Notes to Schedule of Racing (Pages 3 & 4):

A. Warning Signal times are approximate. Listen to VHF and watch flag signals. The programme and starting order may be varied in accordance with SI G2.2 and/or SI G3.

B. The Class split for the Classic Cruiser Class will be notified by Friday 18th July.

C. Classic Cruisers: 1 race is planned each day, to complete a 5 race series.

All Other Classes: 2 races are planned each day, to complete an 8 race series. A maximum of 3 races will be sailed on any one day.

D. If weather conditions necessitate, the Classic Cruiser Class starts may be transferred to a Committee Boat. This will be communicated by VHF Channel 37A. In this case Parts 1 & 4 of the SIs will apply.

E. If weather conditions necessitate, one or more of Race Circuits 1, 2, 3 or 4 may be transferred to the RLYC Shoreline. This will be communicated on the Race Circuits’ designated VHF Channel(s). In this case Parts 1 & 3 of the SIs will apply.

Sailing Instructions Part 1 – General All Competitors for All Racing G1. Rules G1.1 Racing will be governed by the rules as defined in The Racing Rules of

Sailing (RRS). G1.2 There shall be no race unless two boats start. This changes RRS 90.3(a). G1.3 Boats shall not carry anchors that protrude over the bow or outboards that

extend beyond the transom. G1.4 Boats may use any method of propulsion in accordance with RRS 42.3(h) in

an emergency to keep clear of a ship. Such use shall be reported to the race committee within the protest time limit.

G1.5 If it appears to the race committee, or any appropriate authority, that a boat is failing to, or is unable to, comply with SI G5.1, G5.3 or G5.5, it may order that boat to take a tow and the boat shall comply with that order. When taken in tow the boat shall retire.

G1.6 Nothing in SI G1.4 and G1.5 reduces or relieves the obligation of a boat to comply with the collision regulations or ABP Notice to Mariners No 3 of 2014.

G1.7 Boats are required to display, from their backstay (or starboard shroud if no backstay), the Charles Stanley event pennant over their class flag whilst racing. Boats are also required to display a Harken decal on the starboard side of their boom.

G1.8 Competitors participate in the regatta entirely at their own risk. See RRS 4 Decision to Race and NoR 4 Risk Statement.

G2. Notices and Communication with Competitors G2.1 Notices to competitors will be posted on the Official Notice Board in the

Royal London Yacht Club (RLYC) Race Office. G2.2 The race committee may use VHF to broadcast information such as, but not

limited to, safety issues, signals made ashore, the location of the committee boat, time checks before the first warning signal, description of laid marks, sail numbers of boats recalled, change of course and oral alterations to

sailing instructions made before the warning signal, or during the race if it concerns the time limit, in accordance with RRS 90.2(c).

G2.3 The VHF Channel to be used is specified in the Schedule of Racing. Boats shall keep a radio watch from 60 minutes before the first warning signal and until they return to their mooring.

G2.4 Neither failure by the race committee to transmit by VHF the information referred to in SI G2.2 and G6.2, nor errors, omissions or delay in doing so, or the failure by a boat to receive or hear such VHF transmissions will be grounds for redress. This changes RRS 60.1 (b) and 62.1 (a).

G3. Changes to Sailing Instructions

Any change to the Sailing Instructions made ashore will be posted by 0900 on the day it will take effect, except any changes to the Schedule of Racing will be posted by 2000 on the day before it will take effect.

G4 Signals Made Ashore G4.1 Signals made ashore will be displayed at the RLYC flagstaff. G4.2 Flag AP over AP with two sound signals means racing is postponed and

boats are advised not to leave the harbour. The warning signal of the first class to start will be made not less than 45 minutes after replacement of the double AP by a single AP with two sound signals. This changes RRS Race signals.

G4.3 When flag Y is displayed ashore, RRS 40 applies at all times while afloat. Personal Flotation Devices shall be clearly visible to other boats and the race committee. This changes RRS Part 4 preamble.

G5 Course Restrictions and Obstructions G5.1 Boats shall comply with Associated British Ports Notice to Mariners No 3 of

2014: The Moving Prohibited Zone in the Precautionary Area which shall rank as an obstruction for the purposes of RRS 19 and 20. Boats shall avoid close quarters with any commercial vessel noting SIs G1.4, G1.5, G1.6 and G5.3.

G5.2 Boats shall not anchor or kedge in the Cowes harbour fairway and in the

area between Stone Point and Gurnard Bay as indicated on the racing chart provided as an attachment, and on Admiralty Chart 2040. Gas and water pipes, telephone and electricity cables carrying 133,000 volts lie on the sea bed.

G5.3 Boats starting or finishing near Cowes shall keep a good look out for ferries and commercial traffic when in the vicinity of the Cowes harbour fairway as marked on Admiralty chart 2793. Rule 9 parts (b) and (d) of the International Collision Regulations shall be complied with at all times as follows: (b) A sailing vessel shall not impede the passage of a vessel which can safely

navigate only within a narrow channel or fairway. (d) A vessel shall not cross a narrow channel or fairway if such crossing

impedes the passage of a vessel which can safely navigate only within such channel or fairway. The latter vessel may use the sound signal prescribed in Colreg Rule 34(d) if in doubt as to the intention of the crossing vessel.

G5.4 The race committee may set courses that do not permit boats to sail rhumb line courses between marks, particularly over the central Solent Bramble Bank. This shall not be grounds for redress. This changes RRS 62.

G5.5 A breakwater Exclusion Zone marked by IALA buoys, which are all marks of the course, is established off Cowes during the construction and will rank as an obstruction for the purposes of RRS 19 and 20. The diagram shows the Exclusion Zone. Boats, whether racing, preparing to race or have finished racing and in whatever direction they are sailing, shall always remain outside the Exclusion Zone, passing to the north of the red No 2 fairway buoy and the IALA buoys bounding the north side.

G6. The Start - General G6.1 Obstructing the Starting Line Boats whose warning signal has not been made shall keep clear of the

starting line and all other boats whose warning signal has been made. G6.2 Individual Recalls Sail numbers of individually recalled boats may be broadcast on VHF as

soon as practical. G6.3 Late Starting A boat starting later than fifteen minutes after the last starting signal of a

sequence will be scored DNS. This changes RRS A4. G7. Class Flags

See schedule on pages 3 and 4 of these Sailing Instructions. G8. Penalty System G8.1 RRS 44.1 is changed so that the Two Turns Penalty is replaced by the One

Turn Penalty. G8.2 Black Flag Rule (changing RRS 30.3)

(a) If a boat breaks RRS 30.3 and is identified by the Race Committee, she shall be disqualified without a hearing but not if the race is postponed or abandoned before the starting signal or restarted or resailed.

(b) Not sooner than one minute after the start signal, the Race Committee will endeavor to inform competitors of their disqualification on VHF, but failure to do so will not constitute grounds for redress from the penalty.

G9. Time Limit G9.1 Unless otherwise amended in writing or orally in accordance with SI G2.2

the race time limit is 2 hours (3 hours for the RLYC Trinity Cup Race and 4 hours for Classic Cruisers) and the day time limit is 18:00 (16:00 on the last day of the regatta), whichever is the earlier.

G9.2 Changing RRS 35, the race committee may award a finishing position or DNF to any boat not finishing within 30 minutes (on corrected time if applicable)

after the first boat finishes to enable further race(s) to be sailed or racing to be concluded.

G9.3 Changing RRS 35, should no boat finish by the time limit, the result of the race may be determined from the previous time the start/finish line was crossed or the order of boats at a rounding mark or their position at the time limit.

G10. RYA Arbitration, Protests and Requests for Redress

RYA Arbitration will be available. The procedure is described on the RYA website (www.rya.org.uk) under Rules Disputes. The exoneration penalty will be a 20% scoring penalty in accordance with RRS 44.3(c). Arbitration, protests and requests for redress should be submitted on forms available from the Race Office and shall be delivered within 90 minutes (60 minutes on the last day of the regatta) of the time of the last boat to finish the last race of the day in her class. Contact mobile numbers should be included on the form. Protests and requests for redress will follow the procedures outlined in RRS Appendix M. Breaches of sailing instructions G1.3, G1.6, G4.3, G6.1 and G13 will not be grounds for protest by a boat. This changes Rule 60.1(a). Penalties for these breaches and a breach of RRS 55 Trash Disposal, are at the discretion of the Protest Committee (DPI) and may be less than disqualification.

G11. Scoring, Discards & Trophies G11.1 The scoring will be RRS Appendix A changed by the Notice of Race and any

Amendments to the Notice of Race and in these Sis. G11.2 The number of races scheduled and discards for the Cowes Classics Week

G11.3 Results will be posted on the official notice board at the RLYC Race Office and 2014 event website as soon as possible after the last boat has finished.

G11.4 The number of races to count for the Haines Boatyard Race Day Class Trophies on Tuesday 22nd July, for the Winkworth & Royal Victoria Race Day Class Trophies on Wednesday 23rd July and for the Harken Race Day Class Prizes (not Seaview Mermaid Class) on Thursday 24th July is two.

G11.5 The number of races to count for the Harken Overall Trophy (not Seaview Mermaid Class) on Thursday 24th July is two. In the event that less than 2 races are sailed by a class, the total score of each boat in that class will be doubled.

G11.6 In the event that a class has no valid races on Thursday 24th, the Harken Race Day Class Prizes will be awarded to the Class winner from the preceding day.

G11.7 The number of races to count for the Cowes Classics Week New Helm Trophy and the Overall Trophy, the 1792 Cup, is five. In the event that less than 5 races, after discard, are sailed by a class, the total score of each boat in that class will be factored to 5. The Seaview Mermaid and Squib Classes are not eligible to compete for the New Helm and Overall Trophy.

G11.8 To calculate the overall winners described in G11.5 and G11.7, the points scored by each boat shall be multiplied by 10 and then divided by the square root of the number of boats in the class entered in the Regatta, to recognise the added difficulty of winning in a large fleet. The winner will be the boat with the fewest points.

G11.9 The Trinity Cup (Monday 21st July for the Classes listed in Schedule B of the SIs) will be awarded at the discretion of the Race Committee.

G12. Retirements

Boats will notify retirements to the race committee at the earliest opportunity on the designated VHF channel.

G13. Support Boats

Coaching and support boats shall remain outside the areas and extreme lay lines where boats could be racing from the time of the preparatory signal for the first class to start until all boats have finished or the race committee signals a postponement, general recall or abandonment.

Part 2 Committee Boat – Race Circuits 1, 2, 3 & 4 Racing from Committee Boats for 8mR, BOD, Daring, Flying Fifteen, Loch Long, National Swallow, Old Gaffers, Seaview Mermaid (Thursday only), Solent Sunbeam, Squib (Wednesday only) and XOD CB1. Schedule of Racing CB1.1 See schedule on pages 3 and 4 of these Sailing Instructions. CB1.2 When more than one race is scheduled, any subsequent race might not be

started in the same order as the previous race. Any change in the order will be announced on VHF.

CB2. Racing Area

Each committee boat described in the Schedule of Racing (page 4) will set up her course in a separate racing area, which she will broadcast repeatedly on her dedicated VHF Channel commencing at least one hour before the first warning signal of the day.

CB3. The Course CB3.1 The course will consist of a series of fixed marks or a combination of fixed

and laid marks or laid marks only. The course will be signaled on the stern of the Committee Boat by exhibiting the symbol for the marks listed to be rounded in the order of rounding reading, if on two rows, from top left to bottom right. Alternatively or in addition, the course may be announced on the designated VHF channel before the warning signal and repeated after the warning.

CB3.2 An orange or red letter, number, symbol or background indicates the mark shall be left or rounded to port.

CB3.3 A yellow or green letter, number, symbol or background indicates the mark shall be left or rounded to starboard.

CB3.4 When two or three diamonds are shown, the course displayed before the diamonds shall be sailed two or three times respectively; then proceed to any mark(s) shown after the diamonds. In the case of two times a colon (:) may be displayed instead of two diamonds.

CB3.5 Unless C3.8 applies, when a Start/Finish Line hash symbol (#) or a Finish Line plus symbol (+) is displayed in any colour as part of the course, boats shall pass between the main committee boat and the outer distance mark of the relevant line.

CB3.6 When a Spreader Mark symbol (↔) is displayed in any colour, boats shall round the mark which is laid up to approximately 500m from the windward mark at approx 90° to the wind, on the required side.

CB3.7 When a Leeward Gate symbol (∙∙) is displayed in any colour as part of the course, boats shall sail between the leeward gate marks from the direction of the previous mark and round either mark.

CB3.8 Laid Courses: The course will be signaled by the code letter(s) shown on the attachment entitled ‘Laid Courses’, regardless of the colour of the letter and SIs CB3.2 and CB3.3 will not apply. The course to be sailed and order of rounding is shown below each diagram together with the number of times where applicable. Leave all marks to port unless an ‘S’ indicates to starboard. Marks shown in brackets () will not be laid unless the designated symbol in CB3.6 and CB3.7 above is displayed with the code letter. When a (+) symbol is displayed with the course code letter, boats shall finish on the other side of the committee boat to the start line.

CB4. Marks

Marks will either be selected from the fixed navigation buoys or racing marks provided as an attachment or be specially laid inflated marks as follows:

CB5. The Start CB5.1 The starting line is between a staff bearing an orange flag on the main

committee boat and an outer distance mark which is the nearby navigation buoy or racing mark or inflated mark or a staff bearing an orange flag on a committee boat. An Inner Distance Mark may be laid.

CB5.2 Between races IC flag AP may be displayed with two sounds and removed one minute before the warning signal with one sound.

CB6. Change of Course after the Start

Add to RRS 33, the race committee may display (or radio) the course to be sailed, in accordance with SI CB3 for the remainder of the race which may be longer or shorter. If a (#) or (+) is displayed boats shall proceed directly to the Finish Line from that mark. However, changing Race Signals flag C and RRS 33, the position of any laid inflated mark(s) may be adjusted by up to approximately plus or minus 10 degrees relative to the previous laid mark(s) and up to approximately 500m to windward or leeward without signaling in accordance with RRS 33(a) or (b).

CB7. The Finish CB7.1 The finishing line is between the staff or halyard displaying an orange flag

on a committee boat and the ODM of the Start/Finish Line or the last mark of the course.

CB7.2 The Race Committee may finish boats if their positions are such that they will not materially change the outcome of the race. This will be communicated to the boat(s) by VHF and/or by a Race Committee boat. Their score in the race will be as per their position at the time of being advised that they have been finished.

Part 3 Shoreline – Race Circuit 5 & Trinity Cup Race Racing from the Royal London Yacht Club Shoreline for Classic Cruisers & Trinity Cup Race (Monday 21st) SL1. Schedule of Racing

See schedule on pages 3 and 4 of these Sailing Instructions. SL2. The Course SL2.1 The marks contained on a separate insert to the SIs have been allocated the

2-character identifying codes as shown. SL2.2 The course to be sailed will be announced by the Race Committee on VHF

Channel 37A before the warning signal and after the warning signal. SL2.3 Marks, each identified by their allocated 2-character code and name, and

their required side, will be announced in the order in which they are to be left.

SL2.4 All marks are to be rounded (see RRS 28.2) unless they are specifically identified as passing marks. If the mark is not a rounding mark then the words ‘leave to (port or starboard)’ will be used instead of ‘round to (port or starboard).

SL3. The Start SL3.1 The RLYC Shore Line is defined as the extension of a line from a black and

orange board on the RLYC Club House in line with a similar board on The Parade wall. The Outer Distance Mark (ODM) is the Trinity House Buoy. The south western extremity of the starting line is bounded by the Exclusion Zone (refer to SI G5.5) and in particular No. 2 Harbour Buoy which must be passed to the north.

SL3.2 Direction of Start Prior to the first warning signal of the day a signal displayed on the RLYC

flag pole will indicate the start direction, with a green flag for a start to the west (green = Gurnard) and a red flag for a start to the east (red = Ryde).

SL3.3 For the Classic Cruiser Class only, RRS 26 - Starting Signals – is amended so that the Warning Signal will be made 10 minutes before the starting signal,

other signals remain unaltered. The starting sequence will therefore be 10, 4, 1, Start. However, if there is a postponement during the starting sequence, a general recall or an abandonment after the start, the starting sequence will revert to RRS 26 (i.e. 5, 4, 1, Start).

SL4. The Finish SL4.1 The finishing line is between the black and orange post on the RLYC

clubhouse and the Trinity House Buoy. SL4.2 The Race Committee may finish boats if their positions are such that they

will not materially change the outcome of the race. This will be communicated to the boat(s) by VHF and/or by a Race Committee boat. Their score in the race will be as per their position at the time of being advised that they have been finished.

Part 4 - Committee Boat for Classic Cruisers If weather conditions necessitate, the Classic Cruiser Classes starts may be transferred to a Committee Boat in which case Part 1 & Part 4 of the SIs will apply. Information on the transfer to a Committee Boat will be communicated by VHF Channel 37A, and the designated VHF Channel of the Committee Boat will be given. CC1. Racing Area

The description of the committee boat and the intended racing area will be broadcast repeatedly on the designated VHF channel at least one hour before the first warning signal of the day.

CC2. The Course CC2.1 The marks contained on a separate insert to the SIs have been allocated the

2-character identifying codes as shown. CC2.2 The course to be sailed will be announced by the Race Committee on the

designated VHF Channel before the warning signal and after the warning signal.

CC2.3 Marks, each identified by their allocated 2-character code and name, and their required side, will be announced in the order in which they are to be left.

CC2.4 All marks are to be rounded (see RRS 28.2) unless they are specifically identified as passing marks. If the mark is not a rounding mark then the words ‘leave to (port or starboard)’ will be used instead of ‘round to (port or starboard).

CC3. The Start CC3.1 The starting line is between a staff bearing an orange flag on the main

committee boat and an outer distance mark which is the nearby navigation buoy or racing mark or inflated mark or a staff bearing an orange flag on a committee boat. An Inner Distance Mark may be laid.

CC3.2 RRS 26 - Starting Signals – is amended so that the Warning Signal will be

made 10 minutes before the starting signal, other signals remain unaltered. The starting sequence will therefore be 10, 4, 1, Start. However, if there is a postponement during the starting sequence, a general recall or an abandonment after the start, the starting sequence will revert to RRS 26 (i.e. 5, 4, 1, Start).

CC4. The Finish CC4.1 The finishing line is between the staff or halyard displaying an orange flag

on a committee boat and the ODM of the Start/Finish Line or the last mark of the course.

CC4.2 The Race Committee may finish boats if their positions are such that they will not materially change the outcome of the race. This will be communicated to the boat(s) by VHF and/or by a Race Committee boat. Their score in the race will be as per their position at the time of being advised that they have been finished.

Emergency Procedures Afloat

If you have a medical or other emergency afloat call VHF Channel 16 and then inform the race committee on the appropriate VHF channel advising the nature of the emergency the name of the casualty and your location. You may be asked to switch to another VHF channel or a mobile telephone. If the casualty requires treatment ashore, unless advised otherwise, you should moor on the east side of the Trinity Pontoon (Outside Royal London YC) where access for an ambulance is possible. If using mobile telephone, the Emergency Services (Fire, Ambulance, Police) can be contacted by dialing 999 or 112, but please inform the race committee if you have made this call.

Morning launches will only run from/to Trinity Landing (RLYC). After racing, launches will return to Trinity Landing and the Island Sailing Club.

Official Charity

Cowes Classics Week has selected the Isle of Wight High Sheriffs’ Trust as its official charity for 2014. The Island is a terrific sailing venue and a beautiful place to live, but behind the scenes it suffers disproportionately from poor education, high youth unemployment and a poverty of aspiration and confidence amongst young people. Water sports, and sailing in particular, can offer transformational opportunities through team building, learning skills and follow up mentoring. With your help, we can give more local young people the chance to improve their lives and reach their full potential.
