The beginning of the 2015/2016 Palm Coast Running Series began last Saturday,

September 12th when over 100 runners, including five runners under the age of ten,

participated in the annual Palm Coast Autumn Trails 5K Run/Walk. All participants

were able to compete as well as experience the beauty of the City’s parks and trails at

this exciting annual event. For a complete list of the upcoming races as part of the Palm

Palm Coast Welcomes Home Tennis Champ – Reilly Opelka

The Palm Coast Tennis Center hosted the homecoming for 2015

Wimbledon Junior tennis champion Reilly Opelka on Friday,

September 18th. Mayor Jon Netts, Council Member Heidi Shipley,

and the Friends of Tennis, presented Opelka with the “Palm Coast

proud” sign that was created and signed by Palm Coast residents,

during the Wimbledon tournament, where he won the Boys’ Singles

tournament in July. Opelka is a Palm Coast resident who trains in

South Florida, and has been playing tennis since he was five. His

proud parents George and Lynne Opelka were there to see excited

Palm Coast residents welcome Reilly home. For highlights of the

Applications Division assisted Utility in sending out 20k+ emails to our customers about upcoming changes to the Utility Billing System. We also made changes to our notification system to better handle the volume of emails we are sending out.

Streets Maintenance & Special Projects

Currently mowing the neighborhoods of Seminole Woods Parkway and all neighborhoods.

Performed site distance trimming in the “R” neighborhood with the boom-axe equipment

for traffic driving safety.

Inspected and reported eight street light outages to Florida Power and Light for repair.

Repaired one pot hole on Palm Coast Parkway, near Dunkin Donuts.

Inspected 5,280 linear feet (1 mile) of sidewalks for pedestrian safety.

Repaired three traffic identification signs, within 24 hours of being reported.

Installed a new traffic signal loop detector at Belle Terre Parkway and Pine Lakes Parkway

North.

Performed fire mitigation maintenance at two City parcel locations.

Responded to one after-hours call; water over a roadway in the “E” neighborhood.

Completed irrigation repairs and plants were installed for the State Road 100 median

beautification project.

Parks & Medians Maintenance

Inspected 72,583 linear feet of park hiking trails and 217 trail signs. Due to inclement

weather, inspection was performed two times.

Inspected 28 irrigation zones, cleaned, replaced, and adjusted spray heads, along City

medians.

Inspected 36 irrigation zones, cleaned, replaced, and adjusted spray heads in the City parks.

Power washed the asphalt trail along St. Joe Walkway.

Power washed, cleaned, trimmed hedges, and pruned trees at Heroes Memorial Park.

Painted archery fields at Indian Trails Middle School track for the upcoming Senior Games

2015.

Painted soccer fields at Indian Trails Middle School and Indian Trails Sports complex, for

upcoming games.

All playgrounds (6) were leveled.

All center medians on Belle Terre Parkway, Palm Coast Parkway & SR 100 were

maintained.

All City parks (12) were mowed and maintained.

Grounds were maintained at 250 well sights and lift stations.

Maintained the grounds at: 5-Fire Stations; 3-Water Treatment Plants; and 1-Wastewater

Treatment Plant.

Mowing was performed at 16 sports fields three times each, for a total of 56 acres.

Rake and clean off the lines, on the tennis courts at the Palm Coast Tennis Center daily.

Cleaned 31 culvert pipes for a total of 806 linear feet.

Mowed and weeded 64,085 linear feet of ditches in the “L” neighborhood.

PLANNING

Grand Haven CDD Hosts a Tree Symposium

Grand Haven's Community Development District and its Homeowner's Association conducted a Tree Symposium to

discuss tree issues within their community. Those present for a panel discussion included four City of Palm Coast Staff

members, a certified arborist, Grand Haven's consulting horticulturist, a realtor, attorney and one of the southeast

foremost expert on tree pruning and root behavior, Dr. Edward Gilman, professor from the University of Florida. Some

of the issues discussed included sidewalk and utility damage, acceptable and unacceptable tree pruning methods, leaf

litter, removal or replacement options for trees, density of trees required, street trees and their responsibility for

maintenance. These issues are more difficult in that the property lines for the lots end at the back of the curb, so property

owners are responsible for the maintenance of the street trees.

The two-day event was very beneficial and educational to all attendees. The entire community was invited to listen to

the discussion and were afforded the opportunity to ask questions that had been submitted prior to the meeting. These

questions were then answered by the appropriate panel members. No definite resolution to all these issues were

finalized, but Grand Haven now has adequate information to make their decisions in a more educated way. It was a very

positive meeting and a lot of myths related to trees and regulations were dispelled or clarified.

The Flagler Humane Society would like to give the community an opportunity to foster animals to those individuals who can’t commit full time to a pet. We have many volunteer opportunities for those that need their “animal fix”. Call to find out when the next volunteer orientation is! We hope to see you there. Donation Opportunities: The Flagler Humane Society are still collecting shoes. We welcome all shoes regardless of size, type, or condition. Additional drop off locations can be found on the Flagler Humane Society website. “Doghouse Donation Boxes” are found at all the fire stations in Flagler County. You can drop off donations anytime at your nearest fire station. FHS appreciates all donations, especially those from our Wish List (available at flaglerhumanesociety.org/wish-list). You can also purchase items via the Amazon.com link on the FHS website and ship them directly to the shelter. Outreach Adoption Events: Don’t forget that FHS have volunteers and adoptable pets at the Farmer’s Market in Flagler Beach every Friday and at PetSmart in Palm Coast every Saturday and Sunday. If you are interested in volunteering at these events, please contact Katie at [email protected]. Don’t forget to stop by our booth at Walmart on September 19-20 from 10 am to 4 pm. We are still in need of volunteers for our Walmart Booth on October 17-18. Walmart draws in a fair amount of donations but we will need your help with this event!!! We will be participating in a mini-mega adoption event at PetSmart in Daytona Beach. The event is scheduled for Sept. 19 from 10 am – 8 pm and Sept. 20 from 10 am – 6 pm. Adoption fees are only $20 and we will be doing same day adoptions. Adoption Specials: See the FHS website for upcoming adoption specials. Upcoming Fundraisers/Events: Save the date for the October Yappy Hour that will be hosted by Turtle Shack on October 26th from 6 pm – 8 pm. Public Announcements: The Flagler Humane Society has a variety of subsidized spay and neuter programs for members of the community that need to have their pets or community pets sterilized. Please call FHS at 386-445-1814, email [email protected] for questions. FHS is opening a wellness clinic for minor veterinary issues. Appointments can be made by calling the customer service line at 386-445-1814. Appointments will be made on the 1st and 3rd Saturdays of the month from 11am – 1pm and every Wednesday from 3pm – 5pm. Low cost vaccination clinics will still be held on the 1st and 3rd Saturday of every month from 1pm-3pm. No appointments are necessary. FHS also offers a “Pet Food Pantry” for those that are in need of assistance. Please call to see if you qualify. Hasani is a beautiful 5 year old

neutered male hound mix. He is good with most dogs and but wasn’t

always that way. He has had a wonderful foster who worked with

him on his social skills and now he is doing well. He is housebroken and has great manners in the house. He

Discover Trips – “Museum of Military History”

Wednesday, Oct. 14, $43/person (Pre-Registration required by 4:00 PM on Wed., Sept. 30)

Our first trip of the season will take us to the Museum of Military History located at 5210 W. Irlo

Bronson Memorial Highway, Kissimmee, FL 34746. Our visit will include a 1.5 hour guided

tour with 30 minutes afterwards to browse through the Museum at your leisure. We will stop for

lunch after our visit to the Museum. Lunch is at the participant’s expense.

The mission at the Museum of Military History is to educate, increase awareness, build

knowledge and understanding of the American military experience through interactive,

The average water demand for the week was 6.737 million gallons per day; the average

wastewater flow was 6.025 million gallons per day.

Crews installed 4 new domestic meters, 1 reuse meter, and 1 new pep tank.

This week 169 utility customers were shut off for non-payment.

There were a total of 53 calls after hours.

About 6:15 pm on Sunday crews were called out for a main break on Seafarer Court which

affected 33 homes for approximately 8 hours while the crew worked through the night to make

the repair.

On Monday, at approximately 2:30 pm, the 8” water main split on Matanzas Woods Parkway.

This affected 85 homes for 4 hours which included Luther Drive, Ludlow Lane, and Lucas Lane.

Wastewater had to make a major repair on the gravity sewer main on

Persimmon.

Wastewater crews inspected via CCTV 7,601 feet of gravity sewer,

cleaned 4,300 feet of gravity sewer, and inspected 31 manholes. They

also inspected and cleaned 2 service laterals.

Wastewater Maintenance and Collection crews completed 123 pep

maintenance and 101 service orders, replaced 16 pep pumps, 15

floats, and replaced 11 clean out caps.

Palm Coast Utility inspector wins award for keeping food grease out of wastewater system Palm Coast – City of Palm Coast Utility Pretreatment Inspector Patrick Garrett has received the Florida Water and Pollution Control Operators Association’s Robert Heilman Award for Excellence in Industrial Pretreatment. The award honors Garrett’s work to develop a program to keep objectionable wastes – such as food grease – out of the Palm Coast wastewater collection system. He recently accepted the award at the association’s annual meeting in Fort Pierce. Garrett, a nine-year employee of the Palm Coast Utility Department, was instrumental in helping to develop the City’s Pretreatment Ordinance and in implementing an extensive inspection and enforcement program. His main focus has been working with owners and managers in the food service industry to assist them in becoming and remaining compliant with City pretreatment requirements. Most of Garrett’s work is focused on the food service industry that, through best management practices, collect and dispose of most of the fats, oils and grease for beneficial recycling. However, the residual grease that goes down the drain during the wash process and into the facility grease trap or interceptor must be periodically removed and properly treated and disposed of. Through the City’s ordinance and compliance inspection program, all food service establishments are inspected least once a year. “If fats, oils and grease are not removed prior to entering our wastewater collection system, they wreak havoc with our pipes, pump stations and treatment plant,” said Utility Director Richard Adams. “The pretreatment program put into place by Pat has been very successful, and this award from the Florida Water and Pollution Control Operators Association is well-deserved. The entire Utility Department congratulates him on the award!”
