MINUTES FROM FEBRUARY 17TH, 2011
REGULAR MEETING OF THE SCAPA
22 people were present at the February 17th, 2011 metting.
Susan Bishop welcomed new member Charlotte Garrett.
The business meeting opened with the 50/50 drawing for $27.00 to JoAn Roland.
Susan Bishop thanked Kathy Smith for hosting the meeting.
Goody bags were given to everyone present for year end.
A plaque was presented to Kathy Smith for her two years of service as President. Other
past officers and volunters also received framed recognitions of service.
The proposed budget for 2011 was discussed as posted in the February 2011 Chatterbox. A
request for a banner holder was made. Motion to accept the request for a banner holder,
with a maximum amount of $200, was made by Kathy Smith and seconded by Dottie
Leopard. The request was accepted. Ann Fink can get a good price on banner holders and
also possibly a new banner with the APA and SCAPA logos along with the CPP and FPC
logos. Motion to accept the budget was made by Kathy Smith and seconded by Nancy So-
sua. The budget was accepted.
A motion to accept the minutes as posted in the February Chatterbox was made by Pam
Williams and seconded by Lynn Williams. The minutes were accepted.
A motioned to accept the treasury report, as given by Bonnie Jones, was made by Ann
Fink with a second motion made Tracy Fish. The treasury report was accepted.
Susan Bishop spoke on the letter that was sent to the SC Department of Employment and
Workfoce by Nancy Sosua in regards to the change of due date for quaterly reports. The
SCDEW decided against the change.

Request a Proclamation
How to Lobby for a City or State Payroll Week Wouldn’t it be great if everyone in your city and state joined the NPW celebration? Simply ask your mayor and/or governor to issue an official “National Payroll Week”proclamation –it’s easier than you might think!
1. Begin by contacting your mayor or governor’s office for information about the procedures for en-
acting a proclamation. This is not an uncommon request, and most city/state officials have very simple procedures in place for the process. Ask the person to whom you speak if he/she will be your contact through the process. If not, obtain the name and phone number of the person with whom you will be interacting.
2. Be sure that the week you request is the same week in which Labor Day falls –that’s when Na-
tional Payroll Week takes place every year.
3. Your proclamation request packet should include the following:
A letter explaining your goal in encouraging a city/state payroll week
Sample language for the official proclamation
Information about National Payroll Week
Information about the American Payroll Association
Ask your contact if there is any additional information needed to complete your package, and find
out where you should send your completed request packet.
Once you’ve sent your packet, maintain correspondence with your contact by following up within
two weeks to determine the progress of your request. Ask when a decision will be made and when you can expect to be notified.
Once your proclamation has been adopted, be sure to write your mayor or governor, and anyone else who helped you through the process, and thank them for their assistance and support!
