The assessment of conformity or the suitability for use of the

interoperabilityconstituentsandtheappraisaloftheECprocedure

for verification of the subsystems of the rail system (Directive

2008/57/EC and the related Technical Specifications for

Interoperability).

DESIGNATED BODY

Conformity assessment of railway constituents and railway

subsystemsinaccordancewiththenationalruleswhenevertechnical

specifications for interoperability are not applicable or whenever

derogationstothelatterexist.

TESTING ACTIVITIES

Thecarryingoutoftestsontherailnetwork.Itmainlyconcernstests

toassurethetechnicalcompatibilitybetweentherollingstockand

theinfrastructure.

INSPECTION BODY

Inspections and technical visits of existing or new rolling stocks,

inspectionsofoldrollingstocksusedontouristicalroutes.

ECM

The assessment of the entities in charge of maintenance and

maintenanceworkshopsaccording to the regulation445/2011/EU

(ECM).

ISA

The assessment of the safety of railway constituents and railway

subsystems according to the EN standards EN50126, EN50128 and

EN50129(ISAactivity).

Belgorail to dispose of the necessary

competences for fulfilling its missions

The engineering, analysis, verification, inspection, control,

… activities are undertaken by technical experts who are

experiencedandfamiliarwithsuchmissions.Theyaredesignated

in accordance with their specific competences in the railway

transportationareaorotherareas.

Belgorail aims at complying with the requirements imposed for

railway transportation certification bodies, as well on national

as on international level. These requirements are those which

are applicable for Notified Bodies on an european level, for

DesignatedBodiesoperatinginanationalcontextandforproduct

certificationorinspectionbodies.

In this regard, Belgorail is accredited in accordance with the

requirementsforproductcertificationbodiesasmentionedinthe

EN45011(nowreplacedbyISO17065).

TheaccreditationofBelgorailwithrespecttosafetyassessments

activitiesbasedontheISO17020standardisalsoonitswayand

shouldbefinalisedin2014.

The accreditation of Belgorail has been performed by BELAC,

public authority which carries out its activities under the

responsibilityoftheBelgianState.Thisaccreditation,registered

anddescribedunderthereference335-PROD,hasbeengranted

after several audits and following the detailed analysis of the

workingmethodsofthecompany.

In accordance with the requirements specific for certification

bodies, the Board of Directors has established a Certification

Committee, an Advisory Committee and an Appeal Committee.

Amongstothers, these committeesguaranty the impartialityof

Belgorail.

Belgorail received in March 2005 the identification number 1615 allocated by the

Belgorail is appointed at national level in Belgium, Luxembourg, France, Algeria

andSpainasDesignatedBodyintheframeworkoftheassessmentaccordingtothe

applicablenationalrules,incaseoflackoftechnicalspecificationofinteroperabilityor

incaseofderogationsfromthesespecifications.Thisinordertoassesstheconformity

ofthesubsystemsoftheconventionalandhighspeedrailwaysystemaccordingtothe

nationaltechnicalrulesinuse.

AfirstofficialdecisionontheabovehasbeenpublishedintheMoniteurBelgedated

January27,2005(MinisterialDecisiondatedJanuary17,2005).Thelatestevolutions

accordingtotheofficialstatusofBelgorailhavebeenpublishedintheMoniteurBelge

datedJune13,2007(MinisterialDecisiondatedMay2,2007).

In Luxembourg, the corresponding measures have been specified in the Ministerial

Decision dated August 22, 2011 recognizing Belgorail as a competent body for

Luxembourg.

InFrance,BelgorailhasreceivedtheOQAqualificationbytheEPSFinJuly17,2012.

InAlgeria,BelgorailissinceJanuary2014recognizedbytheAlgerianpublicauthorities

asOQAintheframeworkofmetroandurbantransportationsystems.

InSpain, theaccreditationfor thecertificationactivitiesaccording to the Spanish

nationalregulation,ETHrules,hasbeenobtainedinMay2014.

Belgorail fulfills since its creation the European criteria in the context of safety

assessments activities. In 2013, the company has also been officially approved by

theSpanishandtheIndianpublicauthoritiesascompetentbodyintheframeworkof

safetyassessmentsactivities.
