CHANGE TYPE: Deletion CHANGE SUMMARY: Chapter 34 has been deleted from the IBC in its entirety, and existing buildings will now be solely regulated by the Inter- national Existing Building Code (IEBC). 2015 CODE: CHAPTER 34 EXISTING STRUCTURES (Chapter has been deleted in its entirety.) 101.4.7 Existing Buildings. The provisions of the International Existing Building Code shall apply to all matters governing the repairs, alterations, change of occupancy, addition to and relocation of existing buildings. CHANGE SIGNIFICANCE: The deletion of Chapter 34 from the IBC and the reliance on the IEBC will help code users by providing a more consis- tent and coordinated document to deal with existing buildings. With the removal of Chapter 34, there will now be a single specific document deal- ing with existing buildings as opposed to the partial requirements that were previously found in Chapter 34. Under the 2012 IBC, Section 3401.6 accepted the IEBC as an alterna- tive compliance option and it was “deemed to comply” with the provisions of Chapter 34. Under the 2015 IBC, the IEBC will become a referenced code in Section 101.4, similar to how the IECC is used for energy efficiency in Chapter 13 and Section 101.4.6. The IEBC takes a more comprehensive approach to existing buildings than what was previously included within the IBC. Instead of adding additional language into the IBC to deal with this complex issue, the decision was made to rely on the IEBC as the only document for the regulation of existing buildings. The requirements found within Chapter 34 were previously replicated in Chapters 4 and 14 of the IEBC. Eliminating Chapter 34 from the IBC will therefore remove the duplication and yet still provide code users with the same tools and requirements to regulate existing buildings.
