Hughes, City Clerk COUNCIL RESOURCE: Councilor Alan Minthorn BACKGROUND: Biddeford & Saco Elks #1597 has applied for a License to operate beano from January 1, 2018 to December 31, 2018. The applicant has submitted their application in accordance with the provisions of Title 17 M.R.S.A. Chapter 13-A, and in accordance with the Rules and Regulations promulgated by the Chief of the State Police governing the operation of Beano/Bingo or Games of Chance. EXHIBITS:

LaRue to the Saco River Corridor Commission COUNCIL RESOURCE: Councilor Roger Gay STAFF RESOURCE: Kevin L. Sutherland, City Administrator BACKGROUND: The Bylaws of the Saco River Corridor Commission state that members of the Commission shall serve three-year terms. Barry Noble was appointed as the alternate by the Council on February 16, 2016 with a term ending on February 16, 2019. Richard LaRue was appointed as the liaison by the Council on April 21, 2015 with a term to expire on April 21, 2018. The Saco River Corridor Commission is requesting that both members be re-appointed by the Council to serve three-year terms expiring on November 6, 2020 to coincide with their term schedule. The Council is being asked to approve the Mayor’s suggested re-appointment of Barry Noble as the alternate and Richard LaRue as liaison to the Saco River Corridor Commission, effective November 6, 2017 for a period of three years and expiring on November 6, 2020. AGENDA ITEM: Confirm the Mayor’s Appointment of Alyssa Bouthot as a regular member, Appointment of Steve Ryan as a regular member, and Appointment of Julia May as an associate member of the Historic Preservation Commission
COUNCIL RESOURCE: Councilor David Precourt STAFF RESOURCE: Bob Hamblen, City Planner BACKGROUND: The Historic Preservation Commission consists of five members and
up to five associate members, appointed by the Mayor and confirmed by the Council, each for a three-year term. Some of the duties of the Commission are to:
• Review applications for certificate of appropriateness, • Advise and inform the City officials and owners of
historic buildings, structures or sites, on physical and financial aspects of preservation, renovation, and rehabilitation.
• Each Commission member shall be a resident of the City and shall be persons qualified to perform the duties of such office and shall serve without compensation.
The Mayor is seeking to have Alyssa Bouthot appointed as a regular member to replace a member who is leaving the board, Steve Ryan appointment as a regular member, and Julia May appointed as an associate member of the Historic Preservation Commission for a term ending on June 30th 2020.

COUNCIL RESOURCE: Councilor Eric Cote STAFF RESOURCE: Kevin L. Sutherland, City Administrator BACKGROUND: The Conservation Commission consists of members appointed by
the Mayor and confirmed by the Council for a term of three years.
Primarily, the Commission shall: conduct research into local land area usage; make recommendations to preserve and enhance the natural resources of the City; and assist the Planning Board on development applications.
The Mayor is seeking to have Alex MacPhail appointed to the Conservation Commission for a three-year term.

To whom it may concern,
My name is Alex MacPhail,
I currently sit on various sub-committees of Saco Maine Street, and am Executive Board
member, and donate my time to events throughout the year. I am married to a wonder lifelong Saco
resident and having lived in and around the area for the last 26 years, looking forward to spending
the rest of my life within these city borders (I own two properties).
It is with great interest that I submit information with regard to the open position on the Saco
Conservation Commission Board.
I am a former Saco River Corridor Commission Board member, as well as Shapleigh Planning
Board member, with extensive experience in both fields of municipal planning and conservation.
Additionally I helped form and assist the Maine DEP pilot project “Mousam Lake Youth
Conservation Corps,” performing erosion control measures in and around the Mousam watershed
area and was chair of the #1 Pond Committee in Sanford/Springvale.
I have sat on boards as varied as the Nasson Community Center Committee, VP of Sanford
Soccer Association, Sanford Mainers Steering Committee, Acton Fair Committee, Ossippe Valley
Fair Committee, an early version of the Old Orchard Beach Ballpark Commission and more and
understand the dynamics needed of parties being able to come together and work towards a
common goal.
I would hope to be considered for this opening.

Zoning Board of Appeals COUNCIL RESOURCE: Councilor Nathan Johnson STAFF RESOURCE: Kevin L. Sutherland, City Administrator BACKGROUND: The Zoning Board of Appeals consists of seven (7) members
appointed by the Mayor and confirmed by the City Council for a term of 5 years. Primarily, the Board, after public hearing and majority vote of its members, will decide administrative appeals, planning board appeals, variances, historic preservation commission appeals, shore-land variances, and denials of building permits.
Mayor Michaud has recommended the reappointment of David C. Johnson for a 5-year term on the Zoning Board of Appeals.
