Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate’s or employee’s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.

Essential Job Functions and Duties Actual assignment hours may vary. This document is based on an 8-hour day and 40 hour per week schedule from Monday to Friday.

1 INSPECTION DUTIES: Inspects building, plumbing, mechanical and electrical construction for compliance with construction codes, local ordinances and state laws; verifies and approves corrected building, plumbing, mechanical and electrical construction; coordinates inspection-related activities with other City departments and agencies, as necessary; performs other duties, as assigned. It was clarified in interviews that incumbent inspects single-family homes (both new construction and remodels), commercial buildings (both new construction and tenant improvements), multi-story, mixed use buildings, swimming pools, complex electrical services, etc.; provides inspections for all trades; typically inspects in similar/same geographic area within city for consistency purposes; approves and signs inspection cards or writes a corrections on site; uses appropriate inspections tools and materials such as tape measures, ladders, levels, test equipment, cameras, etc. to perform inspection duties; performs other duties, as assigned. It was further clarified in interviews that incumbent uses desk computers to access building plans that have been uploaded to Project Docs into Laser Fiche program for research purposes in the office. The permit holder, city-approved plans are used by the inspector in the field.

COMPLIANCE / CODE REVIEW: Reviews architectural, structural, disabled access, plumbing, mechanical, electrical, energy and green building construction drawings and reports for compliance with construction codes, local ordinances and state laws and approves corrected drawings for permit issuance; attends meetings with permit applicants for clarification of review comments and verification of corrections; interprets code requirements for members of the public and City employees; advises on necessary submittal materials, inspection and record requirements; provides technical guidance to assigned staff on application, record and approval requirements; performs other duties, as assigned. It was clarified in interviews that incumbent uses set of code books for reference; matches construction plans to actual work performed for compliance purposes; writes corrections requests for the work, as needed; maintains copy of all written reports to file in office. Incumbent works closely with contractor and/or homeowner to problem solve, interpret intent of building codes and offer alternatives solutions to keep the construction projects moving forward; facilitates correction requests among all necessary parties; conducts any additional research required via computer in office. It was further clarified in interviews that incumbent works 90 minutes per morning, preparing schedule, gathering permits, answering phone calls and/or providing in person customer service at the office counter to answer questions, interpret code, sign permits, etc. from the general public, contractors or other interested parties.

CONSTRUCTION OVERSIGHT: Monitors construction progress on active permits; follows established work practices to minimize expiration of permits without final approval; ensures quality assurance requirements for special inspection and structural observation are followed during construction and proper records are provided and maintained; performs other duties, as assigned. It was clarified in interviews that incumbent partners with the contractor and homeowner to ensure that work is progressing and permits don’t expire, although the main responsibility for that lies with the contractor/homeowner; coordinates on-site presence at appropriate time so inspections can take place before critical, time-sensitive next steps (i.e. steel work, inspections before concrete pours take place, etc.); maintains oversight on all assigned projects, typically staying with original projects 80% to 90% of the time; coordinates with contractor to try to not have required inspections not to take place on inspector’s day off; attends meetings with contractors, homeowners, architects, City employees, as necessary to address construction project issues; performs other duties, as assigned. It was further clarified in interviews that incumbent typically has 12-14 sites to visit per day.

It was further clarified in interviews that incumbent returns permits to staff assistant at the end of shift for filing; completes and maintains correction reports that get filed with the permit in the office; performs other duties, as assigned.

Bachelor's degree in architecture, civil, mechanical or electrical engineering may substitute for the required construction or inspection experience.
