• “Refresh” to be completed by LAA partners and GOs by March 2009 (ministerial sign-off April)
• Issues to be resolved:– Reward: guidance expected by Christmas– Indicators: eg KS3, perception of ASB– Targetry: Whitehall and GOs are working on their
negotiating briefs– Data: collection and/or quality assurance of many
datasets underway
Which indicators? (1)
• NIS includes “baskets of indicators” which:– can impact on your area of work– might be affected by your work– underpin a delivery plan when taken together
• Various approaches:– SETF, DCSF, GOEM – policy driven– GOL, CLG – statistically driven

From DCSF, GOEM, GOL and CLG models: 71 NIs identified, 4 were common:
• 102 Achievement gap between FSM pupils and peers achieving at Key Stages 2 and 4
• 106 Young people from low income backgrounds progressing to higher education
• 116 Proportion of children in poverty (workless households)
• 118 Take up of formal childcare by low-income working families
