A Clarion Call for help to combat Covid-19 in Chakma Autonomous District Council The Chakma Autonomous District Council (CADC) solely depends on the state government in terms of funds with no avenues opened up to generate revenues so far. CADC receives the lowest fund share among the 3 (three) Autonomous District Councils in the State of Mizoram taken the population count as the sole parameter in the devolution of funds by the State Finance Commission avoiding other areas regardless of its backwardness.

The unabated rise in covid-19 cases at its Headquarters, Kamalanagar, and its adjoining villages is a mere rubbing salt in the wound which is vulnerable to food insecurity as a result of unprecedented lockdowns. The Kamalanagar Town area comprises of 10 Village Councils with an approximate population of 12000. Since the detection of the first positive case in mid April 2021, the moderate rate of 1-2 case daily in the initial phase has burgeoned to 40-50 a day. The rate of increase has gone beyond control as the cumulative number of confirmed cases stood at 196 as on 26 May, 2021 within the space of few weeks. The continued rise in number of confirmed cases in the recent days indicates wide community spread which is presumed to sneak into every family in this compact landmass if not contained. We are among those in the North East India to have been worst hit by Covid-19.

We are concerned about our limited frontline health workers being unable to dispense medical services due to shortage of requisite medical equipments. The District Council currently has only one 30 bedded Community Health Centre (CHC) with two junior doctors who are assisted by one laboratory technician and 3-4 staff nurses. The health system/infrastructure is too fragile to cater to a large number of people getting exposed to the virus everyday and is bound to prove disastrous unless steps are taken to adequately equip the frontline workers. The insufficient work force and unavailability of sufficient diagnostic kit and other requisite medical equipments is driving the spread of Covid-19 beyond control as many local volunteers are silently exposed to the virus and making the combat tougher.

Glimpse of Initiatives taken by CADC with the support of local Medical Department, Civil Administration, Central Young Chakma Association (CYCA), Central Mizoram Chakma Students‟ Union (CMCSU), Central Mahila Samiti (CMS), and Village Level Task Forces (VLTFs):

A. Temporary Covid Care Centres

1. Established 2 (two) Covid Care Centres at Kamalanagar & Borapansury.

2. Established 3(three) Community Covid Care Centres at Kamalanagar, Longpuighat & Damdep-I

3. Established one Quarantine Centre at Kamalanagar for suspected Covid-19 infected persons who do not have facility to isolate themselves from other members of the family.

B. Distributed free ration for the month of April 2021 to the worst affected villagers of Barkalak & Semeisury.

C. Provided 2 (two) vehicles for mobilization of frontline workers.

D. Provided financial assistance to NGOs for the management of Covid Care Centres and other Covid 19 related activities.

E. Provided financial assistance to the village level task forces of the 10 (ten) villages within Kamalanagar Town area.

F. Engaged one trained laboratory technician on temporary basis whose

remuneration is borne out of the CADC Covid Care Fund.

G. Engaged fourth grade worker at Covid Care Centre on temporary basis for disposal of waste materials whose remuneration is borne out of the CADC Covid Care Fund.

Covid patients with mild symptoms are treated at the Covid Centres established locally and patients with moderate to severe symptoms are shifted to Zoram Medical College at Aizawl, the capital city of Mizoram, 350 kilometers away from Kamalanagar. Further, there is only one poorly maintained ambulance without the required facilities which make it unfit for transporting critically ill patients in times of emergency. The absence of Advanced Life Support Ambulance may pose another challenge in transportation of patients with serious complications in the coming days.

A humble Appeal to all generous donors across the globe I appeal to one and all to support our response to the health crisis by generously donating any amount to the “Chief Executive Member Fund (CEMRF)” primarily created to combat the Covid-19 pandemic or any medical aid in order to avoid „a major catastrophe‟ out of the fragile health system available with us right now.

I am confident your contribution for the cause will equip us to reduce the impact of the pandemic and overcome the adverse situation. We are extremely in need of Advanced Life Support Ambulance, Personal Protective Equipments, Diagnostic kits, Oxygen concentrators, high quality masks, sanitizers etc. Further, the pandemic has resulted in food insecurity. Many families, particularly those with no income source are on the verge of facing starvation. The pandemic has rendered hundreds of people jobless. The prolong lockdown due to the surge will mean a grave financial impact on majority of the population who are mostly cultivators & daily wage laborers. Without swift action the pandemic will mean that even the population who escape the virus will die of hunger due to the constant lockdown necessary to contain further spread of the virus. Hence, we are in urgent need of humanitarian assistance.

Therefore, appeal is hereby extended to all to rise, come forward and join hands in this hour of collective crisis. At this moment we are extremely in need of resources and therefore, constituted the CEM Relief Fund which shall provide relief in times of disaster and natural calamity besides addressing the immediate concern due to Covid-19. The twenty MDCs of Chakma Autonomous District Council have pledged to grant Rs.10 Lakhs (Rs.50, 000 by each MDC out of their MDC LADs Fund, 2021-2022) to the CEMRF to begin with. Budgetary provision shall be made to the fund subject to availability of resources. Donation to the fund from the general public, organization, trusts, companies and institution are solicited to make possible sustain the fight and avert a calamity that is still raring to go full-blown. Guidelines of the Committee on the utilization of CEMRF, CADC:

Introduction: “Chief Executive Member Relief Fund” (CEMRF) of Chakma Autonomous District Council was established entirely with public contributions to render immediate relief to families of those affected by natural calamaties like floods, cyclones, earthquakes etc. and to the victims of fire, major accidents etc. The CEMRF is also intended to extend a helping hand to the people in distress due to Covid-19 pandemic and also support to run the Community Covid Care Centres and the Covid Care Centres established in different locations within the Chakma Autonomous District Council. CEMRF may get a budgetary support whenever fund is available in the District Council or may administer solely on public donations. CEMRF accepts voluntary contributions from individuals, organisations, trusts, companies and institutions etc. The relief amount is being released solely on the basis of the guidelines prescribed by the CEMRF Management Committee on utilization of fund from time to time on the approval of the Chief executive member. The donations made by general public, corporate institutions, board-corporations and other constitute the CEMRF.

1. The Fund is for combating and containment of epidemics & pandemics and

primarily to provide relief efforts to victims of covid-19 pandemic in Chakma Autonomous District Council.

2. The Fund is administered on an honorary basis by the Executive Secretary, CADC as Member Secretary of the CEMRF.

3. The disbursement out of the Fund is made on the approval of the CEMRF Management Committee.

4. The disbursement out of the Fund may also be made at the discretion of the Chief Executive Member who is the Chairman of the Committee in cases of emergency. The matter should be placed before the Committee at the earlies for ex-post facto approval.

5. Contribution towards CEM Relief Fund for Covid-19 can be made in cash and through cheque or demand draft drawn in favour of the CEM Relief Fund. Contribution can also me made online.

6. CEM Relief Fund accepts voluntary contribution by individuals and institution/organization. Contribution flowing out of budgetary sources are also accepted.

7. The Bank account would be operated by the Member Secretary who will open the account in the name of CEMRF at State Bank of India, Chawngte Branch and in any other bank if necessary.

8. The CEMRF shall obtain a Permanent Account Number (PAN) which shall be notified later.
