What Determines HQT Status?

The ESEA definition of “highly qualified” does not completely align to the current state licensure/certification structure and assignment rules.
Teachers who are allowed to teach certain courses under state licensure/certification and assignment rules may not meet the definition of “highly qualified.”
Teachers who do meet the definition of “highly qualified” and who do NOT have the endorsement on their license MAY require a License for Conditional Assignment under the current state licensure structure.

Elementary HOUSSE
To qualify for the Elementary HOUSSE, a total of sixty (60) points of combined coursework must be earned.
Experience must meet the 3 year minimum requirement to be eligible. A teaching license must have
been awarded prior to the 2007-2008 school year and a minimum of three years teaching
experience at the elementary level must have occurred prior to the 2009-2010 school year.
Secondary HOUSSE To qualify for the Secondary HOUSSE, a total of one hundred (100) points of
• combined coursework,
• professional development, and
• experience must be earned.
Experience must meet the 3 year minimum requirement, to be eligible, and may not exceed the 5 year
maximum for a total of no more than 50 points. A teaching license must have been awarded prior to the
2007-2008 school year and a minimum of three years teaching experience in the subject to be evaluated must have occurred prior to the 2009-2010 school year.

When Must A Teacher be HQ?
Core content
teachers must

Scenarios Our middle school offers a reading class that focuses on the skills
needed to comprehend different types of text. Students in this class
generally have all other skills needed for strong reading, such as
decoding and fluency skills. The teacher providing this instruction has
an English Language Arts endorsement.
Our middle school offers Middle School Reading II which is a
comprehensive based reading intervention in that it addresses all
skills needed for reading, such as decoding, fluency, vocabulary and
comprehension. Teachers use the curriculum to instruct students on
phonics, fluency, vocabulary and comprehension. The teacher
providing this instruction has an English Language Arts endorsement.
Scenarios Our school offers our students a Sixth Grade Spanish class which
they take as an elective class. The teacher has an elementary
multiple subjects endorsement and speaks fluent Spanish.
Teachers are teaching a reading intervention program at the junior
high. The intervention program is being taught as an elective and is
not replacing core language arts instruction. The school use all
teachers to teach this program.

Do Charter School Teachers
Need to be Highly Qualified?
For Charter School teachers, the term
HQT means that the teacher meets the
requirements set forth in Oregon public
charter school law.
“Any person employed as a teacher in a public
charter school shall be licensed or registered to teach
by the commission.”
ORS Title 30 Chapter 338.135 7(b) and (c)
Licensed or Registered O Any person employed as a teacher in a public
charter school shall be licensed or registered by
TSPC.
O In a public charter school, at least 50% of total
Teacher and Administrator FTE* must be
licensed** and up to 50% may be registered by
TSPC. ORS 338.135(7)
O Teachers teaching at a virtual public charter who
are licensed by TSPC must provide 95% of the
school instructional hours. ORS 338.120(1)(f)(B)

Our K-8 Charter School has a Registered Teacher who is
teaching 9th grade science and has an Biology endorsement
from TSPC.
Our Chinese Immersion School elementary Chinese teacher is
teaching self-contained 3rd grade. The teacher has a Restricted
Transitional License with an endorsement in Chinese.

Do Special Education Teachers Need

toward an Alternative Certificate must

competency.
• Special Education teachers providing
supplemental support/reinforcement are not
considered to be teaching core academic
subjects and thus do not need to meet the
highly qualified requirements.
Scenarios Our Elementary School Learning Resource Center teacher teaches
a variety of students-who come to the resource center for math and
reading help.
A teacher with SPED and Multiple Subjects endorsements is
teaching a 9th grade Science class with a combination of students
working towards either a modified or regular high school diploma.
Teacher has a Standard Teaching license with Basic Biology and
Standard Exceptional Learner I endorsements. The teacher is
currently teaching a modified math class to 9th through 12th
graders and use the 7th and 8th grade math book.

Online/Distance Learning Classes
Types
O Teacher is provided by the online provider
and interacts with the students. O Online teacher must be HQ and reported in Staff
Assignment.
O Online curriculum provided without a
teacher. O School must provide a HQ teacher and report him/her
in Staff Assignment.
O University/community college faculty O School does not need to report these classes/teachers.
Scenarios Our students attend our online school where they are working on all
different classes. These are self-paced, online courses where the
computer program builds the curriculum and provides the instruction.
There is a staff member in the room monitoring the students.
Some of our students are taking an online Spanish class from a Blue
Mountain Community College faculty member. The teacher has a
master’s degree in Spanish. The community college sends us the
grade which we add to the student’s grade/transcripts.
We use Aventa Learning as our online provider. Aventa’s teachers
build the curriculum, provide the instruction and issue the grade.
They have told us all of their teachers meet the highly qualified
requirements.
