Public Comments

Boy Scout, Sebastian Lawler, shared his plan to become an Eagle Scout. He would like to build a nature play area in Oddfellows Park. Sebastian will update PRAB as he moves forward with his nature play area.

ReportsWay Park Warming House

UpdateDaniel Bynum, St. Olaf student, presented pictures and explained the process of designing and painting the warming house at Way Park.

City Engineer

All paving is finished, and drain tile placed at Old Memorial Field. Plantings will go in next week. Brian will check on the rain garden dimensions and placement.

T.J. Heinricy – Street & Parks

Park shelters have been winterized. Sechler Park will be closing early due to vandalism on the fields. Playground inspections have been completed, and playground equipment repairs are being done.

A. Watkins – Park & Rec. NHA would like to keep the ice in all summer, from July until March with no take out. Ice would be in during DJJD for a hockey tournament instead of the craft sale. The pool has been winterized. Final numbers have not been calculated at this time.

Unfinished BusinessSkateboard Park Update Ann, from 310 Maple Street voiced her concern regarding

noise at the skateboard park. Staff has been actively researching communities with skateboard parks. The completed report will be presented at the November PRAB meeting. A topographic study of the building site has been completed. The study will be sent to Pillar to complete the site plan for the project. This portion will be presented at the November PRAB meeting.Discussion was held on funding the skateboard park.

Meadows Park Update and Discussion

Staff met with SRF Consulting/Paul Miller Design, Inc. in mid-September. The consultant will meet with Council during their October 28 work session to get thoughts on plans as well as direction on the goals and objectives of the project. A public meeting is planned for November 19, which may be held at the Middle School due to the larger number of people involved in a community park.

New BusinessPRAB Work Plan for 2015 Areas discussed for the 2015 work plan were:

Arena facility which will be done throughout 2015.Pool amenities which will be done before spring 2015.Budget which is set for April 2015.Skateboard park set for a shovel in the ground May 2015.Meadows Park, see timeline from packet.

Pool Amenities Discussion was held on the options for pool amenities and what is most needed at the pool. Allison will get estimates for pool slides and report back at the November PRAB meeting. Staff will look into the cost of having the solar panels removed, and they solar panels can be removed while still under contract.

Trail Discussion Trail connection is number one priority. Discussion was held on adding a multi-purpose trail during the Woodley Street Reconstruction project in 2016.

Subject: Ice Arena and Pool

Action Requested: PRAB Discussion

Summary Report:

Arena: The NHA held the Try Hockey Event on November 8. This is an event sponsored by USA Hockey and

the NHA for any child that wants to try and play hockey for the day. The NHA handed out full hockey equipment for any child that needed it to play. The event was very well attended and the NHA got a number of new registrations from it.

The NHA Mite program is up in numbers this year. Both the girls and boys high school teams have officially started their season.

Pool: The insulated concrete blankets have been put down at the pool to help prevent the concrete from

heaving. I have donating 250 1 day admission passes to Sandy Malecha, the Coordinator of the Northfield

Healthy Community Initiative. These passes will go into the goody-bags of families that register for this year’s Eat, Talk, Connect program for local families.

Recreation Programming Report – November 2014Submitted by: Melissa Bernhard

Adult Basketball League – The adult basketball league began on Sunday, November 2, 2014. There are eight teams in the league. Due to the success of the first pre-league clinic for officials last year, a second one was held in late October for officials working in this year’s league. The clinic was led by Jim Harding, a respected veteran MSHSL basketball official, to better educate on rules, procedures, making calls, concussion management, etc. Jim was also present at the first game that each person officiated and acted as a mentor before, during, and after the game. Games are played on Sunday evenings in the Northfield High School gym. The league will continue until late February.

Swimming Lessons – Red Cross swim lessons began on Monday, November 3rd. Lessons take place at the Northfield Middle School on Monday and Thursday evenings. Enrollment is down from last fall by about 15participants. At this point it is assumed that this decrease is due in part to the Northfield YMCA now offering swim lessons. Private swim lessons continue to be popular. Lessons are held at the Senior Center pool during open and family swim times. Uses of the AmericInn Hotel and Suites, the Northfield Middle School and the Senior Center pools have been important collaborations in the success of all swimming lessons.

Other Fall Classes:- Tae Kwon Do & Gumdo – These classes begin on Tuesday, November 12, 2014 at Sibley Elementary. Tae Kwon

Do & Gumdo continue to be popular classes and generally have a very steady and consistent participant base. - 90’s Jam – This workout class began on Tuesday, November 4, 2014 and is part dance fitness, part reminiscent fun. It combines all of the 90’s hits with medium-impact cardio and toning. - Pickleball – Pickleball is growing! This is the third session it has been offered in the Northfield community, and enrollment continues to climb from when it was first offered in the spring of last year. Twenty-five participants are currently attending the fall 2014 session held at Northfield High School on Thursday evenings. Pickleball will end on November 20th, but will resume after the New Year. The program will be held at Bridgewater Elementary on Wednesday evenings throughout the winter and spring. - Northfield Skating School – Fall classes end November 23rd. Due to an increase in enrollment from the fall of last year, a second set of group lessons was added to the current session. There were 54 participants this fall as compared to 31 last year. Skating is offered throughout the winter and will be included in the Community Services winter/spring brochure set to be released near the beginning of December.

Baby Report: Erin mentioned that for the October report, she filled you in on baby Alexa news. Alexa continues to grow and is now two months and over 10 lbs. She is doing well at daycare, and absolutely loves to smile. Dad is already trying to make her move and perform as someone might expect a five year old to do. I’ve had a great time transitioning back to work. It is exhausting attending to a baby’s every need around the clock, thus a computer screen and running around handling program needs is quite refreshing these days! An evening out at the Park Board meeting is just what I will need on a monthly basis.

Action Requested:The Northfield Park and Recreation Advisory Board (PRAB) is being provided with an update on theSkateboard Park. No action is required at this time.

Summary Report:Since the October meeting staff has been preparing a resolution for the PRAB to approve. Several coordinationissues remain to be completed prior to presenting it for approval. This resolution will then be presented to CityCouncil for approval. The resolution will provide approval for the conceptual design, the location and thebudget for completing the project.

Upon approval the next step will be to complete the construction documents based on the conceptual design.There project process timeline lays out the needed steps for completing this project. It should be noted thatthere are two neighborhood meetings planned as part of the process. Additional intermediate steps may beadded as needed to insure that the project moves along as planned.

Financial Impacts:Staff has been working with the Skateboard Coalition as well as reviewing additional options for funding theSkateboard Park. The budget development is nearly complete and will be presented at the December 2014PRAB meeting.

Tentative Timelines:Please see the attached updated timeline on the project process. Staff has prepared more detailed timeline inorder to insure that all the required steps to complete the project are completed.

April 7, 2015 Accept Bids and Award ContractThis step is a requirement of the contracting process and allows for the project to move forward with beginning the actual construction process.

Once the project is awarded staff manages the day-to-day contract execution. Typically a Resident Project Representative is on-site to make sure the project is constructed in accordance to the plans and specifications. Communications between the contractor and city is primarily through the City Engineer, Project Manager and Resident Project Representative.

Significant changes will be brought to the City Council for approval prior to the work being executed. Minor changes and field directives are authorized by the City Engineer in advance to maintain the project schedule. All contract changes must be approved by the City Council. Adjustments to estimated quantities occur during the final acceptance of the improvements.

September 2015Accept Improvements and Authorize Final Payment

The City Engineer recommends to City Council when the final payment should be made to the Contractor. The City Council may accept the work by resolution; however, if the city fails to pay the amount due within 30 days of a monthly estimate, or 90 days after the final estimate, the city must pay interest on the past due amount as prescribed by law.

Action Requested:The Northfield Park and Recreation Advisory Board (PRAB) will review information presented at thecommunity meeting held on November 19, 2014.

Summary Report:At their October meeting, the PRAB reviewed and discussed the upcoming City Council work session onMeadows Park. The City Council then discussed their vision for Meadows Park with the SRF Consulting andPaul Miller Design, Inc. (SRF/PMDI) at their October 28 work session. The goal of the discussion was:

1. Provide policy level direction to overall park development process and timeline.2. Provide policy level direction to staff and advisory board as to what the park is visioned to be come.

At the work session staff discussed the background on the project to date and gave a brief overview of thecommunity plans (i.e. Comprehensive Plan; Parks, Open Space and Trail System Plan; ComprehensiveTransportation Plan Update, etc.) that influence the development of the park. SRF/PMDI then presented someideas on what the park could become. Finally, a detailed timeline was presented for completing the workneeded on the park. A copy of the presentation is attached. Councilors discussed a number of ideas for thepark including:

·· Desired amenities

·· Phasing of the implementation

·· Completion of road system

·· A need to address stormwater concerns

In preparation for the November 19,, 2014 Community Meeting, staff and SRF/PMDI have been meeting todiscuss how Council direction is implemented into the plan along with gathering of information from thecommunity. Since this meeting will be held the day prior to the PRAB meeting, results are not included in thepacket,.but will be presented at the meeting.

Alternative Options:Implementation of the master plan is a requirement of this acquisition. If the land is not put to its intended useor is abandoned, then the City would have two options:

1. Purchase the property at the then present market value with approval of the county board.

Financial Impacts:The financing for the consultant has been included in the Park Fund 2014 - 2018 Capital Improvement Plan(CIP) in the amount of $20,000. The 2015 - 2019 CIP will be discussed with City Council on November 25where funding for the park improvement will be discussed.

Community Plans Influencing Meadows Park

Comprehensive Plan for Northfield

Provides Community Vision Provides 12 Land Development Principles Principle 1: The small town character will be enhanced.

o Future areas for growth and development will reflect the essential elements of “Old Northfield” with respect to the form and pattern of development.

o New development and redevelopment will be sensitive to pedestrians in terms of scale and walkability.

Principle 2: The natural environment will be protected, enhanced and better integrated in the community.

o Convenient and accessible recreational opportunities will be provided for all ages on parkland and greenspaces. These areas will be enhanced, and new areas set aside that connect people to the natural environment, and promote recreational opportunities to support active and healthy lifestyles.

Principle 3: The preference for accommodating future growth is in infill locations, then redevelopment opportunities, and then on the edge of existing developed areas.

o When new development occurs at the edge of the Community through annexations, it will be done with great care by creating well defined residential neighborhoods, a green edge or a well designed place for commerce, so as not to compromise the rural landscape or the small town character.

Principle 4: New and redeveloped residential communities (areas) will have strong neighborhood qualities.

o Neighborhoods will be walkable with pedestrian friendly streets containing sidewalks that accommodate automobiles at lower speeds and volumes that provide for bicycle mobility on the street and give priority to the pedestrian experience.

o Community gathering areas will be integrated into new residential areas to promoteopportunities for social interaction and public events.

Principle 5: Environmentally-sensitive and sustainable practices will be integrated into new developments and redeveloped areas.

o Compact/cluster subdivision design will be the preferred pattern of residential development in edge areas.

Principle 6: Places with a mix of uses that are distinctive and contribute to increasing the City’s overall vitality are preferred.

o Mixed-use centers, places that mix small-scale retail, residences, offices and civic uses will become part of the new development pattern, where applicable, in the City.

Principle 7: Neighborhood serving commercial will be small scale and integrated with the residential context.

Principle 8: A wider range of housing choices will be encouraged – in the Community as well as in neighborhoods.

o New residential development will offer a variety of housing types and prices, includingaffordable and workforce housing.

Principle 9: Rural character of certain areas of the Community will be protected.o The primary elements that make up this character are the rural roads, expansive

agrarian views, and rural architectural vernacular. Principle 10: Streets will create an attractive public realm and be exceptional places for

people.o Roadways and streets are important elements of the built environment and will

strengthen the character of the setting.o Roadways and streets will be given greater consideration as part of future development

to ensure they contribute to the neighborhood character and people-oriented functions.o The City will take great care in protecting the rural roadway character on the edge of the

Community. Principle 11: Places will be better connected, in part to improve the function of the street

network and also to better serve neighborhoods.o The street pattern will be improved to keep local traffic off major arterials, and high-

speed through traffic off local streets.o A better connected grid or modified grid street system is the preferred network for

future development and redevelopment. Principle 12: Opportunities will be created to walk and bike throughout the Community.

o The design of local streets will encourage pedestrian and bicycle movement through features such as sidewalks, bike paths, narrower street widths, and quality planter and buffer strips to protect the pedestrian.

o Sidewalks, walking trails and bike paths will be connected to public parks and otherdestinations, including shopping and entertainment areas.

o Biking and other alternate forms of transportation will be provided as a viable form oftransportation.

Subject:Pool Amenities

Action Requested:The Northfield Park and Recreation Advisory Board (PRAB) is asked to review/discuss options for providingpool amenities. The PRAB has asked staff to research possible waterslides options for the pool.

Summary Report:

Because some of the amenities may take a significant time to order and receive, an early discussion by thePRAB about amenities began in the October meeting. Staff was asked to put together a few possibilities forwaterslides. Attached are spec sheets from two companies comparing waterslide options and pricing. The firstcompany is Natural Structures based out of Oregon. The second is Extreme Waterslides based out ofTennessee.

Natural Structures has three slides that would best fit the municipal pool. The slides range in size from 18’8” to10’5” and in price from $91,282 to $46, 480. Extreme Waterslides has five options for slides in all differentsizes and prices from $64,125 to $30,000.

The PRAB will have to discuss what type of slide will best fit the municipal pool. Staff concerns for choosinga slide are the height of the slide and the minimum water depth is needed for that height. One otherconsideration is whether or not the chosen slide will keep patrons entertained for a significant period of time.

Alternative Options:The PRAB could decide to wait on further pool items until a future date. They could also decide to increase ordecrease the amount of funding associated with the pool.

Financial Impacts:The PRAB has prepared a plan for the Park Fund to provide pool amenities in order to provide additionalinterest for the pool clientele. The planned amount is $50,000 which would be available in 2016.

Tentative Timelines:The potential for long lead times on the purchase of pool items makes it prudent for the PRAB to begindiscussing potential improvements at this time. Staff can provide more options for slides or other amenities at a

Action Requested:The Northfield Park and Recreation Advisory Board (PRAB) will review the revised and updated work plan for2015.

Summary Report:To assist with long range planning, the PRAB reviewed a draft work plan for 2015 at their last meeting. Thisdraft plan has been updated to include additional information including task assignment and work dates.

The PRAB should review this revised plan and decide if other tasks be added. In addition, it is suggested thatthe PRAB review the timing for completion or action on these items. The PRAB should be prepared to approvethis plan at their December meeting. A regular review of the work plan should occur throughout the calendaryear.

Alternative Options:The PRAB could decide not to establish a work plan.

Financial Impacts:No financial impacts are expected because of the work plan; however, establishing a work plan will allow thePRAB to insure a balance in workload throughout the year while meeting their goals.

Tentative Timelines:The PRAB should review the draft work plan so that it can be established prior to the 2015 calendar year.
