The resources donated to support the urban regeneration process are divided into two priority axis for the ROP WR.

Grants & JESSICA Grants & JESSICA Initiative in ROP Initiative in ROP WRWR

The support both by grants and JESSICA Initiative will concern groups (packages) of projects (so called sub-projects) realizing aims and tasks of LRPs of a

given community, town or city.

Projects implemented with JESSICA support should generate income (IRR>0).

Sequence of actions which aims are to alleviate an area from its crisis condition.

Our main achievements so far…

• Change in the way LRP is perceived by local decision-makers – it isn’t only a bureaucratic requirement of MA.

• Change from popular in previous programming period “apply-for-one-project” way of thinking into “create-a-package-of-projects” approach.

• Long list of potential UDF’s• List of potential JESSICA projects even longer…

Main challenges to tackle

• Potential UDF’s expect us (MA) to be flexible. The question is how flexible can we be?

• Do we (MA) have realistic expectations concerning UDF?

• Active role of MA in JESSICA - project identification (market building).

• Cities need time to understand what are the profits of repayable resources – first reaction always negative.

• We won’t make any move forward with big urban regeneration JESSICA/grants projects without solving state aid issues. .
