Staff advised the committee that all accommodators are aware of the new tax, and that information is available on the City website. Staff advised that the Finance department will receive quarterly remittance payments from accommodators.

- Discussion took place surrounding the tracking of Airbnb’s. Staff advised that there is no current way of tracking, but methods of tracking alternative accommodations are being investigated.

- Discussion took place surrounding Staff Report 19-031. Staff clarified that the yearly financial commitment to the Bay of Quinte Regional Marketing Board is to be reviewed each year.

- Discussion took place surrounding job market in Quinte region. Chris King provided an update to labour force, citing that all markets are having difficulty filling jobs.

- Discussion took place surrounding affordable housing and the promotion of single dwelling rental opportunities for homeowners. Staff advised that it hasn’t been previously promoted, but the trend is gaining traction throughout the

SUBJECT: Rural Economic Development (RED) Program – Business Retention & Expansion Project (BR+E)

Background:

On July 29th, the Ministry of Agriculture, Food and Rural Affairs launched a new intake of the Rural Economic Development (RED) Program.This program provides cost-share funding to support activities that create strong rural communities in Ontario, and opens doors to rural economic development through:

funding assistance to address barriers to economic development, better position rural communities to attract and retain jobs and investment, and enhance economic growth;

funding to build community capacity and support for economic development in Ontario’s rural communities;

investments in rural communities to help diversify and grow local economies – making economic growth more inclusive so Rural Ontario continues to share in the province’s economic prosperity.

Applications under the Economic Diversification and Competitiveness Stream are eligible to receive funding up to 50%, provided they meet the following objectives:

remove barriers to business and job growth attract investment attract or retain a skilled workforce strengthen sector and regional partnerships diversify regional economies in Rural Ontario

After reviewing the application guide, it was staff’s opinion that a Business Retention & Expansion (BR+E) Project with the retail & commercial sectors would be a suitable fit for the RED program. An application was submitted just prior to the September 9th deadline which included letters of support from the Quinte West Chamber of Commerce, Trenton DBIA and Trenval Business Development Corporation.

The City last conducted a BR&E with the commercial and retail sector in 2016 and, as a result, a number of concerns and opportunities were identified. The report produced seven recommendations, which the municipality has successfully addressed over the past 3 years through projects such as: targeted marketing campaigns, development of a free mobile app that provides residents and visitors with real-time access to helpful information and dynamic tools (Ping-Street), transit expansions, improved marketing/promotion to boaters at the new Trent Port Marina and workforce development initiatives (ie bi-annual career fairs, immigration initiatives).

An updated BR&E project would involve gathering data from business owners that may not have previously been surveyed, including those from the retail, professional service and technology industries.

Barriers and strategies identified in the 2020 BR&E will assist in establishing the City's economic development priorities over the next 3-5 years.

The City’s portion of the project costs would be funded through the Economic Development Operational budget under contract services.

Comments/Analysis:

The BR+E program allows the City to identify strengths as well as gaps within the specific sectors being surveyed and allows the City to gauge the overall health of the business community through this exercise. The program involves collaboration from a number of business stakeholders in addressing the issues brought forward along with planning new initiatives that can contribute to the betterment of the business community in Quinte West.

SUBJECT: Installation of City Logo onto Frankford Municipal Building ______________________________________________________________________

Recommendation:

That the Economic Development & Tourism Advisory Committee recommend to Council that a new sign of the Quinte West Logo be purchased and installed on the Frankford Municipal Building/Library.

Background:

Through the First Impressions Community Exchange Program it was revealed in the report back to Frankford from Hastings that the City of Quinte West City logo is missing from the Frankford Municipal Building/Library. Working through the Frankford Task Group, the suggestion of the logo added to the exterior of the building offers an opportunity for visitors and newcomers to the community, to identify a centre point where they can find all of the information they need to navigate their way through Frankford and beyond. The logo would also be another opportunity to further extend the Quinte West brand through practical signage.

Existing Policy/By-law:Compliant with City Sign By-law

Financial Impact:Funding for the sign will be pulled from the 2019 Economic Development Operating Budget with an estimated cost of $1000-$1500 for a steel material sign.

SUBJECT: Bridge Lighting – Veterans Skyway Bridge______________________________________________________________________

Recommendation:

That Staff Report # 19-042EDT be received as information and direction.

Background:

In November of 2018 Legendary Lighting installed the required infrastructure for ambient lighting as well as eight light fixtures to the Veterans Skyway Bridge. The “Bridge Lights” are programmed to change colours based on seasons and holidays and offer a dynamic look to add ambiance within the downtown skyline. The project was completed within the $75,000 budget, while all installation was done overnight reducing the bridge to one lane. The lights were commissioned and programmed just in time for the holiday season with several positive comments throughout the community that made its way to the City Social Media channels.

At the June 2019 Economic Development and Tourism Advisory Committee meeting there was a public input presentation from a Quinte West resident identifying the need to increase the lighting on the bridge by adding four additional lights to provide a greater visual impact. At that meeting, it was requested by the Committee for staff to prepare a report on additional lighting on the bridge and cost of the project by adding four lights (two on each abutment).

Existing Policy/By-law: None

Financial Impact:

Staff have received a quote from Legendary Lighting totals $53,200, which includes installation and commissioning. There are no funds allocated in the 2019 capital budget for this project.

Economic Development Update

Land Sale in the North Murray Industrial Park – The City recently sold 5 acres of land in the North Murray Industrial Park to Quinte Grow Corporation. The parcel is located east of the City’s Operations Centre. They are proposing to construct a 20,000 sq. ft. facility as Phase 1 with plans for an additional 40,000 sq ft. for the following phase. The facility once completed will employ approx. 40 employees offering wages from 40-80k. The positions will include security, growers, construction, quality assurance, packaging and processing, product development and accounting, IT and sales positions. The operation of the facility will be in accordance with all Health Canada Regulations.

Industrial Lands CIP Brochure - The Industrial Lands Community Improvement Plan Brochure is now available. Copies have been provided to the QEDC office. Staff have been receiving inquires about the program.

Market Fest 2019

The Front Street Famers’ Market hosted the third annual Market Fest event on September 14th. The Farmers’ Market Task Group planned and executed the successful event that incorporated interactive vendor displays, activities for children and community service groups.

Quinte Regional Career Fair

The Cities of Quinte West and Belleville are in preparation for the October 9th Quinte Career Fair, located at the Quinte Sports and Wellness Centre Gymnasium from 3:00-7:00pm. Notable Quinte West employers that have registered for the fair are; Nestle, Mirmil, S&P Data, The Machining Centre, Trenton Cold Storage, and You Make Me Smile.

Immigration Portrait Series- “A Place to Call Home”

Throughout 2019, staff has been working on a project in partnership with Bay of Quinte Regional Marketing Board, and the City of Belleville profiling successful immigrants within the region. Local Commercial Photographer, Ash Murrell was hired to complete the project and the Quinte Arts Council was brought in to showcase the final product.

On September 19th a launch event was held at the Quinte Arts Council unveiling the portraits of the successful immigrants entitled “A Place to Call Home”, which will run until October 18th.

Quinte West Profiles include; - Mark Phillips, Mystical Distributing - Kenny Toor, Motel 6 - Dr. Jinni Demine, Trenton Pet Hospital - Aparna Mehra Narula, Henna Mehndi Tattoo Artist

Regional Immigration Strategy – The Centre for Workforce Development will lead this project in partnership with Hastings, Prince Edward and Lennox and Addington Counties, Cities of Belleville and Quinte West, the BQRMB, Trenval and QEDC. Fraser View Group consultants will work with the project partners on a strategy for attracting and retaining immigrants. It will focus on attracting immigrants that are already landed in Canada as these newcomers settle predominantly in larger urban centres. Tourism & Special Events Updates

Summer VisitationAt the Chamber we had 788 visits logged representing 1170 adults and 79 children.

At Lock #1 we had 152 logged visits representing 294 adults and 15 children.

Sports TourismTrevor Norris from Bay of Quinte has arranged for two site visits within the next two weeks.Out of his attendance at the Canadian Sports Tourism Alliance Conference, he has garnered interest in Bay of Quinte (both Belleville & Quinte West) for a visit from Canada Soccer for a potential future tournament as well as STIHL Timbersports to possibly host a Canadian Championship within the next two years.

Summer Events Recap

Canada DayA lot of positive feedback was received. Despite a smaller footprint, the committee, the public and the vendors really liked the new layout and general reports indicate that numbers were up.The FireFit Challenge provided a great complement the event. A full day of local talent was featured followed by an exceptional fireworks display.

Operation Stand Proud exhibited outstanding community support with 3,942 individuals coming together out on June 29th at Centennial Park. Leon’s Trenton, along with its Partners including Quinte West, held an Official Guinness World Record Attempt and broke the record for Largest Human Maple Leaf as a show of appreciation for the men, women, and families, who have dedicated their lives to serving our country.The event raised over $22,000 for the Canadian Armed Forces charity, Soldier On, which inspires recovery and rehabilitation for former and serving military members through the transformative power of sport.

Trenton Big Band Festival – This annual Big Band Music showcase was held during the Downtown Trenton Festival on the Bay in RiverFront Square. This free event garnered a healthy number of spectators. Friday night featured the Toronto All-Star Big Band while Saturday’s performance showcased the talented Commodores Orchestra and Martin Loomer’s Orange Devils. The event was promoted on city publication events listings, with rack card distribution, through the

promotion of Festival on the Bay event advertising, radio campaign, direct mail to legion’s and retirement homes and social media among others.

Driftwood – The Bard’s Bus tour showcasing an adaptation of Shakespeare’s A Musical Mid-Summer Night’s Dream, performed for an audience of over 180 people on the grounds of Trent Port Marina. At the Q&A session following the performance, one gentleman remarked how fortunate they were that Quinte West offers this event as over the last several years it has been a tradition for their family to participate. This event was promoted primarily through poster and rack card distribution, listed as part of the city’s events listings as well as through social media.

Ribfest – Organizers reported attendance of approximately 20,000 which is down from the previous year. Unfortunately poor weather affected the attendance and proceeds. The event was promoted on their website, social media, a radio campaign with Starboard Communications and 91x as well as they received promotion via Quinte West Social media, annual publications listings and an InQuinte digital feature. Ribfest is looking forward to the possibility of coming back to Quinte West in 2020. The event shares Centennial Park with the Cameron Memorial Soccer Tournament which is a significant tourism event in its own right on the same weekend. Although the events complement each other, parking remains a challenge during this weekend.

FLW Canada Tournament – 67 teams participated in this year’s prestigious tournament representing 134 individuals. The event was promoted through social media channels and tradeshows including the Toronto International Boat Show, Spring Fishing & Boat Show, Kawartha Sportsman Show, Bowmanville Tackle Swap and Fishing Show. Locally it was promoted this year through Bay of Quinte Tourism, Quinte West publication event listings as well as an InQuinte digital monthly event feature. An informal economic impact survey was done at the registration meeting. Of the 21 survey’s received 14 of them stayed anywhere between 4 – 9 days with a Quinte West Accommodator. A significant amount was expected to be spent at local eateries throughout the prefishing period and tourney.

Trenton Scottish Irish Festival - The Trenton Scottish Irish Festival Committee have not reported on actual gated attendance numbers yet, however according to both Parks and Events staff there were approximately 300 people at their opening ceremonies. There was a very small attendance at their evening concert. They promoted their event through Facebook, a radio ads on Loyalist 91x and word of mouth. They were also listed in Quinte West Publications and promoted through Quinte West’s monthly event profiles, social media and digitally on InQuinte. The committee reported that the Heavy Events and Pipe Band Competition were very well received however felt challenged this year with getting sponsors and more food vendors on site. They are intending on hosting the event in 2020 for their 30th Anniversary.

Doors Open QW - 15 sites opened their doors for the 8th annual event. Was very well received with record number of participants. As an example, Research Casting International was on again this year after not being able to participate last year and reported over 4,500 visitors.

Other Summer Events – It was recently reported that success was observed at many of our third party events including as example; Classic Cruisers Car Club raised $9,000 with their Auto Odyssey event donating $4,500 to Fixed Fur Life and $4,500 to the TMH Foundation. Hike for Hospice held recently raised $7,000 for their cause.

Concerts Series – This year’s concert series, including the DBIA’s concerts, offered 44 opportunities to get out and appreciate musical performances in Downtown Trenton with four of them being offered this year at the Frankford Tourist Park which were reported as very successful.

Tourism students attended concerts to take counts and offer promotional materials to spectators. They reported attendance anywhere from 15 to 220 people (during the big band festival) with the average being approximately 70 people per night.

Frankford Saturday Night Movies in the Park – In partnership with the Frankford Youth Centre, Quinte West supported a series of free movies offered at the Frankford Tourist Park. The number of participants ranged from 10 – 50 with the average attendance being 33 people/film.

Municipal Accommodation Tax updateThe first quarter of the Municipal Accommodation Tax (July 1 – Sept 30) is quickly approaching.Remittances are due by October 31. The financial accountability and financial services agreement with the Bay of Quinte Regional Marketing Board will be coming to a future meeting for consideration and approval.

Summer Day CampsBackyard Bonanza Hastings County Day Camps – This year the day camps went really well. We had a fantastic coordinator who led a strong team of leaders at the city’s four social housing complexes. The numbers were unfortunately down in several of the complexes. We are planning on wrapping things up with Hastings County soon and determining viability for next year.

Municipalities Partner on Need for a Rural Immigration Strategy for the Region

The Quinte Region faces an aging population. Employers are encountering challenges to filling available vacancies. Municipalities agree that there needs to be a better understanding of the

population growth dynamic that is affecting the Region’s long-term sustainability. A regional strategy is the first step in addressing barriers, lack of awareness and

gaps in services in the Region.

Belleville, ON – August 27, 2019 Workforce opportunities are growing in Hastings, Prince Edward and Lennox and Addington Counties yet Labour Market and BR&E consultations identified the lack of a qualified local labour pool is affecting economic development and expansion. Each municipality has a stake in developing a comprehensive regional strategy that identifies the actions necessary to effectively attract and retain newcomers to the area.

This begins with the development of a Regional Immigration Strategy. The Centre for Workforce Development will lead the development of this strategy in partnership with Hastings, Prince Edward and Lennox and Addington Counties, Cities of Belleville and Quinte West, the Bay of Quinte Regional Marketing Board, Trenval and Quinte Economic Development Commission.

Fraser View Group consultants will work with the project partners and the community on the creation of a core strategy for attracting and retaining immigrants. The project will also develop longer-term strategies including addressing the improvements of newcomer supports, funding a full-time Immigration Coordinator, developing an Ambassador Welcoming Network and providing diversity training to businesses and the community.

The strategy will focus on attracting immigrants that are already landed in Canada as these newcomers settle predominantly in larger urban centres. As an example, the GTA's high cost of living provides an opportunity to attract newcomers to Quinte's attractive quality of life but there is little knowledge within newcomer communities of what is available outside of urban centres. Staff at the Newcomer Centre of Peel indicated there is a lack of awareness of the opportunities found in Quinte region. This project will help address this issue

- Ben will follow up with Task Group with an update after Jeff has looked into public works items/matters.

Frankford Brochure

- Ben provided a first concept template of a typical rack card brochure.

- The rack card concept is to give both residents and visitors key contact and attraction information.

- A discussion took place surrounding content on the rack card. It was decided that the information currently listed would stay the same.

- A discussion took place surrounding distribution of cards.

- The Task Group approved the rack card with some minor changes.

Frankford Online Presence

- Discussion took place surrounding a Frankford page on the Quinte West website. Ben advised that it could be populated with Frankford content, business profiles, rack card, events, activities, etc.

- Councillor Lynda Reid mentioned a local photographer approached her to do some work on Frankford.

- Suggestion of placing a donation can at the Quinte West Tourism booth whenever it is set up at another event before Canada Day

- Need more garbage and recycling bins at the event- The committee decided to try the parade once more

in 2020; there needs to be more activity in the parade to make it exciting

- Committee to approach businesses to see if they are interested in participating in the parade

- Brian shared an email from Karen Sharpe complimenting the committee on their efforts and the positive news coverage the event had.

Business Arising from the Minutes:

- The committee discussed that there was too much food at the 2019 ceremony.

- Nick to look at the amount of food purchased for the 2019 ceremony and see how much it can be reduced for the 2020 ceremony.

New Business: - Councillor Roseblade asked that there is more promotion to let the public know that nominations are open.

- Wendy is still working on getting a usable photo for THS rugby team.- Nick to draft a generic letter asking for nominations to be sent to
