Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate’s or employee’s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. It is intended to be a straightforward document providing the reader with the following: 1) core purpose for the position, 2) essential functions which are critical or fundamental to the successful performance of the position, 3) work environment and conditions where the essential functions are performed, 4) listing of skills and abilities that an individual must possess to perform the essential functions, and 5) the mental and emotional demands required to successfully perform the essential functions. EFJAs are also key documents to provide to physicians to ensure that they understand the position and can identify specific work restrictions or activities that may not be safe for an individual to perform.

I. Classification/Position Summary:
Ensures the safety of the public and other users at various aquatic facilities in the City. Performs emergency care as necessary. Performs pool maintenance duties. Assists the Chief Pool Lifeguard in pool operation activities, as required.

Work Hours / Hours per Week Shifts range based on season and need Off season is defined as September-May; shifts in the off season can be 1.5 hours, 2.5 hours, 3.5 hours or 6.25 hours. In season is defined as all other times; additional shifts in season can be 4.0 hours, 4.5 hours or 6.0 hours
Days of the Week Shifts can be assigned Monday through Sunday
Overtime /Holidays Required Required to work a varied schedule which may include days, evenings, weekends and holidays; there are currently four (4) permanent part-time employees under contract who receive holiday pay and benefits. All others receive regular pay, even if assigned to work a holiday or weekend.

II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation.
Essential Job Functions and Duties Actual assignment hours may vary. This document is based on a 10-hour day and 40 hour per week schedule from Monday to Thursday.

1 POOL AREA MANAGEMENT: Enforces swimming pool rules and regulations; maintains order in and around pool; follows and enforces all applicable safety rules and regulations; assists with coordinating various aquatic activities; keeps pool, decks and dressing rooms safe, clean and orderly; performs other duties, as assigned. It was clarified in interviews that incumbent cautions swimmers regarding unsafe practices and safety hazards; monitors activities at the pool to prevent accidents; prepares the facility for events such as swim competitions/meets, pool parties and other special events by designating lanes for usage; inspects facilities for cleanliness, including picking up debris as needed; completes general pool facility cleaning and maintenance duties; responsible for the availability and safekeeping of emergency equipment (i.e. rescue tubes, backboard, signs and other equipment); inform manager when supplies are needed and if equipment needs repair; and utilizes pool cleaning equipment and chemicals. It was further clarified in interviews that incumbents rotate tower lifeguard duty every 20 minutes, remaining in a tower chair for an hour; incumbent is then down for 20 minutes, performing other duties such as checking locker rooms; checking showers; setting up chairs and table on decks if necessary; raising or lowering umbrellas as required; stacking chairs in the event of inclement weather; and using a key to reset door alarms if they sound.

SWIMMING INSTRUCTION: Teaches swimming lessons to children and adults; teaches special aquatic classes; performs other duties, as assigned. It was clarified in interviews that incumbent will be assigned to teach Learn-to-Swim classes which are held from March through October; incumbent may be assigned to teach any age or swimming level; majority are group lessons typically with 8 or so patrons per class; may also be assigned semi-private classes; must teach at least one class per session to keep water certification current; incumbent must keep water safety certification current at all times; all incumbents must also be first aid and CPR certified, meeting established American Red Cross guidelines. It was further clarified in interviews that incumbent may be assigned to teach specialty water classes such as water polo, diving, synchronized swimming, water aerobics, etc. based on an established area of expertise.

SAFETY AND FIRST AID: Recognizes and performs aquatic emergency rescues; administers artificial respiration, CPR and first aid when necessary; performs other duties, as assigned. It was clarified in interviews that incumbent follows emergency plan and procedures established in the event of an emergency; rescues swimmers in danger of drowning; completes pre-determined “scans” of area surrounding assigned tower; maintain awareness that appropriate wristband color is worn by each swimmer; must keep water safety certification current at all times; all incumbents must also be first aid and CPR certified, meeting established American Red Cross guidelines; completes incident reports for all first aid or safety issues and provides to manager; may activate a safety alert in the pool with one whistle blast for a major issue (i.e. active drowning, severe bleeding, etc.) or a double whistle blow if minor first aid is required (i.e. bloody nose, cut lip, etc.)

RECORD KEEPING / LOGS: Completes various forms and paperwork pertinent to the day-to-day running of an aquatic facility; completes chemical checks of the pool water; performs other duties, as assigned. It was clarified in interviews that the following duties are assigned on a rotating basis to and completed by incumbents who are not actively in a tower chair safeguarding the pool: incumbent is responsible to obtain chemical counts three times per day by sampling pool water, using water testing kit and recording results in a folder retained in the duty guard office; complete facility checklist by inspecting items such as locker rooms, restrooms, showers, first aid kit supplies, oxygen tank levels, etc. and recording on a checklist kept on a mobile clipboard carried by incumbent; complete incident reports for first aid, safety issues, disciplinary issues (such as fights, etc.) and lost items and provides to manager; complete required paperwork and hand out daily wrist bands to swimmers; may conduct swim test of minor patrons seeking daily wristband; enters names of patrons into computer to track wristband issued and payment received.

IX. Personal Protective Equipment / Safety Training and Devices:
It was clarified in interviews that incumbents have access to first aid kits and fire extinguishers. Incumbent is provided with items including but not limited to rescue tube; whistle; fanny pack with latex gloves and basic first aid supplies; CPR mask; fluorescent vest; safety cones and signs; sunblock; hats/visors; rain gear; robes; uniforms shirts and bathing suit/trunks.
It was clarified in interviews that incumbent takes yearly skills test in and out of pool, including written tests, being allowed 3 tries to pass, with second and third attempts being unpaid time; if incumbent fails a third time, incumbent is taken off schedule and must complete an external course to pass the test before returning to work; attend in-service training once per month, with topics being selected from gaps in the skills testing results (i.e. CPR, first aid, sudden illnesses, scuba rescue techniques, etc.); must keep water safety certification current at all times; all incumbents must also be first aid and CPR certified, meeting
established American Red Cross guidelines.
