1. INTRODUCTION

This Official Communication No. 1 (Registration) supports all National Federations which are interested

in registering teams into one of the CEV Clubs competitions.

It contains important information and explanations about registration, regulations and other items for a

smooth running of the competitions.

You will find a useful time line / to-do-list in the Organisation Guidelines - Chapter 1. Please read it

carefully.

The CEV Office is available to help should you have any questions, or need any assistance during this

process.

2. 2019 REGISTRATION PROCEDURE

Registration is done via the CEV database by completing the 01 form (one per gender), no later than

Monday 11 June 2018 at 23:59 CET.

Once you close the 01 form, the data is fixed and cannot be changed. The CEV will set the form as

‘Accepted’ once it is checked. Once the signed and stamped originals are received the CEV will set the

form as ‘Confirmed’.

More information about your registration is available in the Organisation Guidelines - Chapters 2 and 3.

For an explanation about the access to the CEV database and its functionalities, please check Chapter

21.

3. CEV REGULATORY FRAMEWORK

During your participation in a CEV competition, you will have to use and comply with the CEV Regulatory

Framework.

Mainly with the CEV Volleyball Competitions Regulations, the Organisation Guidelines and the Official

Communications. These documents are available on the dedicated section of the CEV website.

You will also have to fill in CEV forms. These forms are available in your area in the CEV database.

The CEV Board of Administration approved some changes in the CEV Volleyball Competitions

Regulations. The new version will be released on 01 June 2018. All the changes are listed in the first

pages.

4. 2019 CALENDAR

The 2019 European Cups calendar is currently available in your download area in the CEV Database

and the CEV website.

5. RANKING

Following a decision of the CEV Board of Administration, there are now two CEV European Cups ranking

lists: one for the CEV Volleyball Champions League and one for the CEV Volleyball Cup and Challenge

Cup.

These ranking lists are available online by your download area in the CEV Database and the CEV

website.

According to the number of registered Clubs, the CEV will determine the number of levels of a CEV

competition, the Clubs qualifying directly to a level and those required to play in a prior level.

The allocation of teams within the levels will be made via a seeding - in accordance with the CEV

European Cups ranking list and the final standing of the National Championship (after any playoffs) –

and a drawing of lots.

The same will be done for the allocation of the "visiting" and "hosting" Club status.


7. BANNED TEAMS

According to the CEV Volleyball Competitions Regulations, the below mentioned teams are not eligible

to participate in the 2019 European Cups (non-exhaustive list):

8. DRAWING OF LOTS

The Drawing of lots for the 1st, 2nd and 3rd Rounds of the CEV Volleyball Champions League will be held

together with the one for the CEV Volleyball Cup and Challenge Cup in Luxembourg on Thursday 28

June 2018.

The information regarding the Drawing of lots of to the CEV Volleyball Champions League - 4th Round

and Gala will be sent in a separate letter in due time.

9. SEMINARS

A seminar will be held in Luxembourg on Friday 29 June 2018 for the:

New Clubs participating in the CEV Volleyball Champions League,

New CEV Supervisors selected for the CEV Volleyball Champions League.

Arrival is scheduled on 28 June in the evening and departure on 30 June in the morning.

10. CHALLENGE SYSTEM

The list of the suppliers fulfilling the CEV requirements is available in the Organisation Guidelines -

Chapter 10.

11. LED SYSTEM

In order to use a dynamic advertisement system - LED system, please submit to the CEV -

[email protected], for approval, the relevant CEV form no later than 31 July 2018.

This form will be available in your download area in the CEV Database on 30 June 2018.

12. MEDIA RIGHTS

All Media rights originally belong to CEV. The CEV Media agency - Sportradar - is the exclusive, global

agent of the CEV in marketing and distributing all Media rights of European Cups competitions.

As per the CEV Volleyball Competitions Regulations, we would like to remind all Clubs about the

mandatory production of the matches (incl. putting at disposal of the international signal upon an

established European satellite) as follows:

CEV Volleyball Champions League: all home matches,

CEV Volleyball Cup: semi-finals and Gold medal match,

CEV & Sportradar in close cooperation with the respective National Federations, leagues and clubs will

13. COMMERCIAL RIGHTS

In accordance with the rights already granted to Clubs (Chapter 18 of the VBCR), the table hereafter

shows the split of Advertising spaces on the Playing area between the CEV and the organising clubs.

If the CEV will not manage to find a partner until the 15th of September 2018 (date due to prior contractual

commitments of CEV), 10% of the CEVs LED timing will be granted to the clubs.

The CEV reserves the following product categories:

Sports Equipment - Volleyballs and flooring,

Sportswear.

If not used, the CEV will release one or more of the above-mentioned categories at the latest 15th

1. COMPETITION SYSTEM – ALLOCATION OF TEAMS

1.1 CHAMPIONS LEAGUE WOMEN

The 20 teams participating in the 4th Round will be divided into four sub-groups (I-II-III-IV) of five teams

each before the Drawing of Lots scheduled on 2 November 2018 as per the table below, which reflects

the latest CEV Champions League Ranking and the number of teams per National Federation:

2. 02 FORM (ORGANISATION INFORMATION) AND CLUB LOGOS

Any team participating in the CEV Volleyball Champions League shall fill in the 02 Form and upload its

logo and/or emblem via the “Club Area” of the CEV Database in two different sections:

There are 2 different kinds of logos:

The club logo linked to the association to which it belongs to

The team emblem used for the running season. This emblem may include for instance the

sponsor logo or other features

All club logos shall be uploaded in the “Contact List” section of the CEV Database, whereas the team

emblem must be uploaded in the “Team Info” section.

If there is no team emblem, then the club logo should also be uploaded here as well.

In the section “Team Info”, the team emblem shall be uploaded 5 times whatever format is used (.jpg,

.ai,.eps) as follows:

One high resolution logo: 1200 pixels x 150dpi

Three image logos with the requested widths: 32 pixels, 100 pixels and 150 pixels.

One logo in vectors: no limitation for this file

In the section “Contact List”, the club logo shall also be uploaded 3 times as follows:

One high resolution logo: 1200 pixels x 150dpi

the image logos with the requested width: 124 pixels x 150dpi

One logo in vectors: no limitation for this file

These logos will be made available via the CEV website to the opponents for promotional purposes as

well as for television graphics.

Missing logos have serious consequences to the corporate visibility and presentation of your club and

the competitions on the CEV website and in the media and on television – starting with the European

Volleyball Gala.

Deadline to fill in the 02 Form and upload clubs’ logos and/or emblems: Monday 23 July 2018

3. 04 FORM – REGISTRATION OF PLAYERS

All players wishing to participate in the 2019 European Cups, need to be registered by their respective

club, under the supervision of their NF’s European Cups Responsible.

The application for players’ licenses can only be performed via the CEV database on the CEV 04 form

(Registration of Players).

The deadlines to complete the CEV 04 form are stated in the tables hereafter.

4. CEV OFFICIAL BALLS

The official ball for the whole season will be the MIKASA MVA200CEV (Green Ball).

The CEV decided to provide all participating clubs of the 2019 CEV Volleyball Champions League with

30 MIKASA balls (MVA200CEV) bearing the current valid competition logo (see below), free of charge

in terms of production and transportation.

These balls will be shipped directly by MIKASA to the respective National Federations which will be

responsible for dispatching the balls to the various clubs. Please note that the CEV partner MIKASA is

in charge for the delivery and the respective receiver for the custom clearance..

The MIKASA balls are also available via the MIKASA distributor network and each participating club

takes the responsibility to have enough balls for games.

A minimum of 14 balls per Team shall be provided during the warm-up before the match and 20 during

each training session

5. ACCREDITATION CARDS / BADGES

According to the CEV Volleyball Competitions Regulations and CEV Organisation Guidelines for Clubs,

each person accredited must receive an accreditation card/ badge.

Each participating team is responsible to produce its own accreditation cards via a new software for all

team delegation members and present them during the Preliminary Inquiry.

The instructions to produce the accreditation cards / badges will be provided beginning of August.

6. TECHNICAL TIME OUT

We would like to inform you that the CEV Board of Administration has decided, during its last meeting

in Kazan (RUS) scheduled on 12 May 2018, to cancel, with immediate effect, the Technical Time-Outs

(TTO) for all future CEV Volleyball Competitions.

Since 14 May 2018 on, there are no more Technical Time-Outs in matches of the CEV Volleyball

Competitions.

This decision does not apply to national competitions.

1. CEV NFTP SERVER

The CEV FTP Server is a tool to download and upload documents related to CEV competitions.

To access the CEV ftp server: ftp://nftp.cev.lu

We recommend to use FileZilla client, which is most advanced and free ftp client for all major operating

systems. You can download the FileZilla client here.

2. CL-S FORM – REQUEST FOR APPROVAL OF SPONSORS

The CL-S form allows Clubs in the CEV Volleyball Champions League to receive the CEV approval for their sponsors' advertisement as well as provide the CEV with information.

All teams shall fill in the CL-S form with all sponsors contracted for the 2019 CEV Volleyball Champions

League.

The CL-S form will be available online in the CEV Database as from Friday 27 July 2018.

All clubs have to duly fill, save, close and send the CL-S form to CEV via the CEV database no later

than 21 days (3 weeks) before their 1st match in the Competition.

3. TEAM UNIFORMS

When ordering the team uniforms, clubs must make sure they are produced according to the CEV

Volleyball Competitions Regulations and CEV Organisations Guidelines for Clubs.

CEV has reserved a set number of product categories for advertisement during the 2019 CEV Volleyball

Champions League, however this rule does not apply to team uniforms and the choice of sponsors is

free. Clubs are allowed to have sponsors from the CEV protected product categories on their team

uniforms.

However, all sponsors appearing on the uniform shall first be approved by CEV through the CL-S form.

Each set of uniforms shall be checked and approved by CEV via nftp server.

Therefore, teams are required to upload the pictures of their 2 sets of uniforms, shirt and short with a

front side and back side view, produced in colours, via the CEV nftp server: ftp://nftp.cev.lu/

COMPETITION BADGE:

The CEV Volleyball Champions League badge has to figure on the team uniform as from the first match,

namely on the right sleeve for jerseys with sleeves or on the upper right chest for jerseys without sleeves.

Clubs have two options:

1°) Order the badges via the CEV Office.

The deadline for ordering such badges is set for Monday 20 August 2018, by sending an email

with the exact number of badges to: [email protected].

2°) Produce the badges using the heat transfer method.

Teams using the heat transfer method have to download the new logo from the CEV ftp server.

The dimensions of the logo are as follows: 7,2 cm x 7,8 cm (width x height)

All 1st ranked teams from previous Champions league editions have the right to use the Competition

logo badge with stars. The number of stars indicates how many times the respective team won the

CEV Volleyball Champions League.

The colour of uniforms required for each match will be communicated by the CEV via the 09 forms on

the CEV Database.

Teams will be responsible for bringing the correct set of uniform and presenting it at the Preliminary

Inquiry. If either team does not bring the required uniform, or there is a colour clash, the home team

must change their uniform. Failure to do this will result in a financial sanction being issued.

Please note that we do not provide any ticket and brochure / Programme layouts. However, all the

relevant information and logos must be printed, namely CEV logo, competition title and logo, CEV

Official partner’s logo.

With respect to the information written in the article 13, Official Communications Nr. 1 the content for all

CEV positions will be confirmed by Friday 21 September 2018.

8. POSTER

The 2019 CEV Volleyball Champions League poster layout instruction will be available on the CEV ftp

server.

9. PROMOTION PLAN

All clubs participating in the 2019 CEV Volleyball Champions League shall develop and provide the

CEV, with one promotional plan per phase. You can find more details in the CEV Organisation

Guidelines for Clubs.

The promotion plan shall reach the CEV Office no later than:

1. Monday 03 September 2018 for teams playing in the 1st and 2nd Rounds.

2. Monday 15 October 2018 for teams playing in the 4th Rounds

10. COURT LAYOUT

The commercial rights distribution on the court is set up according to the information given in the Official

Communication No. 1 and the exact content on all CEV positions and further information will be

communicated to all clubs by the aforementioned date.

2. POSTER

The 2019 CEV Volleyball Champions League poster layout inclusive instructions are available on the

CEV ftp server.

3. COMMERCIAL RIGHTS UPDATE (1ST - 3RD ROUNDS)

In accordance with the information stated in the Official Communication Nr. 1, Article 13, the CEV

releases the following product categories to the clubs for 1st, 2nd and 3rd rounds:

• Airlines,

• Banking,

• Body & Healthcare products,

• Courier services & logistics,

• Sportswear.

The following categories are still reserved by CEV:

• Betting and Gambling services,

• Sports Equipment - Volleyballs and flooring.

4. ACCREDITATION CARDS (1ST - 3RD ROUNDS)

Each team participating in the 1st, 2nd and 3rd rounds is responsible to produce its own accreditation

cards using the official layout available on the ftp server.

5. COURT LAYOUT (1ST - 3RD ROUNDS)

Following the update of commercial rights’ distribution for 1st, 2nd and 3rd rounds, the CEV releases to

the clubs following positions on the court:

7 banner positions: Nr. 3, 8, 10, 11, 13, 15 and 20.

2 floor sticker positions F1 and F6. In order to ensure a unified court layout, the clubs have to

use all 4 positions F1, F2, F5 and F6 on the floor indicated on the court layout.

The CEV maintains 5 banner positions, namely Nr. 4, 9, 12, 14 and 19.

The updated court layout as well as the content to be displayed for CEV positions is shown further in

this document. These banners have to be produced by the clubs.

6. LED SYSTEM (1ST - 3RD ROUNDS)

The CEV releases 25 % from the CEV timing to clubs, i.e. once the LED system application is approved,

the visibility will be split for 1st, 2nd and 3rd rounds between CEV and clubs as follows:

15 % (54 seconds) for CEV

85 % (306 seconds) for clubs

The Led playlist will be available for completing on the ftp server.


7. COMMERCIAL RIGHTS UPDATE (4TH ROUND)

For the 4th round, the following product categories exclusivity is released to clubs:

• Body & Healthcare products,

• Courier services & logistics,

The CEV reserves still following categories:

• Airlines,

• Banking,

• Sportswear.

• Betting and Gambling services,

• Sports Equipment - Volleyballs and flooring.

The CEV may release additionally one or more of the above-mentioned categories depending on

contractual negotiation processes and commitments of CEV. The clubs will be informed immediately

(but not before 15th of December) in case any of those categories will be released.

8. COURT LAYOUT (4TH ROUND)

For the 4th round, the CEV releases to the clubs following positions on the court:

3 banner positions: Nr. 3, 10 and 13.

The CEV maintains 9 banner positions, namely Nr. 4, 8, 9, 11, 12, 14, 15, 19 and 20.

The content will be communicated at a later stage.

The updated court layout can be found further in this document.

9. LED SYSTEM (4TH ROUND)

The CEV releases 10 % from the CEV timing to the clubs, i.e. once the LED system application is

approved, the visibility will be split for 4th round between CEV and clubs as follows:

30 % (108 seconds) for CEV

70 % (252 seconds) for clubs

The Led playlist will be available for completing on the ftp server.

10. 03-I FORM - INSPECTION VISIT / CHECK LIST

Please, note that the Inspection Visit Checklist Form was updated. To control the items that the CEV

1. CEV ACCREDIATION SYSTEM

The new accreditation system has been released. It is mandatory to use from 4th Round of the 2019

CEV Volleyball Champions League.

You can access the accreditation system via this link or via the Clubs Area on our Database.

Furthermore, there is a Badge Manager for the printing of the Badges for the home matches. You can

find it here or also downloaded from the home team matches area in the Accreditation Software.

The process and the regulations referring to the Accreditation System are included in the Handbook

that you received over an e-mail on 13.November 2018.

2. CHALLENGE SYSTEM

We introduce new challenge situation, which for the 2019 CEV Volleyball Champions League is not

mandatory. However, we encourage the teams to implement this situation where the challenge system

allows.

Ball touches the court surface – example the “pancake” -

To determine if the ball contacts the court or did not touch the court.

2. No Floor Touch

3. MOST VALUABLE PLAYER (MVP)

The CEV announce that starting from the 4th round of the 2019 CEV Volleyball Champions League, the

clubs are encouraged to award the Most Valuable Player (MVP) of each match. This is not mandatory

for this season.

The MVP procedure is as follows:

Right after the match ends the appointed CEV Supervisor decides on the MVP of the match

(one player) and informs the organisers accordingly.

The match announcer calls out the MVP right after the two teams shake hands near the net.

The Club is obliged to prepare an award (i.e. sponsor package).

The CEV Supervisor, accompanied by the Club’s representative, hands the award to the MVP

in front of the net.

The official photographer takes photos of the MVP, the CEV Supervisor and Club’s

representative.

The match announcer conducts short interview with the MVP (optional).

1. PROMOTION OF THE SUPER FINALS DURING ¼ FINALS AND ½ FINALS

In order to support the promotional campaign for the Super Finals, all teams playing the quarterfinals

and semifinals are requested to include the promo visual on the LED or, for those teams using static

advertising, to produce two banners (dimension: 6 x 1 m/each).

The layout can be found hereafter and the files for production are available in the “Download section” of

the CEV ftp server (/CEV_marketing/DOWNLOADS/VOLLEYBALL /2019/2019 CEV VOLLEYBALL

CHAMPIONS LEAGUE/BANNERS/Champions League Volley Super Finals promo banner).

IMPORTANT:

To support the visual promo, we also request from all speakers or Masters of Ceremony to announce

the Super Finals with a special message to be communicated before each set, by reading out the

following text:

Get ready for the Super Finals Berlin as the finals of both Men’s and Women’s Champions League will

be played in Berlin in one day – 18 May, 2019.

The message has to be translated and read out in the local language to be better received by

the public, and has to be announced before the start of each set.

2. COURT LAYOUT (1/4 FINALS TO ½ FINALS)

The official court layout to be followed starting from the quarterfinals up to the semi-finals is as follows:

The new LED playlist must be downloaded from the CEV ftp server (“Downloads area”), compiled and

uploaded again for final approval into the club’s folder in the “Uploads area”. For further questions

3. PRIZE MONEY ALLOCATION (1/4 FINALS TO FINALS)

The total prize money for the 2019 CEV Volleyball Champions League stands at a record-breaking EUR

3,547,000, the highest ever since the start of Europe’s elite competition in the 2000-2001 season. The

very same amount is at stake for the men’s and women’s competition, thus accounting for full equality

among the two genders. The breakdown for the teams involved in the knockout phase of the competition

reads as follows:

proposals from the teams.
