TheCoronavirusAid,Relief,andEconomicSecurityAct(CARESAct),PublicLaw116-136,wassignedonMarch27,2020torespondtothegrowingeffectsoftheCOVIDPandemic.TheCARESAct…

•  Makes$5billionavailableinsupplementalCommunityDevelopmentBlockGrant(CDBG)fundingforgrantactivitiesthatprevent,preparefor,andrespondtocoronavirus(CDBG-CVgrants);

•  ProvidesflexibilitiesforCDBGgranteestomakeiteasiertouseCDBG-CVgrantsandFY2019andFY2020CDBGgrantsforcoronavirusresponse;italsoauthorizesHUDtograntwaiversandalternativerequirements;

•  RequiresCDBG-CVgranteestopreventtheduplicationofbenefits,whichmeansgrantfundsmaynotbeusedtopaycostsifanothersourceoffinancialassistanceisavailabletopaythatcost.

CDBG-CV Funding


TheCityofNewBedford’sOfficeofHousingandCommunityDevelopment(OHCD)willreceiveCommunityDevelopmentBlockGrant-COVID(CDBG-CV)fundsforuseinpreventing,preparingfor,andrespondingtothecoronavirus.

•  TheCDBGProgramprovidesannualgrantsonaformulabasistoEntitlementCommunitiestosupportviablecommunitiesbyprovidingdecenthousing,asuitablelivingenvironmentandopportunitiestoexpandeconomicopportunities,principallyforlow-andmoderate-incomepersons.

•  TheCityofNewBedfordwasawarded$1,624,151inCDBG-CVfundingthroughtheCARESAct.


ESG-CV Funding



TheCityofNewBedford’sOfficeofHousingandCommunityDevelopment(OHCD)willreceiveEmergencySolutionsGrant-COVID(ESG-CV)fundsforuseinpreventing,preparingfor,andrespondingtothecoronavirus.

•  ESGisaformulagranttostatesandlocalgovernments;theprogramfundsabroadrangeofactivitiesforpeoplewhoareexperiencinghomelessnessorwhoareatariskofhomelessnesswhichthenewlawincludesanyonewithanincomebelow50%ofareamedianincome.

•  TheCARESActincludes$4billionforhomelessassistancetobedistributedthroughtheEmergencySolutionsGrant(ESG-CV)program.

•  TheCityofNewBedfordwasawarded$805,424inESG-CVfundingthroughtheCARESAct.


TheCityofNewBedfordisgoingtocompleteasubstantialamendmenttoitsexistingFive-YearConsolidatedPlanandOneYearActionPlan(FY2015-FY2019)toaccesstheCDBG-CVandESG-CVFunding.ThismethodwillallowquickeraccesstotheCOVIDfunds.

ThenewFive-YearConsolidatedPlan(FY2020-FY2025)isbeingdraftedandwillbepresentedforreviewlaterthismonth.

TheCARESActincludesgreaterflexibilityinthecurrentregulationsforusingCDBG-CVfunding.

PublicServiceActivitiesThe15%capontheamountofgrantfundsthatcanbeusedforpublicservicesactivitiesiseliminated.

CitizenParticipationandPublicHearingsforConsolidatedPlans(includingActionPlans)•  In-personpublichearingsarenotrequired.Granteesmaymeetpublichearingrequirementswith

virtualpublichearings.

•  Granteesmayamendcitizenparticipationplanstoestablishexpeditedprocedurestodraft,propose,oramendconsolidatedplans.Expeditedproceduresmustincludenoticeandreasonableopportunitytocommentofnolessthan5days.

Flexibilities for use of ESG-CV Funding

TheCARESActincludesgreaterflexibilityinthecurrentregulationsforusingESG-CVfunding.

ThenewlaweliminatesESGrequirementsfor:

•  Matchingfunds—nomatchisrequiredforESG-CV

•  Procurementstandardsareeliminated

•  Nocaponshelterfunding

•  Nohabitabilityandenvironmentalreviewstandardsfortemporaryemergencyshelters

•  Allowsupto10%ofthefundingtobeusedforadministration.


TheCDBG-CVfundsallocatedundertheCARESActmaybeusedforarangeofeligibleactivitiesthatpreventandrespondtothespreadofinfectiousdiseasessuchastheCoronavirus2019disease(COVID-19).

Proposedactivitiesmustmeetoneofthethree(3)NationalObjectivesasrequiredbyCDBG-CVregulations:

•  Benefitlow-andmoderateincomepersons;

•  Aidinthepreventionoreliminationofslumsorblight;and

•  Meetanurgentneed.

• Onlyprogramsthatserveprimarilylowandmoderateincomeindividualsandfamilieswillbeeligibleforfunding!Thedefinitionofamoderateincomefamilyisnomorethan80%percentoftheareasmedianincome,adjustedforhouseholdsize.

andEligibleEconomicDevelopmentActivities. EligibleActivitiesCDBG-CVfundingmaybeusedbyapplicantsforeligibleactivitiestraditionallyassociatedwithCDBGPublicserviceandeconomicdevelopmentfundingandadditionalactivitiesspecifictoCOVID-19:


CDBGPublicServicesandInterimAssistance

Provideservicestothepublic,primarilyforabenefittolowandmoderateincomeresidentsthatcouldincludehealthcare,rentandmortgageassistance,elderservices,childcareservices,foodaccess,fairhousing,financialliteracy,youthservicesorhomelessservicesupporttoindividualsandfamilies.ProgramsmustdemonstratehowthisactivityisimpactedbytheCOVID-19emergencyandhowfundstosupportthisactivitywillhelpthecommunityrecover.

CDBGEconomicDevelopmentAssistance

Loans/grantstoeligiblebusinessestocreate/retainjobsforlowandmoderateincomeindividuals.Loans/grantstoeligiblemicroenterprises(abusinesshavingfiveorfeweremployees,oneormoreofwhomownsthebusiness).

CDBG-CV Grants Interim Assistance


OneareaofeligibleactivitiesavailablewithintheCOVID-CDactivitiesisthe“InterimAssistanceCategory.”

CDBGfundsmaybeusedtoprovideemergencygrantpaymentsforsubsistence-typeexpendituressuchasrent,mortgage,food,orutilitiesdirectlytoserviceprovidersonbehalfofindividualsandfamiliesfornomorethanthreeconsecutivemonthsinaccordancewith24CFR570.207(b)(4)topreventhomelessnessandmakeutilitypaymentssuchasgas,water,andelectrictopreventcutoff.

ThemostimportantthingaboutInterimAssistanceisthatfundingcannotbeusedforarrearages(suchasasrentormortgagearrearages).Onlyassistancegoingforwardiseligible;asanexamplethismeansanagencycanassistwithJuly,AugustandSeptemberrents(notAprilandMay).

Agenciesmustsendthepaymentstothelandlordorlenderdirectly–theycannotgotothebeneficiary.

ESG-CV Grants Eligible Activities


EmergencySolutionsGrant–COVIDProgrammaybeusedfor:

•  Streetoutreach;

•  Emergencyshelter;

•  Homelessnessprevention;

•  Rapidre-housingassistance;and

•  HomelessManagementInformationSystem(HMIS)



1.StreetOutreach&EmergencyShelter:Eligibleactivitiesforstreetoutreachincludeengagement,casemanagement,emergencyhealthandmentalhealthservices,transportation,andservicesforspecialpopulations.Eligibleactivitiesforemergencyshelterincludethesameessentialservicesasstreetoutreachandalsoincludeshelteractivitiessuchasrenovationsandoperationsoffacilities.Combinedstreetoutreachandemergencyshelterexpenditurescannotexceed60%ofthefiscalyear'stotalESG-CVgrantaward.

2.HomelessPrevention:Fundscanbeusedtopreventanindividualorfamilyfrombecominghomelessortohelpanindividualorfamilyregainstabilityincurrenthousingorotherpermanenthousing.Eligibleactivitiesincludehousingrelocationandstabilizationservicesandshort-andmedium-termrentalassistanceforthosewhoareatriskofbecominghomeless.


3.RapidRe-housing:Eligibleactivitiesincludehousingrelocationandstabilizationservicesandshort-andmedium-termrentalassistanceforthosewhoareliterallyhomeless.

4.HomelessManagementInformationSystem(HMIS):TheCityofNewBedfordistheHMISleadagencyfortheNewBedfordContinuumofCare.SubrecipientsofESG-CVgrantawardswillberequiredtoparticipateinthecity'sapprovedHMISsystem.

5.Administration:Administrationcostscapatatotalof10%.



HOMELESSDEFINITIONApersonisconsideredeligibleforESG-CVfundingiftheymeettheHUDdefinitionofhomeless.Therearefour(4)broadcategoriesunderthedefinitionofhomeless:

1.  Individualsandfamilieswholackafixed,regular,andadequatenighttimeresidence;

2.  Individualsandfamilieswhowillimminentlylosetheirprimarynighttimeresidence;

3.  Unaccompaniedyouthandfamilieswithchildrenandyouthwhoaredefinedashomelessunderotherfederalstatutes;

4.  Individualsandfamilieswhoarefleeing,orareattemptingtoflee,domesticviolenceorotherdangerousorlife-threateningconditionsthatrelatetoviolenceagainsttheindividualorafamilymember.
