This past year signaled the reality that Roger Williams Medical Center has become Rhode Island’s undisputed leader in cancer care and research.

The Roger Williams Cancer Center is the state’s only fully integrated source of cancer care, offering medical, surgical and radiation oncology under one roof, along with the state’s only blood and marrow transplantation program. More than a dozen cancer physicians, trained at some of the world’s leading cancer centers, have access to leading edge cancer technologies such as the NanoKnife Surgical System. And our active cancer research efforts have made promising new tools in the fight against cancer available to Rhode Islanders through a number of exciting clinical trials.

This past year also witnessed the emergence of The Orthopedics Centerat Roger Williams as a significant source of quality orthopedic care. This dedicated patient unit provides integrated post-oper-ative orthopedic care, including on-site rehabilitation, for hundreds of patients each year who have received knee or hip replacements, delicate spinal surgery or treatment of sports injuries. The Orthopedics Center has received the prestigious Blue Distinction designation in orthopedic care from the Blue Cross Blue Shield Association.

They are an amazing team of physicians, nurses and other skilled professionals who understand what teamwork can produce. We are proud to showcase just a few examples in this annual report.

Leadership LetterNow in its fourth year of operation, CharterCARE Health Partners has become an essential part of Rhode Island health care. Our leadership in cancer treatment and research, in elder health care and in behavioral health services is an irreplaceable component in the Ocean State.

When CharterCARE was established, we set out to capitalize on the opportunities associated with our affiliation. Chief among those was the pursuit of expense reduction, which now approaches $30 million, producing savings that have made our two heritage hospitals, Roger Williams Medical Center and Our Lady of Fatima Hospital, among the lowest cost providers in Rhode Island.

Even more impressive has been the emergence of our hospitals as new leaders in health care quality and patient safety. Fatima Hospital received four gold medal certifications – in diabetes care, advanced primary stroke care, knee surgery and hip surgery – from the Joint Commission, the national health care accrediting body. Roger Williams was re-credentialed as a Bariatric Surgery Center of Excellence and was one of the first in the nation to receive accreditation for a Surgical Oncology Fellowship.

This rare combination of operating efficiency with strengthening clinical quality has attracted physicians who value our ability to meld community-based medicine with an ongoing commitment to academic medicine and research. A strong and diverse physician base is integral to our future.

Recently, we signed a letter-of-intent with a prospective capital partner (see copy on right). We look forward to an exciting year as we move forward in this process.

Something Very Special is Happening at Our Lady of Fatima Hospital

What happens when a hospital challenges its doctors, nurses and professional staff to become a regional leader in quality care and patient safety?

In the case of Our Lady of Fatima Hospital, some very special things occur. We began with the basics…by introducing a new model of care, hospital-wide…an innovative care philosophy where patients become partners with doctors and nurses in their care. Regular, one-on-one communication between doctor and patient and nurse are at the heart of this model, producing an environment where patients are not reduced to the sum total of lab reports and chart notes but are, instead, an active care partner.

Just as important, Fatima Hospital has emerged as a leader in care quality and patient safety. Following rigorous review by the Joint Commission, the organization

that provides accreditation and certification status to hospitals across the nation, Fatima Hospital received the Commission’s prestigious Gold Medal certifi cation for care of patients with diabetes (the first such recognition in New England), advanced primary stroke care and for hip and knee surgery (the fi rst such recognition in Rhode Island).

Rounding out this dramatic pursuit of improvement has been the total re-engineering of care in the Fatima Emer-gency Department. Under the leadership of a nationally recognized, physician owned and operated management company, waiting times have been dramatically reduced.

The letter of Intent is the fi rst step in a process that will create a new and innovative joint venture that will provide for local governance and input, while serving as a model alternative for the delivery of high quality, cost effi cient care for the people of Rhode Island. Furthermore, Prospect will make a signifi cant capital contribution into a new company, which will be jointly owned by Prospect and CharterCARE. Fifty percent of the Board of Directors of the new company will be appointed by CharterCARE, thereby maintaining a strong, local governance presence.

The proposed transaction will provide important capital and resources to CharterCARE’s hospitals to sustain and develop clinical programs, acquire new technology and attract physicians. The joint venture will create a for-profi t company that would pay taxes while maintaining the hospitals’ current charity care commitments.

Following the negotiation of a defi nitive agreement, an application for approval under the Rhode Island Hospital Conversion Act will be made to the Rhode Island Attorney General and the Rhode Island Department of Health.

New This Year. Elder Friendly Emergency RoomsOlder adults should not find the environment of an emergency room to be as traumatic as the reason they’ve been brought there. Bright lights, noise, and staff who haven’t had geriatric-specific training can all combine to make an emergency room visit upset-ting and uncomfortable.

That’s why Roger Williams Medical Center and Fatima Hospital have introduced Rhode Island’s first elder friendly emergency depart-ments. Both hospital emergency rooms have undergone physical renovations – designated elder treatment areas, non-glare lighting, non-skid flooring and sound-absorbing ceiling tiles – to provide a comforting and compassionate environment for older patients.

Just as important, all emergency room staff – physicians, nurses, social workers and technicians – have received geriatric training and enhanced assessment tools to ensure that the special needs of the elderly do not go overlooked in the fast-paced emergency room.

Assisted Living and Long Term Care With A Real DifferenceCharterCARE operates Elmhurst Extended Care, a vibrant com-munity of elders who are our partners just as much as they are our residents and patients. Elmhurst’s assisted living floors are designated as “neighborhoods”, each with its own personality and culture. Residents are treated under the Eden Alternative model, which changes the paradigm of elder living to one that centers on

empowerment of the elderly to live full lives and the respect that their age has earned them.

Elmhurst also offers long-term nursing home care under the same Eden Alternative model and, just this year, introduced a transitional care unit with on site rehabilitation to help post-hospital patients reacquire the skills of daily living.

Home Health ServicesCharterCARE Home Health Services understands the social and economic interests of allowing our older adults to “age in place” in the comfortable surroundings of their home. We offer a com-plete array of home health services including physical therapy, nutritional advice, medical social work and case management, as well as a personal emergency response system. And our patient centered approach and team of seasoned professionals have the patient satisfaction results to back it up.
