1.0 Introduction

The City of Delano has evaluated the overall condition of its infrastructure including pavement, curb & gutter, sidewalks, sanitary sewer, and storm sewer in recent years. This evaluation has occurred over several years and now serves as the basis for the City’s infrastructure management plan. 1.1 BACKGROUND:

In 2003, the City hired a consultant to rank the pavement condition of all city streets. The final report also included the evaluation of some utilities including sanitary sewer. Recommendations were provided for pavement rehabilitation and general costs were estimated.

Starting in 2009, the City revisited and updated previous rankings. Recommendations for pavement rehabilitation were updated and construction costs estimated. Several iterations of Pavement Capital Improvement Plans (CIPs) were produced to evaluate project staging and impacts to the City’s general budget and bonding capacity.

The City of Delano was added to the State of MN Municipal State Aid (MSA) system in 2007/08. Since that time, the City has been evaluating the best possible local state aid road system to maximize revenues through the state and enable efficient use of the funds toward the rehabilitation/reconstruction of key city streets. The state will be modifying the MSA needs calculation in the upcoming year. This report and project will include modifications to the City MSA system in anticipation of those changes.

In 2009, City staff and Council revisited the City’s special assessment policy. The Council concluded to not include special assessments as a revenue source for street and infrastructure reconstruction

The Capital Improvement Plan (CIP) staging plan was finalized in 2012 and the first project was started in 2013. The staging plan anticipates 4 additional infrastructure projects, including the 2016 project, staged over a period of 15 years. A CIP staging map is attached as Figure 1. This report addresses possible streets to be included in Project #2 (the 2016 project). This Council and future Councils will maintain the flexibility to advance or delay streets pending needs and the City’s financial capacity.

Delano Public Works revaluated all street pavement conditions in 2015. These rankings served as the basis for the CIP. The City Street Superintendent utilized MN Asphalt Pavement Association (MAPA) ranking method. Pavement ranking information was entered into the City’s GIS database. Utilizing City staff to complete these rankings was cost-effective and enables the same individuals to update the rankings at any time the City chooses.

Delano Public Works has televised the entire sanitary sewer identified within the limits of Project #2, and is finishing the televising of the storm sewer within the project.

Delano Public Works has located all manhole structures with a GPS unit. Staff has also completed a visual inventory of all manhole structures documenting the condition of the structure, rings, and castings. All data is kept and is accessible in the City’s GIS. This field work and data collection was completed in 2012 and is updated as necessary.

All curb and gutter and sidewalk within the area identified as Project Area #2 to be anticipated for work in 2016 were evaluated in the fall of 2015. Estimates for repair and replacement are included in this report.

The anticipated streets to be improved in this project have been shared with Delano Municipal Utility (DMU) staff. Several meeting with DMU staff have identified water main replacement/upgrades deemed necessary in this project area.

1.2 PURPOSE OF THIS REPORT This report is based on the previous work completed by City staff and Council. The purpose of this report is to identify necessary infrastructure improvements, options for improvement, estimated construction and project costs, possible sources of revenue to complete the project, as well as, a project schedule to complete the work. This report presents our finding on the proposed infrastructure improvements for the area identified as Project #2 in previous plans, including 3rd Street N from Railroad Ave to Bridge Ave. This street segment was not previously identified to be included in Project #2.

2.0 Field Observations and Measurements

2.1 GENERAL Public Works, DMU staff and Engineering staff have evaluated the existing condition of the overall infrastructure for Project #2 including pavement, curb & gutter, sidewalks, sanitary sewer, storm sewer and water main. 2.2 STREET (PAVEMENT) AND CURB CONDITION Public Works staff rated all the city streets in 2015 based on the Minnesota Asphalt Pavement Association (MAPA) pavement rating system. The pavement ratings were categorized as following:

80-100, normal maintenance 69-79, mill and overlay 33-69, reclamation 0-32, reconstruction

The 2016 infrastructure improvements are initially based on the street ratings. Sheet G-102 displays the overall project plan area and identifies the type of repair proposed for that section of roadway. The curb for the entire project area was visually evaluated. 2.4 WATERMAIN CONDITION The condition of the watermain in the project area was determined by meeting with Delano Municipal Utility interim general manager Paul Twite, and other staff. Further revisions to the watermain improvement are being considered. The table below outlines the existing condition and recommended improvement for the watermain in each street:

3.1 STREET (PAVEMENT), SIDEWALKS AND CURB The pavement section for each street is based on the City of Delano standard street detail as shown in Appendix A. The pavement sections shown are from the 2013 Infrastructure Improvements Project, which contains similar traffic loading and assumed subgrade material. Actual pavement sections may vary depending on soil boring results which would be obtained during the design phase. 3.1.1 Width Measurements were taken of the existing street width during the street ratings process. On streets that are slated for reconstruction, the road will be reconstructed to the city standard width of 32-feet measured from face of curb to face of curb. The exceptions to this are the east end of Franklin Ave and the west end of Bridge Ave, which will be reconstructed to a rural section with a width of 24-feet measured from the edges of the bituminous. Downtown streetscape areas will be constructed in accordance with the approved streetscape plans. Streets that are identified as reclamation will be restored to the existing street width. 3.1.2 Parking Below is a summary of street widths and available street parking. Additionally, if a street is identified as a local collector the guidelines for State Aid should be followed for parking requirements.

Parking would be available with all proposed street widths with the exception of the portions of Franklin Avenue and Bridge Avenue identified to have a width of 24-feet, and Buffalo Street. 3.1.3 Sidewalks and Trails Existing sidewalk condition was evaluated along roads within the project area. Replacement areas are shown on Sheets included in Appendix A. In general, sidewalks will not be added on streets where a sidewalk does not currently exist. However a pedestrian sidewalk is recommended along 1st Street and Franklin Avenue and is shown in Appendix A. The following trail connections have been included as improvements (see Figures 3a and 3b):

1. 2nd St SW (located in Clover Springs) to the west end of Franklin Avenue 2. The east end of Franklin Avenue to Hwy 12 3. Along Hwy 12, north of the railroad bridge to Bridge Ave. (west side of Hwy 12) 4. Railroad Ave/Tiger Dr. intersection to Elm Ave. (west side of Tiger Dr.)

3.1.4 Alleys Consistent with past projects, the city has tried to pave existing gravel alley ways which are located close to infrastructure improvements projects. The alley located between Railroad Ave/Bridge Ave and 3rd Street/4th Street has been identified to be paved. 3.2 SANITARY SEWER The condition of the existing sanitary sewer has been evaluated. Inspections were conducted the fall of 2015 on all of the structures located in the project streets to evaluate the condition of the structure, steps, rings and castings. The sanitary sewer mains have been televised and the tapes reviewed for issues.

3.2.1 All Castings and Adjustment Rings All sanitary castings and adjustment rings within Project #2 will be removed and replaced, including castings on structures not identified for replacement. This will not only assist with matching the new pavement surface, but also reduce infiltration/inflow (I/I) sources. 3.2.2 Sanitary Sewer Service Inspection The City Council has adopted an ordinance that will require video inspection of sanitary sewer services at the time of a street reconstruct. This inspection will be done regardless if the main will be replaced as part of the street project or is identified for a future lining project. If a service line is identified as in need of repair, the homeowner will be given the option to have the work done by the contractor which is awarded the reconstruct project, or to hire a contractor themselves to complete the work.

3.2.3 Franklin Ave/1st Street Area Lowering the existing sanitary sewer through the wetland between Rockford Road and 1st Street should be considered. When the HWY 12 project was completed the manhole at Rockford Ave. was constructed with an outside drop in the structure, which allows the upstream pipe to be lowered. The current sanitary pipe through the wetland has minimal cover, lowering this pipe would increase the burial depth. Additional sanitary improvements in this area include replacement of all sanitary structures, sanitary sewer main, and services to the Right of Way along 1st street and Franklin Ave. 3.2.4 Merriman Dr./Buffalo St/Elk St/Bridge Ave The existing sanitary sewer between Buffalo Street and Elk St currently does not have any services attached to it. All properties along this segment of Merriman Dr. have sewer service stubs from other streets. This section of pipe is able to be removed. A section of sanitary sewer main to the west of Elk St will be replaced to eliminate a backflow issue in the line. Sanitary sewer work on Buffalo St and Bridge Ave is minimal with a recommended replacement of a structure, the placement of a new structure, and a spot repair on the main to fix an offset joint. There is currently no sanitary sewer located in Elk St. A sanitary main is recommended to be installed beyond the end of Elk St to allow for a future connection.

3.2.5 2nd Street/3rd Street/Railroad Ave It was discovered during the 2013 infrastructure improvements project that there are sanitary sewer services connected to the storm sewer. These services are assumed to be located along Railroad Ave between 2nd and 3rd Street. The sanitary/storm connection will be removed and the sanitary sewer service will be connected to the sanitary main. The sanitary sewer in 3rd St is clay and has no major issues, and is a good candidate for a future lining project. There is a service wye that is protruding into the main and should be corrected to prevent infiltration issues or begins to takin in material which would undermine the street. The sanitary sewer in Railroad Ave to the east of 4th St is served through a main that runs through the Mt. Olive property, and ends at the property owned by RNP Properties. It is recommended to extend the sanitary sewer main to the east and the west along Railroad Ave and provide future connections for the properties which currently do not have city sewer. 3.3 WATERMAIN City staff has collaboratively worked with DMU staff to assess and determine watermain issues, age, materials, and corrective actions needed. The majority of the watermain located in the project streets is approximately 50+ years old, with three streets known to have transite watermain still in place. 3.3.1 Franklin Ave/1st Street Area The water service connections to the watermain located on 1st St are known to have issues, and are prone to leak. The watermain and service lines have been in place since the 1970’s. The existing watermain in Franklin Ave consists of a 6” transite main. As part of the Hwy 12 project, a 12” watermain connection stub was installed. The Highland Ridge development to the west of Franklin Ave also installed a 12” watermain. Replacing the existing 6” transite watermain to a 12” and making a connection to the watermain located in Highland Ridge would improve balanced water pressure and improve the system through this area. 3.3.2 Merriman Dr./Buffalo St/Elk St/Bridge Ave The majority of the watermain located in this area has been in place since the 1960’s. The exception to this is the watermain located in the north end of Buffalo St and in Merriman Dr. to the west of Elk Ave, which was installed in 1985. The replacement of the watermain, service lines, curb stops, and hydrants for all of the watermain installed prior to 1985 should be considered. The watermain located on Elk St and Bridge Ave are dead end lines. The installation of a watermain loop from the south end of Elk St to the west end of Bridge Ave would loop these two systems and improve the water quality and pressure to the residents serviced from these lines.

3.3.3 2nd Street/3rd Street/Railroad Ave The watermain located in 2nd St is transite material and has been in place since the 1960’s. A section of the transite main was replaced near Bridge Ave as part of the 2013 Infrastructure Improvements project. It is recommended to replace the transite watermain through this area. The watermain in 3rd St was installed at the same time as the surrounding area and has been in place since the 1960’s. It is recommended to replace the watermain, service lines, curb stops, and hydrants located along 3rd St during the reconstruction process. The watermain located in Railroad Ave has been in place since the 1960’s, with no existing watermain between 3rd St and 4th St. The replacement of the watermain, service lines, curb stops, and hydrants throughout from River St to Tiger Dr. should be considered with new watermain installed between 3rd and 4th St. 3.4 STORM SEWER Partial evaluation of the existing storm sewer system located in the project area has been completed to include inspection of the existing structures. There are areas which are known to have drainage issues, inlet capacity issues, and high water tables. 3.4.1 Franklin Ave/1st Street Area This area is known to have high groundwater elevation which impacts subgrade and pavement conditions. An existing sump line connection is run along the west side of 1st St to directly connect sump lines from the residents directly to the storm sewer system, which reduces the amount of moisture introduced into the subgrade. Additionally, there is a limited capacity and ponding issue during rain events. It is recommended to replace the existing storm sewer system, install additional inlets at the intersection of Franklin Ave/1st St, and at the sanitary sewer crossing through the wetland. 3.4.2 Merriman Dr./Buffalo St/Elk St/Bridge Ave There is a minimal amount of storm sewer located throughout this area, with drainage conveyed in and out of the wetlands located near these streets. The intersection located at Bridge Ave/Buffalo St is known to have limited capacity and ponding issues during rain events. This is due to the fact that it is the only inlet location for Bridge Ave, Buffalo Ave located between Bridge and Merriman, and Merriman to the east of Elk St. The only other storm sewer in this area is located on Merriman Dr. from Merriman Ct to the south where it discharges into a wetland located behind the property at 523 Merriman Dr. There is a capacity issue during storm events near this property. The replacement of the existing storm sewer located at the intersection of Buffalo St/Bridge Ave is recommended, with upsized pipes to accommodate increased storm water capacity. Additional inlets are recommended to be installed on Bridge Ave to the west of this intersection, and on Buffalo St to the north of this intersection. The portion of Buffalo St to the north of Merriman Dr. is currently a rural section with ditches located along the road for drainage. This is proposed to remain the same with no change in storm water flows from this area.

The replacement of the storm sewer system located on Merriman Dr. is recommended, with further investigation to determine the cause for the capacity issue. The issue may be due to pipe sizing or an obstruction located at the pipe outlet. 3.4.3 2nd Street/3rd Street/Railroad Ave There is a known sanitary sewer service connection to the storm sewer system located on 2nd St. Further investigation as to the number of connections and the location of connections is required. The storm sewer running along Railroad Ave between River St and 4th St is located approximately 8.5’ south of the south curb line, with stubs to catch basins located in the curb line. The condition of the main line is good with one spot repair done by public works employees. There is storm sewer located in the alley between 3rd St/4th St and Railroad Ave/Bridge Ave. This storm sewer line is shallow and is in need of repair. From conversations with Public Works staff, it is possible that the storm sewer located in this alley may connect to the storm sewer system on 3rd St. Additional investigation into existing connections from buildings and other storm lines needs to be completed. It is recommended at a minimum to replace the storm lines and structures located in the alley. The extension of Railroad Ave to Tiger Dr. will require the installation of a new storm sewer system. This would be installed in conjunction with the new street extension. In addition, the Minnesota Pollution Control Agency requires any project that creates over 1 acre of additional impervious surface to construct a permanent stormwater treatment system, or a stormwater pond. The extension of Railroad Ave from 4th St to Tiger Dr. would require the construction of a stormwater pond. The exact location of the stormwater pond has not been determined. 3.5 OTHER IMPROVEMENTS 3.5.1 Downtown Streetscape Plan Costs have been provided to reconstruct the downtown areas (Railroad Avenue from River Street to 3rd Street and 2nd Street) in accordance with the “Downtown Streetscape Plan” prepared by SRF in 2006. See the attached Figure 2 depicting the nature of the streetscape improvements. The improvements include sidewalks, street width of 39-feet which is consistent with the streetscape plan, decorative lighting, and trees. Additionally, the parking lot located at the southeast corner of River St and Railroad Ave has been included in the cost estimate. The revisions to the parking lot are shown in Appendix A and utilize drive in angled parking as shown in Figure 2. 3.5.2 Downtown Parking Lot The City is working towards executing leases with the property owners of the parking lot located between River Street/2nd Street & Railroad Ave/Bridge Ave. to take over management of this lot. If successful, the city would like to include work on this parking lot and reconfigure striping to maximize the number of parking spaces. Improvements to this lot would include the reconstruction of the pavement section and evaluation and potential replacement of the storm sewer system.

3.5.3 Ditch Improvements City Public Works staff has been performing maintenance on the ditch located south of Elm Avenue to the west of Tiger Drive. This ditch abuts the rear yards of residential properties located along the ditch. The construction techniques needed and equipment necessary to complete the ditch cleaning often results in disturbance to the surrounding properties. Figure 4 shows a proposed alignment to install piping through the ditch section, and eliminate the need for ditch cleaning through this area.

4.0 Easements and Right of Way

There are two areas identified in the project area where there is an existing roadway but an easement or right of way over the area is not defined. The areas identified include the east end of Franklin Ave, and Railroad Ave between 4th Street and Tiger Drive. Figures 5 and 6 show the right of way or easement needs for these two areas. The City Council has adopted a resolution declaring the existence of public right-of-way at Railroad Avenue between 4th St and Tiger Dr. This resolution is in regards to an existing “cartway” that has been identified in a License Agreement from the Great Northern Railroad Company for a roadway. This resolution applies to the properties along the south edge of the proposed street extension to Tiger Dr. The remaining properties along Railroad Avenue and Franklin Avenue will require temporary and permanent easements for the construction of the proposed streets. Easement/Right of Way costs are currently being negotiated with each property owner. Table 3 summarizes the right of way and easement needs for the project.

6.0 Assessments

In 2010 the city council reviewed the city’s assessment policy. The 2013 project was completed without assessments. It is proposed that this project be completed without assessments to the individual property owners. An exception to this is the address of 407 Buffalo Street. This property is currently in Franklin Township and therefore does not pay taxes to the city of Delano. The city would propose to assess this property for the improvements to Buffalo Street. The assessment policy is to charge on a per unit basis for strictly residential projects. The assessment rate for this parcel has been determined by dividing the total improvement cost of the street by the number of units abutting Buffalo Street. Corner units with the street address on the abutting street will be considered ½ units. This parcel currently is not connected to city sewer and water so would not be charged improvement costs associated with sewer in water rather would be charge city connection costs when/if a connection to city sewer and water is sought. Cost Estimate Assumptions:

All costs include a 30% contingency. This includes a 10% construction cost contingency as well as a 20% contingency for indirect costs. Indirect costs include administration, engineering, and legal expenses.

The current fund balances in the Sanitary Sewer and Storm Sewer may not be sufficient to fully provide the necessary revenues as identified in the table. Any shortages would need to be covered by General Street Levy funds.

Watermain Expenses and Watermain Funding are shown to be born entirely by Delano Municipal Utilities. A portion of these costs may be borne by the City where new development is occurring. The north end of Merriman Drive is one such instance, with the proposed street connection from the existing dead end to 72nd Street.

8.0 Feasibility and Recommendations

The project, as reviewed herein, is feasible as it relates to general engineering principles and construction procedures and is in accordance with Delano’s overall Pavement Management Plan. This project is necessary to properly maintain existing streets and the safe flow of traffic including sidewalks for pedestrians. The utility improvements for sanitary and storm sewer are required in order to maintain and improve the current system. The project is cost effective based on existing conditions and acceptable reconstruction standards for street and utility improvements. The following specific recommendations are provided for Council consideration:

1. As the Council considers which streets to include in the 2016 project, certain streets will be moved forward or backward in the current CIP. It is recommended that the Council update the CIP and City budget forecasts after each Infrastructure Improvement project.

2. The Council has discussed a schedule to complete infrastructure improvement projects. This first project was completed in 2013. The second project planned for 2016 consistent with the plan of a project completed every third year (i.e. the next project would occur in 2019). It is recommended that public works staff update the pavement rankings on an annual basis.

3. It is recommended that the City continue to communicate with DMU. Revisions to the CIP should be shared such that the Utility can properly plan for efficient upgrades/repairs to the water supply and electrical distribution systems.

4. The City has started a GIS mapping and database program to assist in tracking infrastructure data and evaluation information. This has proved to be useful in the preparation of this report and will continue to be useful in maintenance activities. It is recommended that pavement condition rankings, manhole inventories, and sewer videos continue to be updated. As this information is updated, it should be stored in the City’s GIS.

Specific infrastructure and project design recommendations: 5. It is recommended that Public Works continue to televise the storm sewer

system. Components within this project area should be the first priority. 6. It is recommended that downtown streetscape improvements be included in
