According to Professor Deep Gulasekaram of Santa Clara University School of Law [on the KQED Forum public radio broadcast of 2018 June 19th]: The three most important words of the United States Constitution are the first three: We, the People… In his iconic television series Civilization, historian and host Sir Kenneth Clark cited another great thinker who had declared: The people of the world will achieve peace when they learn to take each other seriously.

Introduction. The citizens of the United States are blessed with a firm foundation of democratic rights and traditions, including not only the right to petition their government for redress of grievances, but to be legally free of discrimination. This includes many iconic categories, but one highly influential area of is still frequently overlooked: Economic Discrimination under Civil Law. Due to the once-in-a-generation importance of identifying and nourishing the highest and best use of Fort Scott at the Presidio; an exemplary victim of this particular form of discrimination: the STAR ALLIANCE nonprofit organization and its principle author, appeals strongly to the Trustees of the Presidio Trust to accept this initial, broad-brush, conceptual application even though incomplete. In view of the extraordinary nature of STAR ALLIANCE goals — which include educational outreach and inspiration to good will values and civic engagement; With a target population of virtually everyone on Earth (Please see Declaration series attached promoting Highest Civic Ideals for our humanity) — we appeal for more time, invoking reasonable accommodation and assistance for the disabled. With this, we feel we can develop surprising resources and capacities in partnership with major organizations in the Bay Area, nationally, and globally. Due to combined hardships and an incomplete recovery process from a series of devastating injuries from 1996 to 2003, we had no time left to do better with this submittal by the 2018-6-29 deadline, and as it is, we are slightly over. However, in view of the terrific, existential threat to humanity still posed by the vast number of nuclear weapons still extant (when only a few tens of them may be enough to trigger Nuclear Winter) — and due to the apparent, repeated success, or at least seemingly perfect correlation, of three STAR ALLIANCE actions stimulating three, sudden, unexpected, major positive changes on different occasions (The end of the Cold War; the reversal of the Chinese aggression toward Taiwan in 1996; and the remarkable turnaround of leadership attitudes in North Korea (DPRK) and the United States, from 2017 September to the present…Please see letter posted at our website: STARALLIANCE.org), we appeal to the Presidio Trust to make reasonable accommodation for the disabled: 1) Please accept this outline concept proposal just five hours late; 2) Please facilitate partnering opportunities for the overriding benefit of the public interest; and 3) Please allow us to supply a catalytic mission, hard to exceed in efficacy and scope, which we can rationally predict, based on experience, will also succeed:

QUALIFICATIONS & EXPERIENCE Peter Bruce DuMont has been a big thinker all his life. This is the time to harness his unique talents and experience and leverage them in facilitated partnerships with institutions and individuals — qualified in their specialty areas — toward maximum benefit for all humankind toward the highest and best use of Fort Scott at the Presidio! DuMont and his long-time friend (and former fulltime associate (from mid-1981-c.1991): STAR ALLIANCE Co-Founder Ernest D. Siravo) have a long history of commitment to developing a West Coast Campus for the Transcendental Meditation program’s fully-accredited university (headquartered in Fairfield, Iowa.) These seeds were planted when the men were both full-time TM Teachers in the 1970’s; in the Bay Area and Washington, D.C., respectively. DuMont was qualified as an early Teacher of Transcendental Meditation (T.M.) by Maharishi Mahesh Yogi in 1972. In 1978 and 1979, DuMont continued working as a tireless volunteer: Proposing a comprehensive TM pilot program for the Alameda Regional Criminal Justice Planning Board and the many agencies it served within Alameda County. During this time he met personally with every County Supervisor, the County Administrator, the Mayor and Police officials of Oakland, Sheriff’s deputies, and nearly all County department heads having anything to do with personnel and training, rehabilitation, drugs and alcohol, etc.. His proposal was moved and seconded by Supervisor John George and Chief Public Defender James Hooley for an historic $10,000 of first public funding for TM. But the vote was shot down by the only two men refusing to meet with DuMont despite his strenuous prior efforts to answer their questions in person before the vote: The District Attorney and the Sheriff! As a result, DuMont and was forced by economic reality into other activities, but not to the benefit of the County, its residents and taxpayers. Government expenditures for criminal justice, rehabilitation, homelessness, and substance abuse have ballooned by $100’s of Millions since then. Under the enormous threat of the Cold War in the mid-1980’s, DuMont and Siravo re-invented themselves and teamed up to start an independent, nonprofit organization: STAR ALLIANCE, distinct from TM although capable of harmonizing with it.

In 1987 DuMont found an angel funder and with help from others, the men co-produced and hosted weekly cable TV and radio shows for three years running, and collected VIP signatures on DuMont’s early Declarations for Peace Ideals to include with the letters to the Superpower leaders. With support from Siravo, DuMont wrote Presidents Reagan and Gorbachev before each Summit Meeting between approximately 1986 and 1990, each time including more VIP signatures. Soon the Cold War was unexpectedly over! In February of 1990, Russian TV translator Vladimir Pozner accepted the STAR OF PEACE Award at a dinner put on by STAR ALLIANCE at the historic Fairmont Hotel Green Room, where the U.N. Charter had been drafted. Pozner publicly signed the current STAR ALLIANCE Civic Peace Values Declaration at that time. After the pressure of the Cold War was off, however, the group received little recognition and their generous donor cycled on to other priorities. The group went into a period of retraction and DuMont went into creative confusion, recasting the Declaration into a statement of peace ideals, which he reasoned would be more durable. From 1992 to 1994 he returned to the University of California at Berkeley to finish a degree, which was by then available, in Peace and Conflict Studies. DuMont’s Senior Thesis at Cal is an important historical resource which systematically lays out the need for a global civic value-and-identity system encouraging universal responsible citizenships; and the need for a Global Citizens’ Media Network to accelerate the achievement of world peace at this continuing critically dangerous time of cultural-political (not to mention economic-social-legal) transition in human history. In 1995, the City of Oakland passed a unanimous Resolution endorsing the then-current STAR ALLIANCE Declaration of peace values. However a series of three major financial injuries occurring from 1996-1998 — all un-redressed due to Economic Discrimination before Civil Law — put DuMont and, effectively, the organization into a protracted state of unhealed weakness and functional disability. This state is only now lifting, and recovery is still incomplete. But it is well within sight. Funding would have accelerated the recovery long ago, but funding has proved elusive in the state of injury. Catch 22.

Nevertheless, the essential genius of the STAR ALLIANCE approach: catalytic public service through Civic Values Education, Awareness, Inspiration, and Participation — can still be harnessed into effective teamwork and visibility, and not a moment too soon. Major public benefits will start to accrue at once with proper funding, even at an initially modest level, at a time when the stakes are still no less than planetary survival! Of course in some ways the threat is worse, due to decentralized cyber threats and Climate Change adding to the extant monster nuclear potentials. (Please note that Climatologist Dr. Alan Robock of Rutgers University and his colleagues have written that Nuclear Winter could be triggered by a regional war between India and Pakistan, for example with far fewer (and smaller) weapons than most people realize. Perhaps 50-100? They would act as fuses for huge urban fires, triggering the effect for vast regions and eventually the entire planet would be shadowed. No one really knows how few explosions would be required. Robock and his colleagues are studying that now; but we simply must not really experiment! This depends largely on stress reduction and common civic values promotion: Pronto! Fortunately, we have some excellent examples of success, and growing studies of TM, for its part, to inspire us. For everyone’s safety: Catalytic change must quickly reach large populations at home and abroad as soon as possible! Archimedes said: Give me a place to stand, and a lever long enough, and I will move the world.

That place to stand is Fort Scott at the Presidio — in good sight of the Golden Gate. And STAR ALLIANCE, with the Trust’s important support and that of others looking for that highest and best use — can be the lever.

* * * * * * * * * * FINANCIAL CAPACITY It may be obvious that the current financial capacity of STAR ALLIANCE on its own is insufficient for us to be the lead developer at Fort Scott. Even our recent government filings, not to mention our files, website, etc., are not currently up to par, timeliness, and administrative efficiency.

This need not be an insurmountable or even particularly significant obstacle, however, when combined with STAR ALLIANCE foundation integrity, values, and strong, experienced partners such as UC Berkeley (for example) which, if it chooses, can provide credibility and handle or closely oversee financial and project management. Even a modest injection of funds (and/or work space for steady volunteers) is likely to produce remarkable transformation within a short time. Long-time personal experience has shown that the public is hungry for what STAR ALLIANCE offers. When our global tech machine is modernized, with real people in place to back it up, results could be truly remarkable in a very short time. Strategic partnerships for peace was the original spirit of the word Alliance in the name I personally invented for the group — over a period of perhaps two months of creative focus — in early 1986: STAR ALLIANCE. The big stars, or StarPoints™, are the points of value declared. But bringing out the best, and harmonizing the Star Citizen in a diverse variety of individuals and institutions, is vital. Our greatest strength is the whole galaxy of Highest Civic Ideals we declare for our shared humanity. Star Citizens are those who do their best to learn and practice all the values consistently, but also in good balance and proportion to each practical situation. The documents and certainly the Vocabulary of Peace (Please see our website) and other curricula can be developed much more with good public and academic input. It is important to maintain the purity and fundamental nature of the values identified. One huge advantage of this approach is that we have encountered almost no resistance from the public, and that must continue for maximum universality. People have a hard time objecting to pure virtues. It is their application that becomes complicated, and this is the Challenge of Peace for everyone. But this is challenge is much more easily met when the fundamental value commitments are clear. Please take this offer of service seriously — and we predict the Presidio Trust, other partners, and the global public will witness and participate in a sharp acceleration of progress toward stable peace in our times, perhaps catching up the evolution of the human race just in time to handle its technology properly.

As a reminder: 1) initial conceptual proposals are due today, June 29th, and 2) STAR ALLIANCE plans to put in a special, limited submission along with a request for more time to develop strong partnerships in both program offerings and real estate development. I would like to offer herein some additional focus and detail surrounding our STAR ALLIANCE vision for cooperating with the Transcendental Meditation Program. (We will also surely seek partnerships with U.C. Berkeley (my alma mater in Peace and Conflict Studeis, fyi) and other strong institutions such as The MacArthur Foundation, and indeed, the Presidio Trust itself.)

STAR ALLIANCE has designed its programs with public-supportability firmly in mind. We recommend T.M. to the public in various places on our website and in our materials, where we have always said it is available separately and independently, referring the public to the tm.org website, and occasionally to mum.edu. Our vision of STAR ALLIANCE ACADEMY at the Fort Scott campus (and eventually other locations worldwide) is to offer —among other services such as media studios, think tank and conference facilities, planning and administrative offices — regular, ongoing, 5-7 day retreats for schoolteachers, counselors, social workers, law enforcement and probation officers, nonprofit leaders, government training officials and managers, politicians, business managers, thought leaders, youth leaders-in-training, and others in a position to influence their respective colleagues, institutions, and populations. Classes during the retreats would introduce, discuss, and further develop the STAR ALLIANCE good will values documents for all: Declarations (Please see update series attached.), pledges, and important support materials. Participants would also receive instruction in key techniques such as the use of the popular STAR ALLIANCE logo and flag in conjunction with the human hand as powerful teaching metaphors; and the meaningful, warm, fun, and human-bonding Friendship Handshake. A developed Vocabulary of Peace curriculum will be covered in depth. This approach is exciting, because units will easily fit into existing English language classes everywhere, and, as development proceeds, into other language classes, too. The approach also lends itself naturally to public service announcements and other promotional programs which can be developed at the Presidio headquarters and elsewhere on an ongoing basis. During retreats, participants could also have the important opportunity to learn the Transcendental Meditation technique from qualified T.M. teachers, and receive introductions to the Science of Creative Intelligence and other Maharishi University of Management courses. These could be required or optional depending on legal and funding requirements. As we know, participants will gain immediate direct experience of profound inner relaxation, stress reduction, and well-being from TM practice. It will also be explained to them that regular practice will help them and their students who learn when possible on their recommendation back home): actually to experience and practice good will and the associated values for sustainable relationships which STAR ALLIANCE promotes.

These two streams of instruction: STAR ALLIANCE intellectual Civic Values for Good Will, Peace, and Lasting Love; and Transcendental Meditation instruction as offered during the week's retreat, could constitute the core of our joint offerings. Fyi: International delegates will surely be welcomed as seed-people for founding or strengthening STAR ALLIANCE ACADEMIES and TM Programs in their own lands. The STAR ALLIANCE value documents have the advantage of being low-cost to reproduce and distribute quickly to participants home populations, whereas TM instruction will have the advantage of offering profound depths of personal relaxation and enhanced inner experiences. Can you imagine the effect that such a program will have when participants return to their home schools and police departments, businesses, government agencies, and nonprofit organizations? The accumulating effects of these educational experiences on the State of California, the United States, and increasingly: The world; will be life-changing, indeed. With this further description, I hope you may see fit to respond with a brief email of encouragement, if possible, so we can include it as an attachment along with our initial letter of submission. As you know: The Presidio is the special, historic urban National Park situated on the south end of the Golden Gate Bridge. Perhaps one of the T.M. program entities is already applying. If so, please let us know asap!* Ours will be a provisional, foot-in-the-door proposal; since the rehabilitation and development of the twenty-some historic buildings is expected to cost in the neighborhood of $200 M. This figure can sound intimidating until one stops to think how many billions of charity dollars are waiting to find a home — up to the perceived prestige of the donors! For this reason, I firmly believe: We need not think that money is a huge obstacle. Rather: It is the quality, potential, and proven efficacy of the concepts and programs proposed that are of paramount importance.

We all know the impressive and ever-growing body of proof for TM. As proof of efficacy for STAR ALLIANCE: Please recall (or realize) that we started declaring Peace Principles and writing to the Superpower leaders before each summit meeting, several years before the unexpected sudden end of the Cold War in 1989-'90. Then, in 1996, we wrote to the Leaders of China when it was firing rockets over Taiwan. A very short time later, there was a sudden "inexplicable," and highly favorable change of attitude reported from China. (As time allows: Please see our Policy Advisory posted on the History page at STARALLIANCE.org.) Then, just last September, STAR ALLIANCE sent a carefully-composed Policy Advisory to President Kim Jong-un of the DPRK, with a copy to President Trump. Once again a significant STAR ALLIANCE communication seems closely correlated with major unexpected changes in mutual policies. The Presidio's RFP says that developing Fort Scott is a once-in-a-generation opportunity. It may be more than that. At STAR ALLIANCE we have a favorite slogan: Team Work Makes the Dream Work! All of you know my personal (and colleague's) history of holding a vision, since the early 1980's or before, for a West Coast Campus for M.U.M.. What we have not achieved independently to date, I believe we can achieve together starting at the Presidio; with other possibilities for cooperative development, I believe (though not yet approved), at U.C. Berkeley. There is no reason from the STAR ALLIANCE side why Quiet-Time leadership training — and perhaps a small-scale but important West-Coast feeder operation for the M.U.M. campus — cannot be incorporated into these plans for major, mutual (and more importantly: Global public-interest) advantage. A simple letter of encouragement from each or all of you and your respective organizations — expressing provisional interest in cooperating with STAR ALLIANCE and others to achieve these goals, and returned by email in time to be included with our submission for Friday's deadline**, could mean the difference in our attempt to ask for special consideration and more time.** If we can be taken seriously, as a joint entrepreneurial applicant with exceptional and proven purposes; one which simply needs time to gather the necessary resources, I firmly believe we can do this together for the lasting benefit of all. • By encouraging individual Israelis and Palestinians alike to follow suit (or perhaps take the lead!) on a mass scale, it would be the first such experiment to test the catalytic ripple effects of this laudable discussion and process with entire populations.

• Supporting such an effort, it is safe to say, could not materially hurt the cause of mutual security. On the other hand, it could prove to be a vital key — one which could finally un-lock lasting solutions and broad acceptance of a practical peace agreement.

According to Professor Deep Gulasekaram of Santa Clara University School of Law [on the KQED Forum public radio broadcast of 2018 June 19th]: The three most important words of the United States Constitution are the first three: We, the People… In his iconic television series Civilization, historian host Sir Kenneth Clark stated to the effect: Lack of confidence [can do us in.] Noted historian Alistair Cooke answered his interviewer’s query: What is the takeaway insight for the student of history? by stating, simply: It didn’t have to be that way.

INTRODUCTION TO THE OUTLINE PROPOSAL What is STAR ALLIANCE? • A nonprofit, public benefit educational organization which, for thirty-three years, has been identifying and promoting in a quiet, civic way: Baseline social ideals and principles of positive, sustainable human behavior. • Conceptually: The biggest Stars of STAR ALLIANCE are those positive principles: StarPoints™ or Points of Value that exist above the major divisions of the world and can be held in common by the human race. • Values influence virtually all, conscious human behavior. Therefore, it stands to reason that the baseline civic values STAR ALLIANCE declares on behalf of the human race (To get started, anyway! Please see attachments.) are influential if not catalytic. They have proven to improve behavior at every level of society: From families to world leadership. (We welcome scientific scrutiny.) • Distinct from religion. There is no traditional belief system concerning the afterlife, invocation of spiritual authority (other than the declared principles themselves); and even with these: Application of balance and proportion, embracing the co-existence of opposite values (for example: Caution and trust, both of which are necessary) is emphasized. This approach, therefore should be widely, publicly, and officially supportable by governments. • Defined, baseline agreed values are critically needed at this time of crisis for nation and world. They will efficiently help guide and harmonize traditional government, business, and high-tech cultures; and entire populations. Only by rapidly increasing a de-centralized assumption of responsibility, dispersed among the masses and their governments, will human society be empowered to save itself from the worst, potentially cataclysmic multiple threats of Nuclear Winter, Electromagnetic Nuclear Pulse, Cyber- Crime, and of course: Climate Change. Just a few specific examples of the crying needs of today: • BBC Reports [2018-6-26] that global production of opium and cocaine are at their highest levels ever. • Same day BBC headline: Fake News spreads Fear and Violence in India • Need we mention: U.S. schools shootings and other mass violence. • The tinderbox of terrorism, cyber warfare, and ongoing nuclear potentials.

• Unnatural immigration pressures caused by unresolved conflicts and war. • Climate Change threatening mass displacement of low-lying coastal populations worldwide. • Major resources are being used on unresolved conflicts and military expenditures when they are critically needed to help turn the tide of the conflicts themselves. A Special Applicant The citizens of the United States are blessed with a firm foundation of democratic rights and traditions which include not only the right to petition their government for redress of grievances, but to be legally free from discrimination. This includes many iconic categories of discrimination, but one highly influential area is still frequently overlooked: Economic Discrimination under Civil Law. Due to the once-in-a-generation importance of identifying and nourishing the highest and best use of Fort Scott at the Presidio; an exemplary victim of this particular form of discrimination: the STAR ALLIANCE nonprofit organization, and its principle author, Peter Bruce DuMont, appeal strongly to the Trustees of the Presidio Trust to accept this initial, broad-brush, conceptual application even though it is incomplete. In view of the extraordinary nature of STAR ALLIANCE goals — which include a target population of virtually everyone on Earth — for educational outreach and inspiration to good will values and civic engagement (Please see the Declaration of Highest Civic Ideals series attached) — we appeal for more time1 and facilitation, invoking reasonable accommodation and assistance for the disabled. With this, we believe STAR ALLIANCE has the potential to develop surprising resources and capacities in partnership with major organizations in the Bay Area, nationally, and globally — up to and including entire countries and international organizations. In view of the terrific existential threat to humanity still posed by the vast number of nuclear weapons still extant — when only a few tens of them may be required to trigger Nuclear Winter — and due to the apparent repeated successes (or at least: Seemingly perfect correlations) of historical STAR ALLIANCE actions — which apparently helped stimulate sudden, unexpected, and major positive changes on at least three different occasions (Please see more details following): 1 Due to not hearing about this opportunity until May 15th, and an incomplete recovery process still left over from a series of devastating injuries from 1996 to 2003, we had insufficient time do better with this submittal by the 2018-6-29 deadline.

We have appealed to the Presidio Trust and heartily thank it for making reasonable accommodation in this case. • Please facilitate partnering opportunities for the overriding benefit of the global public interest, allowing us to supply a catalytic mission which, based on experience, would appear hard to exceed in efficacy, scope, and impact for good:

[Conclusion of One-A interview with Joshua Johnson, NPR 2019-6-19.] QUALIFICATIONS & EXPERIENCE Peter Bruce DuMont has always been a big thinker. This is the time to harness his unique talents and experience and leverage them, in facilitated partnerships, with institutions and individuals qualified in their specialty areas: Toward maximum benefit for all humankind toward the highest and best use of Fort Scott at the PresidioDuMont and his long-time friend associate (full-time from mid-1981-c.1991): STAR ALLIANCE Co-Founder Ernest D. Siravo, have a long history of commitment to developing a West Coast Campus for the Transcendental Meditation program’s fully-accredited university (headquartered in Fairfield, Iowa.) These seeds were planted when the men were both full-time TM Teachers in the 1970’s; in the Bay Area and Washington, D.C., respectively. DuMont was qualified as an early Teacher of Transcendental Meditation (T.M.) by Maharishi Mahesh Yogi in 1972. In 1978 and 1979, he continued working as a tireless volunteer: Proposing a comprehensive TM pilot program for the Alameda Regional Criminal Justice Planning Board, and the many agencies it served within Alameda County. During this time DuMont met personally with every County Supervisor, the County Administrator, the Mayor and top Police officials of Oakland, County Sheriff’s deputies, and nearly all County department heads having anything to do with personnel and training, rehabilitation, drugs and alcohol, etc.. He proposed a pioneering pilot program for $200,000: To teach a variety of city and county law-enforcement and rehabilitation officials and their clients, drawing on a $1.5 million total of available public funds.

The late, great Supervisor John George, and Chief Public Defender James Hooley, respectively: Moved and seconded for a historic first $10,000 of starter public money. The vote was shot down, however, by the only two powerful men who had refused to meet with DuMont prior to the final vote, despite his strenuous efforts to meet them in person; namely: The District Attorney and the Sheriff! As a result, DuMont and was forced by economic realities into other activities — but not to the benefit of the County, its residents and taxpayers! Government expenditures for criminal justice, rehabilitation, homelessness, and substance abuse have ballooned by $100’s of Millions since then. Under the enormous threat of the Cold War in the mid-1980’s, DuMont and Siravo re-invented themselves and teamed up to start an independent, nonprofit organization: STAR ALLIANCE, distinct from TM, although capable of harmonizing with it. In 1987 DuMont found an angel funder and with help from others, the men co-produced and hosted weekly cable TV and radio shows for three years running; and they collected VIP signatures on DuMont’s early Declarations for Peace to include with their letters to the Superpower leaders. With support from Siravo, DuMont wrote Presidents Reagan and Gorbachev before each Summit Meeting from 1985 to 1988, (and with U.S. President GHW Bush thereafter) each time including more VIP signatures. Soon the Cold War was unexpectedly over! In February of 1990, Russian TV translator Vladimir Pozner accepted the STAR OF PEACE Award at a dinner put on by STAR ALLIANCE at the historic Fairmont Hotel Green Room, where the U.N. Charter had been drafted. Pozner publicly signed the then-current STAR ALLIANCE Civic Peace Values Declaration at that time. After the pressure of the Cold War was off, however, the group received little recognition, and their generous donor cycled on to other priorities. The group went into a period of retraction, and DuMont went into a period of creative confusion, during which time he recast the Declaration into a statement of peace ideals, which he reasoned would be more durable.

From 1992 to 1994, DuMont returned to the University of California at Berkeley to finish a degree (by then available) in Peace and Conflict Studies. DuMont’s Senior Thesis at Cal is an important historical resource, which systematically lays out the need for a global civic value-and-identity system to encourage and facilitate universal responsible citizenships; and the need for a Global Citizens’ Media Network: To accelerate the achievement of world peace at this continuing, critically dangerous time of cultural-political (not to mention economic-social and legal) transition in human history. In 1995, the City of Oakland passed a unanimous Resolution endorsing the then-current STAR ALLIANCE Declaration of Peace Values. A series of three unfair financial injuries occurred between 1996 and 1998, however. Although otherwise unrelated, all three remained un-redressed due to the phenomenon of Economic Discrimination before Civil Law — specifically: The inability of the injured to secure legal representation without up-front funds to pay for it. (Contingency representation proved impractical in all three cases.) The compound effects of all these injuries — and the drain on time and attention trying unsuccessfully to use the law without representation — put DuMont and the organization into a protracted state of unhealed functional disability. This state is only now lifting, and recovery is still incomplete. But it is well within sight. Recovery funding would have accelerated the process long ago, but such funding has proved elusive in the state of injury. Catch 22.

* * * Nevertheless, the essential genius of the STAR ALLIANCE approach: Catalytic public service through Civic Values Education, Awareness, Inspiration, and Participation — can still be harnessed into effective teamwork and visibility, and not a moment too soon! We predict that major public benefits will start to accrue almost at once with proper funding, even at an initially modest level.

This is a time when the stakes are still no less than planetary survival. Of course in some ways the threat is worse now than it was, due to decentralized cyber threats and Climate Change adding to the extant monster nuclear potentials.2 Meeting this existential challenge depends largely on stress reduction and common civic values promotion: Pronto! Fortunately, we have some excellent examples of success, and growing studies of TM, for its part, to inspire us regarding stress reduction. STAR ALLIANCE, for its part, can provide excellent leadership and materials to promote the required universal positive value system. For everyone’s safety: Catalytic change must reach large populations at home and abroad as soon as possible! Archimedes said: Give me a place to stand, and a lever long enough, and I will move the world.

That place to stand is Fort Scott at the Presidio — in good sight of the Golden Gate. STAR ALLIANCE ACADEMY, with the Trust’s important support — and that of others looking for that highest and best use — can be the lever.

* * * * * * * * * * 2 Please note that Climatologist Dr. Alan Robock of Rutgers University and his colleagues have written that Nuclear Winter could be triggered by a regional war between India and Pakistan, for example, with far fewer (and smaller) weapons than most people realize. Perhaps 50-100? They would act as fuses for huge urban fires, triggering the effect for vast regions and eventually the entire planet would be shadowed. No one really knows how few explosions would be required. Robock and his colleagues are studying that now; but we simply must not experiment in real life!

FINANCIAL CAPACITY It may be obvious that the current financial capacity of STAR ALLIANCE on its own is insufficient for us to be the lead developer at Fort Scott. Even our recent government filings, not to mention our files, website, etc., are not currently up to par, timeliness, and administrative efficiency. This need not be an insurmountable or even particularly significant obstacle, however, when combined with STAR ALLIANCE foundation integrity, values, and strong, experienced partners such as UC Berkeley (for example) which, if it chooses, can provide credibility and handle or closely oversee financial and project management. Even a modest injection of funds (and/or work space for steady volunteers) is likely to produce remarkable transformation within a short time. Long-time personal experience has shown that the public is hungry for what STAR ALLIANCE offers. When our global tech machine is modernized, with sufficient real people in place to back it up, results could be truly remarkable in a very short time. Strategic partnerships for peace was the original spirit of the word Alliance in the name personally invented for the group: STAR ALLIANCE — over a period of perhaps two months of intense creative focus in early 1986. The big stars, or StarPoints™, are the points of value declared. But bringing out the best, and harmonizing the Star Citizen in a diverse variety of individuals and institutions, is vital. Our greatest strength is the whole galaxy of Highest Civic Ideals we declare for our shared humanity. Star Citizens are those who do their best to learn and practice all the values — consistently, and also (importantly) in good balance and proportion to each practical situation.3 The documents and certainly the Vocabulary of Peace (Please see this page on our website.) and other curricula and materials can be developed much more with good public and academic input. 3 For example: Caution and Trust are both necessary in life but must be applied in very different proportions in different practical situations. Many other values are, on the surface, opposed to each other, just like unity and diversity; and in the body: opposing muscle groups. Yet both are required.

However, it is important to maintain the purity and fundamental nature of the values identified. One huge advantage of this approach is that we have encountered almost no resistance from the public, and that feature must continue for maximum universality. People have a hard time objecting to pure virtues. It is their application that becomes complicated, and this is the Challenge of Peace for everyone. But this challenge is much more easily met when the fundamental value commitments are clear. Please take this offer of service seriously — and we predict the Presidio Trust, other partners, and the global public will witness and participate in a sharp acceleration of progress toward stable peace in our times, perhaps catching up the evolution of the human race just in time to handle its technology properly.

As a reminder: 1) initial conceptual proposals are due today, June 29th, and 2) STAR ALLIANCE plans to put in a special, limited submission along with a request for more time to develop strong partnerships in both program offerings and real estate development. I would like to offer herein some additional focus and detail surrounding our STAR ALLIANCE vision for cooperating with the Transcendental Meditation Program. (We will also surely seek partnerships with U.C. Berkeley (my alma mater in Peace and Conflict Studies, fyi) and other strong institutions such as The MacArthur Foundation, and indeed, the Presidio Trust itself.) STAR ALLIANCE has designed its programs with public-supportability firmly in mind. We recommend T.M. to the public in various places on our website and in our materials, where we have always said it is available “separately and independently,” referring the public to the tm.org website, and occasionally to mum.edu. Our vision of STAR ALLIANCE ACADEMY at the Fort Scott campus (and eventually other locations worldwide) is to offer —among other services such as media studios, think tank and conference facilities, planning and administrative offices: Regular, ongoing, 5-7 day retreats for schoolteachers, counselors, social workers, law enforcement and probation officers, nonprofit leaders, government training officials and managers, politicians, business managers, thought leaders, youth leaders-in-training, and others in a position to influence their respective colleagues, institutions, and populations. Classes during the retreats would introduce, discuss, and further develop the STAR ALLIANCE good will values documents for all: Declarations (Please see update series attached.), pledges, and important support materials.

Participants would also receive instruction in key techniques such as the use of the popular STAR ALLIANCE logo and flag in conjunction with the human hand as powerful teaching metaphors; and the meaningful, warm, fun, and human-bonding Friendship Handshake. A developed Vocabulary of Peace curriculum will be covered in depth. This approach is exciting, because units will easily fit into existing English language classes everywhere, and, as development proceeds, into other language classes, too. The approach also lends itself naturally to public service announcements and other promotional programs which can be developed at the Presidio headquarters and elsewhere on an ongoing basis. During retreats, participants could also have the important opportunity to learn the Transcendental Meditation technique from qualified T.M. teachers, and receive introductions to the Science of Creative Intelligence and other Maharishi University of Management courses. These could be required or optional depending on legal and funding requirements. As we know, participants will gain immediate direct experience of profound inner relaxation, stress reduction, and well-being from TM practice. It will also be explained to them that regular practice will help them and their students who learn, when possible, on their recommendation back home): actually to experience and [better] practice good will and the associated values for sustainable relationships which STAR ALLIANCE promotes. These two streams of instruction: STAR ALLIANCE intellectual Civic Values for Good Will, Peace, and Lasting Love; and Transcendental Meditation instruction as offered during the week's retreat, could constitute the core of our joint offerings. Fyi: International delegates will surely be welcomed as seed-people for founding or strengthening STAR ALLIANCE ACADEMIES and TM Programs in their own lands. The STAR ALLIANCE value documents have the advantage of being low-cost to reproduce and distribute quickly to participants home populations, whereas TM instruction will have the advantage of offering profound depths of personal relaxation and enhanced inner experiences. Can you imagine the effect that such a program will have when participants return to their home schools and police departments, businesses, government agencies, and nonprofit organizations? The accumulating effects of these educational experiences on the State of California, the United States, and increasingly: The world; will be life-changing indeed. As you know: The Presidio is the special, historic urban National Park situated on the south end of the Golden Gate Bridge. Perhaps one of the T.M. program entities is already applying. If so, please let us know asap!* Ours will be a provisional, foot-in-the-door proposal; since the rehabilitation and development of the twenty-some historic buildings is expected to cost in the neighborhood of $200 M. This figure can sound intimidating until one stops to think how many billions of charity dollars are waiting to find a home — up to the perceived prestige of the donors! For this reason, I firmly believe: We need not think that money is a huge obstacle. Rather: It is the quality, potential, and proven efficacy of the concepts and programs proposed that are of paramount importance. We all know the impressive and ever-growing body of proof for TM. As proof of efficacy for STAR ALLIANCE: Please recall (or realize) that we started declaring Peace Principles and writing to the Superpower leaders before each summit meeting, several years before the unexpected sudden end of the Cold War in 1989-'90. Then, in 1996, we wrote to the Leaders of China when it was firing rockets over Taiwan.

Continued: A very short time later, there was a sudden "inexplicable," and highly favorable change of attitude reported from China. (As time allows: Please see our Policy Advisory posted on the History page at STARALLIANCE.org.) Then, just last September, STAR ALLIANCE sent a carefully-composed Policy Advisory to President Kim Jong-un of the DPRK, with a copy to President Trump. Once again a significant STAR ALLIANCE communication seems closely correlated with major unexpected changes in mutual policies. (The latter case includes prominent referral to TM public and University programs. Please see Summary and main sections 7 in this policy advisory, which is now posted (with edits) under the DPRK page at our website.) The Presidio's RFP says that developing Fort Scott is a once-in-a-generation opportunity. It may be more than that. At STAR ALLIANCE we have a favorite slogan: Team Work Makes the Dream Work! All of you know my personal (and colleague's) history of holding a vision, since the early 1980's or before, for a West Coast Campus for M.U.M.. What we have not achieved independently to date, I believe we can achieve together starting at the Presidio; with other possibilities for cooperative development, I believe (though not yet approved), at U.C. Berkeley. There is no reason from the STAR ALLIANCE side why Quiet-Time leadership training — and perhaps a small-scale but important West-Coast feeder operation for the M.U.M. campus — cannot be incorporated into these plans for major, mutual (and more importantly: Global public-interest) advantage. 1PeterDuMont2STARALLIANCE8 • 11 minutes ago I'd like to offer and suggest that the Israeli government be the first national government to support a movement declaring Humanity's Highest Civic Ideals — principles of good will and integrity, communication, cooperation, and celebration: Toward complementary and common goals. [Ref: STARALLIANCE.org.]

• By encouraging individual Israelis and Palestinians alike to follow suit (or perhaps take the lead!) on a mass scale, it would be the first such experiment to test the catalytic ripple effects of this laudable discussion and process with entire populations.

• Supporting such an effort, it is safe to say, could not materially hurt the cause of mutual security. On the other hand, it could prove to be a vital key — one which could finally un-lock lasting solutions and broad acceptance of a practical peace agreement.

• What a tremendous achievement that would be!

• But to your point: The same could have been said of expectations surrounding North Korea in 2017 September, and look what's happened since then. [Of course there's much more that still needs to happen, including on the USA & Allies side!]

Education Foundation wrote the leadership of the DPRK an eight-page policy advisory at that dark time last Fall, suggesting that with their new-found power to destroy in hand, the DPRK could instead become a global leader for peace!
