Each year CIPLC produces the Annual
Report for its stakeholders as a way
to continue to communicate to our
community the successes and
challenges we face as a community of
learners. This report will provide
readers with information regarding
student learning and school
performance, and will provide data
that will demonstrate our success to
the CIPLC community. Our annual
stakeholder surveys continue to
indicate that our parents, teachers
and students consider CIPLC a unique
learning community and feel
welcome, safe, and cared for. These
feelings can be attributed to the fine
work of our educators. Selected from
the finest in the world, our educators
provide a wonderful learning
environment that allows CIPLC
students to thrive and grow to levels well above the norm.
Cada año CIPLC produce el Informe Anual
para la comunidad como una manera de
continuar comunicándole los éxitos y
retos que enfrentamos en nuestra calidad
de comunidad de aprendedores. Este
informe proveerá a sus lectores
información relativa al aprendizaje de los
estudiantes y al desempeño escolar, así
como datos que demostrarán a la
comunidad de CIPLC nuestro éxito.
Nuestras encuestas anuales continúan
indicando que nuestros padres, maestros
y estudiantes nos consideran una
comunidad única de aprendizaje y se
sienten bienvenidos, seguros y que se
preocupan por ellos. Estos sentimientos

Le agradecemos revise con cuidado este
documento para que pueda aprender sobre
las fortalezas, retos, metas y aspiraciones de
CIPLC como escuela. También aprenderá
sobre nuestra fuerte comunidad y cómo
continuamos ofreciendo una educación
sobresaliente a pesar de los retos que
enfrenta el país. Aprenderán también sobre
nuestra exitosa re acreditación por
AdvancED/SACS, y las alabanzas que
compartieron con nosotros como colegio y
con nuestro cuerpo docente. El equipo
visitador pasó tres días en nuestro campus
revisando todas nuestras prácticas,
procedimientos y políticas a fin de tomar la
determinación de que ofrecemos un
programa de educación ejemplar basada en
las mejores prácticas actuales.
Finalmente, valoramos los aportes de la
comunidad. Todos los años le pedimos a los
docentes, padres y estudiantes su
retroalimentación. Ésta nos ofrece una gran
cantidad de información a partir de la cual
generamos nuestros planes de mejoramiento
continuo.

team spent three days on campus
examining all of our practices, procedures
and policies to make the determination
that we are offering an exemplary
educational program based on current
best practice.
Finally, we value the input of our
stakeholders. Every year we ask teachers,
parents and students for feedback. This
feedback gives us a great deal of
information from which to make
continuous improvement plans. If you
have any questions about this report, or
suggestions to improve CIPLC, you are

From the Board of Directors
Another successful school year is
behind us and it is with great honor I write
on behalf of the CIPLC Board. During
2015-2016 we have confirmed the course
towards our school VISION to be “The
premier provider of an internationally
focused education in Latin America”.
Our community has taken on
several challenges and has grouped
together to resolve them efficiently. I want
to express our gratitude to the CIPLC
parents, PTO, teachers, administrative
staff, maintenance, security,
superintendent and board members.
Thank you for your effort, commitment and
dedication to our school.
The Board is proud to share that we
are finishing the school year safe, with a
budget that was in accordance with our
projections, and with 13 graduates
accepted in top choice universities
recognized in the United States, India and
Argentina.
Our role as a board is to provide
governance and oversight to ensure the
school can continue to operate in a manner
to meet our long term vision and learning
objectives.
Some of the items we have specifically
focused on this year include:
Supporting our Superintendent
towards a successful AdvancED
accreditation through the year 2021.
Our “Learning Environment” scores
were very high. CIPLC policies and
procedures were recognized as
strongly aligned with the Mission and
Vision.
School infrastructure. Upgraded the
MS/HS building to bring it to current
construction codes and made it safer
and more enjoyable to all.
Financial sustainability. Finished the
year financially strong and with an
approved budget for 2016-17. A third
party audit report is available to those interested.
De la Junta Directiva
Otro exitoso año escolar queda atrás y
es con gran honor que escribo en nombre de
la Junta Directiva de CIPLC. Durante el
periodo 2015-2016, hemos reafirmado el
rumbo hacia nuestra VISION como escuela
“Ser el principal proveedor en Latinoamérica
de una educación internacional”.
Nuestra comunidad ha asumido varios
retos y se ha agrupado para resolverlos de
manera eficiente. Quiero expresar nuestro
agradecimiento a los padres y representantes
de CIPLC, PTO, maestros, personal
administrativo, de mantenimiento, de
seguridad, superintendente y miembros de la
junta. Gracias por su esfuerzo, compromiso y
dedicación a nuestro colegio.
La Junta siente orgullo en compartir
con ustedes que estamos culminando un año
seguro, con un presupuesto que estuvo de
acuerdo con nuestras proyecciones y con 13
graduandos aceptados en las mejores y más
reconocidas universidades de los Estados
Unidos, India y Argentina.
Nuestro rol como junta es proveer
gobernanza y supervisión a fin de asegurar
que la escuela pueda continuar operando de
manera que cumpla con nuestra visión de
largo plazo y con nuestros objetivos de
aprendizaje. Algunos de los aspectos en los
cuales nos hemos enfocado específicamente
este año incluyen:
Respaldar a nuestro Superintendente
rumbo al éxito en la acreditación de
AdvancED hasta el año 2021. El resultado
obtenido por la evaluación del ítem
“Ambiente de Aprendizaje” fue muy alto.
Las políticas y procedimientos de CIPLC
fueron reconocidos como altamente
alineados con la Misión y la Visión.
Infraestructura del colegio. Se hizo
mejoras al edificio de MS/HS para cumplir
con las especificaciones actuales y hacerlo
más seguro y disfrutable para todos.
Sostenibilidad financiera. Se culminó el
año financieramente fuerte y con un
presupuesto aprobado para el 2016-17.
Se encuentra disponible un informe de
auditoría emitido por un tercero para
quienes estén interesados.

Next school year will be with
challenges as well, some known and
others unknown. Some of the known
ones include the transition of new board
members, infrastructure upgrades to
make our school access safer and the
revision of our long term strategy. For
the unknowns we have the foundation to
confront them: a financially stable school
and a resilient and united CIPLC
community.
This last paragraph goes to my
board colleagues in appreciation for their
service and dedication to CIPLC. It has
been an honor to serve with Suzanne
Rodriguez, Jaime Martinez, Roberto Rojas
and Francisco Dominguez. We wish
Roberto and Suzanne the best as they
leave the Board into new adventures.

El próximo año escolar traerá retos
también, unos conocidos y otros
desconocidos. Algunos de los conocidos
incluyen la transición de nuevos miembros a
la junta directiva, mejoras a la
infraestructura para hacer más seguro el
acceso al colegio y la revisión de nuestra
estrategia de largo plazo. En el caso de los
desconocidos, tenemos a la fundación para
confrontarlos: un colegio financieramente
estable y una comunidad CIPLC resiliente y
unida.
Este último párrafo va dirigido a mis
colegas de junta en aprecio al servicio y
dedicación que han tenido con CIPLC. Ha
sido un honor servir con Suzanne
Rodríguez, Jaime Martínez, Roberto Rojas y
Francisco Domínguez. Nuestros mejores
deseos para Roberto y Suzanne en su
camino al dejar la Junta hacia nuevas

From the
Superintendent Steven Mancuso, Ed.D.
This has been a very challenging but
rewarding year for me as a professional and
as an educator. In my second year at CIPLC
I was far more settled than last year and
had a chance to usher in some changes both
physical and systemic. The physical changes
that were undertaken over the summer
holiday of 2015 were most profound and
allowed the Secondary School building to be
deemed fit for seismic activity. However, the
addition of reinforcement walls was only one
part of the project to rejuvenate the
building. We took the opportunity of the
construction to improve the aesthetics of the
building also. By refurbishing classrooms,
office spaces, and washrooms we have
made it possible to use a significantly
greater proportion of the building for
educational use and have improved the
aesthetics. There are still a number of
improvements to be made to upgrade the
campus safety systems, and we will
undertake them in the near future pending
the availability of financial resources.
However, a school is not about
buildings, it’s about learning. CIPLC
continues to look for ways to improve
student learning through improved teaching
techniques, the professional development of
each educator, and providing the support
necessary for teachers to do the best they
can for their learners. CIPLC offers many
professional learning opportunities for the
teachers and aides. This year alone we had
teachers attend numerous professional
development workshops offered on campus
(EVAC Educators’ Conference, SUNY Buffalo
Master’s courses, Wednesday professional
development by the Professional Growth
Committee), nationally (VANAS, MAP Data
Training), and internationally (TTC, AASSA,
Google Summit). With every professional
development opportunity our teachers
attend they bring back to their colleagues
myriad new ideas and energy. The annual
professional development budget at CIPLC is
a significant percentage of our operational
costs, but it is money well spent in order to
keep our teachers at the apex of their profession.

Este año ha sido muy retador, pero
gratificante como profesional y como educador. En
este mi segundo año en CIPLC, he estado mucho
más asentado que el año pasado y he tenido la
oportunidad de marcar el comienzo de algunos
cambios físicos y sistémicos. Los cambios físicos que
se iniciaron durante el verano del 2015 fueron más
profundos y permitieron que el edificio de Educación
Secundaria esté ajustado a las especificaciones
antisísmicas. No obstante, la adición de paredes de
refuerzo fue solo una parte del proyecto de
rejuvenecimiento del edificio. Nos tomamos la
oportunidad también de mejorar la estética del
edificio. Al renovar salones, espacios de oficina,
baños y cuartos de aseo, hicimos posible aprovechar
una proporción significativamente mayor del edificio
para uso educativo y hemos mejorado la estética.
Aún hay un número de mejoras que llevar a cabo en
materia de sistemas de seguridad en el campus y las
efectuaremos en un futuro próximo dependiendo de
la disponibilidad de recursos financieros.
Un colegio, no obstante, no es sólo sobre
edificios sino sobre aprendizaje. CIPLC continúa
buscando formas de enriquecer la enseñanza a
través de técnicas educativas mejoradas, del
desarrollo profesional de cada educador y
proveyendo el soporte necesario a los docentes para
que puedan hacer lo mejor posible por sus
estudiantes. CIPLC ofrece muchas oportunidades de
aprendizaje profesional a los maestros y sus
asistentes. Tan sólo este año tuvimos maestros
asistiendo a numeroso talleres de desarrollo
profesional ofrecidos en nuestro campus
(Conferencia de Educadores EVAC, Cursos de
Maestrías de SUNY, miércoles de desarrollo
profesional liderados por el Comité Pro Crecimiento
Profesional), nacionalmente (VANAS, Adiestramiento
de Datos de evaluaciones MAP), e
internacionalmente (TTC, AASSA, Cumbre de
Google). De cada oportunidad de desarrollo
profesional a la cual asisten nuestros docentes traen
consigo una miríada de nuevas ideas y energía para
sus colegas. El presupuesto anual de desarrollo
profesional de CIPLC es un porcentaje significativo
de nuestros costos operacionales, pero es dinero
bien invertido con el fin de mantener a nuestros
maestros en la cúspide de su profesión.

Over the course of the accreditation
self-study process we found a number of
ways to improve student learning at CIPLC.
Early indications pointed to the need for a
more comprehensive plan to improve the
continuity with curriculum and instruction. A
new position was added this year in order to
facilitate this need and improve student
learning. The Curriculum Coordinator
position was established and immediately
began paying dividends as many diverse
strands of the learning program were
gathered up into a cohesive array of
learning outcomes and directions. As we
move into the second year with the
Curriculum Coordinator we will begin a
systematic analysis of each of the subject
areas beginning with Science.
It is becoming more and more
difficult to attract and retain outstanding
educators to Venezuela. The current political
and security issues we are facing are being
widely reported in the popular press,
painting a bleak picture of life in Venezuela.
Those of us who live and work here have a
wholly different perspective on this, but
portraying this to our prospective teacher
candidates has been a challenge.
Nonetheless, we have hired some
outstanding teachers to replace those who
are departing. We have also made the
difficult decision to reduce the international
teacher work force in favor of local teachers
in the areas of Art and Music. With the
financial challenges that we are currently
facing, a reduction in the international
teacher work force was inevitable. We are
confident that we will find talented local
teachers to fill these roles.
The core of what we do at CIPLC is
to improve student learning. The
improvement plans that we developed for
our accreditation all revolve around
improving student learning. In general, it
begins with looking at the data we have
available to define where our students are in
comparison with other students around the
world. Based on our initial analysis of data,
specifically tracking cohorts of students
throughout their time at CIPLC, we have
discovered that our students outperform US
students as measured with the Measures of
Academic Progress (MAP) Test. Considering
that for virtually all of our students English
is their second language, this is an
impressive testament to the fine work of the
CIPLC educators.
Durante el curso del proceso de estudio y
auto preparación previo a la acreditación, hallamos
maneras de mejorar la enseñanza en CIPLC.
Indicativos anteriores apuntaban a la necesidad de
un plan integral para mejorar la continuidad del
currículo y la instrucción. Se agregó una nueva
función más a fin de facilitar esta necesidad y
mejorar el aprendizaje estudiantil. La posición del
Coordinador de Curriculum se estableció e
inmediatamente comenzó a pagar dividendos, ya
que se recogieron en una matriz coherente de
resultados de aprendizaje y direcciones diversas
fases del programa de aprendizaje. A medida que
avancemos hacia el segundo año con la posición de
Coordinador de Curriculum, iniciaremos un análisis
sistemático de cada materia comenzando con
Ciencias.
Se torna cada vez más difícil atraer a
Venezuela y retener educadores sobresalientes. La
situación política y de seguridad actual que
enfrentamos está siendo ampliamente difundida en
la prensa popular, pintando un cuadro sombrío de la
vida en Venezuela. Quienes viven y trabajan acá
tienen una perspectiva muy distinta de esto, pero
transmitírselo a un candidato potencial a maestro se
ha convertido en un reto. Sin embargo, hemos
logrado contratar maestros sobresalientes para
reemplazar a los que parten. También hemos
tomado la difícil decisión de reducir la fuerza de
trabajo de maestros internacionales a favor de
maestros locales para las materias de arte y
música. Con los retos financieros que enfrentamos
actualmente era inevitable la reducción de la fuerza
de trabajo. Estamos seguros y confiados de que
conseguiremos maestros locales talentosos para
cubrir estos roles.
El núcleo de lo que hacemos en CIPLC es
enriquecer el aprendizaje estudiantil. Los planes de
mejora que hemos desarrollado para nuestra
acreditación giran todos en torno al aprendizaje
estudiantil. En general, comienza con estudiar la
data que tenemos disponible para definir dónde
están ubicados nuestros estudiantes en
comparación con otros estudiantes alrededor del
mundo. Con base en nuestros análisis de datos
iniciales, específicamente haciéndole seguimiento a
nuestras cohortes de estudiantes a lo largo de su
tiempo en CIPLC, hemos descubierto que nuestros
estudiantes se desempeñan por arriba de los
estudiantes estadounidenses, con base en los
resultados de las pruebas de Measures of Academic
Progress-MAP (Mediciones de Progreso Académico).
Considerando que, para virtualmente todos
nuestros estudiantes, el inglés es la segunda
lengua, es éste un testamento impresionante del
detallado trabajo de nuestros educadores en CIPLC.

This year has not been without its
challenges. Late last year it was announced
that or key corporate partner Chevron was not
going to continue with their relationship with
the school and was divesting themselves of the
responsibility. It was up to the school to create
a budget that was sustainable without the
direct or indirect assistance of Chevron. In
order to do this a landmark vote was needed to
raise tuition to a level that would allow CIPLC to
be self sufficient. I am proud to say that the
resolution passed with strong support, and the
tuition increase (which included US dollars) was
passed. In the end, Chevron’s plans changed
and they have recommitted to the school.
However, lower numbers of corporate students
have had a significant impact on the budget, so
the increase in tuition will help to ameliorate
this.
The visit by the AdvancED/SACS
External Review Team took place in early April.
Our dedicated preparation paid off as they
examined every aspect of our program to look
for “Powerful Practices” and “Improvement
Priorities” as well as visiting each and every
class to closely examine the learning
environment at CIPLC. I am pleased to share
with you what they deemed Powerful Practices:
First, it was the fact that our students indicated
that they believed that CIPLC was a safe place
to learn and grow and “All students have both
formal and informal access to a trusted school
adult to whom they can go to seek assistance
and guidance.” Secondly, the other Powerful
Practice was “Comprehensive policies,
procedures, and practices have been adopted,
are aligned with the school’s vision and
mission, and support student learning.” This
was attributed to the Board of Director’s
understanding of their role, and the
Superintendent’s work to align the Mission,
Vision and policies.
The other role of the External Review
Team was to look for ways that CIPLC can
improve as a school. I am pleased to report
that their assessment of our school and its
areas for improvement aligned almost
completely with the areas we ourselves found
in our self-assessment. Particularly, they dealt
with identifying and assisting students with
unique learning needs, creating a
comprehensive assessment system, aligning
the professional development plan with the
improvements, and develop a technology plan
for the future. All of these were known to us,
and were part of the Continuous Improvement
Plan that we submitted to the Team. We will
continue to develop this improvement plan and
implement it in the years to come.
Este año no ha transcurrido sin sus retos.
El año pasado anunciamos que nuestro socio
corporativo clave, Chevron, no continuaría con su
relación con el colegio y se despojaba de la
responsabilidad. Correspondía al colegio crear
un presupuesto sostenible sin la asistencia
directa o indirecta de Chevron. A fin de poder
cumplir con este hito se requirió votar para
elevar la matrícula a un nivel que permitiese que
CIPLC fuese autosuficiente. Me complace decir
que la resolución pasó con fuerte respaldo y el
incremento de la matrícula (que incluía dólares
estadounidenses) fue aprobado. Al final, los
planes de Chevron han cambiado y se han
comprometido nuevamente con el colegio. Sin
embargo, el menor número estudiantes
corporativos ha tenido un impacto significativo
en el presupuesto, por lo que el incremento de la
matrícula ayudará a amortiguarlo.
La visita del Equipo Externo de Revisión
de AdvancED/SACS se llevó a cabo a comienzos
de abril. Nuestra dedicada preparación dió sus
frutos a medida que examinaban cada aspecto
de nuestro programa en busca de “Prácticas
Poderosas” y “Prioridades de Mejora”, y visitaban
cada una y todas clases para evaluar de cerca el
ambiente de aprendizaje de CIPLC. Me complace
compartir con ustedes lo que consideraron
Prácticas Poderosas: Primero, fue el hecho de
que nuestros estudiantes indicaron que creían
que CIPLC es un lugar seguro para aprender y
crecer y “Todos los estudiantes tiene acceso
tanto formal como informal a un adulto confiable
del colegio a quien pueden tener acceso, tanto
para buscar asistencia como guía.” Segundo, la
otra Práctica Poderosa es “Se ha adoptado
Políticas, procedimientos y prácticas integrales,
están alineados con la visión y misión del colegio
y sustentan el aprendizaje de los estudiantes.”
Ello se atribuyó a que la Junta Directiva entiende
sobre su rol y al trabajo del Superintendente
para alinear Misión, Visión y políticas.
El otro rol del Equipo Externo de Revisión
fue buscar las maneras de mejorar a CIPLC como
escuela. Me complace reportar que su evaluación
de nuestra escuela y de sus áreas de mejora
estaba casi completamente alineada con las
áreas que nosotros mismos hallamos en nuestra
auto-evaluación. Particularmente, trabajaron en
que es necesario identificar y asistir a los
estudiantes con necesidades únicas de
aprendizaje, creando un sistema de evaluación
integral, alineando el plan de desarrollo
profesional con las mejoras, y desarrollar un
plan de tecnología para el futuro. Todas estas
recomendaciones nos eran conocidas y forman
parte del Plan de Mejoramiento Continuo que sometimos al Equipo.

The final note on the External Review
Team’s visit is a shout out to the CIPLC
educators. As part of the external review, the
Team visits every classroom in the school and
observes learning in action using a
standardized template called ELEOT (The
Effective Learning Environments Observation
Tool). Based on their observations, our
teachers scored well above the normal range!
Our stakeholders will now know – as I do – that
we have some of the most outstanding
professional educators the world has to offer.
Finally, I want to end with some
commendations. The reason CIPLC is such a
successful place is not attributable to any one
individual. It is a team effort. That team is
“coached” by me, but when you have the
outstanding “players” that I do it makes victory
inevitable. My team of teachers, aides, support
staff, maintenance, security, and
administration help me succeed every day. Of
particular importance is the Principal, Emily
Cave who will be sorely missed when she is
gone. A talented, dedicated educator, I often
seek her advice on decisions that impact all
members of the CIPLC community. Every
successful team has a strong direction, and this
is provided to me by the Board of Directors. I
am very fortunate to have five dedicated,
committed, intelligent, caring parents who
commit a great deal of time to providing
direction to the school. This year we will lose
three of these members; Martin Terrado,
President; Roberto Rojas, Treasurer; and,
Suzanne Rodriguez, Member At-Large. They
will be missed for their support and guidance,
and I wish them well.

La nota final de la visita del Equipo Externo de
Revisión es un grito de reconocimiento a los
educadores de CIPLC. Como parte de la revisión
externa, el Equipo visita cada aula del colegio y
observa la enseñanza en acción usando un
formato estandarizado denominado Herramienta
de Observación de Ambientes de Aprendizaje
Efectivo - The Effective Learning Environments
Observation Tool (ELEOT). Con base en sus
observaciones, ¡nuestros docentes obtuvieron un
resultado muy por arriba del rango normal!
Nuestra comunidad sabrá ahora, tal como yo lo
sé, que tenemos algunos de los más
sobresalientes educadores profesionales que el
mundo puede ofrecer.
Finalmente, quisiera culminar con algunas
menciones. La razón por la que CIPLC es un
lugar tan exitoso no es atribuible a ningún
individuo. Es un esfuerzo de equipo. Es un
equipo del cual soy el “coach”, pero cuando se
tiene los sobresalientes “jugadores” que tengo, la
victoria se hace inevitable. Mi equipo de
maestros, asistentes, staff de apoyo,
mantenimiento, seguridad y administración me
ayudan a tener éxito cada día. De particular
importancia es la Directora, Emily Cave, a quien
echaremos mucho en falta cuando se vaya. Una
talentosa, dedicada educadora, de quien a
menudo busco consejo cuando se trata de
decisiones que impactan a todos los miembros de
la comunidad de CIPLC. Todo equipo exitoso
tiene una fuerte dirección y ésta nos es
proporcionada por la Junta Directiva. Soy muy
afortunado de tener cinco padres dedicados,
comprometidos, inteligentes, preocupados que
ocupan gran parte de su tiempo en proveer
dirección al colegio. Este año perderemos a tres

Organization)
Every year that ends we look back and
remember all the experiences lived. Among
joys and difficulties we only keep experiences
and learning of all we were able to do and
share. Even though we have different parents
and teachers that get involved in the PTO work
in each school period, we are always united by
the same objective: THE WORK FOR OUR
CHILDREN.
During the 2015-2016 period that I lead
this group, we focused on making investments
and supporting education and the children’s
enjoyment, in the midst of all the activities
planned by the CIPLC community in general.
We also tried to recover some of the old
traditions and the actual sense of every event;
where the most important is not the
investment per se, but the lessons that these
events leave us, as well as their values, work and specially the direct participation.

Cada año que termina miramos atrás y
recordamos todas las vivencias que pasamos.
Entre alegrías y dificultades, solo nos quedan las
experiencias y el aprendizaje de todo lo que
pudimos hacer y compartir. A pesar de que en
cada periodo escolar tenemos grupos diferentes
de padres y profesores que se involucran con el
trabajo de PTO, siempre nos une el mismo
objetivo: TRABAJAR PARA NUESTROS
MUCHACHOS.
Durante el periodo 2015-2016 que me ha
tocado dirigir este grupo, nos hemos enfocado
en invertir y apoyar en la formación y el disfrute
de los alumnos dentro de todas las actividades
planificadas por la comunidad CIPLC en general.
También tratamos de retomar las antiguas
tradiciones y el verdadero sentido de cada
evento; donde lo más importante no es la
inversión, sino el aprendizaje que estos eventos
pueden dejar, el valor de su trabajo y sobretodo
su participación directa.

Student
Performance
There are many ways to measure
student performance. There are
qualitative ways that include daily
observations, anecdotes about success,
attendance, office referrals, comparison to
standards, and so on. There are also
quantitative ways that include test
results, assignment grades, standardized
tests, and adaptive tests. When we talk
about student learning we talk about all of
these things as indicators for success.
When it comes time to demonstrate
student performance, we often turn to the
hard data that quantitative evaluations
provide. Further, we turn to data that is
externally scored so we are seeing
nonbiased results.
CIPLC students take part in
standardized testing throughout the year.
The tests we administer for diagnostic
purposes include the DRA 2 reading
fluency test, WrAP writing test (English
and Spanish versions), Measures of
Academic Progress (MAP), PSAT, and the
SAT which is administered as a college
readiness test. The data we gather for
diagnostic purposes is analyzed by the
teachers along with the Curriculum
Coordinator and Principal to give them a
foundation from which to begin to
improve student learning. For example,
the MAP Mathematics test provides very
specific learning data that can pinpoint
deficiencies in specific skills which can
then be used as part of a targeted
improvement plan. As part of our
Continuous Improvement Plan, the entire
educational staff will undergo training in
the analysis of data as a tool to improve
student learning at CIPLC.

Hay muchas maneras de medir el
desempeño del estudiante. Hay maneras
cualitativas que incluyen observación diaria,
anécdotas de éxitos, asistencia, referencia a
oficinas, comparación con estándares y así
sucesivamente. Existen también maneras
cuantitativas que incluyen resultados de
pruebas, notas de tareas, pruebas
estandarizadas y pruebas adaptativas.
Cuando hablamos del aprendizaje
estudiantil, nos referimos a todos los
anteriores como indicadores de éxito.
Cuando se trata de demostrar el desempeño
estudiantil, a menudo nos volteamos a la

apuntar hacia deficiencias en determinadas
habilidades; éstos pueden usarse luego

En el marco de nuestros Plan de
Mejoramiento Continuo, el equipo docente
en pleno recibirá adiestramiento para
analizar los datos como una herramienta
para mejorar el aprendizaje de los
estudiantes de CIPLC.

Looking Ahead
Goals 2016-17
Now that we have received a five year
reaccreditation from AdvancED/SACS our focus
will shift to the implementation of our
Continuous Improvement Plans. These plans
include three goals:
Goal A: By the end of the 2018-2019 school
year, CIPLC teachers will improve student
learning through differentiation at the
classroom level and necessary interventions to
meet the needs of all learners.
Goal B: By the end of the 2018-2019 school
year, all CIPLC educators will effectively use
student-learning data to as a vehicle to
improve student learning.
Goal C: CIPLC will foster a culture of
continuous improvement that reviews and
challenges current school-wide practices and
procedures for the purpose of affecting change
that will improve student learning.
Our work over the next few years will
focus on improvements in these areas, all of
which have a direct impact on student
learning. Below are some specifics on some of
these aspects, and some other details that will
support the success of these goals.
Curriculum: We will continue to offer high
quality programming to our students that is in
line with best practice in the United States.
The work of our new Curriculum Coordinator
on revising the curricular offerings at CIPLC
will be a major step forward in this process. As
we continue to transition to the Common Core,
the ISTE Standards in technology, NGSS
standards in science, and comply with the
strict AP requirements we will continue to offer
a curriculum that will prepare our students for
success in post-secondary education as well as
in life.
Infrastructure: We continue to make changes
and improvements to the CIPLC physical plant.
Last year it included structural changes in
order to bring our building up to seismic code,
and make some cosmetic changes to improve
the look of the building. This year we have
focused on improving the safety and security
of our facility – of particular importance in light
of the current challenges we are facing. We will
reroute our buses to the north side of the SS
Building, and effectively close off our campus
to possible intrusions from that side. We will
also relocate and improve our walk-in entry to
better serve our security needs. There are
other changes planned pending funding.

Metas 2016-17
Ahora que hemos recibido una re acreditación de
AdvancED/SACS por cinco años más nuestro foco
girará hacia la implementación de nuestros Planes de
Mejoramiento Continuo, los cuales incluyen tres
metas:
Meta A: Al culminar el año escolar 2018-2019, los
maestros de CIPLC habrán mejorado el aprendizaje
estudiantil por medio de la diferenciación a nivel de
clases y de intervenciones necesarias para satisfacer
las necesidades de todos los estudiantes.
Meta B: Al culminar el año escolar 2018-2019, todos
los educadores de CIPLC utilizarán de manera
efectiva los datos de aprendizaje estudiantil como un
vehículo para mejorar el aprendizaje.
Meta C: CIPLC alentará una cultura de mejoramiento
continuo que revise y rete las prácticas y
procedimientos a nivel de toda la escuela con el
propósito de efectuar el cambio que mejorará el
aprendizaje estudiantil.
Nuestra labor en los próximos años hará
énfasis en las mejoras en estas áreas, todas las
cuales tendrán un impacto directo en el aprendizaje
estudiantil. Más abajo se enumeran algunos puntos
específicos de estos aspectos y otros detalles que
respaldarán el éxito de estas metas.
Curriculum: Continuaremos ofreciendo a nuestros
estudiantes programación de alta calidad en línea
con las mejores prácticas de los Estados Unidos. El
trabajo de nuestro Coordinador de Curriculum en la
revisión de las ofertas curriculares de CIPLC
representará un paso significativo en este proceso.
En la medida que continuemos en la transición hacia
el Common Core, los Estándares ISTE de tecnología,
los NGSS en Ciencias y cumplamos con los estrictos
requerimientos AP, continuaremos ofreciendo un
curriculum que preparará a nuestros estudiantes
para el éxito, tanto en la educación post-secundaria
como en la vida.
Infraestructura: Continuamos efectuando cambios y
mejoras en la planta física de CIPLC. El año pasado
incluía cambios estructurales con el fin de ajustar
nuestro edificio a especificaciones antisísmicas y
realizar cambios cosméticos para mejorar la
apariencia del edificio. Este año nos hemos enfocado
en la mejora de la seguridad de nuestras
instalaciones, de particular importancia en el marco
de los cambios actuales que enfrentamos. Re
orientaremos nuestros autobuses hacia el norte del
edificio de Secundaria y cerraremos de manera
efectiva nuestro campus a potenciales intrusos de
ese lado. También reubicaremos y mejoraremos
nuestra caminería de entrada a fin de servir mejor
nuestras necesidades de seguridad. Existen otros
cambios en planes que dependen de financiamiento.

Data Analysis: We collect a lot of learning
data at CIPLC. Our challenge is to effectively
use this data to improve student learning. As
you see from our goals, this will be a focus
over the next three years as we seek training
for our teachers. Understanding how to use
data gathered about student learning can
unlock great potential in both students and
teachers.
Technology: This year we moved to a model
where the students have formal classes in
technology. In previous years we have used
an integration model to limited success.
There is far too much technical knowledge
and issues with cyber security and proper
cyber citizenship to leave to the integration
model. Therefore students throughout the
entire school have had formal classes in
technology using the ISTE Standards as their
guidelines. Next school year technology
classes will be included in the Middle School
wheel, providing technology instruction to all
levels at CIPLC. Regarding hardware, we
continue to promote the 1:1 iPad program in
the Elementary School with class sets in 5th
and 4th grades, moving down to 3rd grade
next year. Grades lower than 3rd have
sufficient iPads to use them as learning
centers. We also continue to upgrade and
maintain the other aspects of our technology,
including upgrading our internet connections
and cabling. We moved to a fiber optic cable
from our provider, and rewired the SS
Building with CAT6 cable. We will complete
cabling the entire campus this summer to
bring it to the same level of infrastructure.
Budget: This year was a challenge for the
budgeting process. Initially a US dollar
component was added to the tuition in order
to offset inflation and allow us to operate at
the level our community has become
accustomed to. Unfortunately this did not
come to fruition, so we began the year with a
deficit budget. Due to an unexpected
increase in student numbers as well as sound
fiscal management, our deficit has been
significantly reduced. The exact figures will
be known at the year’s end.
Análisis de Datos: Hemos compilado muchos
datos de aprendizaje en CIPLC. Nuestro reto es
usarlos de manera efectiva a fin de mejorar el
aprendizaje estudiantil. Como pueden observar a
partir de nuestras metas, éste será nuestro foco
para los próximos tres años a medida que
busquemos adiestrar a nuestros docentes. El
entendimiento de los datos compilados sobre
cómo aprenden nuestros estudiantes puede
desatar un gran potencial tanto en los
estudiantes como en los maestros.
Tecnología: Este año nos hemos movido hacia
un modelo en el cual los estudiantes poseen
clases formales de tecnología. En años
anteriores, se usó un modelo integrado con éxito
limitado. Hay mucho conocimiento tecnológico y
aspectos de ciber seguridad y apropiada ciber
ciudadanía como para dejarlo en un modelo
integrado. En consecuencia, los estudiantes en
todo el colegio han tenido clases de tecnología
usando los estándares ISTE como lineamientos.
El próximo año escolar incluiremos las clases en
el MS Wheel, proporcionando instrucción
tecnológica a todos los niveles de CIPLC. En lo
relativo al hardware, continuamos promoviendo
el programa de iPad 1:1 en Primaria, con clases
preestablecidas en 4to y 5to grado.
Incorporando a 3er grado el próximo año. Los
grados por debajo de 3ero tienen suficientes
iPads para usarlos como centros de aprendizaje.
Continuamos también haciéndole upgrade y
mantenimiento a otros aspectos de la tecnología,
incluyendo el upgrade de nuestras conexiones de
internet y cable. Hemos instalado un cable de
fibra óptica con apoyo de nuestro proveedor de
servicio y recableamos el edificio de secundaria
con cable CAT6. Completaremos el cableado en
todo el campus durante este verano a los fines
de llevarlos al mismo nivel de infraestructura.
Presupuesto: Este año ha sido un reto para el
proceso de generación de presupuesto.
Inicialmente, se incorporó un componente en
dólar estadounidense a la matrícula, a los
efectos de paliar el proceso inflacionario y
permitirnos operar a los niveles que nuestra
comunidad está acostumbrada.
Desafortunadamente, esto no llegó a buen
término, por lo que comenzamos el año con un
presupuesto deficitario. Debido a un aumento
inesperado en el número de estudiantes, así
como a una sólida administración fiscal, nuestro
déficit se ha reducido significativamente. Las
cifras exactas se conocerán al final del año.

Instruction: With the addition of the
Curriculum Coordinator we have been able to
improve the instructional capacity of our
teachers by streamlining our curriculum, our
focus on the AERO/Common Core standards
that we continue to integrate, and enhanced
use of resources. This year we began a review
of our science curriculum, and now have a
cycle of curriculum review that will enable us
to keep our curriculum and resources up to
date. Further, our continued use of the
Stronge TPES teacher supervision program has
helped our teachers stay focused on their task
of educating students using best practice
techniques. The supervision of teachers for the
purposes of giving them the opportunity to
continually improve their techniques is a
critically important function of the
administration.
Recruitment and Retention: We continue to
attract strong, talented educational
professionals to CIPLC. Our reputation in Latin
America is strong, and our compensation
package is competitive, which allows us to
attract candidates who may not be considering
Venezuela. However, we are constantly
challenged with new situations that cause
potential candidates to discard CIPLC as an
option solely because of what they see on the
news: crime, power outages, food shortages,
water rationing, and other such things. My job
in recruiting is to get them to look beyond the
headlines to a school that offers some
amazing opportunities for professional growth
and a lifestyle that is healthy and socially rich
in a country described by many as a natural
paradise.
Safety and Security: I am pleased and proud
to say that CIPLC provides a safe and secure
learning environment for our community of
learners and their families. Students arrive to
our site and do not have to preoccupy
themselves with the difficulties happening
throughout the country. However, we will not
rest on our laurels. We have renovation plans
that will increase our security level even more,
and provide an even safer learning
environment.
Instrucción: Con la incorporación del
Coordinador de Curriculum, hemos podido
mejorar la capacidad de instrucción de nuestros
docentes mediante la racionalización de nuestro
plan de estudios, nuestro enfoque en los
estándares AERO / Common Core, que
continuamos integrando, y un mejor uso de los

es una función críticamente importante de la
administración.
Reclutamiento y Retención: Continuamos
atrayendo a CIPLC fuertes y talentosos
profesionales de la educación. Nuestra
reputación en Latinoamérica es fuerte y nuestro
paquete de compensación es competitivo, lo
cual nos permite atraer candidatos que pudieran
no estar contemplando venir a Venezuela. Sin
embargo, constantemente tenemos el reto de
nuevas situaciones que pueden ocasionar que
candidatos potenciales descarten la opción,
solamente por lo que ven en las noticias:
criminalidad, cortes de electricidad, escasez de
alimentos, racionamiento de agua y situaciones
por este estilo. Mi labor de reclutamiento de
recursos es lograr que puedan ver, más allá de
los titulares, una escuela que ofrece algunas
oportunidades maravillosas de crecimiento
profesional y un estilo de vida saludable y
socialmente rico en un país descrito como un
paraíso natural.
Seguridad: Me complace y estoy orgulloso de
decir que CIPLC ofrece un ambiente seguro de
aprendizaje a nuestra comunidad de estudiantes
y sus familias. Los estudiantes llegan a nuestra
sede y no tienen que preocuparse por las
dificultades que ocurren en el resto del país. Sin
embargo, no nos quedamos en nuestros
laureles. Tenemos planes de renovación que
incrementarán nuestro nivel de seguridad aun
más y proporcionarán un ambiente de
aprendizaje aun más seguro.

Challenges
As stated, we are experiencing challenges
on many levels in Venezuela that impact
CIPLC, but our mission is not to allow
them to have a negative impact on the
school or the learning environment. As
we plan for the future we need to
continue to improve our curriculum,
instruction, facilities, safety and security.
This will take a commitment from all of
our stakeholders (parents, students,
teachers, support staff, and
administration), and a vision that
continues with a growth mindset, despite
our current challenges.
Retos
Como señalé, en Venezuela experimentamos
retos en muchos niveles que impactan
nuestro colegio, sin embargo, nuestra misión
es no permitir que tengan un impacto
negativo ni en la escuela ni en el ambiente de
aprendizaje. En la medida que planificamos
para el futuro, necesitamos continuar
mejorando nuestro currículo, instrucción,
instalaciones y seguridad. Ello requerirá del
compromiso de todos los miembros de la
comunidad (padres, estudiantes, maestros,
personal de apoyo y administración), y una
visión que continúa con mentalidad de
crecimiento, a pesar de nuestros desafíos
actuales.

Treasurer’s Report
The CIPLC Board of Directors, the
Superintendent and the Business Manager
have worked hard again this year to
continue fulfilling our responsibilities
toward the sound fiscal management of
the school. Despite the challenges of
operating a school during these
inflationary times and low oil prices, we
have redoubled our efforts at budget
control and cost-savings. We are thankful
for the continued support of Chevron and
other corporate partners and the
Individual members to the community
whose efforts have resulted in a stable
financial position. This year, CIPLC has:
• Ensured full regulatory compliance
with owner company standards and
all Venezuelan law
• Ensured Transparency and
Accountability
• Continued to be mission-driven
• Striven to hold down costs while
maintaining high-quality standards
• Controlled and administered of our
cash reserves with fidelity and care
Through sound financial practices
highlighted in our audit, we look forward
to providing a quality education into the
near and distant future.

La Junta Directiva, el Superintendente y el
Gerente de Negocios han trabajado duro este
año para continuar mejorando nuestra
responsabilidad de llevar una buena gerencia
fiscal del colegio. A pesar de los desafíos de
operar una escuela en estos tiempos
inflacionarios de bajos precios petroleros,
nuestros esfuerzos en el control del
presupuesto y en el ahorro de los costos, así
como el continuo apoyo de Chevron y de los
demás socios corporativos, y el mantenimiento
de los socios individuales (no jurídicos) de la
comunidad se han traducido en el logro de una
posición financiera estable. Este año CIPLC se
ha:
• Asegurado de cumplir a cabalidad con el
marco regulatorio y con los estándares
del miembro fundador corporativo y
toda las leyes venezolanas
• Asegurado de llevar transparencia y
responsabilidad
• Orientado de acuerdo con la Misión
• Esforzado en mantener bajos costos con
estándares de alta calidad
• Asegurado de llevar el control y la
administración de nuestras reservas de
caja
Con base en las prácticas financieras en las que
se ha hecho énfasis en nuestra auditoría,
esperamos proporcionar una educación de
calidad hacia el futuro lejano.

Auditor’s Notes:
“We have audited the accompanying
financial statements of Fundación Colegio
Internacional Puerto La Cruz that
includes the statement of financial position,
the income statement, integral statements,
changes in equity and cash flows, as of June
30, 2015, expressed in US Dollars and
Bolivars as well as a summary of significant
accounting policies and other explanatory
notes.
We conducted our audits in accordance with
international auditing standards. Those
standards require that we comply with
ethical requirements and plan and perform
the audit to obtain reasonable assurance
about whether the financial statements are
free of material misstatement. We believe
that the audit evidence we have obtained is
sufficient and appropriate to provide a basis
for our audit opinion
In our opinion, the aforementioned financial
statements present fairly, in all material
respects, the financial position of
Fundación Colegio Internacional Puerto
La Cruz as of June 30, 2015 and the results
of its operations and its cash flows for the
years then ended in conformity with
accounting principles generally accepted in
Venezuela (VEN-NIF PYME).”
Nota del Auditor:
“Hemos auditado los estados financieros
adjuntos de Fundación Colegio
Internacional Puerto La Cruz que
comprenden el estado de situación financiera
al 30 de junio de 2015 y los estados de
resultados, de resultados integrales, de
cambios en el fondo social y de flujos de
efectivo, por el año terminado en esa fecha,
en dólares de los Estados Unidos de América y
Bolívares, así como un resumen de las
políticas contables significativas y otras notas
explicativas.
Efectuamos nuestra auditoría de acuerdo con las
Normas Internacionales de Auditoría. Esas
normas requieren que cumplamos con requisitos
éticos, y que planifiquemos y realicemos la
auditoría para obtener una seguridad razonable
sobre si los estados financieros están libres de
errores significativos. Consideramos que la
evidencia de auditoría que hemos obtenido es
suficiente y apropiada para proporcionar una
base para nuestra opinión de auditoría.
En nuestra opinión, los estados financieros
antes mencionados presentan razonablemente,
en todos sus aspectos importantes, la situación
financiera de Fundación Colegio
Internacional Puerto La Cruz al 30 de
junio de 2015, y los resultados de sus
operaciones y sus flujos de efectivo por el año
terminado en esa fecha, de conformidad con
los principios de contabilidad de aceptación
