DETERMINATION OF QUORUMChairman Aveni determined quorum is present.

APPROVAL OF MINUTES(3.1) CHIEF CLEMONS MOVED to approve the minutes of the May 10, 2018 meeting; Chief G. Orndoff seconded the motion. Roll Call Vote: AYES – Chief Clemons, Chief G. Orndoff, Deputy Chief Lupton, Chief N. Orndoff, and President Rockx. MOTION CARRIED (5/0)

CHAIPERSON’S REPORTChairman Aveni welcomed everyone to the meeting. The committee did not meet in June 2018.

MANASSAS FIRE AND RESCUE DEPARTMENT’S REPORTChief Clemons reported that six new medics started on Monday. These positions were filling vacancies and new positions created to staff the second medic unit 24 hours. They will be in recruit school for six weeks. There are two positions left in Operations that staff is working to fill. Additionally, interviews were done this week for a new Fiscal Specialist. Interviews were done last week for promotions in the rank of Master Technician, Lieutenant, and Captain.

Summer Camp begins next week. Both Freshman and Sophomore Camps will be one week this year due to competing priorities.

The Fourth of July event was a great event once again. All System organizations participated as well as other jurisdictions that provided assistance. There were four Fire Marshals on duty this year which was the most we’ve ever had; this allowed staff to better serve the entire City.

MANASSAS VOLUNTEER FIRE COMPANY’S REPORTChief Orndoff reported that one member graduated Prince William County’s Fire Academy Firefighter I and II class, Jason Chavez. Two members are completing their National Registry EMT testing. There is an EVOC class, taught by Brad Miller, scheduled for July 21 and 22; five members from MVFC and GMVRS are in the class which MVFC is funding.

There are six new members in the process now, with three or four of them already being trained.

Chief Clemons asked that MVFC and GMVRS notify CMFRD when volunteers graduate so they can acknowledge the student’s hard work.

GREATER MANASSAS VOLUNTEER RESCUE SQUAD’S REPORTPresident Rockx reported that one goal of GMVRS is the acquisition and advancement of new members. They want to have 24 new members; currently there are 11 new members and 10 pending. Five members are actively interning.

The Board is in the process of re-writing the bylaws. Thus far, 26 members have signed the Code of Conduct acknowledgement. The Code of Conduct is now part of the onboarding process for new members.

Three charter members have passed on over the past few years. GMVRS has commissioned portraits to memorialize them. Last year, Hutton Hall hosted over 100 scheduled events; it is a large community resource and revenue source for GMVRS. More than half of the events are at no charge for nonprofits or members. $10,000 has been allocated to improving lighting and A/V equipment.

A joint letter was issued from CMFRD and GMVRS to members regarding progress being made towards staffing a second 24 hour transport unit.

Chief Orndoff noted that there are two more CME sessions this year (August 11 and October 20). Monthly CPR classes are continuing, and HIPAA and Infection Control will continue to be offered the 3rd Friday of each month. She will be discussing Target Solutions with Battalion Chief Smith.

UNFINISHED BUSINESS

(8.1) Standing Committeeso C. Quality Assurance (Lt. Matt Fox)

The report was distributed in the agenda packet. A total of eighty reports were reviewed, fifty by the committee and thirty by Lt. Fox directly. There were no areas of great concern. This past QA meeting was Dr. Pesce’s first; she seemed impressed with the system and quality of care.

Robb Hoffower could not be in attendance due to a family emergency. The most recent NIMS compliance numbers will be used in the annual report and will be distributed.

(8.2) Incident ReportingDeputy Chief Lupton stated that the email with missing reports was sent out previously; there was nothing significant.

(8.3) Fire Station 521 Update Chief Clemons gave an update on the progress of new Station 521. Progress is moving forward and Chief Clemons has recently given an update to Mr. Pate.

(8.4) Active Violence Incident Operations (New SOP)The Active Violence Incident Operations SOP was originally presented in May; no comments were received.

NEW BUSINESS(9.1) Medical Evaluation (NEW SOP)Chief Clemons spoke with the City Attorney concerning the Medical Evaluation SOP as it may require a change in ordinance. The City Attorney did recommend language for the SOP which will be inserted; the revised SOP will then be brought back next month. In the meantime, any comments should be provided to BC Franzello.

New Fire Station 521 (CIP P-022) is moving forward. City Staff has been working with the architect on land and building design. An advisory group has also been established to help address member inquiries and comments.

A community meeting was held on March 21, 2017 at Round Elementary School.

A community meeting was held on July 19, 2017 at City Hall.

Due diligence began in July 2017.

In September 2017, the Planning Commission approved Comprehensive Plan Amendment #2018-01, which found the proposed Dumfries Road location consistent with the City Comprehensive Plan.

Land Sale was completed in October 2017. Sign is now on display at site.

Building design concept presented to City Council and then during a community town hall meeting in February 2018.

“The City of Manassas Fire & Rescue System recognizes that many of its employees and volunteers are involved in job responsibilities that may place them at risk for direct contact with blood and other potentially infectious materials. It is the goal of the System to strive to reduceexposure in the employee population and thus reduce the incidence of occupational health risk. It is also the goal of the System to ensure that the patients served are offered protection from infection. The City of Manassas Fire & Rescue System’s Exposure Control plan addresses blood borne pathogens, airborne and droplet transmitted diseases.”

“The City of Manassas is a local government agency that is subject to the laws established by the Commonwealth, including the Virginia Public Records Act (VPRA). The VPRA establishes the basic rules and authorizes the Library of Virginia (LOV) to issue more detailed regulations specifying how state and local public agencies, officials, and employees handle ‘public records.’ This includes determining what constitutes a public record, how long to maintain that public records, and when and how to eventually dispose of it.”
