• Proportion of young people who are NEET tends to be lower in London than in England (5.1% v 6.1%)

• Maintaining position in current economic climate

But…

• Still 8,960 (March 2011) young people not in education, employment or training

• Youth unemployment 19-24 rapidly increasing

Role of the YPLA

• Ownership of the specification

• Maintain an overall view of delivery against the specification to ensure that contract variations are reflective of local requirements

• Main conduit through which information, including wider provision data and analysis, is made available to local authorities

Role of the Local Authority

• The key leadership role to champion the interests of all young people in their area

• Improve and develop the market to support learning opportunities, including referral mechanisms

• Work with providers individually and/or in partnership to influence and shape the provision on offer

achievement and attendance in mainstream education, training or employment

• Flexibility for providers to design personalised support for the young people

• Focus the investment on the young people most at risk of dropping out or under-achieving

• Target the investment to ensure that all young people in London can access support – but building in some flexibility to reflect travel to study patterns

Connexions levels of support• Intensive Support – young people facing multiple barriers who

need access to a range of specialist services

• Supported – young people who are at risk of not participating effectively in education and training

• e.g. those whose aspirations do not relate to their abilities; who do not attend school regularly; who have learning difficulties or disabilities, who are unlikely to achieve as they should

• Minimum Intervention – young people who need general advice and support at key periods where information, advice and support on educational and vocational issues will be necessary to help them make decisions about their future

Eligibility contractual Requirements (Skills Funding Agency)

• Legally resident in the United Kingdom; and have the right to work in the United Kingdom, with no restrictions on taking up employment

• Young people enrolled in school, college, pupil referral until, with other learning provider or are employed / on an Apprenticeship programme

• Launch of NEET ESF programme – using part of previous LDA ESF allocations

• Working with Greater London Authority on remaining ESF available to support young people
