective 2017 World Championship.
The above information has been altered from what was communicated to all National Federations on the 29th March, following the decision of the FIVB Board of Administration to not follow the proposal coming from the Sports Events Council and revert back to the quotas used in 2015.
9. EUROPEAN YOUTH OLYMPIC FESTIVAL QUALIFICATION
The best eight (or seven*) countries from the 2017 U18 women / U19 men CEV Volleyball European Championships will be invited to participate in the 2017 European Youth Olympic Festival in Györ, Hungary.
*The hosting nation (HUN), has the right to nominate their boys and girls team even if not among the top 8 of the U18/U19 European Championships. In case they renounce to participate with one of the national teams concerned (either boys or girls) or with both (boys and girls), the right to compete goes automatically to the next nation, on the basis of the final standing achieved in this competition.

2. 1st ROUND - NEXT STEPS
With the 4 teams already fixed for the women’s 1st Round, CEV are now open for applications from National Federations to organise this 4 team tournament. The application form can now be found in ‘Download’ areas of the CEV Database and is called:

The deadline for returning the above mentioned form is:
Thursday June 30th, 2016 at 23:59 CET
If there are more applications than required, or less, a draw will be conducted to determine the organising National Federation.
3. 2nd ROUND - NEXT STEPS
The drawing of lots for the 2nd Rounds will be held the CEV Office on Wednesday 15th June 2016 at 11:00 CET under the supervision of the European Sports Organising Commission.
The respective ranking list will be used to create groups of up to eight teams, each of which will be drawn into one of the four rows of up to eight 2nd Round pools.
For the men’s competition, the 4th group will only have 7 teams, meaning that one 2nd Round pool will only have 3 teams competing in it.
A small booklet will be sent around to the participating National Federations to explain the drawing of lots procedure followed in more detail and provide the results.
Following this, National Federations interested in applying to organise 2nd Round tournaments can do so using the form which can now be found in ‘Download’ areas of the CEV Database and called:

The logos have to be used with gender denominations.
COMPETITION TITLE BANNER
Positions Nr. 12 has to be produced by the Organiser according to the above layout, with the correct relevant gender denomination. The layouts are available on the ftp server.
BACKDROP
The backdrop is not mandatory but in case a backdrop is used, the latter must be produce according to the official layout available on the ftp server.
COURT LAYOUT
For the matches of the 1st and 2nd rounds, besides Nr. 12, the Organisers must also produce the CEV banners for positions Nr. 9 and 15.
In order to promote the upcoming Men’s and Women’s Final Rounds of the 2017 CEV U18 & U19 Volleyball European Championship in HUN/SVK and NED, the Organisers must produce the banners for positions No. 4 and 19 according to the layouts available on the ftp server.
The floor stickers F1 and F6 are ceded to the Organiser.

LED SYSTEM
Organisers wishing to use the LED system shall send the duly completed LED application form for approval to [email protected]. The LED SYSTEM application is available for downloading in the CEV Database, section Download.
NET ADVERTISING
Net and its advertising must be produced by the Organiser according to the layout available on the ftp server, respecting the following in ratio: 50 % advertising space – CEV 50 % of advertising space – Organiser.

Before attending their Preliminary Inquiry, each team must complete and close the CEV 05bis form inside the CEV Database. (FINAL TEAM REGISTRATION)

6. 2017 FIVB U18 WOMEN / U19 MEN WORLD CHAMPIONSHIPS – FINAL ROUND
The highest 6 place teams from the respective 2017 CEV U18W / U19M Volleyball European Championship Final Round, who have already registered with FIVB, will be directly qualified to the respective 2017 FIVB World Championships Finals.
These championships have been announced by the FIVB as follows:
- U18 Women (20 teams) in Rosario & Santa Fé (ARG) on August 18-27, 2017 - U19 Men (20 teams) in Riffa & Isa Town (BRN) on August 18-27, 2017

7. 2017 EUROPEAN YOUTH OLYMPIC FESTIVAL
The 7 highest placed teams per gender at each Final Round of the 2017 CEV U18W / U19M Volleyball European Championship, will have the right to register its team to the 2017 European Youth Olympic Festival (EYOF), alongside the already qualified host country of Hungary in both genders.
This event is scheduled to run from July 23rd – 30th, 2017, in Györ (HUN).
The age group for the mentioned event is slightly different, we would like to draw your attention to the fact that the EYOF is open to male athletes that are aged 17-18 (born 1999/2000) and female athletes aged 16-17 (born 2000/2001).
Should a slot not be accepted by a National Federation, their place will be offered to the next best placed team in the final standing of the respective European Championship.
8. SOCIAL MEDIA COVERAGE
Social media play a very important key role in the promotion of our sport and this competition. The players, seen their age, are the most active users of social media and social media should therefore be intensively been used to promote volleyball with these age groups. As you will be aware, CEV now operates on four social media platforms, namely:

National Federations are requested to link to these whenever posting or tweeting about the championships. We are also able to confirm that the official #hashtags for use are: #Volleyball – when referring to the sport of Volleyball
#EuroVolleyU18W – when referring to the women’s competition
#EuroVolleyU19M – when referring to the men’s competition
National Federations with teams competing are expected to engage and support the CEV Communications Department with the following:
o Promote the championships via their own social media channels on a regular basis o Use the above mentioned official competition hashtags whenever posting about the
championships

o Share on your social media behind the scene photos and video footage, showing the social side of players and staff, which can be re-tweeted or shared further on by the CEV.
o Provide CEV with additional content to distribute on social media: the best promotion comes from the players themselves.
o These are European Competitions; please adjust content so that it can be comprehensive for fans across all participating countries: dominantly in English. Use multilingual posting to have bigger reach with own fan base.
o Strive for quality and comprehensiveness of both photos and video footage suitable for social media platforms
o Produce additional video material, such as mixed zone interviews in English, for publishing across social media channels
o Promote all CEV social media initiatives (e.g. #PhotoOfTheWeek contest) to their followers
o Engage with the CEV and other participating federations on social media by liking, sharing, reposting, following, retweeting, favouriting content

The CEV can confirm the results of the two respective Final Round Drawing of Lots:
2017 CEV U18 Volleyball European Championship – Women, scheduled from April 1 – 9, 2017 in ARNHEM (NED),
